The Census Bureau has created a special subset file from the 1980 Census of Population and Housing data designed to meet the needs of Equal Employment Opportunity and affirmative action planning. It contains detailed 1980 Census data dealing with occupation and educational attainment for the civilian labor force, various race groups, and the Hispanic population. The collection contains two tabulations of the United States civilian labor force: one offering detailed occupation data and the other, data on years of school completed. The occupation tabulation includes information for 514 occupation categories organized by sex and race (including Hispanic origin). The second tabulation, years of school completed, is organized by age, sex, and race (including Hispanic origin). This collection contains 51 separate files, one for each state and the District of Columbia. Each state file contains statistics for the state, each county, standard metropolitan statistical area (SMSA), and place with a population of 50,000 or more within that state. If an SMSA crosses state lines, each state file containing a part of the SMSA will have totals for the entire SMSA. The 51 files in the collection include a total of 48,168 data records. Each of the data records contains 1,098 "substantive" variables, as well as geographic identifiers. A CENSPAC-compatible database dictionary, Part 90, is also included with this collection. Population (or demographic) and housing items are contained in each type of file. The data are presented in two types of records. The first, record A, is presented once for each geographic area and summarizes total population and all housing units. The second, record B, is presented for the total population in each area and repeated for each race and Hispanic group in the area that meets nonsuppression criteria. Record B is presented for a maximum of 26 racial/Hispanic groups. If too few persons or housing units fall into an ethnic category in a census area, the data for that category are suppressed. This population file has been constructed primarily for use with SEER and total United States cancer incidence and mortality data. Data contain detailed race populations for all the SEER areas identified in the dates of this collection, excluding rural Georgia, Arizona, and New Jersey. Data for the entire United States and Puerto Rico are included. These data are estimates produced from the 1970 and 1980 U.S. Census of Population and Housing, and some inter-censal estimates of white and non-white supplied by the Census Bureau. Using the racial distribution of the 1970 and 1980 censuses at the age and sex-specific level, the data contain an allocation of the non-white 1971-1979 estimates into the details racial groups. Race groups include: White non-Hispanic, White Hispanic, Black, American Indian, Aleuts and Eskimo, Chinese, Japanese, Filipino, Hawaiian, total White, total non-White, and total persons. Variables include: population year, race, SEER registry, state, SMSA, county, tract, month of census, sex, population under 5 years of age, between 5 and 9 years of age and additional ages in increments of 5 years, population 85 years and older, and a total for all ages.

In 1800, the present-day region of Mexico had a population of just over six million people. Mexico gained its independence from the Spanish crown in 1821, and population growth remained steady for the next 85 years. Growth then halted with with the Panic of 1907, an American financial crisis whose ripple effects in Mexico would set the stage for the Mexican Revolution in 1910. This revolution would see population flatline at just over fifteen million between 1910 and 1920, as widespread conflict and result in the death of between 1.7 to 2.7 million over the decade, and the coinciding 1918 Spanish Flu epidemic would see the loss of another 300,000 in this time period. Following the end of both the Mexican Revolution and the Spanish Flu epidemic in 1920, the population of Mexico would begin to increase rapidly as modernization would see mortality rates fall and standards of living rise throughout the country. This growth has continued steadily into the 21st century, and in 2020, Mexico is estimated to have a population of just under 129 million.
To assist communities in identifying racially/ethnically-concentrated areas of poverty (R/ECAPs), HUD has developed a census tract-based definition of R/ECAPs. The definition involves a racial/ethnic concentration threshold and a poverty test. The racial/ethnic concentration threshold is straightforward: R/ECAPs must have a non-white population of 50 percent or more. Regarding the poverty threshold, Wilson (1980) defines neighborhoods of extreme poverty as census tracts with 40 percent or more of individuals living at or below the poverty line. Because overall poverty levels are substantially lower in many parts of the country, HUD supplements this with an alternate criterion. Thus, a neighborhood can be a R/ECAP if it has a poverty rate that exceeds 40% or is three or more times the average tract poverty rate for the metropolitan/micropolitan area, whichever threshold is lower. Census tracts with this extreme poverty that satisfy the racial/ethnic concentration threshold are deemed R/ECAPs. This translates into the following equation: Where i represents census tracts, () is the metropolitan/micropolitan (CBSA) mean tract poverty rate, is the ith tract poverty rate, () is the non-Hispanic white population in tract i, and Pop is the population in tract i.While this definition of R/ECAP works well for tracts in CBSAs, place outside of these geographies are unlikely to have racial or ethnic concentrations as high as 50 percent. In these areas, the racial/ethnic concentration threshold is set at 20 percent.
