    Description

    The Consumer Expenditure Survey (CE) program consists of two surveys: the quarterly Interview survey and the annual Diary survey. Combined, these two surveys provide information on the buying habits of American consumers, including data on their expenditures, income, and consumer unit (families and single consumers) characteristics. The survey data are collected for the U.S. Bureau of Labor Statistics (BLS) by the U.S. Census Bureau. The CE collects all on all spending components including food, housing, apparel and services, transportation, entertainment, and out-of-pocket health care costs. The CE tables are an easy-to-use tool for obtaining arts-related spending estimates. They feature several arts-related spending categories, including the following items: Spending on Admissions Plays, theater, opera, and concerts Movies, parks, and museums Spending on Reading Newspapers and magazines Books Digital book readers Spending on Other Arts-Related Items Musical instruments Photographic equipment Audio-visual equipment Toys, games, arts and crafts The CE is important because it is the only Federal survey to provide information on the complete range of consumers' expenditures and incomes, as well as the characteristics of those consumers. It is used by economic policymakers examining the impact of policy changes on economic groups, by the Census Bureau as the source of thresholds for the Supplemental Poverty Measure, by businesses and academic researchers studying consumers' spending habits and trends, by other Federal agencies, and, perhaps most importantly, to regularly revise the Consumer Price Index market basket of goods and services and their relative importance. The most recent data tables are for 2023 and include: 1) Detailed tables with the most granular level of expenditure data available, along with variances and percent reporting for each expenditure item, for all consumer units (listed as "Other" in the Download menu); and 2) Tables with calendar year aggregate shares by demographic characteristics that provide annual aggregate expenditures and shares across demographic groups (listed as "Excel" in the Download menu). The 1980 through 2023 CE public-use microdata, including Interview Survey data, Diary Survey data, and paradata (information about the data collection process), are available on the CE website.

    Abstract

    The National Sample Surveys (NSS) are being conducted by the Government of India since 1950 to collect socio-economic data employing scientific sampling methods. Household Consumption Expenditure Survey 2023-24 will commence from August 2023.

    The Household Consumption Expenditure Survey (HCES) is designed to collect information on consumption of goods and services by the households. Information collected in HCES is used for analyzing and understanding the consumption and expenditure pattern, standard of living and well-being of the households. Besides, the data of the survey provides budget shares of different commodity groups that is used for preparation of the weighting diagram for compilation of official Consumer Price Indices (CPIs). The data collected in HCES is also utilized for deriving various other macroeconomic indicators.

    Geographic coverage

    8,684 FSUs in the rural areas and 6,143 in the urban areas have been surveyed in HCES:2023-24. The total sample size of 14,827FSUs has been allocated to State/UTs in proportion to Census 2011 population, subject to a minimum allocation of 40 FSUs.

    Sampling procedure

    The latest survey on household consumption expenditure (previously known as household consumer expenditure survey) was conducted during the period August 2023 to July 2024 in which information was collected from each sampled household in three questionnaires, namely, Questionnaire: FDQ (Food Items), Questionnaire: CSQ (Consumables & Services) and Questionnaire: DGQ (Durable Items) in three separate monthly visits in a quarter. Apart from these, another questionnaire, namely, Questionnaire: HCQ was canvassed to collect information on household characteristics.

    In HCES: 2023-24, a multi-stage stratified sampling design was used where villages/urban blocks or sub-units of these were regarded as the First Stage Units (FSU) and the households were the Ultimate Stage Units (USU). Both the FSUs and USUs were selected with Simple Random Sampling Without Replacement (SRSWOR). 18 sample households were canvassed within an FSU.

    The survey period of HCES:2023-24was divided into 10 panels, each consisting of three months. In the first month of any panel,Questionnaire: HCQ along with any one of the questionnaires, i.e., FDQ/CSQ/DGQwere canvassed in the selected households. During the second month of the panel, any one from the remaining two questionnaires was canvassed and in the last month, the last questionnaire was canvassed. The sequence of the questionnaires to be canvassed in each month of a panel for a particular FSU was decided randomly to eliminate bias that may arise due to the adoption of a particular sequencing for canvassing. Thus, all six possible sequences, i.e., [(Q1, Q2, Q3), (Q1, Q3, Q2), (Q2, Q1, Q3), (Q2, Q3, Q1), (Q3, Q1, Q2) and (Q3, Q2, Q1)], where Q1 refers to FDQ, Q2 refers to CSQ and Q3 refers to DGQ, were canvassed at random in the sample households.

    The sampling frame for urban sector is the list of Urban Frame Survey (UFS) blocks as per latest Urban Frame Survey and for rural sector, it is the list of villages as per Census 2011 updated by removing those villages which are urbanized and included in latest UFS (till the time of sample selection).Sometimes, with a view to ensure uniformity in the size of FSUs and operational convenience, large villages/UFS blocks are notionally divided into smaller units of more or less equal size, known as sub-units depending on a pre-defined criteria based on population in the village or number of households in the UFS block. The sector-specific criteria for sub-unit formation are as below:

    Rural Sector (i) The number of SUs to be formed in the villages (with Census 2011 population of 1000 or more and except some States/UTs) are decided based on projected present population of the village. The criteria aregiven below:

The criteria for the number of SU to be formed are as below:

    Abstract

    A Household Income and Expenditure Survey (HIES) collects a wealth of information on household expenditure, income, own-account production and consumption. HIES also collects information on sectoral and thematic areas such as gender, education, health, labour, primary activities, transport, information and communication and cash transfers and remittances. The HIES data will be used to: · derive expenditure weights for the revision of the Consumer Price Index (CPI); · supplement the data available for use in compiling official estimates of various components in the System of National Accounts; and · gather information on welfare and food security in Palau. The data will inform indicators under the United Nations Sustainable Development Goals (SDGs) and guide social and economic policy.

    The 2023/24 Palau Household Income and Expenditure Survey (HIES) questionnaire was developed in English language and it follows the Pacific Standard HIES questionnaire structure. It is administered on CAPI using Survey Solutions, and the diary is no longer part of the form. All transactions (food, non food, home production and gifts) are collected through different recall sections during the same visit. The traditional 14 days diary is no longer recommended in the region. This new method of implementing the HIES present some interesting and valuable advantages such as: cost saving, data quality, time reduction for data processing and reporting.

    Cleaning operations

    Data was edited and cleaned using the software Stata. Data cleaning was made manually and in close collaboration with the Statistics Office of Palau.

    Abstract

    The main purpose of the Household Income Expenditure Survey (HIES) 2016 was to offer high quality and nationwide representative household data that provided information on incomes and expenditure in order to update the Consumer Price Index (CPI), improve National Accounts statistics, provide agricultural data and measure poverty as well as other socio-economic indicators. These statistics were urgently required for evidence-based policy making and monitoring of implementation results supported by the Poverty Reduction Strategy (I & II), the AfT and the Liberia National Vision 2030. The survey was implemented by the Liberia Institute of Statistics and Geo-Information Services (LISGIS) over a 12-month period, starting from January 2016 and was completed in January 2017. LISGIS completed a total of 8,350 interviews, thus providing sufficient observations to make the data statistically significant at the county level. The data captured the effects of seasonality, making it the first of its kind in Liberia. Support for the survey was offered by the Government of Liberia, the World Bank, the European Union, the Swedish International Development Corporation Agency, the United States Agency for International Development and the African Development Bank. The objectives of the 2016 HIES were:

    1. Update the Consumer Price Index (CPI): To obtain a new set of weights for the basket of goods and services that upgrade the Monrovia Consumer Price Index (MCPI) and the National Consumer Price Index (NCPI) and to revise the CPI basket of goods and services in Liberia to reflect the current consumption pattern of residence.
    2. Improve National Accounts Statistics: To get information on annual household expenditure patterns in order to update the household component of the National Accounts.
    3. Measure Poverty: To prepare robust poverty indices that enable the understanding of poverty dynamics across the country and of the factors influencing them.
    4. Improve Agricultural Statistics: To obtain nationally representative and policy relevant agricultural statistics in order to undertake in-depth analysis of agricultural households.
    5. Capture Socio-economic Impact of Ebola Virus Disease (EVD): To obtain a post-EVD dataset which allows for an in-depth analysis of the socioeconomic impact of EVD on households.
    6. Benchmark Agenda for Transformation Indicators: To provide an update on selected socioeconomic indicators used to benchmark the government’s policies embedded within the Agenda for Transformation.
    7. Develop Statistical Capacity: Emphasize capacity building and development of sustainable statistical systems through every stage of the project to produce accurate and timely information about Liberia.

