    In March 2013 the Home Secretary announced reforms to the UK Border Agency including ending its executive status and moving its functions back into the Home Office, creating 2 new operational commands responsible for visas and immigration and immigration law enforcement. These changes have been reflected in the snapshot of the Home Office as at 30 September 2013.

    Description

    Government Office (GO) Regions in Shape format derived from OS Boundary-Line data.The Regions were created from Digimap datasets downloaded from Boundary Download of "County" Boundaries and the "District Borough Unitary Authority" boundaries". These were loaded into ArcMap as Shape files and using the map at http://www.gos.gov.uk/common/docs/239408/442543 (which is accessed from http://www.gos.gov.uk/aboutusnat/) as the guide the Regions were identified and merged together from individual Counties, Unitary Authorites and Metropoliatain Districts. The Revision Date of the OS Boundary-Line data is April 2008.

It includes buildings occupied by the headquarters of cabinet level state government executive departments, legislative office buildings outside of the capitol building, offices and court rooms associated with the highest level of the judicial branch of the state government, and large multi-agency state office buildings. Because the research to create this dataset was primarily keyed off of the headquarters of cabinet level state government agencies, some state office buildings that don't house a headquarters for such an agency may have been excluded. Intentionally excluded from this dataset are government run institutions (e.g., schools, colleges, prisons, and libraries). Also excluded are state capitol buildings, as these entities are represented in other HSIP layers. State owned or leased buildings whose primary purpose is not to house state offices have also been intentionally excluded from this dataset. Examples of these include "Salt Domes", "Park Shelters", and "Highway Garages". All entities that have been verified to have no building name have had their [NAME] value set to "NO NAME". If the record in the original source data had no building name and TGS was unable to verify the building name, the [NAME] value was set to "UNKNOWN". All phone numbers in this dataset have been verified by TGS to be the main phone for the building. If the building was verified not to have a main phone number, the [TELEPHONE] field has been left blank. At the request of NGA, text fields in this dataset have been set to all upper case to facilitate consistent database engine search results. At the request of NGA, all diacritics (e.g., the German umlaut or the Spanish tilde) have been replaced with their closest equivalent English character to facilitate use with database systems that may not support diacritics. The currentness of this dataset is indicated by the [CONTDATE] field. Based upon this field, the oldest record dates from 11/27/2007 and the newest record dates from 05/28/2008. Homeland Security

    Use Cases: Use cases describe how the data may be used and help to define and clarify requirements. 1) There has been a natural or manmade disaster, such as a hurricane or earthquake. An assessment of what State property may be affected, and what State services may be impacted needs to be made. 2) There is a predicted natural disaster, such as a hurricane. An assessment of what State property, personnel and services might be in the disaster's predicted footprint or path needs to be made. Preparations need to be made to evacuate personnel, secure property, and arrange for alternate methods of delivering the critical services that may be affected. 3) There has been a terrorist threat against State property and/or personnel. Steps need to be taken to identify what is being threatened, counter the threat, and protect threatened personnel and property. Additional property may be impacted due to its proximity to the threatened property, or the threat may contain only a general spatial reference, and the spatial component of this dataset may need to be used to identify the threatened property

    Explanatory notes

    1. This information focuses on posts rather than people. The following posts are included:
    • those occupied by permanent staff
    • those occupied by fixed term appointees
    • all posts occupied by a member of staff loaned or seconded into the department (regardless of funding arrangement)
    • all staff on loan or secondment out of the department for which the department is incurring a cost
    • all staff who are being paid but are not in a substantive post
    • vacant posts

    The following posts are excluded:

    • exclusions on security grounds
    1. This publication is based on information taken on 31 March 2012. Like all organisations, staff changes occur ona frequent basis, which makes complete accuracy at this level of detail a difficult task.

    2. The total UK Border Agency staff cost in the audited accounts for 2009-10 was £918,343,000 and in the provisional accounts for 2010-11 is £905,219,000. This figure includes additional workforce related costs including pensions and allowances but excludes the cost of voluntary exit and early retirement schemes.
    3. The minimum of the National pay scale and the maximum of the London pay scale is shown for all junior grades.

    4. Team salary costs are rounded to the nearest £10,000.

    Senior staff

    The reports on the OISC senior staff list the staff who are senior civil servants or equivalent posts. They include job title, grade, organisation and salary band. The salary cost of reports column shows the total salary cost of staff working to the chief executive and each director.

    Junior staff

    The reports on junior staff lists all posts below senior civil servant equivalent. For each generic job title the table includes the number of posts (full time equivalent), pay scale and team name.

    This is intended to help you understand and interpret the data published by the Home Office, its agencies and NDPBs.

    General details relating to the publishing spend over £25k commitment, and a link to the guidance for all departments as produced by HM Treasury (HMT) can be found on the Treasury website.

    Except for the instances explained below, the data contained on this website aligns to the HMT guidance.

    Transaction date

    Grant data uses the accounting date - this may vary from payment date by no more than 3 days.

    The invoice date is shown, instead of payment date, for most payments to other government departments.

    Credit notes

    Credit notes relating to goods and services are included from February 2011 onward.

    Expense type

    With the exception of grants, the description of expense type for this data has been drawn from ‘purchasing category’, instead of account code. The purchasing category gives a more detailed description of the type of expense. Where an invoice is paid centrally, and is subsequently re-allocated to individual business areas, and the system does not allocate a purchasing category, we have added a purchasing description.

    Spend within performance and finance directorate

    This directorate in particular has several items of spend that are allocated to it in the first instance, prior to subsequent re-allocation. These are marked as PFD*.

    Office for security and counter-terrorism

    The nature of the spend within this directorate is sensitive, which has resulted in much of the information being exempt from publication under the same exemptions as would apply for freedom of information requests.

    The data is broken down by headcount and number of posts (full-time equivalents). The report includes the number of non-payroll staff, and the pay bill costs relating to staff, broken down into component parts (for example, salaries, allowances, and employer’s pensions contributions).

    Data from 2010 onwards is also available.

    Notes to accompany the monthly workforce management information

    These figures are not official statistics. They are internal workforce management information published in the interests of transparency.

    These figures have not been reconciled centrally with any national statistics. Where differences appear between the monthly information and national statistics, clarifying comments will be provided. The Office for National Statistics quarterly public sector employment statistics provide an official headline measure for comparing the overall size of employment in central government organisations with other sectors of the economy at the relevant quarterly reference point.

    Some organisations may not have information available for each month, and at this stage coverage may therefore not reach 100% for those organisations in scope.

    Given the wide range of organisations covered, caution should be exercised when drawing inferences from the figures and care should be taken when making comparisons between organisations. Users should refer to the additional commentary and notes.
