The data are presented for the city of Konstanz and for the 15 districts from 2010. The household structure of the resident population is not recorded directly in the population register. Therefore, the household generation programme HHGen is used to determine households in a multi-stage generation process. To this end, the programme identifies relationships between residents registered in Constance on the basis of family and birth names, the same residential address, the date of registration and other demographic characteristics such as age, gender, marital status and nationality. It is not always possible to capture all budgetary relations correctly. For this reason, the number of 1-person households tends to be overestimated and the number of 2-person households underestimated.     Abstract

    The household registration system known as ho khau has been a part of the fabric of life in Vietnam for over 50 years. The system was used as an instrument of public security, economic planning, and control of migration, at a time when the state played a stronger role in direct management of the economy and the life of its citizens. Although the system has become less rigid over time, concerns persist that ho khau limits the rights and access to public services of those who lack permanent registration in their place of residence. Due largely to data constraints, however, previous discussions about the system have relied largely on anecdotal or partial information.

    Drawing from historical roots as well as the similar model of China’s hukou, the ho khau system was established in Vietnam in 1964. The 1964 law established the basic parameters of the system: every citizen was to be registered as a resident in one and only household at the place of permanent residence, and movements could take place only with the permission of authorities. Controlling migration to cities was part of the system’s early motivation, and the system’s ties to rationing, public services, and employment made it an effective check on unsanctioned migration. Transfer of one’s ho khau from one place to another was possible in principle but challenging in practice.

    The force of the system has diminished since the launch of Doi Moi as well as a series of reforms starting in 2006. Most critically, it is no longer necessary to obtain permission from the local authorities in the place of departure to register in a new location. Additionally, obtaining temporary registration status in a new location is no longer difficult. However, in recent years the direction of policy changes regarding ho khau has been varied. A 2013 law explicitly recognized the authority of local authorities to set their own policies regarding registration, and some cities have tightened the requirements for obtaining permanent status.

    Understanding of the system has been hampered by the fact that those without permanent registration have not appeared in most conventional sources of socioeconomic data. To gather data for this project, a survey of 5000 respondents in five provinces was done in June-July 2015. The samples are representative of the population in 5 provinces – Ho Chi Minh City, Ha Noi, Da Nang, Binh Duong and Dak Nong. Those five provinces/cities are among the provinces with the highest rate of migration as estimated using data from Population Census 2009.

    Sampling procedure

    Sampling for the Household Registration Survey was conducted in two stages. The two stages were selection of 250 enumeration areas (50 EAs in each of 5 provinces) and then selection of 20 households in each selected EA, resulting in a total sample size of 5000 households. The EAs were selected using Probability Proportional to Size (PPS) method based on the square number of migrants in each EA, with the aim to increase the probability of being selected for EAs with higher number of migrants. “Migrants” were defined using the census data as those who lived in a different province five years previous to the census. The 2009 Population Census data was used as the sample frame for the selection of EAs. To make sure the sampling frame was accurate and up to date, EA leaders of the sampled EAs were asked to collection information of all households regardless of registration status at their ward a month before the actual fieldwork. Information collected include name of head of household, address, gender, age of household’s head, household phone number, residence registration status of household, and place of their registration 5 years ago. All households on the resulting lists were found to have either temporary or permanent registration in their current place of residence.

    Using these lists, selection of survey households was stratified at the EA level to ensure a substantial surveyed population of households without permanent registration. In each EA random selection was conducted of 12 households with temporary registration status and 8 households with permanent registration status. For EAs where the number of temporary registration households was less than 12, all of the temporary registration households were selected and additional permanent registration households were selected to ensure that each EA had 20 survey households. Sampling weights were calculated taking into the account the selection rules for the first and second stages of the survey.

    The questionnaire was mostly adapted from the Vietnam Household Living Standard Survey (VHLSS), and the Urban Poverty Survey (UPS) with appropriate adjustment and supplement of a number of questions to follow closely the objectives of this survey. The household questionnaire consists of a set of questions on the following contents:

    • Demographic characteristics of household members with emphasis on their residence status in terms of both administrative management (permanent/temporary residence book) and real residential situation. • Education of household members. Beside information on education level, the respondents are asked whether a household member attend school as “trai-tuyen” , how much “trai-tuyen” fee/enrolment fee, and difficulty in attending schools without permanent residence status. • Health and health care, collecting information on medical status and health insurance card of household members. • Labour and employment, asking household member’s employment status in the last 30 days; their most and second-most time-consuming employment during the last 30 days; and whether they had been asked about residence status when looking for job. • Assets and housing conditions. This section collects information on household’s living conditions such as assets, housing types and areas, electricity, water and energy. • Income and expenditure of households. • Social inclusion and protection. The respondents are asked whether their household members participate in social organizations, activities, services, contribution; whether they benefit from any social project/policy; do they have any loans within the last 12 months; and to provide information about five of their friends at their residential area. • Knowledge on the Law of Residence, current regulations on conditions for obtaining permanent residence, experience dealing with residence issues, and opinion on current household registration system of the respondents.