    Sampling procedure

    The original sample design for the HIES exploited two-phased clustered sampling methods, encompassing a nationally representative sample of households in every quarter and was obtained using the 2008 National Housing and Population Census sampling frame. The procedures used for each sampling stage are as follows:
    i. First stage
    Selection of sample EAs. The sample EAs for the 2016 HIES were selected within each stratum systematically with Probability Proportional to Size from the ordered list of EAs in the sampling frame. They are selected separately for each county by urban/rural stratum. The measure of size for each EA was based on the number of households from the sampling frame of EAs based on the 2008 Liberia Census. Within each stratum the EAs were ordered geographically by district, clan and EA codes. This provided implicit geographic stratification of the sampling frame.

    ii. Second stage
    Selection of sample households within a sample EA. A random systematic sample of 10 households were selected from the listing for each sample EA. Using this type of table, the supervisor only has to look up the total number of households listed, and a specific systematic sample of households is identified in the corresponding row of the table.

    There were three questionnaires administered for this survey: 1. Household and Individual Questionnaire 2. Market Price Questionnaire 3. Agricultural Recall Questionnaire

    Cleaning operations

    The data entry clerk for each team, using data entry software called CSPro, entered data for each household in the field. For each household, an error report was generated on-site, which identified key problems with the data collected (outliers, incorrect entries, inconsistencies with skip patterns, basic filters for age and gender specific questions etc.). The Supervisor along with the Data Entry Clerk and the Enumerator that collected the data reviewed these errors. Callbacks were made to households if necessary to verify information and rectify the errors while in that EA.

    Once the data were collected in each EA, they were sent to LISGIS headquarters for further processing along with EA reports for each area visited. The HIES Technical committee converted the data into STATA and ran several consistency checks to manage overall data quality and prepared reports to identify key problems with the data set and called the field teams to update them about the same. Monthly reports were prepared by summarizing observations from data received from the field alongside statistics on data collection status to share with the field teams and LISGIS Management.

    The purpose of the HIES survey is to obtain information on the income, consumption pattern, incidence of poverty, and saving propensities for different groups of people in Federated States of Micronesia (FSM). This information will be used to guide policy makers in framing socio-economic developmental policies and in initiating financial measures for improving economic conditions of the people.     Abstract

    The National Survey of Household Income and Expenditure (ENIGH) aims to provide a statistical overview of the behavior of household income and expenditure in terms of its amount, origin and distribution. In addition, it offers information on the occupational and sociodemographic characteristics of the members of the household, as well as the characteristics of the housing infrastructure and household equipment.

    The ENIGH is part of the Information System of National Interest (IIN), which means that the results obtained from this project are mandatory for the Federation, the states and the municipalities, in order to contribute to national development.

    In 1984, a trend began to broaden the objectives and homogenize the methodology, taking into account international recommendations and the information requirements of the different users, taking care of historical comparability.

    Periodicity: Since 1992 it has been carried out biennially (every two years) with the exception of 2005 when an extraordinary survey was carried out.

    Target population: It is made up of the households of nationals or foreigners, who usually reside in private homes within the national territory.

    Selection Unit: Private home. The dwellings are chosen through a meticulous statistical process that guarantees that the results obtained from only a part of the population (sample) can be generalized to the total.

    Sampling Frame: INEGI's multi-purpose framework is made up of demographic and cartographic information obtained from the 2010 Population and Housing Census.

    The different concepts of the ENIGH are governed by recommendations agreed upon in international conventions, for example:

    The resolutions and reports of the 18 International Conferences on Labour Statistics, of the International Labour Organization (ILO).

    The final report and recommendations of the Canberra Group, an expert group on "Household Income Statistics".

    They are also articulated with the CNational Accounts and with the Household Surveys carried out by the INEGI.

    Sample size: At the national level, including the ten-one, there are 93,186 private homes.

    Survey period: The collection of information will take place between August 11 and November 18 of this year. Throughout this period, ten cuts are made, each organized in ten days; Therefore, each of these cuts will be known as tens (see calendar in the annex).

    Workload: According to the meticulousness in the recording of information in this project, a load of six interviews in private homes per dozen has been defined for each interviewer. The number of interviews may decrease or increase according to several factors: non-response, recovery from non-response, or additional households.

    Sampling procedure

    The design of the exhibition for ENIGH-2018 is characterized by being probabilistic; consequently, the results obtained from the survey are generalized to the entire population of the study domain; in turn, it is two-stage, stratified and by clusters, where the ultimate unit of selection is the dwelling and the unit of observation is the household.

    The ENIGH-2018 subsample was selected from the 2012 INEGI master sample, this master sample was designed and selected from the 2012 Master Sampling Framework (Marco Maestro de Muestreo (MMM)) which was made up of housing clusters called Primary Sampling Units (PSU), built from the cartographic and demographic information obtained from the 2010 Population and Housing Census. The master sample allows the selection of subsamples for all housing surveys carried out by INEGI; Its design is probabilistic, stratified, single-stage and by clusters, since it is in them that the dwellings that make up the subsamples of the different surveys were selected in a second stage. The design of the MMM was built as follows:

    Formation of the primary sampling units (PSU)

    First, the set of PSUs that will cover the national territory is built.

    The primary sampling units are made up of groups of dwellings with differentiated characteristics depending on the area to which they belong, as specified below:

    a) In high urban areas

    The minimum size of a PSU is 80 inhabited dwellings and the maximum is 160. They can be made up of:

    • A block. • The union of two or more contiguous blocks of the same AGEB. • The union of two or more contiguous blocks of different AGEBs in the same locality. • The union of two or more contiguous blocks from different localities, which belong to the same size of locality.

    b) In urban complement: The minimum size of a PSU is 160 inhabited dwellings and the maximum is 300. They can be made up of:

    • A block. • The union of two or more contiguous blocks of the same AGEB. • The union of two or more contiguous blocks of different AGEBs in the same locality. • The union of two or more contiguous blocks from different AGEBs and localities, but from the same municipality.

    c) In rural areas: The minimum size of a PSU is 160 inhabited dwellings and the maximum is 300. They can be made up of:

    • An AGEB. • Part of an AGEB. • The union of two or more adjoining AGEBs in the same municipality. • The union of an AGEB with a part of another adjoining AGEB in the same municipality.

    The total number of PSUs formed was 240,912.

    Stratification

    Once the set of PSUs has been constructed, those with similar characteristics are grouped, that is, they are stratified.

    The political division of the country and the formation of localities differentiated by their size, naturally form a geographical stratification.

    In each federal entity there are three areas, divided into zones.

    High urban, Zone 01 to 09, Cities with 100,000 or more inhabitants.

    Urban complement, Zone 25, 35, 45 and 55, From 50,000 to 99,999 inhabitants, 15,000 to 49,999 inhabitants, 5,000 to 14,999 inhabitants, 2,500 to 4,999 inhabitants.

    Rural, Zone 60, Localities with less than 2,500 inhabitants.

