Ratios are calculated by dividing house price by the median earnings of a borough. The Annual Survey of Hours and Earnings (ASHE) is based on a 1 per cent sample of employee jobs. Information on earnings and hours is obtained in confidence from employers. It does not cover the self-employed nor does it cover employees not paid during the reference period. Information is as at April each year. The statistics used are workplace based full-time individual earnings. Pre-2013 Land Registry housing data are for the first half of the year only, so that they are comparable to the ASHE data which are as at April. This is no longer the case from 2013 onwards as this data uses house price data from the ONS House Price Statistics for Small Areas statistical release. Prior to 2006 data are not available for Inner and Outer London. The lowest 25 per cent of prices are below the lower quartile; the highest 75 per cent are above the lower quartile. The "lower quartile" property price/income is determined by ranking all property prices/incomes in ascending order. The 'median' property price/income is determined by ranking all property prices/incomes in ascending order. The point at which one half of the values are above and one half are below is the median. Regional data has not been published by DCLG since 2012. Data for regions has been calculated by the GLA. Data since 2014 has been calculated by the GLA using Land Registry house prices and ONS Earnings data. The datasets is primarily centered around the housing market of London. However, it contains a lot of additional relevant data: - Monthly average house prices - Yearly number of houses - Yearly number of houses sold - Yearly percentage of households that recycle - Yearly life satisfaction - Yearly median salary of the residents of the area - Yearly mean salary of the residents of the area - Monthly number of crimes committed - Yearly number of jobs - Yearly number of people living in the area - Area size in hectares
The data is split by areas of London called boroughs (a flag exists to identify these), but some of the variables have other geographical UK regions for reference (like England, North East, etc.). There have been no changes made to the data except for melting it into a long format from the original tables.

Mix-adjusted house prices, by new/pre-owned dwellings, type of buyer (first time buyer) and region, from February 2002 for London and UK, and average mix-adjusted prices by UK region, and long term Annual House Price Index data since 1969 for London. The ONS House Price Index is mix-adjusted to allow for differences between houses sold (for example type, number of rooms, location) in different months within a year. House prices are modelled using a combination of characteristics to produce a model containing around 100,000 cells (one such cell could be first-time buyer, old dwelling, one bedroom flat purchased in London). Each month estimated prices for all cells are produced by the model and then combined with their appropriate weight to produce mix-adjusted average prices. The index values are based on growth rates in the mix-adjusted average house prices and are annually chain linked. The weights used for mix-adjustment change at the start of each calendar year (i.e. in January). The mix-adjusted prices are therefore not comparable between calendar years, although they are comparable within each calendar year. If you wish to calculate change between years, you should use the mix-adjusted house price index, available in Table 33. The data published in these tables are based on a sub-sample of RMS data. These results will therefore differ from results produced using full sample data. For further information please contact the ONS using the contact details below. This is the proportion of children aged under 16 (0-15) living in families in absolute low income during the year. The figures are based on the count of children aged under 16 (0-15) living in the area derived from ONS mid-year population estimates. The count of children refers to the age of the child at 30 June of each year.
Low income is a family whose equivalised income is below 60 per cent of median household incomes. Gross income measure is Before Housing Costs (BHC) and includes contributions from earnings, state support, and pensions. Equivalisation adjusts incomes for household size and composition, taking an adult couple with no children as the reference point. For example, the process of equivalisation would adjust the income of a single person upwards, so their income can be compared directly to the standard of living for a couple.
Absolute low income is income Before Housing Costs (BHC) in the reference year in comparison with incomes in 2010/11 adjusted for inflation. A family must have claimed one or more of Universal Credit, Tax Credits, or Housing Benefit at any point in the year to be classed as low income in these statistics. Children are dependent individuals aged under 16; or aged 16 to 19 in full-time non-advanced education. The count of children refers to the age of the child at 31 March of each year.
Data are calibrated to the Households Below Average Income (HBAI) survey regional estimates of children in low income but provide more granular local area information not available from the HBAI. Additional affordable dwellings by local authority district, England 1991-92 to 2016-17
This dataset describes the additions to the stock of affordable housing from the period 1991-92 to 2016-17, broken down by local authority district. Note that over that period, there have been numerous changes to the structure of local government, therefore some districts do not have values for the full series of years, only for those years when the corresponding local authority was in operation. Affordable housing is the sum of affordable rent, social rent, intermediate rent and affordable home ownership. Affordable homes are defined in line with the National Planning Policy Framework, published 27 March 2012, as housing units (or traveller pitches and bed spaces when describing a shared dwelling such as a hostel) provided to specified eligible households whose needs are not met by the market. Eligibility may be determined with regard to local authority allocations policies, local incomes and local house prices depending on the type of affordable housing. Affordable housing should include provisions to remain at an affordable price for future eligible households or for the subsidy to be recycled for alternative affordable housing provision. Affordable rented housing is a new form of social housing, introduced in 2011 as the main type of affordable housing supply. It may only be delivered with grant through the Affordable Homes Programme 2011-17 and other associated and subsequent programmes or without grant by local authority and other providers, where a contract or confirmation of the ability to charge an affordable rent is in place. Affordable rented homes are let by local authorities or private registered providers of social housing to households who are eligible for social rented housing. Affordable rent is subject to rent controls that require a rent of up to 80 per cent of the local market rent (including service charges, where applicable). Social rented housing is rented housing owned and managed by local authorities and private registered providers, for which target rents are determined through the national rent regime. It may also include rented housing managed by other persons and provided under equivalent rental arrangements to the above. Intermediate affordable housing is housing at prices and rents above those of social rent but below market price or rents, and which meet the criteria as set out in the definition for affordable housing. These can include equity loan products, shared ownership and intermediate rent. The data in this dataset were derived from Tables 1006C, 1006aC, 1007C and 1008C of the DCLG 'Live statistical tables', available in the form of Excel spreadsheets here. At £900 per week, London’s gross weekly household income is 15 per cent higher than the next highest region. Despite this, the costs to each household are also higher in the capital. All of which leaves London households less well off than the headline figures suggest.
