    The Florida Department of Revenue’s Property Tax Oversight(PTO) program collects parcel level Geographic Information System (GIS) data files every April from all of Florida’s 67 county property appraisers’ offices. This GIS data was exported from these file submissions in August 2024. The GIS parcel polygon features have been joined with thereal property roll (Name – Address – Legal, or NAL)file. No line work was adjusted between county boundaries.The polygon data set represents the information property appraisers gathered from the legal description on deeds, lot layout of recorded plats, declaration of condominium documents, recorded and unrecorded surveys.Individual parcel data is updated continually by each county property appraiser as needed. The GIS linework and related attributions for the statewide parcel map are updated annually by the Department every August.     This polygon feature class dataset contains geographic boundaries for the cities within Hillsborough County. The City boundaries is governed by ordinance and is only changed accordingly. Hillsborough County obtains the information of annexation ordinance, along with the legal description of property and a general area map from Cities (City of Tampa, Temple Terrace and Plant City) for the extended boundaries of its City Limit. These information are drawn using ArcMap to update existing boundaries for Cities. The boundaries are updated as needed basis when errors are found or when city annexation of a parcel of unincorporated county area have completed.

    Description

    We collected open and publicly available data resources from the web from administrative, county- or state-level institutions in the United States and integrated and harmonized cadastral parcel data, tax assessment data, and building footprint data for 33 counties, where building footprint data and building construction year information was available. The result of this effort is a unique dataset which we call the Multi-Temporal Building Footprint Dataset for 33 U.S. Counties (MTBF-33). MTBF-33 contains over 6.2 million building footprints including their construction year, and is available in ESRI Shapefile format (Spatial reference system: SR-ORG:7480), organized per county. We compared the MTBF-33 dataset quantitatively to other building footprint data sources, achieving an overall F-1 score of 0.93. Moreover, we compared the MTBF-33 dataset qualitatively to urban extents from historical maps and find high levels of agreement. The MTBF-33 dataset can be used to support historical building stock assessments, to derive retrospective depictions of built-up areas from 1900 to 2015, at fine spatial and temporal grain and can be used for data validation purposes, or to train statistical learning approaches aiming to extract historical information on human settlements from remote sensing data, historical maps, or similar data sources.

The GIS linework and related attributions for the statewide parcel map are updated annually by the Department every August.     This CommunityDevelopmentDistricts polygon feature class dataset consists of small geographic areas defining the Community Development District boundaries within the unincorporated Hillsborough County. Official definition from Florida statute 190.003, “Community development district" means a local unit of special-purpose government which is created pursuant to this act and limited to the performance of those specialized functions authorized by this act; the boundaries of which are contained wholly within a single county; the governing head of which is a body created, organized, and constituted and authorized to function specifically as prescribed in this act for the delivery of urban community development services; and the formation, powers, governing body, operation, duration, accountability, requirements for disclosure, and termination of which are as required by general law“. Most of the CDDs charge the homeowners with a fee or ad valorem tax which is paid yearly, usually with your real estate property tax bill.

    Description

    The DRI feature class consists of polygon boundaries of development of regional impact (DRI) in unincorporated Hillsborough County. This dataset may now be outdated and Hillsborough County no longer updates the GIS DRI boundaries.Pursuant to Section 380.06(1), Florida Statutes, a development of regional impact is "any development which, because of its character, magnitude, or location, would have a substantial effect upon the health, safety or welfare of citizens of more than one county." A Development of Regional Impact is determined in part based on the size of the development. Numerical thresholds for different types of development are identified in Section 380.0651, Florida Statutes, and Rule 28-24, Florida Administrative Code. There are 14 types of developments which may be DRIs if they exceed certain thresholds. The types of development include airports, hospitals, mines, hotels, marinas, industrial, office and retail uses, residential projects and multi-use developments. The types and numericals thresholds are identified in Section 380.0651, F.S., and Chapter 28-24, F.A.C.

    Description

    This feature class contains polygons of properties that have been acquired through Environmental Lands Acquisition and Protection Program (ELAPP). This data was created by combining and tracing polygons from the parcels as described in acquired documents or legal descriptions for use in GIS systems for a variety of planning and mapping purposes. Data is updated by applying new acquired documents or legal descriptions that change the ELAPP boundaries. ELAPP is voluntary, not a regulatory program established for the purpose of providing the process and funding or identifying, acquiring, preserving and protecting endangered, environmentally- sensitive and significant lands in Hillsborough County. It is a citizen- based program with volunteer committees involved in every key aspect of the program. The program has allowed Hillsborough County to preserve more than 61,000 acres of environmentally sensitive wildlife habitat and corridors since 1987. Approximately one third of the lands have been acquired in partnership with other local, state and federal agencies including the Cities of Tampa, Temple Terrace and Plant City; The Department of Environmental Protection/Florida Communities Trust Program: and the Southwest Florida Water Management District.

    This GIS datalayer is based upon the NH Conserved/Public Lands attribute model published by NH Granit. In 2014 NRPC began with that statewide dataset and refined the geography of those parcels to coincide with the NRPC parcel dataset. From there, NRPC mapped approximately 400 additional conserved land trascts based upon input from the area's conservaton commissions. Using the Hillsborough County Registry of Deeds online databse, the NRPC conducted extensive deed research to determine key attributes such as primary protection mechanism(s), managing agency, etc. NRPC publishes these data on maps and in its flagship online viewer. There is no systematic process for maintenance; rather, corrections and edits are made as they are reported by stakeholders. Disclaimer: This dataset is an NRPC interpretation of original source material and maps. It is appropriate for mapping and planning purposes; it should not be utilized where legal and surveyed boundaries are required.