    At the same time, four sociodemographic strata were formed in which all the PSUs in the country were grouped, this stratification considers the sociodemographic characteristics of the inhabitants of the dwellings, as well as the physical characteristics and equipment of the same, expressed through 34 indicators built with information from the 2010 Population and Housing Census*, for which multivariate statistical methods were used.

    In this way, each PSU was classified into a single geographical and a sociodemographic stratum.

    As a result, there are a total of 683 strata throughout the country.

    Selection of the PSUs of the master sample The PSUs of the master sample were selected by means of a sampling with probability proportional to the size.

    Sample size For the calculation of the sample size of the ENIGH-2018, the average total current income per household was considered as a reference variable.

    Sampling deviation

    As a result of the sum of the 87,826 homes selected and 1,312 additional homes that were found in those homes, the total amounted to 89,138 households.

    Six collection instruments will be used to collect information in each household, four of which concentrate information on the household as a whole.

    These are:

    • Household and housing questionnaire
    • Household expenditure questionnaires
    • Daily expenditure booklet

    In the other three, individual information is recorded for people:

    • Questionnaire for people aged 12 or over
    • Questionnaire for people under 12 years of age
    • Questionnaire for household businesses

    Capture activities

    The capture consisted of transferring the information from the questionnaires that were fully answered to electronic means through IKTAN, in accordance with the procedures established for the capture process of the ENIGH 2018.

    The Person in Charge of Capture and Validation, together with his work team, began the capture of the questionnaires collected by each Interviewer, organized by packages of questionnaires of each page with the result of a complete interview, following the established order:

    • Household and housing questionnaire. • Questionnaires for people under 12 years of age. • Questionnaires for people aged 12 and over. • Questionnaires for home businesses. • Household expenditure questionnaire. • Daily expenses booklet.

    In addition, the IKTAN made it possible to record and know the progress or conclusion of workloads.

    THE CLEANED AND HARMONIZED VERSION OF THE SURVEY DATA PRODUCED AND PUBLISHED BY THE ECONOMIC RESEARCH FORUM REPRESENTS 50% OF THE ORIGINAL SURVEY DATA COLLECTED BY THE CENTRAL AGENCY FOR PUBLIC MOBILIZATION AND STATISTICS (CAPMAS)

    The Household Income, Expenditure and Consumption Survey (HIECS) is of great importance among other household surveys conducted by statistical agencies in various countries around the world. This survey provides a large amount of data to rely on in measuring the living standards of households and individuals, as well as establishing databases that serve in measuring poverty, designing social assistance programs, and providing necessary weights to compile consumer price indices, considered to be an important indicator to assess inflation.

    The First Survey that covered all the country governorates was carried out in 1958/1959 followed by a long series of similar surveys. The current survey, HIECS 2015, is the twelfth in this long series. Starting 2008/2009, Household Income, Expenditure and Consumption Surveys were conducted each two years instead of five years. this would enable better tracking of the rapid changes in the level of the living standards of the Egyptian households.

    CAPMAS started in 2010/2011 to follow a panel sample of around 40% of the total household sample size. The current survey is the second one to follow a panel sample. This procedure will provide the necessary data to extract accurate indicators on the status of the society. The CAPMAS also is pleased to disseminate the results of this survey to policy makers, researchers and scholarly to help in policy making and conducting development related researches and studies

    The survey main objectives are:

    • To identify expenditure levels and patterns of population as well as socio- economic and demographic differentials.

    • To measure average household and per-capita expenditure for various expenditure items along with socio-economic correlates.

    • To Measure the change in living standards and expenditure patterns and behavior for the individuals and households in the panel sample, previously surveyed in 2008/2009, for the first time during 12 months representing the survey period.

    • To define percentage distribution of expenditure for various items used in compiling consumer price indices which is considered important indicator for measuring inflation.

    • To estimate the quantities, values of commodities and services consumed by households during the survey period to determine the levels of consumption and estimate the current demand which is important to predict future demands.

    • To define average household and per-capita income from different sources.

    • To provide data necessary to measure standard of living for households and individuals. Poverty analysis and setting up a basis for social welfare assistance are highly dependent on the results of this survey.

    • To provide essential data to measure elasticity which reflects the percentage change in expenditure for various commodity and service groups against the percentage change in total expenditure for the purpose of predicting the levels of expenditure and consumption for different commodity and service items in urban and rural areas.

    • To provide data essential for comparing change in expenditure against change in income to measure income elasticity of expenditure.

    • To study the relationships between demographic, geographical, housing characteristics of households and their income.

    • To provide data necessary for national accounts especially in compiling inputs and outputs tables.

    • To identify consumers behavior changes among socio-economic groups in urban and rural areas.

    • To identify per capita food consumption and its main components of calories, proteins and fats according to its nutrition components and the levels of expenditure in both urban and rural areas.

    • To identify the value of expenditure for food according to its sources, either from household production or not, in addition to household expenditure for non-food commodities and services.

    • To identify distribution of households according to the possession of some appliances and equipments such as (cars, satellites, mobiles ,…etc) in urban and rural areas that enables measuring household wealth index.

    • To identify the percentage distribution of income earners according to some background variables such as housing conditions, size of household and characteristics of head of household.

    • To provide a time series of the most important data related to dominant standard of living from economic and social perspective. This will enable conducting comparisons based on the results of these time series. In addition to, the possibility of performing geographical comparisons.

    The raw survey data provided by the Statistical Agency were cleaned and harmonized by the Economic Research Forum, in the context of a major project that started in 2009. During which extensive efforts have been exerted to acquire, clean, harmonize, preserve and disseminate micro data of existing household surveys in several Arab countries.

    The sample of HIECS 2015 is a self-weighted two-stage stratified cluster sample. The main elements of the sampling design are described in the following.

    1- Sample Size The sample size is around 25 thousand households. It was distributed between urban and rural with the percentages of 45% and 55%, respectively.

    2- Cluster size The cluster size is 10 households in most governorates. It reached 20 households in Port-Said, Suez, Ismailiya, Damietta, Aswan and Frontier governorates, since the sample size in those governorates is smaller compared to others.

    3- Sample allocation in different governorates 45% of the survey sample was allocated to urban areas (11260 households) and the other 55% was allocated to rural areas (13740 households). The sample was distributed on urban/rural areas in different governorates proportionally with the household size A sample size of a minimum of 1000 households was allocated to each governorate to ensure accuracy of poverty indicators. Therefore, the sample size was increased in Port-Said, Suez, Ismailiya, kafr el-Sheikh, Damietta, Bani Suef, Fayoum, Qena, Luxor and Aswan, by compensation from other governorates where the sample size exceeds a 1000 households. All Frontier governorates were considered as one governorate.

    4- Core Sample The core sample is the master sample of any household sample required to be pulled for the purpose of studying the properties of individuals and families. It is a large sample and distributed on urban and rural areas of all governorates. It is a representative sample for the individual characteristics of the Egyptian society. This sample was implemented in January 2010 and its size reached more than 1 million household selected from 5024 enumeration areas distributed on all governorates (urban/rural) proportionally with the sample size (the enumeration area size is around 200 households). The core sample is the sampling frame from which the samples for the surveys conducted by CAPMAS are pulled, such as the Labor Force Surveys, Income, Expenditure And Consumption Survey, Household Urban Migration Survey, ...etc, in addition to other samples that may be required for outsources.

    In designing the questionnaires of expenditure, consumption and income, we were taking into our consideration the following: - Using the recent concepts and definitions of International Labor Organization approved in the International Convention of Labor Statisticians held in Geneva, 2003. - Using the recent Classification of Individual Consumption According to Purpose (COICOP). - Using more than one approach of expenditure measurement to serve many purposes of the survey.

