    There were approximately 18.58 million college students in the U.S. in 2022, with around 13.49 million enrolled in public colleges and a further 5.09 million students enrolled in private colleges. The figures are projected to remain relatively constant over the next few years.

There are three major costs of college: tuition, room, and board.     Endowment returns for many universities skyrocketed early in the current period, largely fueled by booming private equity and hedge fund activity. In 2021, private nonprofit universities saw a staggering 684.0% jump in investment returns. Skyrocketing investment returns bolstered surpluses, but rising wage expenditures among expanding staff sizes have since brought down profit. Revenue has been sinking at a CAGR of 1.3% over the five years through 2025 to an estimated $591.1 billion despite an expected 0.7% rise in 2025 alone. Colleges and universities are contending with sluggish enrollment growth. Lackluster job placement rates and the highly publicized student debt crisis have made many potential students skeptical of a college degree's return on investment. With judicial reviews rendering the Biden administration's efforts to ease the burden of student debt unsuccessful, student loans remain a major deterrent for consumers. Many have instead opted for cheaper trade schools with reliable connections to employers. Community colleges' affordable prices are also making them a larger competitive threat to four-year universities. In response, universities are hiring capable staff and ramping up marketing campaigns to promote the value of their degree programs. Mounting automation will encourage many to enroll in a university to switch to a new field with more job security. Student loans will become more attractive as inflation stabilizes and the Federal Reserve continues to lower interest rates, encouraging traditional university enrollment. Still, the Trump administration's end to student debt forgiveness initiatives will lead to more price sensitivity among potential students, intensifying competition both between universities and with other cheaper options for postsecondary education. The new budget reconciliation bill will also impose both benefits and challenges for universities, including higher taxes on endowments, lower graduate program borrowing limits and tightened gainful employment rules. International students will remain a valuable revenue stream, especially as legislative changes in Canada promote higher education in the US with students from overseas. Revenue is set to swell at a CAGR of 0.7% to an estimated $610.8 billion through the end of 2030.

    Abstract

    Since 1961, the Grapevine report has provided the earliest look at state support for higher education in the upcoming fiscal year. Grapevine provides initial data on state tax support for higher education, including general fund appropriations for universities, colleges, community colleges, and state higher education agencies. Prior year data are revised and updated with each data collection as final appropriations become available.

    Grapevine data are presented in their raw form; they are not adjusted for inflation or any other measures of state size, student population, or capacity to fund higher education. The SHEF report offers a more complete examination of trends in total state support for higher education for the most recently completed fiscal year, factoring in inflation and enrollment.

    For the first time, this year, the Grapevine report includes detailed tables on federal stimulus/relief allocations (to states) that were used for higher education. Funds awarded directly from the federal government to higher education institutions are not included. This year’s Grapevine tables also include new data on how total higher education state support allocations were used across two-year public operating, four-year public operating, state financial aid, research, and other uses.

    The Grapevine report is a collaboration between SHEEO and Illinois State University’s Center for the Study of Education Policy. Since 2010, SHEEO has facilitated data collection for the Grapevine report. Beginning with the fiscal year 2022 report, Grapevine will be published by SHEEO and available on the SHEF website. The latest Grapevine dataset, published by SHEEO and available below, includes data beginning in 1980.

    Methodology

    For fiscal years 2010 through 2021, SHEEO collected data for the Grapevine report alongside the SHEF data collection, and the Grapevine tables were produced by Illinois State University’s Center for the Study of Education Policy in cooperation with SHEEO. As of fiscal year 2022, SHEEO has assumed responsibility for the Grapevine report, and the Grapevine survey was consolidated with SHEEO’s SHEF survey data collection. Grapevine data come from the first four sections of the SHEF data collection.

    Data providers for the Grapevine survey are primarily state finance and budget officers and their staffs at state higher education agencies. In some states, additional data are collected from state financial aid agencies, university system offices, and community college system offices. Throughout the survey, states were asked to provide data for the new fiscal year (2022) as well as revisions (if necessary) to data on file for previous fiscal years. In most states, the fiscal year runs from July 1 to June 30 and fiscal year 2022 refers to the period from July 1, 2021, to June 30, 2022. The corresponding academic year began in the fall of 2021. A few states have different fiscal years:

    • New York, April 1 to March 31
    • Texas, September 1 to August 31
    • Alabama and Michigan, October 1 to September 30

    Nineteen states have a biennial budget, which means their appropriations are set every other year. The remaining 31 states set their budgets annually.

    Data Collection Details

    Section 1. Sources of Federal Stimulus Funding

    In this new section, states were asked to provide information on federal stimulus and/or relief funding allocated to higher education during the COVID-19 pandemic. Allocations were reported within the specific legislation and fund from which they were provided. Funds collected in this section included only the portion of federal funds allocated to states (not institutions). The specific funds reported in this section consisted of:

    • 2020 Coronavirus Aid, Relief, and Economic Security (CARES) Act: Governor’s Emergency Education Relief Fund (GEERF), Coronavirus Relief Fund (CRF).
    • 2021 Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act: Governor’s Emergency Education Relief Fund (GEERF II).
    • 2021 American Rescue Plan (ARP): Coronavirus State and Local Fiscal Recovery Fund.

    Section 2. Uses of Federal Stimulus Funding

    In this new section, states were asked to report how the funds listed in Section 1 were used for higher education. Funds that could not be broken out by the listed categories (or for which the use is not yet known) were included under “other.”

    • Four-year public operating.
    • Independent (private) institution operating.
    • Other.

There were approximately 18.58 million college students in the U.S. in 2022, with around 13.49 million enrolled in public colleges and a further 5.09 million students enrolled in private colleges. The figures are projected to remain relatively constant over the next few years.

What is the most expensive college in the U.S.? The overall number of higher education institutions in the U.S. totals around 4,000, and California is the state with the most. One important factor that students – and their parents – must consider before choosing a college is cost. With annual expenses totaling almost 78,000 U.S. dollars, Harvey Mudd College in California was the most expensive college for the 2021-2022 academic year. There are three major costs of college: tuition, room, and board. The difference in on-campus and off-campus accommodation costs is often negligible, but they can change greatly depending on the college town.

The differences between public and private colleges Public colleges, also called state colleges, are mostly funded by state governments. Private colleges, on the other hand, are not funded by the government but by private donors and endowments. Typically, private institutions are  much more expensive. Public colleges tend to offer different tuition fees for students based on whether they live in-state or out-of-state, while private colleges have the same tuition cost for every student.
