To achieve the goals outlined in the strategic plan, the Program first must understand the current geospatial capabilities of each 9-1-1 system by individual jurisdiction. To this end, the Program hired Mission Critical Partners, LLC (MCP) to evaluate the readiness of GIS staff and data in each 9-1-1 system to support the migration to and continuing operation of NG9-1-1. The Program specifically seeks a report on the weaknesses and strengths of each 9-1-1 system throughout Arizona to frame a statewide picture for legislators as the Program seeks to fill the full-time positions necessary to fully support GIS capabilities for efficient and effective NG9-1-1 call routing.

CD Test Map Version 3.1 then removes Pinal County from District 2 and is left as Unassigned for demonstration purposes only. District 2 was population balanced using Gila County. Keeps Nogales and Rio Rico together and Santa Cruz Co undivided. More balanced and now 7 competitive districts. USER PLAN OBJECTIVE: Makes LD7 competitive and more compact again, and LD6 less packed. Puts Central Yavapai County with Mohave for a better COI in LD30. Creates a better balance statewide and a 7th competitive district. Honors Navajo/Hopi and other area Tribes' request to be together. Keeps Nogales and Rio Rico together, Santa Cruz/Apache/Navajo/La Paz/Cochise counties undivided, Gila Bend, Flagstaff, Sedona undivided, and the Copper Corridor together, Tanque Verde and Catalina Foothills together.