    The Central Agency for Public Mobilization And Statistics (CAPMAS) is responsible for Implementation of statistics and data collection of various kinds, specializations, levels and performs many of the general censuses and economic surveys. One of the key aims of CAPMAS is to complete unified and comprehensive statistical work to keep up with all developments in various aspects of life and unifying standards, concepts and definitions of statistical terms, development of comprehensive information system as a tool for planning and development in all fields

    The Household Income, Expenditure and Consumption Survey (HIECS) is one important source to rely on for economic, social and demographic indicators, that are conducted every few years.

    The HIECS 1999/2000 is the seventh Household Income, Expenditure and Consumption Survey that was carried out in 1999/2000, among a long series of similar surveys that started back in 1955.

    The survey main objectives are: - To estimate the quantities, values of commodities and services consumed by households during the survey period to estimate the current demand and determine the levels of consumption for commodities and services essential for national planning. - To measure mean household and per-capita expenditure on different goods and services in urban and rural areas. - To define mean household and per-capita income. - To define percentage distribution of expenditure for various expenditure items used in compiling consumer price indices for different expenditure levels on urban and rural levels. - To provide essential data to measure elasticity which reflects the percentage change in expenditure for various commodity and service groups against the percentage change in total expenditure for the purpose of predicting the levels of expenditure and consumption for different commodity and service items in urban and rural areas and different levels of total expenditure. - To provide data essential for comparing change in expenditure against change in income to measure income elasticity of expenditure. - To study the relationships between demographic, geographical, housing characteristics of households and their income and expenditure for commodities and services, in urban and rural areas. - To provide data necessary for national accounts especially in compiling inputs and outputs tables, and commodity balances. - To provide updated data on Income, Expenditure and Consumption estimates in 1999/2000 to serve planners, investors and researchers. - To identify expenditure levels and patterns of population and consumers behavior in urban and rural areas. - To identify per capita food consumption and its main components of calories, proteins and fats according to its sources and the levels of expenditure in both urban and rural areas. - To identify the value of expenditure for food according to sources, either from household production or not, in addition to household expenditure for non food commodities and services. - To identify distribution of households according to the possession of some appliances and equipments such as (cars, satellites, mobiles ...) in urban and rural areas. - To identify the distribution of households according to the number of members, compared to the number of rooms occupied by the household. - To provide the distribution of households by income categories, income sources and number of income earners. - To provide the distribution of number of waged workers in the household by their income range, economic activity, sector and main occupation.

    A committee consisting of Experts of the Central Agency for Public Mobilization and Statistics, Experts of the Ministry of Planning, Experts from NIB and Egyptian university professors, has been formed based on the decree number (28) for the year 1998 of the Minister of State for Planning and International Cooperation, to study and prepare Expenditure and Consumption Estimates Survey in the Arab Republic of Egypt and follow up on the implementation of the research procedures.

    A timetable has been prepared for the implementation of every stage of this survey, which started in 01/04/1999. It was taken into account in this timetable the coordination between the work phases, so that these stages were conducted in parallel, where the coding and office audit would start immediately upon completion of the monthly data collection phase. Data for which forms are completed, coded and reviewed was entered on personal computers during the same month.

    Specialized working groups were formed for each stage of the survey work and trained according to intensive training programs for each phase. Those stages were supervised by experts of the Central Agency for Public Mobilization and Statistics in the field of family research.

    All collected data has been prepared on personal computers within the statistics division where 22 of the latest generations of devices were used, on which was installed the most updated software for data entry and validation.

    The survey management prepared a report for essential commodities to indentify the minimum and maximum price for those goods during each month of the survey. This report was sent to the statistical offices in all governorates to be filled from their sources by auditors, supervisors and delivered to the survey management with all forms collected to be used during the central office audit stage.

    The raw survey data provided by the Statistical Agency were cleaned and harmonized by the Economic Research Forum, in the context of a major project that started in 2009. During which extensive efforts have been exerted to acquire, clean, harmonize, preserve and disseminate micro data of existing household surveys in several Arab countries.

    A large sample representative for urban and rural areas in all governorates has been designed by CAPMAS in March 1999 for the HIECS 1999/2000.

    In previous surveys, CAPMAS used to select a sample of around 15000 households from 500 Primary Sampling Units (PSUs). For HIECS 1999/2000, a sample of about 48000 households has been considered from 600 PSUs, 28800 households in urban (360 PSUs) and 19200 households in rural (240 PSUs), distributed over 12 months (4000 households monthly).

    The master sample is a strata-area-unbiased-probability proportion to size sample. The 1996 census data, the population estimates for the year 2000, as well as the number of shiakha/village in each governorate were used for the distribution of PSUs on different strata during the first sampling stage. The sampling unit in the first sampling stage was taken to be the PSU consisting of at least 1500 households in urban areas and 1000 households in rural areas. While the sampling unit for the second stage whether in urban or rural areas was the household.

    This questionnaire comprises 14 tables in addition to identification and geographic data of household on the cover page. The questionnaire is divided into two main sections. Section one: Basic information which includes: - Demographic characteristics and basic data for all household individuals consisting of 15 questions for every person, in a table of 10 columns (1 column per person) on two pages so that each table contains data for 20 persons. - Household visitors during the month of the survey. - Members of household who are currently working abroad. - The household ration card. - The housing conditions including 18 questions. - The household possession of appliances including 23 type of appliance. This section includes some questions which help to define the socio-economic level of households which in turn, help interviewers to check the plausibility of expenditure, consumption and income data.

    Abstract

    The main purpose of a Household Income and Expenditure Survey (HIES) survey was to present high quality and representative national household data on income and expenditure in order to update Consumer Price Index (CPI), improve statistics on National Accounts and measure poverty within the country. These statistics are a requirement for evidence based policy-making in reducing poverty within the country and monitor progress in the national strategic plan in place.

    Sampling procedure

    The sampling design of the Tuvalu 2022 HIES consists in the random selection of the appropriate numbers of households (within each strata urban and rural) in order to be able to disaggregate HIES results at the strata level (in addition to National level). The urban strata of Tuvalu is made of the island of Funafuti (as a whole) and the rest of the country (all outer islands) compose the rural strata. The statistical unit used to run this sampling analysis is the household. The sample procedure is based on the following steps: - Assessment of the accuracy of the previous 2015 HIES in terms of per capita total expenditure (variable of interest) and check whether the sample size at that time were appropriate and correctly distributed among both stratas, - Update this assessment process by using the most recent population count to get the new sample size and distribution, - Proceed to the random selection of households using this most recent population count. The sampling frame (most recent household listing and population count) used to update and select is the 2021 Tuvalu Household Listing conducted by the Central Statistics Division of Tuvalu. At the National level, the 2015 Tuvalu HIES reported a good accuracy of the per capita total expenditure (less than 5%) but the disaggregation results by strata showed a lower quality of the result in Tuvalu urban. The Tuvalu 2021 household listing provides the most recent distribution of the households across all the islands of Tuvalu. This step consists in updating the accuracy of the previous 2015 HIES by using this recent household count and get the appropriate RSE by changing the sample size. For budget constraint, the total sample size cannot get increased, as the funding situation does not allow higher sample size. It means that the only parameter that can be modified is the distribution of the sample across the strata. Sample size by stratum: -Urban: 350 (out of 1,010 urban households as per the 2021 listing) -Rural: 310 (out of 835 rural households as per the 2021 listing) -National: 660 (out of 1,845 total households as per the 2021 listing)

    2015 per capita mean total expenditure (AUD): -Urban: 3,190 -Rural: 2,780 -National: 3,000

    Relative Standard Error (RSE): -Urban: 5.1% -Rural: 4.1% -National: 3.3%

    It results from this new sample design a new distribution that shows an increase in Funafuti urban, mainly due to: - The low quality of the survey results from the 2015 HIES, - The number of households that have increased by more than 15% between 2015 and 2020 in Tuvalu urban area.

