    This database consists of a series of maps showing the maximum annually recurring wave information adjacent to 302 mileposts along Hawaii state routes on the islands of Hawaii, Maui, Molokai, Oahu and Kauai previously identified for their vulnerability to the effects of climate change as part of the Statewide Coastal Highways Project Report.

    PWD represents Peak Wave Direction, from which the wave is coming, SWH represents Significant Wave Height, and PWP represents Peak Wave Period. Virtual Buoys (VB) are identified by Francis et al. (2019), and Mileposts (MP) are identified by Brandes et al. (2019). HDOT state routes and county street centerline datasets are acquired from HDOT (2017) and HOLIS, C&CH (2017). Shoreline datasets are provided by NGS (2017).

    This database consists of a series of maps showing the estimated inundation of Hawaii shorelines caused by hypothetical category 1, 2, 3, and 4 storm surges. Individual maps show inundation across mile-long sections of Hawaii state routes on the islands of Hawaii, Maui, Molokai, Oahu and Kauai previously identified for their vulnerability to the effects of climate change as part of the Statewide Coastal Highways Project Report.

    Mileposts are identified by Brandes et al. (2019). State of Hawaii Department of Transportation (HDOT) state routes and Oahu street centerline datasets are acquired from HDOT (2017) and HOLIS, C&CH (2017). Storm surge maximum of maximum (MOM) inundation extents are determined by the NOAA National Hurricane Center Storm Surge Unit using the Sea, Lake and Overland Surges from Hurricanes (SLOSH) model and are reported in Zachry et al. (2015).

    Description

    The travel time map was generated using the Pedestrian Evacuation Analyst model from the USGS (https://geography.wr.usgs.gov/science/vulnerability/tools.html). The travel time analysis uses ESRI's Path Distance tool to find the shortest distance across a cost surface from any point in the hazard zone to a safe zone. This cost analysis considers the direction of movement and assigns a higher cost to steeper slopes, based on a table contained within the model. The analysis also adds in the energy costs of crossing different types of land cover, assuming that less energy is expended walking along a road than walking across a sandy beach. To produce the time map, the evacuation surface output from the model is grouped into 1-minute increments for easier visualization. The times in the attribute table represent the estimated time to travel on foot to the nearest safe zone at the speed designated in the map title. The file name indicates whether the map is of the standard or extreme evacuation zone used by the City and County of Honolulu and which travel speed was used in the modelling (impaired, slow, or fast walk).     Special flood hazard areas for Oahu. These areas are from 2014. These data are the regulatory flood zones designated by FEMA and used for insurance rating purposes. Special flood hazard areas are subject to inundation by the 1% annual chance flood. The 1% annual chance flood (100-year flood), also known as the base flood, is the flood that has a 1% chance of being equaled or exceeded in any given year. The special flood hazard area is the area subject to flooding by the 1% annual flood. Areas of special flood hazard include Zones A, AE, AH, AO, AR, A99, D, V, VE, and X. The Base Flood Elevation (BFE) is the water-surface elevation of the 1% annual chance flood. Note: Hawaii Statewide GIS Program updated dockets approved by the State Land Use commission after 2016, specifically, A15-798, A16-800, A16-801, and A17-802. Additionally, the Statewide GIS Program included down-zones for the following dockets: A05-755 - Waiehu, Maui: down-zoned back to Ag district; A06-767: down-zoned back to Ag district. December 2020 - added Docket A06-770 - North Kona. The Statewide GIS Program DID NOT process any county State Land Use District Boundary Amendments OF LESS THAN 15 ACRES that took place after 2016. Note 2: May 2023 - the Statewide GIS Program was contacted by Maui County to request that a 2012 DBA from Ag to Rural (09/DBA-003) near Haiku be reflected in the layer. The GIS Program made the requested change and republished the layer.

Final confirmation of zoning must be provided by the County of Maui Department of Planning. The County of Maui shall have no other liability with regard to the digital zoning map. The County of Maui does not warrant that the map will meet the requirements of users or that the map will be error free, or that map defects will be corrected. The entire risk as to the quality and usefulness of the map and zoning designations and the entire risk arising out of the use or performance of this map and documentation rests with the user. In no event shall the County of Maui, or anyone else involved in the creation, production or delivery of this map, be liable for any damages whatsoever whether in contract or in tort, including but not limited to lost profits, lost savings, lost data, business interruption, computer failure or malfunction, or other pecuniary loss or any direct, indirect or incidental damages or other economic consequential damages, or for any claim or demand against the County of Maui by any other party, arising out of the use or inability to use this map, even if the County of Maui, or anyone else involved in the creation, production or delivery of this map, has been advised of the possibility of such damages.The limitation of remedies described in this Section also apply to any third-party supplier of materials to the County of Maui. The limitations of liabilities of the County of Maui and its third-party suppliers are not cumulative. Each such third-party supplier is an intended beneficiary of this Section.While the County of Maui has made every effort to offer the most current and correct information as possible, inadvertent errors in information are possible and said Zoning Map is not guaranteed and without warranty of any representation.     Land delineated by the City Council, referencing where special controls are placed to ensure that adequate public access is provided to public beaches, recreation areas, and natural reserves, by dedication or other means.

    Sec. 25-1.2 Purpose. It is the City and County of Honolulu's policy to preserve, protect, and where possible, to restore the natural resources of the coastal zone of Hawaii. Special controls on development within an area along the shoreline are necessary to avoid permanent loss of valuable resources and foreclosure of management options, and to insure that adequate public access is provided to public owned or used beaches, recreation areas, and natural reserves, by dedication or other means. It is also the policy of the city and county to avoid or minimize damage to natural or historic special management area wetlands wherever prudent or feasible; to require that activities not dependent upon a wetland location be located at upland sites; to allow wetland losses only where all practicable measures have been applied to reduce those losses that are unavoidable and in the public interest.
