    Mortgage interest rates in Europe soared in 2022 and remained elevated in the following two years. In many countries, this resulted in mortgage interest rates across the region more than doubling. In the first quarter of 2025, the average mortgage interest rate in the UK stood at **** percent. Spain had the lowest rate, at **** percent, while Poland had the highest, at *** percent. Why did mortgage interest rates increase? Mortgage rates have risen as a result of the European Central Bank (ECB) interest rate increase. The ECB increased its interest rates to tackle inflation. As inflation calms, the ECB is expected to cut rates, which allows mortgage lenders to reduce mortgage interest rates. What is the impact of interest rates on home buying? Lower interest rates make taking out a housing loan more affordable, and thus, encourage home buying. That can be seen in many countries across Europe: In France, the number of residential properties sold rose in the years leading up to 2021, and fell as interest rates increased. The number of houses sold in the UK followed a similar trend.

    Mortgage rates surged at an unprecedented pace in 2022, with the average 10-year fixed rate doubling between March and December of that year. In response to mounting inflation, the Bank of England implemented a series of rate hikes, pushing borrowing costs steadily higher. By October 2025, the average 10-year fixed mortgage rate stood at **** percent. As financing becomes more expensive, housing demand has cooled, weighing on market sentiment and slowing house price growth. How have the mortgage hikes affected the market? After surging in 2021, the number of residential properties sold fell significantly in 2023, dipping to just above *** million transactions. This contraction in activity also dampened mortgage lending. Between the first quarter of 2023 and the first quarter of 2024, the value of new mortgage loans declined year-on-year for five consecutive quarters. Even as rates eased modestly in 2024 and housing activity picked up slightly, volumes remained well below the highs recorded in 2021. How are higher mortgages impacting homebuyers? For homeowners, the impact is being felt most acutely as fixed-rate deals expire. Mortgage terms in the UK typically range from two to ten years, and many borrowers who locked in historically low rates are now facing significantly higher repayments when refinancing. By the end of 2026, an estimated five million homeowners will see their mortgage deals expire. Roughly two million of these loans are projected to experience a monthly payment increase of up to *** British pounds by 2026, putting additional pressure on household budgets and constraining affordability across the market.

    Mortgage interest rates worldwide varied greatly in June 2025, from less than ******percent in many European countries to as high as ***percent in Turkey. The average mortgage rate in a country depends on the central bank's base lending rate and macroeconomic indicators such as inflation and forecast economic growth. Since 2022, inflationary pressures have led to rapid increases in mortgage interest rates. Which are the leading mortgage markets? An easy way to estimate the importance of the mortgage sector in each country is by comparing household debt depth, or the ratio of the debt held by households compared to the county's GDP. In 2024, Switzerland, Australia, and Canada had some of the highest household debt to GDP ratios worldwide. While this indicator shows the size of the sector relative to the country’s economy, the value of mortgages outstanding allows to compare the market size in different countries. In Europe, for instance, the United Kingdom, Germany, and France were the largest mortgage markets by outstanding mortgage lending. Mortgage lending trends in the U.S. In the United States, new mortgage lending soared in 2021. This was largely due to the growth of new refinance loans that allow homeowners to renegotiate their mortgage terms and replace their existing loan with a more favorable one.     Adjustable-rate mortgages have typically been tied to either of two indexes, one based on U.S. treasuries, the other on the London interbank offered rate, or Libor. The index is used to determine a mortgage’s new interest rate when it is reset, and up until recently, the choice would have made little difference. But since 2007, the rates on which the indexes are based have diverged sharply, and borrowers with Libor-based adjustable-rate mortgages are likely to pay more than they would have had their mortgages been tied to treasuries. Moreover, the proportion of Libor-based ARMs has increased significantly, especially for subprime loans.

    Description

    The thrift industry primarily serves as an intermediary between people who wish to save in relatively liquid deposits and people who wish to borrow mortgage funds. When long-term interest rates on mortgages are greater than short-term interest rates on deposits, thrifts generally can depend on a relatively stable supply of deposits and earn profits, retaining some of them in capital or net-worth accounts that are used to support additional mortgage lending. However, when short-term interest rates are higher than long-term rates, as they have been in 1981, many depositors withdraw funds from their savings accounts to buy higher-yielding assets. If net deposit outflows are large enough, then some thrifts may exhaust their liquidity and be forced to sell mortgage assets at a loss; if the loss is large enough, some thrifts could be forced out of business.

