Global Fuel Prices Database provides monthly retail fuel prices of regular gasoline (research octane number, RON, below 95), premium gasoline (RON of 95 or above), diesel, kerosene, LPG for automobiles, bottled LPG, heating oil, and HFO for the period between December 2015 and April 2025. The database relies on publicly available information. For countries that regulate fuel prices, the author manually collected monthly price announcements from the websites or social media of petroleum agencies, ministry of finance, ministry of energy, and statistical offices. In some cases, the data were sourced from local news articles publishing the government’s press releases on price adjustments. For countries with deregulated prices that conduct regular fuel price surveys, the author manually collected the published monthly average prices for the country and if available for several major cities in the country.

The global fuel energy price index stood at 157.89 index points in September 2025, up from 100 in the base year 2016. Figures decreased that month due to a fall in natural gas prices. The fuel energy index includes prices for crude oil, natural gas, coal, and propane. Supply constraints across multiple commodities The global natural gas price index surged nearly 11-fold, and the global coal price index rose almost seven-fold from summer 2020 to summer 2022. This notable escalation was largely attributed to the Russia-Ukraine war, exerting increased pressure on the global supply chain. Tariffs bring economic uncertainty With the global economy having adjusted to the effects of the Russia-Ukraine war, new uncertainty has emerged due to tariffs imposed by the Trump administration. If these tariffs are fully implemented, global trade could be significantly disrupted, mainly the bilateral trade between the world’s two largest economies. In 2025, import tariffs between China and the United States exceeded 130 percent on both sides, while their tariffs on imports from the rest of the world were around 10 percent. U.S. tariffs on Chinese imported goods reached a high of 134.7 percent in April of that year, while China imposed a 147.6 percent tariff on U.S. goods. Early estimates indicate that the impact of Trump’s proposed tariffs on the U.S. economy could amount to 0.4 percent of GDP, mainly driven by the reduced trade with Mexico, Canada and China.

Gasoline fell to 1.86 USD/Gal on December 2, 2025, down 0.53% from the previous day. Over the past month, Gasoline's price has fallen 2.79%, and is down 4.95% compared to the same time last year, according to trading on a contract for difference (CFD) that tracks the benchmark market for this commodity. All fuel prices experienced a decrease in prices between January and July 2025. For crude oil and coal, the price index was also lower than at the same time in the previous year. Overall, prices have been notably less volatile throughout 2024 and 2025 when compared to 2021 and 2022.

Global Fuel Subsidies and Price Control Measures Database analyzes the fuel pricing regime and types of fuel subsidies implemented across 154 economies since 2021. The qualitative database provides information on (i) each country’s oil sector, including trade status and number of oil refineries in operation as well as total refining capacity; (ii) type of fuel price regulation implemented in the country; (iii) certain domestic fuel market conditions (such as fuel smuggling, shortages); (iv) type of price controls and subsidies on fuels in the country; and (v) whether the country is undergoing or considering reforms.

This dataset comprises fuel prices from over 250 countries including

The data ranges from 1999 up to 2020

The average for 2016 based on 165 countries was 0.98 dollars. The highest value was in Eritrea: 2 dollars and the lowest value was in Venezuela: 0 dollars. The indicator is available from 1991 to 2016. Below is a chart for all countries where data are available.

Hong Kong had the highest prices for premium gasoline (95-RON) on August 4, 2025. That day, prices averaged 3.58 U.S. dollars per liter, which was notably more than in any other country. While oil-rich countries enjoy some of the lowest gasoline prices, drivers in big car markets such as Europe pay around two U.S. dollars per liter.

Jet fuel prices worldwide were forecast to average 86 U.S. dollars per barrel in 2025, marking a decrease from the previous year's 99 dollars per barrel.

Hong Kong has some of the highest diesel prices in the world. As of August 4, 2025, drivers in Hong Kong paid an average of 3.49 U.S. dollars per liter of automotive diesel. This was more than three times the amount paid by drivers in Mainland China. Lower prices are often linked to substantial domestic crude oil production and government subsidies, as is the case in countries such as Venezuela, Iran, and the United States.
