    A business improvement district is a geographically defined area within the City of Los Angeles, in which services, activities and programs are paid for through a special assessment which is charged to all members within the district in order to equitably distribute the benefits received and the costs incurred to provide the agreed-upon services, activities and programs. Because the assessment funds collected in a given district cannot legally be spent outside of that BID, the City creates a trust fund for each BID, with funds periodically released to support operations.     Description

    The seamless, county-wide parcel layer was digitized from official Assessor Parcel (AP) Maps which were originally maintained on mylar sheets and/or maintained as individual Computer Aided Design (CAD) drawing files (e.g., DWG). The CRA office continues to maintain the official AP Maps in CAD drawings and Information Systems Department/Geographic Information Systems (ISD/GIS) staff apply updates from these maps to the seamless parcel base in the County’s Enterprise GIS. The seamless parcel layer is updated and published to the Internet on a monthly basis.The seamless parcel layer was developed from the source data using the general methodology outlined below. The mylar sheets were scanned and saved to standard image file format (e.g., TIFF). The individual scanned maps or CAD drawing files were imported into GIS software and geo-referenced to their corresponding real-world locations using high resolution orthophotography as control. The standard approach was to rescale and rotate the scanned drawing (or CAD file) to match the general location on the orthophotograph. Then, appropriate control points were selected to register and rectify features on the scanned map (or CAD drawing file) to the orthophotography. In the process, features in the scanned map (or CAD drawing file) were transformed to real-world coordinates, and line features were created using “heads-up digitizing” and stored in new GIS feature classes. Recommended industry best practices were followed to minimize root mean square (RMS) error in the transformation of the data, and to ensure the integrity of the overall pattern of each AP map relative to neighboring pages. Where available Coordinate Geometry (COGO) & survey data, tied to global positioning systems (GPS) coordinates, were also referenced and input to improve the fit and absolute location of each page. The vector lines were then assembled into a polygon features, with each polygon being assigned a unique identifier, the Assessor Parcel Number (APN). The APN field in the parcel table was joined to the corresponding APN field in the assessor property characteristics table extracted from the MPTS database to create the final parcel layer. The result is a seamless parcel land base, each parcel polygon coded with a unique APN, assembled from approximately 6,000 individual map page of varying scale and accuracy, but ensuring the correct topology of each feature within the whole (i.e., no gaps or overlaps). The accuracy and quality of the parcels varies depending on the source. See the fields RANK and DESCRIPTION fields below for information on the fit assessment for each source page. These data should be used only for general reference and planning purposes. It is important to note that while these data were generated from authoritative public records, and checked for quality assurance, they do not provide survey-quality spatial accuracy and should NOT be used to interpret the true location of individual property boundary lines. Please contact the Sonoma County CRA and/or a licensed land surveyor before making a business decision that involves official boundary descriptions.

    To create this layer, OCTO staff used ABCA's definition of “Full-Service Grocery Stores” (https://abca.dc.gov/page/full-service-grocery-store#gsc.tab=0)– pulled from the Food System Assessment below), and using those criteria, determined locations that fulfilled the categories in section 1 of the definition.Then, staff reviewed the Office of Planning’s Food System Assessment (https://dcfoodpolicycouncilorg.files.wordpress.com/2019/06/2018-food-system-assessment-final-6.13.pdf) list in Appendix D, comparing that to the created from the ABCA definition, which led to the addition of a additional examples that meet, or come very close to, the full-service grocery store criteria. The explanation from Office of Planning regarding how the agency created their list:“To determine the number of grocery stores in the District, we analyzed existing business licenses in the Department of Consumer and Regulatory Affairs (2018) Business License Verification system (located at https://eservices.dcra.dc.gov/BBLV/Default.aspx). To distinguish grocery stores from convenience stores, we applied the Alcohol Beverage and Cannabis Administration’s (ABCA) definition of a full-service grocery store. This definition requires a store to be licensed as a grocery store, sell at least six different food categories, dedicate either 50% of the store’s total square feet or 6,000 square feet to selling food, and dedicate at least 5% of the selling area to each food category. To distinguish small grocery stores from large grocery stores, we categorized large grocery stores as those 10,000 square feet or more.     Description

    Global demands for agricultural and forestry products provide economic incentives for deforestation across the tropics. Much of this deforestation occurs with a lack of information on the spatial distribution of benefits and costs of deforestation. To inform global sustainable land-use policies, we combine geographic information systems (GIS) with a meta-analysis of ecosystem services (ES) studies to perform a spatially explicit analysis of the trade-offs between agricultural benefits, carbon emissions, and losses of multiple ecosystem services because of tropical deforestation from 2000 to 2012. Even though the value of ecosystem services presents large inherent uncertainties, we find a pattern supporting the argument that the externalities of destroying tropical forests are greater than the current direct economic benefits derived from agriculture in all cases bar one: when yield and rent potentials of high-value crops could be realized in the future. Our analysis identifies the Atlantic Forest, areas around the Gulf of Guinea, and Thailand as areas where agricultural conversion appears economically efficient, indicating a major impediment to the long-term financial sustainability of Reducing Emissions from Deforestation and forest Degradation (REDD+) schemes in those countries. By contrast, Latin America, insular Southeast Asia, and Madagascar present areas with low agricultural rents (ARs) and high values in carbon stocks and ES, suggesting that they are economically viable conservation targets. Our study helps identify optimal areas for conservation and agriculture together with their associated uncertainties, which could enhance the efficiency and sustainability of pantropical land-use policies and help direct future research efforts.

    paregion displays all tax parcels, common areas, and private roadway parcels in Pima County. Known Errors/Qualifications: Parcels are derived from the Pima County Parcel Fabric. A relatively small number of parcels have more than one polygon per parcel, which are displayed as multi-part polygons with a total area for all polygon parts. Subdivision common areas are typical example of where you will find multi-part polygons. Roadway areas that are not assigned a tax code by the Assessor are "True Void" areas, having no polygon or attributes. These include a major portion of county street areas. However, private street areas will have assigned tax codes, attributes, and polygonal shape. The ADDRESS_OL field contains the situs address. ADDRESS_OL only includes situs addresses that have a one-parcel to one-situs address relationship as indicated by an ADR_STATUS field value of "ONE". ADRRESS_OL values that are null or blank mean that the parcel has either no situs address or multiple situs addresses as indicated by ADR_STATUS field values of "NONE" or "MULTIPLE" respectively. The MAIL1 through MAIL5 fields contain the owner name and mailing address. The Full Cash Initial Amount Value, and the Limited Net Assessed (Taxable) Value are displayed for analysis and are not reflective of the Market Value.

    Parcel ownership attributes are only appended after validity is audited by the Assessor’s. This may happen some time after the new parcel line work is added. Ownership attributes includes MAIL1-MAIL5, LEGAL1-LEGAL5, both SEQ_NUM fields, LOT, RECORDDATE, and Value fields. If the parcel has not yet been audited, these fields will display Null or NA Lineage: The Parcel Fabric was created using the CAD parcel base drawings, which were migrated to a Parcel Fabric feature dataset on 2/28/2018 using the ESRI local Government Data Model format. Paregion tax parcel are now maintained in the Parcel Fabric. ADR_STATUS field was added on 3/5/2019 to help identify the type of situs address field ADDRESS_OL. Spatial Domain: Pima County Rectified: parcel Maintenance Organization: PC ITD GIS Maintenance Description: The "Paregion Assembly" process runs every night. Parcel Type 7 are selected from the Parcel Fabric and then through a series overlay processes geospatial attributes are added.