    The household selection process is based on a simple random procedure within each stratum: - The 350 households in Funafuti are selected using the same probability of selection across all villages of the islands - The 310 household in rural Tuvalu are distributed proportionally to the size of each rural island of Tuvalu. This proportional allocation of the sample across rural Tuvalu islands generates the best accuracy at the strata level.

    Non-response is a problem in surveys, and it is crucial that the field teams interview the selected households (the location on the map and the name of the household head are used to help to determine the selected households). During the first visit, interviewers must do their best to convince the household head to participate in the survey (and get his/her approval to proceed to interview). It may happen in the field that the first visit results in: I. A refusal: the household head does not show any interest in the survey and is reluctant to participate, II. The house is empty (household members away at the time of the visit).

    (I) Refusal: if the interviewer cannot convince the household head to participate, he has to liaise with the survey management, and the supervisor will help in the discussion to convince the household head to respond. In this case, it is important to mention that all responses are kept confidential and insist on the importance of it for the benefit of Tuvalu population. (II) Empty house: the interviewer must investigate (checking with neighbours) whether or not the house is still inhabited by the family: o If it is not the case, the dwelling is then vacant, and the replacement procedure must be activated. o If the dwelling is still occupied, interviewer must come back later the same day or the day after at different time

    Only in extreme cases of persistent refusal or empty house (household members away during the time of the collection) the replacement procedure must be activated. The replacement procedure consists in changing the selected household to the closest neighbour who is available.

    The 2022 Tuvalu Household Income and Expenditure Survey (HIES) questionnaire was developed in English language and it follows the Pacific Standard HIES questionnaire structure. It is administered on CAPI using Survey Solution, and the diary is no longer part of the form. All transactions (food, non food, home production and gifts) are collected through different recall sections during the same visit. The traditional 14 days diary is no longer recommended in the region. This new method of implementing the HIES present some interesting and valuable advantages such as: cost saving, data quality, time reduction for data processing and reporting. The 2022 HIES of Tuvalu was directly integrated to a census through a Long Form Census (LFC). The LFC was an experiment led by the World Bank and the Pacific Community to try and group a census and a HIES collection. All households were normally enumerated during the 2022 Census and households selected to participate to the HIES were then asked the HIES questions.

    Cleaning operations

    Data was edited, cleaned and imputed using the software Stata.

    Response rate

    There was a total of 662 households from the original selection of the sample. 592 of them were contacted 528 accepted the interviews. The number of valid households is 464, or 70% of households before replacement. After replacement, 54 households were considered valid making the final completion rate at 78% (73% in urban and 85% in rural area).

    Description

    This data collection includes detailed information on the purchasing habits of Americans in 1960-1961, with over 200 types of expenditures coded. For the first time since 1941, the Consumer Expenditure Survey sampled both urban, non-farm and rural, farm households in an attempt to provide a complete picture of consumer expenditures in the United States. Personal interviews were conducted in 1960 and 1961 (and a small number in 1959) with 9,476 urban families, 2,285 rural non-farm families, and 1,967 rural farm families, for a total of 13,728 consumer units interviewed. A complete account of family income and outlays was compiled for a calendar year, as well as household characteristics. The expenditures covered by the survey were those which respondents could recall fairly accurately for three months or longer. In general, these expenditures included relatively large purchases, such as those for property, automobiles, and major appliances, or expenditures that occurred on a fairly regular basis, such as rent, utilities, or insurance premiums. Expenditures incurred while on trips were also covered by the survey. Information to determine net changes in the family's assets and liabilities during the year was also gathered. The estimated value of goods and services received, as gifts or otherwise, without direct expenditures by the family, was requested also. In addition, farm families provided farm receipts, disbursements, changes in farm assets, and value of home-produced food. To supplement the annual data, non-farm families who prepared meals at home provided a detailed seven-day record, during the week prior to the interview, of expenditures for food and related items purchased frequently (e.g., tobacco, personal care, and household supplies). For selected items of clothing, house furnishings, and food, the record of expenditures was supplemented by information on quantities purchased and prices paid. Characteristics of the housing occupied by homeowners and renters and an inventory of the major items of house furnishing they owned also were recorded.     Abstract

    The Annual Household Income and Expenditure Survey (AHIES) is the first nationally representative high-frequency household panel survey in Ghana. The AHIES is being conducted to obtain quarterly and annual data on household final consumption expenditure and a wide scope of demographic, economic and welfare variables including statistics on labour, food security, multi-dimensional poverty and health status for research, policy, and planning. Some of the key macroeconomic indicators to be generated include quarterly GDP, regional GDP, quarterly unemployment, underemployment, inequality, consumption expenditure poverty, multidimensional poverty and food security. The data from the AHIES is classified, tabulated and disseminated so that researchers, administrators, policy makers and development partners can use the information in formulating and implementing various development programs at the national and community levels and also to monitor targets under the Sustainable Development Goals.

    The universe covers the population living within individual households in Ghana. However, such population which is defined as institutionalised population as persons living at elderly houses, rest homes, correction facilities, military baracks, and hospitals with special characteristics, nursery,and also nomadic population are excluded.

    Sampling procedure

    With the sampling procedure, 10,800 households in 600 EAs, consisting of 304 (50.67%) urban and 296 (49.33%) rural households were drawn from the 2021 Population and Housing Census listing frame to form the secondary sampling units. A random sampling methodology was adopted to select eighteen (18) households per selected EAs in all regions to form the full sample for the fieldwork to be able to produce regionally representative expenditures for GDP.

    Abstract

    Survey based Harmonized Indicators (SHIP) files are harmonized data files from household surveys that are conducted by countries in Africa. To ensure the quality and transparency of the data, it is critical to document the procedures of compiling consumption aggregation and other indicators so that the results can be duplicated with ease. This process enables consistency and continuity that make temporal and cross-country comparisons consistent and more reliable.

    Four harmonized data files are prepared for each survey to generate a set of harmonized variables that have the same variable names. Invariably, in each survey, questions are asked in a slightly different way, which poses challenges on consistent definition of harmonized variables. The harmonized household survey data present the best available variables with harmonized definitions, but not identical variables. The four harmonized data files are

    a) Individual level file (Labor force indicators in a separate file): This file has information on basic characteristics of individuals such as age and sex, literacy, education, health, anthropometry and child survival. b) Labor force file: This file has information on labor force including employment/unemployment, earnings, sectors of employment, etc. c) Household level file: This file has information on household expenditure, household head characteristics (age and sex, level of education, employment), housing amenities, assets, and access to infrastructure and services. d) Household Expenditure file: This file has consumption/expenditure aggregates by consumption groups according to Purpose (COICOP) of Household Consumption of the UN.

    Sampling procedure

    Sample Design The 1999/2000 Household Income, Consurnption, and Expendi.ture Survey covered both the urban and the sedentary rural parts of the country. The survey has not covered six zones in Somalia Region and two zones in Afar Region that are inhabited mainly by nomadic population. For the purpose of the survey, the country was divided into three categories . That is, the rural parts of the country and the urban areas that were divided into two broad categories taking into account sizes of their population. Category I: Rural parts of nine Regional States and two administrative regions were grouped in this category each of which were the survey dornains (reporting levels). These regions are Tigrai,Afar, Amhara, Oromia, Sornalia, Eenishangul-Gunuz, SNNP,Gambela, Flarari, Addis Ababa and Dire Dawa.

    Category II: All Regional capitals and five major urban centers of the country were grouped in this category. Each of the urban centers in this category was the survey domain (reporting level) for which separate survey results for rnajor survey characteristics were reported.

    Category III: Urban centers in the country other than the urban centers in category II were grouped in this category and formed a single reporting level. Other than the reporting levels defined in category II and category III one additional domain, namely total urban (country level) can be constructed by eombining the basic domains defined in the two categories. All in all 35'basie rural and urban domains (reporting levels) were defined for the survey. In addition to the above urban and rural domains, survey results are to be reported at regional and eountry levels by aggregating the survey results for the conesponding urban and rural areas. Definition of the survey dornains was based on both technical and resource considerations. More specifically, sample size for the domains were determined to enable provision of major indicators with reasonable precision subject to the resources that were available for the survey.

