Healthy life expectancy (HLE) is an estimate of expected years of life spent in self-reported good health. The figure used is for males aged under 1 year. Figures are based on the number of deaths registered and mid-year population estimates, aggregated over three consecutive years.
It is used as a high-level outcome to contrast and monitor the health status of different populations at specific points in time, giving context to the impacts of policy changes and interventions at both national and local levels.
Healthy life expectancy has value across state, private, and voluntary sectors, in the assessment of healthy ageing, fitness for work, health improvement monitoring, extensions to the state pension age, pension provision, and health and social care need. The estimates are calculated by combining age and sex specific mortality rates, with age and sex specific rates on general health and limiting long-term illness.

The population data used is revised 2002-2010 ONS mid year estimates (MYE) - revised post 2011 Census. Revised population estimates by single year of age for wards can also be found on the ONS website for 2002-2010, 2011, 2012, and 2013. These figures are consistent with the published revised mid-2002 to mid-2010 local authority estimates.
Rolling 5-year combined life expectancies are used for wards to reduce the effects of the variability in number of deaths in each year. The same method is applied to higher geographies to enable meaningful comparisons. However, 3-year combined expectancies are published separately on the Datastore for geographical areas that are local authority and above.
If the GLA publish revised 2002-2010 population data for wards then these life expectancy figures will also be revised to reflect them.
The ONS vital statistics mortality data breaks deaths into 10 year age bands. 5 year age band deaths were modelled using this data.

This indicator measures inequalities in life expectancy at birth within England as a whole, each English region, and each local authority. Life expectancy at birth is calculated for each deprivation decile of lower super output areas within each area and then the slope index of inequality (SII) is calculated based on these figures.
The SII is a measure of the social gradient in life expectancy, i.e., how much life expectancy varies with deprivation. It takes account of health inequalities across the whole range of deprivation within each area and summarises this in a single number. This represents the range in years of life expectancy across the social gradient from most to least deprived, based on a statistical analysis of the relationship between life expectancy and deprivation across all deprivation deciles.
Life expectancy at birth is a measure of the average number of years a person would expect to live based on contemporary mortality rates. For a particular area and time period, it is an estimate of the average number of years a newborn baby would survive if he or she experienced the age-specific mortality rates for that area and time period throughout his or her life.
The SII for England and for regions have been presented alongside the local authority figures in order to improve the display of the indicators on the overview page. However, they should not be considered as comparators for the local authority figures. The SII for England takes account of the full range of deprivation and mortality across the whole country. This does not therefore provide a suitable benchmark with which to compare local authority results, which take into account the range of deprivation and mortality within much smaller geographies.

It is very unlikely that this would be the case as it means that future changes in things such as medicine and legislation are not taken into consideration.Period life expectancy is not an accurate prediction of how long a person born today will actually live, but it is a useful measure of population health at a point in time and is most useful for comparing trends over time, between areas of a country and with other countries.How national life expectancy is calculatedThe latest life expectancy figures are calculated from the mid-year population estimates for Scotland and the number of deaths registered in Scotland during 2021, 2022, and 2023. Life expectancy for Scotland is calculated for each year of age and represents the average number of years that someone of that age could expect to live if death rates for each age group remained constant over their lifetime. Life expectancy in Scotland is calculated as a three-year average, produced by combining deaths and population data for the three-year period. Three years of data are needed to provide large enough numbers to make these figures accurate and lessen the effect of very ‘good’ or ‘bad’ years. Throughout this publication, the latest life expectancy figures refer to 2021-2023 period. How sub-national life expectancy is calculatedWe calculate life expectancy for areas within Scotland using a very similar method to the national figures but with a few key differences. Firstly, we use age groups rather than single year of age. This is to increase the population size of each age group to reduce fluctuations and ensure accurate calculation of mortality rates. Secondly, we use a maximum age group of 90+ whereas the national figures are calculated up to age 100. These are known as ‘abridged life tables.’ Because these methods produce slightly different figures, we also calculate a Scotland figure using the abridged method to allow for accurate comparisons between local areas for example. This Scotland figure is only for comparison and does not replace the headline national figure. Uses of life expectancyLife expectancy at birth is a very useful indicator of mortality conditions across a population at a particular point in time. It also provides an objective means of comparing trends in mortality over time, between areas of a country and with other countries.
