    The definition of the Flood Zone 3b: The Functional Floodplain is contained at Paragraph 078 of the Planning Practice Guidance on Flood Risk and Coastal Change and is defined as:This zone comprises land where water from rivers or the sea has to flow or be stored in times of flood. The identification of functional floodplain should take account of local circumstances and not be defined solely on rigid probability parameters. Functional floodplain will normally comprise:• land having a 3.3% or greater annual probability of flooding, with any existing flood risk management infrastructure operating effectively; or• land that is designed to flood (such as a flood attenuation scheme), even if it would only flood in more extreme events (such as 0.1% annual probability of flooding).Local planning authorities should identify in their Strategic Flood Risk Assessments areas of functional floodplain and its boundaries accordingly, in agreement with the Environment Agency.     Description

    This report presents results of HFAS’s (Transport for Greater Manchester Highways Forecasting and Analytical Services formerly known as GMTU) key centre monitoring during the financial year. It includes trends in modal split of trips entering town centres. It is the Key Centres section of Transport Statistics Greater Manchester.

    Counts of road traffic and rail users were conducted on a cordon around each of the 10 key centres in Greater Manchester in 1997. Subsequently, until April 2008, three or four centres were surveyed annually with each centre being surveyed on a three yearly cycle to monitor progress towards key objectives in the Greater Manchester Local Transport Plan (GMLTP) and this continued for GMLTP2.

    Bus patronage was measured using CPS data. This data was not designed to give an accurate picture of bus passenger at a local level but was then the only data available.

    Stockport MBC allocated funds from a performance monitoring programme that, together with SEMMMS and LTP funding, allowed annual monitoring of Stockport key centre each Autumn since 2004. Similarly, Manchester was surveyed in March 2006 as part of Manchester City Council’s second local performance service agreement (LPSA2).

    It was decided that from April 2008 each key centre would be surveyed annually and that manual bus surveys would be conducted, rather than using CPS data. Therefore bus trends to 2008 are based on CPS data but trends since then are based on on bus occupancy surveys at cordon points.

    Tables providing a summary of road traffic and modal share trends are presented here. Further details of the surveys conducted for each centre are shown in the Transport Statistics reports for the relevant districts.

    The exact locations of the cordons and the extent of the areas they encompass have an influence on both the total volume of traffic and the relative proportions of each mode of travel. Therefore comparisons between centres should be treated with caution.

    For each key centre, more detailed information and a map showing the location of the cordon are given in the latest individual HFAS Transport Statistics report for the relevant district.

    This dataset identifies areas where the distribution of great crested newts (GCN) has been categorised into zones relating to GCN occurrence and the level of impact development is likely to have on this species. Red zones contain key populations of GCN, which are important on a regional, national or international scale and include designated Sites of Special Scientific Interest for GCN. Amber zones contain main population centres for GCN and comprise important connecting habitat that aids natural dispersal. Green zones contain sparsely distributed GCN and are less likely to contain important pathways of connecting habitat for this species. White zones contain no GCN. However, as most of England forms the natural range of GCN, white zones are rare and will only be used when it is certain that there are no GCN.

    Living England is a multi-year project which delivers a broad habitat map for the whole of England, created using satellite imagery, field data records and other geospatial data in a machine learning framework. The Living England habitat map shows the extent and distribution of broad habitats across England aligned to the UKBAP classification, providing a valuable insight into our natural capital assets and helping to inform land management decisions. Living England is a project within Natural England, funded by and supports the Defra Natural Capital and Ecosystem Assessment (NCEA) Programme and Environmental Land Management (ELM) Schemes to provide an openly available national map of broad habitats across England.This dataset includes very complex geometry with a large number of features so it has a default viewing distance set to 1:80,000 (City in the map viewer).Process Description:A number of data layers are used to develop a ground dataset of habitat reference data, which are then used to inform a machine-learning model and spatial analyses to generate a map of the likely locations and distributions of habitats across England. The main source data layers underpinning the spatial framework and models are Sentinel-2 and Sentinel-1 satellite data from the ESA Copernicus programme, Lidar from the EA's national Lidar Programme and collected data through the project's national survey programme.