    Selection Scheme and Sample Size in Each Category CategoryI : A stratified two-stage sample design was used to select the sample in which the primary sampling units (PSUs) were EAs. Sample enumeration areas( EAs) from each domain were selected using systematic sampling that is probability proportional to the size being number of households obtained from the 1994 population and housing census.A total of 722 EAs were selected from the rural parts of the country. Within each sample EA a fresh list of households was prepared at the beginning of the survey's field work and for the administration of the survey questionnaire 12 households per sample EA for rural areas were systematically selected.

    Category II: In this category also,a stratified two-stage sample design was used to select the sample. Here a strata constitutes all the "Regional State Capitals" and the five "Major Urban Centers" in the country and are grouped as a strata in this category. The primary sampling units (PSUs) are the EA's in the Regional State Capitals and the five Major Urban Centers and excludes the special EAs (non-conventional households). Sample enumeration areas( EAs) from each strata were selected using systematic sampling probability proportional to size, size being number of households obtained from the 1994 population and housing census. A total of 373 EAs were selected from this domain of study. Within each sample EAs a fresh list of households was prepared at the beginning of the survey's field work and for the administration of the questionnaire 16 household per sample EA were systematically selected-

    Category III: Three-stage stratified sample design was adopted to select the sample from domains in category III. The PSUs were other urban centers selected using systematic sampling that is probability proportional to size; size being number of households obtained from the 1994 population and housing census. The secondary sampling units (SSUs) were EAs which were selected using systematic sampling that is probability proportional to size; size being number of households obtained from the 1994 population and housing census. A total of 169 sample EAs were selected from the sample of other urban centers and was determined by proportional allocation to their size of households from the 1994 census. Ultimately, 16 households within each of the sample EAs were selected systematically from a fresh list of households prepared at the beginning of the survey's fieldwork for the administration of the survey questionnaire.

    Abstract

    The Household Consumption and Expenditure (HCE) survey is administered by the Central Statistical Agency every five years, most recently in 2010/11. The core objective of the HCE survey is to provide data that enable to understand the income dimension of poverty and the major objectives are to: • Assess the level, extent and distribution of income dimension of poverty. • Provide data on the levels, distribution and pattern of household expenditure that will be used for analysis of changes in the households' living standard level over time in various socio-economic groups and geographical areas. • Provide basic data that enables to design, monitor and evaluate the impact of socio- economic policies and programs on households/individuals living standard. • Furnish series of data for assessing poverty situations, in general, and food security, in particular. • Provide data for compiling household accounts in the system of national accounts, especially in the estimation of private consumption expenditure. • Obtain weights and other useful information for the construction and /or rebasing of consumer price indices at various levels and geographical areas.

    The 2010/11 HCE survey covered all rural and urban areas of the country except the non-sedentary populations in Afar (three zones) and Somali (six zones).

    Sampling procedure

    Sampling Frame The 2007 Population and Housing Census served as the sampling frame from which the rural and urban EAs were selected. A fresh list of households for each selected EA was collected at the beginning of the survey period. Households were then selected for inclusion in the survey by choosing a random number as the starting point in the list and selecting every nth household (n being the necessary number to achieve the desired number of households in each EA).

    Sample Design & Selection In order to produce a representative sample, the country was stratified into the following four categories: rural, major urban centers, medium towns, and small towns.

    a. Category I - Rural This category consists of the rural areas of 68 zones and special weredas, which are considered zones, in 9 regions of the country. This category also includes the rural areas of the Dire Dawa City Administration. A stratified two-stage cluster sample design was used, with the primary sampling unit being the EAs. Sample EAs were selected using Probability Proportional to Size, with size being the number of households identified in the 2007 Population and Housing Census. Twelve households were randomly selected from each sample rural EA for survey administration. The total sample for this category is 864 EAs and 10,368 households.

    b. Category II - Major Urban Centers This category includes all regional capitals as well as five additional major urban centers with large populations, for a total of 15 major urban centers. These 15 urban centers were broken down into the 14 regional capitals and the 10 sub-cities of Addis Ababa City Administration resulting in a total of 24 represented urban domains. A stratified two-stage sample design was also used for this category as in the rural sample with EAs as the primary sampling unit. For this category, however, 16 households were randomly selected in each EA. In total, 576 EAs and 9,216 households were selected for this category.

    c. Categories III & IV - Other Urban Centers These two categories capture other urban areas not included in Category II. A domain of other urban centers was formed from 8 regions (all except Harari, Addis Ababa, and Dire Dawa where all urban centers are included in Category II). Unlike the other categories, a three-stage sample design was used. However, sampling was still conducted using probability proportionate to size. The urban centers were the primary sampling units and the EAs were secondary sampling units. Sixteen households were randomly selected from each of the selected EAs. A total sample of 112 urban centers, 528 EAs, and 8,448 households were selected for these two categories.

    A hard copy (Paper print) booklet type questioner has been used for data collection. The design of the questionnaire has structured/organized into five main parts (forms).

    The main components of the survey questionnaire are: Form 0: is used together basic household information that could help to assess the general livelihood nature of a household and its members, such as: source of household income, status and scope of agriculture engagement (diversity and specialization), safety net/asset accumulation participation, participation in micro and small scale business enterprise, accessibility and/or credit facility status from micro-finance institution, …etc.,

    Form 1: has been used to collect data on demographic characteristics and economic activity of household members, such as: age, sex, marital status, education, income contribution status, economic activity and other related variables.

    Form 2 (2A & 2B): is used to collect actual consumption (quantity consumed) and equivalent expenditure of food, beverages and tobacco items, that would have been actually consumed by the household (members of the household) within the reference period of the survey. Note that the first three consecutive day's consumption being collected in Form 2A and 2B is used to collect the second phase (consecutive 4 days) of the survey week.

    Form 3 (3A, 3B & 3C): Household consumption and expenditure data on non-durable goods and frequent services has been collected using three segments of form 3. Of which 3A and 3B are designed to handle three and four day's data, respectively; while 3C has been used to capture a full month reference data.

    Form 4 (4A-4E): Household expenditure data of durable goods and Less-Frequent services was administered in form 4. In order to facilitate a systematic way of data collection approach, these goods and services are grouped into classes and data were collected using five chapters of the main module in such a way that expenditure data on: • Clothing and footwear was collected in 4A; • Dwelling rent, water, fuel and energy, furniture's & furnishing, household equipment and operation were collected by use of form 4B; • Health, transport and communication goods and services has been collected in form 4C; • Education, recreation, entertainment, cultural and sport goods and services were collected by the use of 4D; and • Personal goods and services, financial services, and others including operational cost of production with respect to unincorporated household economic enterprises;

    Dairy book: Consumption expenditure of food and beverages data are collected, at first on daily basis, by listing every consumed item by the household (every household member) in each day in a dairy book, to facilitate exhaustiveness of consumption. And, then a summary of attributes are transferred to the main questionnaire.

    Measuring tools: Kitchen balance (digital type in urban and analog type in rural areas) and measuring type are used for consumption/quantity data collection.

    Cleaning operations

    Data Processing All data processing was undertaken at the head office. Completed questionnaires were returned to the CSA data processing department from the field periodically. Data processing activities included cleaning, coding, and verifying data as well as checking for consistency. These activities were carried out on a quarterly basis after entering three months of data. Further processing, including the estimation of sampling weights, was carried out at the close of data entry.