    Rural borrowers are more likely to have higher interest rates than their urban or suburban counterparts. Approximately 11 percent of rural home purchase originations were classified as “high-cost” loans, or having an interest rate at least 150 basis points (for first-lien loans - 350 basis points for subordinate-lien loans) higher than the annual percentage rate offered on prime mortgage loans of comparable type. The incidence of high-cost lending in rural areas is considerably higher than the suburban or urban level at 7 percent. Higher mortgage rates in rural areas are attributable in part to a large number of financed manufactured homes which are more prevalent in rural communities. Manufactured homes are predominately financed with personal property loans that have shorter terms and higher rates. In addition to having an extremely high loan denial rate of 38 percent, roughly half of rural manufactured home purchase originations reported to HMDA in 2013 were classified as high-cost loans.

    The quarterly releases are released by the Ministry of Justice and produced in accordance with arrangements approved by the UK Statistics Authority. The bulletin presents the latest statistics on the numbers of mortgage and landlord possession actions in the county courts of England and Wales. These statistics are a leading indicator of the number of properties to be repossessed and the only source of sub-national possession information. In addition to monitoring court workloads, they are used to assist in the development, monitoring and evaluation of policy both nationally and locally.

    Executive summary

    Mortgage

    The number of mortgage possession claims in County Courts increased from 2003 to a peak in 2008, but has fallen 70% since then to 12,882 in the second quarter of 2013. The fall in mortgage claims has been spread evenly across all regions of the country.

    The fall in the number of mortgage possession claims since 2008 coincides with lower interest rates, a proactive approach from lenders in managing consumers in financial difficulties and other interventions from the government, such as the Mortgage Rescue Scheme.

    At the same time the number of claims rose, the estimated proportion of claims which have progressed to an order, warrant or repossession by county court bailiffs also increased from 2003 to around 2009 or 2010, but has fallen slightly since.

    Landlord

    The number of landlord possession claims in County Courts fell from 2003 to 2008, but has increased since then by 8% to 39,293 in the second quarter of 2013. The increase has been higher in London than in other regions of the country.

    The estimated proportion of claims which have progressed to an order, warrant or repossession by county court bailiffs have been increasing slightly since 2009.

    Changes

    We have made some changes to this bulletin, which are outlined below. These changes were announced in the previous bulletin and feedback was sought. Feedback did not show opposition to these proposals.

    Seasonally adjusted figures:

    We have discontinued production of these tables, as feedback suggested limited customer use, as customers prefer the clarity of using actual figures rather than adjusted figures.

    Tables 5 and 6:

    We have discontinued production of Tables 5 and 6 which provided breakdowns at the national level of landlord possession claims and claims lead to orders by type of landlord and procedure. Instead information at the local level is provided in the supplementary CSV. This provides users with the local picture regarding this data and allows users to aggregate it in ways that suit their own needs. Those users who would prefer to use the tables can request them from the Ministry of Justice using the contact provided at the end of this report.

    Measuring the volume of orders, warrants and repossessions:

    Previously, the figures presented in this bulletin were claims that lead to orders, claims that lead to warrants, and claims that lead to repossessions. This counted the number of orders, warrants or repossessions that are unique to a claim, so that if one claim had two or more orders only the first was counted. In this bulletin, they have been replaced with the total number of orders, warrants and repossessions. We believe this will be simpler to understand and will be a more accurate reflection of the court workload. Annex C provides more details on these changes.

    Mortgage and landlord possession statistical tables (CSV):

    This CSV contained the same information as the main tables with some additional breakdowns between 1999 and 2007 by quarter. We discontinued production of this output. Feedback from customers suggests there is rather limited use of this output, as customers find the main tables more straightforward to understand and can find quarterly information from the other supplementary CSV, which also provide local breakdowns on a quarterly basis.

    • supported by tables providing headline results,
    • supported by CSV providing court-level and local-authority breakdowns on a wider range of variables than in the main tables,

Mortgage interest rates in Europe soared in 2022 and remained elevated in the following two years. In many countries, this resulted in mortgage interest rates across the region more than doubling. In the first quarter of 2025, the average mortgage interest rate in the UK stood at **** percent. Spain had the lowest rate, at **** percent, while Poland had the highest, at *** percent. Why did mortgage interest rates increase? Mortgage rates have risen as a result of the European Central Bank (ECB) interest rate increase. The ECB increased its interest rates to tackle inflation. As inflation calms, the ECB is expected to cut rates, which allows mortgage lenders to reduce mortgage interest rates. What is the impact of interest rates on home buying? Lower interest rates make taking out a housing loan more affordable, and thus, encourage home buying. That can be seen in many countries across Europe: In France, the number of residential properties sold rose in the years leading up to 2021, and fell as interest rates increased. The number of houses sold in the UK followed a similar trend.
