    Description

    The latest release of these statistics can be found in the collection of Personal Independence Payment statistics.

    These official statistics include data up to 31 January 2022 for:

    • caseloads (cases with entitlement)
    • registrations, clearances and awards
    • award reviews and changes of circumstance (experimental)
    • award rates
    • award types and review periods (experimental)
    • mandatory reconsiderations
    • average clearance times and average outstanding times
    • mandatory reconsideration clearance times
    • customer journey statistics (experimental) tracking initial decisions following a Personal Independence Payment (PIP) assessment through to mandatory reconsideration and appeal

    Changes in this release

    The data tables that accompany this publication have been significantly re-formatted in order to conform to the latest Government Statistical Service guidelines on releasing statistics in spreadsheets. The aim of this guidance is to improve the usability, accessibility and machine readability of statistical spreadsheets.

    Also, static tables containing award rates and assessment award rates are no longer being produced. Instead, users can obtain these figures for themselves by using Stat-Xplore to:

    • retrieve ready-made tables containing count data for total clearances, awards and assessments
    • perform basic percentage rate calculations

    Further guidance on how to complete these steps can be found at Notes 6A of the data tables.

    Expected changes in future releases

    From the June 2022 release, it is planned to reduce the frequency of the commentary on various sections of this release. All tables and charts showing breakdowns by disability based on cumulative figures from April 2013 onwards (or July 2016 onwards in the case of Award Review Outcomes) will be moved into a section focussing on differences between different disability groupings. This section will be updated on an annual basis. Underlying figures in Stat-Xplore will continue to be updated quarterly so users interested in specific disability groupings can find the figures there as they do now.

    This change is intended to streamline the release and reduce the amount of content which shows little change from one quarter to the next, while retaining a detailed view of the subject area. Each quarter’s release will contain a link to the publication that contained the most recent update for this section.

    In addition, section 6 of this release, which looks at detailed breakdowns for Experimental Statistics on Clearance outcomes by Award Type and Review Period will be removed from future publications though key figures will instead be included in section 4: Clearance Outcomes – Awards.

    From 21 March 2022, people living in certain parts of Scotland (Dundee City, Perth and Kinross or the Western Isles) will make new claims for Adult Disability Payment rather than PIP. Discussions are ongoing as to how best to present PIP statistics for Scotland and for Great Britain as a whole in future releases.

    This publication shows the number of households capped from 15 April 2013 to February 2018.

    The report and tables include data on:

    • cumulative number of households capped
    • point-in-time number of households capped at each month since the cap was introduced
    • number of households that were previously capped but have moved off the cap

    This release also contains experimental statistics on the number of households that have had their Universal Credit capped.

    Changes made in this release

    A change has been made to include the category “Coronavirus COVID-19” in all low level disability breakdowns in all published series which offer this level of detail. This reflects an operational change made in March 2021 to include this code on the PIP Computer System. Due to the nature of the qualifying period for PIP claims, these cases will all be “long COVID” or “post-COVID syndrome” cases rather than initial COVID-19 infections.

    Any individuals with long COVID-19 as their primary reason for claiming PIP prior to March 2021 will not be classified as “Coronavirus COVID-19”. These cases will remain classified according to the main disabling condition identified at the time (for example, respiratory illness, fatigue).

    Expected changes in future releases

    In the September 2021 release, some minor changes will be made to the PIP Cases with Entitlement series, to:

    • show disability as recorded at caseload date instead of at on-flow date as in the current methodology – this will allow a more accurate picture of the disability of an individual claimant at a point in time, in cases where the recorded disability has changed during the claim

    • extend reporting of “Award Type” to make the Cases with Entitlement series consistent with the existing Clearance series – this will allow tabulation by whether the award is:

      • of “fixed length” (with set period of time before a review takes place)
      • an “ongoing award” (with no end date)
      • a “short term award without review” (where the claim ends within a small number of years unless a new claim is submitted).