    Data Entry and Coding Manual editing and coding of data began as early as August 2010, when the first round of completed questionnaires was received at the head office. A team of 21 editors, 5 verifiers, and 4 supervisors carried out these activities. Subject matter experts provided a 5-day intensive training for this team to equip them with the necessary skills. Additionally, a team of 12 encoders was trained to enter the data. A double-entry system was used, wherein two separate encoders manually entered each survey. Any discrepancies between the two entries were flagged automatically and the physical survey was reviewed to correct the errors. Data entry was completed in October 2011.

    Data Validation and Cleaning Data validation and cleaning was carried out by subject matter experts and data programmers. Systematic validity checks were completed at the commodity, household and visit levels. Activities related to consistency, validity, and completeness included the following: a. Imputation of missing observations on consumption goods (in quantity or value) using the market price survey that was collected at the time of the HCE. b. Validity and consistency of quantity and value of consumption items was checked by comparing the figures across both household visits (using the household-provided prices and/or the market price survey). c. Estimation of the value of consumption of own production using the household-provided quantities and market survey prices. d. Comparison of household expenditure on durable goods using different recall periods (i.e., 3 and 12 months).     The National Institute of Statistics and Geography (INEGI) presents two methodological documents in which the main characteristics of the new construction of the ENIGH 2014 are presented, which coincides with the construction of variables of the Socioeconomic Conditions Module of the ENIGH 2014.

    The objective of the ENIGH is to provide a statistical overview of the behavior of household income and expenditures in terms of their amount, origin and distribution; it also offers information on the occupational and sociodemographic characteristics of household members, as well as the characteristics of the housing infrastructure and household equipment.

    Since 1984, when INEGI began to conduct the survey, new methodologies have been developed, international recommendations have been issued and good practices have been documented for the generation of household income and expenditure information through surveys.

    During this period, additions have been made to the subject matter, methodological updates and innovations in the processes to obtain results that reflect reality, taking into account international recommendations and the information requirements of the different users, always ensuring historical comparability.

    However, when the adoption of the recommendations and good practices implied a break in the comparability of the results, it was preferred to maintain comparability.

    Starting in 2008, INEGI decided to publish the results of the ENIGH, whose variables have been constructed and presented in accordance with UN recommendations, specifically, those issued at the 17th International Conference of Labor Statisticians and in the Canberra Group Report. This new construction, moreover, is the one used in the ENIGH's Socioeconomic Conditions Module database, which is the source of information for the multidimensional poverty measurement conducted by the National Council for the Evaluation of Social Development Policy (CONEVAL). For the 2014 ENIGH, INEGI decided to continue presenting these results in order to give continuity to the results presented in 2008.

    This survey additionally provides information on the occupational and socio-demographic characteristics of household members, as well as the characteristics of the housing infrastructure and household equipment.

    The ENIGH, with the statistics it generates, contributes to the institutional task of providing the public service of statistical information of national interest.

    The results of the ENIGH are used for different purposes, among which the following can be mentioned:

    • Generation of weightings for the realization of the National Consumer Price Index.
    • Construction of indicators for the study of poverty.
    • Conformation of the Household Account of Mexico's System of National Accounts.
    • Calculation of statistics on living standards.
    • Studies of the behavior of the national economy in the field of household economics and comparisons with other countries.

    Sample design

    The sample design for ENIGH-2014 is characterized by being probabilistic. Consequently, the results obtained from the survey are generalized to the entire population. At the same time, the design is two-stage, stratified and by clusters, where the ultimate unit of selection is the dwelling and the unit of observation is the household.

    Survey framework

    The sample design for ENIGH-2014 is characterized by being probabilistic; consequently, the results obtained from the survey are generalized to the entire population. For the selection of the sample, INEGI's 2012 National Housing Framework was used, constructed from the cartographic and demographic information obtained from the 2010 Population and Housing Census. This frame is actually a master sample from which the samples for all housing surveys conducted by INEGI are selected. Its design is probabilistic, stratified, one-stage and by clusters; the latter are also considered primary sampling units, since it is in them where the dwellings that make up the samples of the different surveys are selected in subsequent stages.

    Formation of the primary sampling units (PSU)

    The primary sampling units are made up of groups of dwellings with different characteristics depending on the area to which they belong, as specified below:

    a) In high urban areas

    The minimum size of a PSU is 80 inhabited dwellings and the maximum size is 160:

    • A block.
    • The union of two or more contiguous blocks from the same AGEB.1
    • The union of two or more contiguous blocks of different AGEBs of the same locality.
    • The union of two or more contiguous blocks of different localities, belonging to the same size of locality.

    b) In urban complement

    The minimum size of a PSU is 160 inhabited houses and the maximum is 300. formed by:

    • A block.
    • The union of two or more contiguous blocks of the same AGEB.
    • The union of two or more contiguous blocks of different AGEB of the same locality.
    • The union of two or more contiguous blocks of different AGEB and localities, but of the same municipality.

    c) In rural areas

    The minimum size of a PSU is 160 inhabited dwellings and the maximum size is 300:

    • An AGEB.
    • Part of an AGEB.
    • The union of two or more adjoining AGEB of the same municipality.
    • The union of an AGEB with a part of another adjoining AGEB of the same municipality.

    Stratification

    The political division of the country and the conformation of localities differentiated by size naturally form a first geographic stratification.

    In each federative entity, three areas are distinguished (high urban, urban complement and rural), divided in turn into seven zones according to the size of the locality, as indicated below:

    High urban 01 - 32 self-represented cities (C.A.) with 100,000 inhabitants or more. 02 - Rest of cities with 100,000 or more inhabitants.

    Urban complement 25 - With 50 000 to 99 999 inhabitants. 35 - From 15,000 to 49,999 inhabitants. 45 - From 5 000 to 14 999 inhabitants. 55 - From 2 500 to 4 999 inhabitants.

    Rural 60 - Localities with less than 2,500 inhabitants.

    This stratification considers the socio-demographic characteristics of the inhabitants of the dwellings, as well as their physical characteristics and equipment, expressed by means of 24 indicators constructed with information from the XII General Population and Housing Census 2000, for which multivariate statistical methods were used.

    In a second stage, each PSU was assigned according to its geographic stratum (entity-area-zone).

    In a third stage, within each zone and stratum (sociodemographic), some of the PSUs were subjected to a new stratification process with the purpose of having a greater differentiation at that level. For this stratification, indicators differentiated by area were used. The result is a total of 888 substrata at the national level.

    Sample Size

    For the calculation of the sample size of the ENIGH-2014, the average total current income per household was considered as the reference variable and a nationwide sample of 10 062 households was determined.

    Sampling deviation

    As a result of the sum of the 21,427 selected households and 359 additional households that were found in these dwellings, the total amounted to 21,786 households.

    Research instrument

    For the collection of information in each household, six collection instruments will be used, four of which concentrate information on the household as a whole.

    These are: - Household and housing questionnaire - Household expenditure questionnaires - Daily expenditure booklet - Social programs module

    Cleaning operations

    Data capture activities

    The capture consisted of transferring the information from the questionnaires that were fully answered to electronic media through IKTAN, in accordance with the procedures established for the capture process of the ENIGH 2014.

    On the eighth day of the decade, the Responsible for Capture Validation together with his work team began the capture of the questionnaires collected by each Interviewer, organized by packages of questionnaires of each folio with a complete interview result, following the following established order:

    • Package cover (ENIGH-1).
    • Household and housing questionnaire.
    • Questionnaires for persons under 12 years of age.
    • Questionnaires for persons 12 years of age or older.
    • Questionnaires for household businesses.
    • Questionnaire of household expenses.
    • Booklet of daily expenses.

    In addition, the IKTAN made it possible to record and know the progress or completion of the workloads.

    Validation activities

    In parallel to the capture, validation began at the state level, which was carried out in two stages. The first stage consisted of verifying the valid ranges of the folios released for capture, and the second stage consisted of applying the validation criteria in order to purge the files of inconsistencies and omissions before releasing them and sending them to the central office.

    Abstract

    The Namibia Household Income and Expenditure Survey (NHIES) 2015/2016 edition is the fourth of its kind to be executed in Namibia and the first to be carried out by the Namibia Statistics Agency (NSA) as per its first Strategic plan for the period of 2012/2013 to 2016/2017.

    The NHIES is a household based survey, designed to collect data on income and expenditure patterns of households and the sole source of information on income and expenditure in the country. Therefore, institutions did not form part of this survey. Data from the NHIES is used to compute poverty indicators at household and individual levels. The survey also serves as a statistical framework for compiling the national basket items for the compilation of price indices used in the calculation of inflation. It also forms the basis for updating prices or rebasing of national accounts.

    The implementation of NHIES 2015/16 was financed by the Government of the Republic of Namibia through the Ministry of Economic Planning sectoral budget. Technical support in the area of data processing, for example, the development of data entry and listing applications was provided by experts from the United States Census Bureau through funding by USAID. In addition, experts from the World Bank (WB) provided technical expertise for during data analysis and sampling.

    The main objective of the Namibia Household Income and Expenditure Survey (NHIES 2015/2016) is to provide data to measure the levels of living of the population of Namibian, for example, using actual patterns of consumption and income, as well as a range of other socio-economic indicators. Statistical information from this survey will inform planning and policy making processes at national, regional and international levels in particular the implementation of Fifth National Development Plan, SADC agenda, AU Agenda 2063 and Sustainable Development Goals (SDGs). The NHIES was designed to provide policy makers with reliable, up to date and quality statistics at national, regional levels as well as rural urban disaggregated statistics for planning and decision making purposes. A representative sample of 10368 households from 864 primary sampling units (PSUs) was selected for the survey. Data was collected over a twelve months period consisting of twenty two survey rounds.

    After data processing, 10090 out of 10368 sampled households were used for analysis..

    Sampling procedure

    The design of the NHIES 2015/2016 differs in comparison to previous NHIES undertakings. One such variation appears in the reduction of the number of households selected from the sampled primary sampling units (PSUs). This was done to increase the geographical coverage and by so doing increase the precision level of survey estimates. 16 Namibia Household Income and Expenditure Survey (NHIES) 2015/2016 Report

    Survey Methodology The number of households to be covered in each PSU have been reduced from 20 in previous NHIES to 12. This procedure increased the total number of PSUs sampled, from 500 in previous NHIES to 864 while keeping the overall sample households fixed. Similarly, the collection period of food transactions such as tobacco, beverage and food items in the households has also been reduced from 28 days in previous NHIES to 7 days. This new survey methodology was adopted to increase the precision of indicators without significant impact on costs as well as to reduce the time interviewers spend in households thereby reducing the burden of response fatigue.

    Target population and the survey population The target population for the NHIES 2015/2016 was the non-institutional population residing in private households in Namibia. The Institutional population were out of scope for NHIES 2015/2016, however private households found within institutions were included in the target population. In addition, people who were homeless or those who usually reside in those private households, but were in hospital, prison and school hostels during the time of data collection were not eligible for NHIES 2015/2016. Table 2.1 below presents the list of institutional population, which were excluded, from the NHIES 2015/2016.

    Sampling frame The primary sampling frame used for this survey is a list of Primary sampling Units (PSUs) based on the 2011 Population and Housing Census Enumeration Areas (EAs). A PSU can be one EA, part of an EA or more than one EA. A secondary sampling frame for each of the selected PSUs was created for the purpose of selecting the sample households through a listing procedure.

    The sampling design The sample design for the survey was a stratified two-stage cluster sample, where the first stage units were geographical areas designated as the Primary Sampling Units (PSUs) and the second stage units were the households. The up-to-date list of households in the selected PSU were prepared during the listing stage of fieldwork, and 12 households were systematically selected in each PSUs.

    The primary sample frame was stratified first by region followed by urban and rural areas within region. The Urban/rural strata were further stratified implicitly by constituencies. The rural strata were also further stratified implicitly taking into consideration the proclaimed villages, settlements within the rural strata. Once this step was carried out the remaining PSUs in rural strata were implicitly stratified into communal and commercial farming areas. The PSUs within each of these areas were also geographically arranged.

    The households in the secondary frame constitute a list of all households for each selected PSU were listed generally following a geographic order. Additional information was collected from the PSUs in the commercial farming areas for the purpose of carrying out further stratification before selecting sample households.

    Sample selection The first stage sample of PSUs was selected from the sampling frame using the probability proportional to size (PPS) sampling together with systematic sampling procedure. Once the PSUs were selected a listing operation was carried out to prepare a fresh list of households then 12 households were selected from the list of households (implicitly stratified) using a systematic sampling procedure. Selection of the sample households were carried out using a CSPro based sampling application.

    Substitution of non-responding households The survey was divided into four quarters and each quarter was further divided into survey rounds. During each survey round, some selected households did not respond to the survey as a result of non-contacts and/or refusals. If one household did not respond in a PSU this case was accepted as non-response. On the other hand if two or more non-responding households were encountered, then such households were replaced with households from a fresh selection in the same PSU. The replacement households were randomly selected using the CSPro based sampling application, designed to consider households with similar characteristics to the original selected households.

    The NHIES sample distribution The overall sample size was calculated to give reliable estimates of different characteristics at regional level as the lowest domain of estimation. The estimates of the characteristics for all other domains above the regional level will have better precision than the regions. The total sample size was 10368 households. A sample of 12 households were selected within each selected PSU from a freshly prepared list of households just before the interview. The total number of sampled PSUs was 864.

    The survey needed to cover seasonal variations in different characteristics and therefore was carried out throughout the year. The survey year consists of four quarters, divided into survey rounds, which were 24 in total. Each survey round was made up of 15 days that a household was required to participate in the survey. The 864 PSUs were randomly allocated to the 24 survey rounds so that the sample selected for each round yield a representative sample at national level. Some adjustments were done when the allocated PSUs were drawn from the same stratum. Hence each survey round covered 36 PSUs that consisted of 432 households.

    Sample Realization The data collection process was followed by the verification of the number of households and PSUs received against the actual sample. This was then followed by structural editing process to ensure completeness of information and once this exercise was

Description

The Consumer Expenditure Survey (CE) program consists of two surveys: the quarterly Interview survey and the annual Diary survey. Combined, these two surveys provide information on the buying habits of American consumers, including data on their expenditures, income, and consumer unit (families and single consumers) characteristics. The survey data are collected for the U.S. Bureau of Labor Statistics (BLS) by the U.S. Census Bureau. The CE collects all on all spending components including food, housing, apparel and services, transportation, entertainment, and out-of-pocket health care costs. The CE tables are an easy-to-use tool for obtaining arts-related spending estimates. They feature several arts-related spending categories, including the following items: Spending on Admissions Plays, theater, opera, and concerts Movies, parks, and museums Spending on Reading Newspapers and magazines Books Digital book readers Spending on Other Arts-Related Items Musical instruments Photographic equipment Audio-visual equipment Toys, games, arts and crafts The CE is important because it is the only Federal survey to provide information on the complete range of consumers' expenditures and incomes, as well as the characteristics of those consumers. It is used by economic policymakers examining the impact of policy changes on economic groups, by the Census Bureau as the source of thresholds for the Supplemental Poverty Measure, by businesses and academic researchers studying consumers' spending habits and trends, by other Federal agencies, and, perhaps most importantly, to regularly revise the Consumer Price Index market basket of goods and services and their relative importance. The most recent data tables are for 2023 and include: 1) Detailed tables with the most granular level of expenditure data available, along with variances and percent reporting for each expenditure item, for all consumer units (listed as "Other" in the Download menu); and 2) Tables with calendar year aggregate shares by demographic characteristics that provide annual aggregate expenditures and shares across demographic groups (listed as "Excel" in the Download menu).