    Cleaning operations

    Managing and Cleaning the Data

    Data were managed and cleaned each day immediately upon being received, which occurred at the same time as the fieldwork surveys. At the end of each workday, the survey teams were required to review all of the interviews conducted and transfer collected data to the server. The data received by the main server were downloaded and monitored by MDRI staff.

    At this stage, MDRI assigned a technical team to work on the data. First, the team listened to interview records and used an application to detect enumerators’ errors. In this way, MDRI quickly identified and corrected the mistakes of the interviewers. Then the technical team proceeded with data cleaning by questionnaire, based on the following quantity and quality checking criteria.

    • Quantity checking criteria: The number of questionnaires must be matched with the completed interviews and the questionnaires assigned to each individual in the field. According to the plan, each survey team conducted 20 household questionnaires in each village. All questionnaires were checked to ensure that they contained all essential information, and duplicated entries were eliminated. • Quality checking criteria: Our staff performed a thorough examination of the practicality and logic of the data. If there was any suspicious or inconsistent information, the data management team re – listened to the records or contacted the respondents and survey teams for clarification via phone call. Necessary revisions would then be made.

    Data cleaning was implemented by the following stages: 1. Identification of illogical values; 2. Software – based detection of errors for clarification and revision; 3. Information re-checking with respondents and/or enumerators via phone or through looking at the records; 4. Development and implementation of errors correction algorithms; The list of detected and adjusted errors is attached in Annex 6.

    Outlier detection methods The data team applied a popular non - parametric method for outlier detection, which can be done with the following procedure: 1. Identify the first quartile Q1 (the 25th percentile data point) 2. Identify the third quartile Q3 (the 75th percentile data point) 3. Identify the inter-quartile range(IQR): IQR=Q3-Q1 4. Calculate lower limits (L) and upper limits (U) by the following formulas: o L=Q1-1.5*IQR o U=Q3+1.5*IQR 5. Detect outliers by the rule: An observation is an outlier if it lies below the lower bound or beyond the upper bound (i.e. less than L or greater than U)

    Abstract

    The 1996 Papua New Guinea household survey is designed to measure the living standards of a random sample of PNG households. As well as looking at the purchases, own-production, gift giving/receiving and sales activities of households over a short period (usually 14 days), the survey also collects information on education, health, nutrition, housing conditions and agricultural activities. The survey also collects information on community level access to services for education, health, transport and communication, and on the price levels in each community so that the cost of living can be measured.

    There are many uses of the data that the survey collects, but one main aim is for the results to help government, aid agencies and donors have a better picture of living conditions in all areas of PNG so that they can develop policies and projects that help to alleviate poverty. In addition, the survey will provide a socio-economic profile of Papua New Guinea, describing the access that the population has to agricultural, educational, health and transportation services, their participation in various economic activities, and household consumption patterns.

    The survey is nationwide and the same questionnaire is being used in all parts of the country, including the urban areas. This fact can be pointed out if households find that some of the questions are irrelevant for their own living circumstances: there are at least some Papua New Guinean households for which the questions will be relevant and it is only by asking everyone the same questions that living standards can be compared.

    Sampling procedure

    The Household Listing Form and Selection of the Sample Listing of households is the first job to be done after the team has settled in and completed the introductions to the community. Listing is best done by the whole team working together. This way they all get to know the community and its lay-out. However, if the census unit is too large this wastes too much time. So before beginning asks how many households there are, very roughly, in the census unit (noting that teams are supplied with the number of households that were there in the 1990 census). If the answer is 80 or more, divide the team into two and have each half-team work on one sector of the community/village. See the section below on what to do when the listing work is divided up.

    If the census unit is a "line-up point" that does not correspond to any single village or community the number of households will often exceed 200 and frequently they are also quite dispersed. In this case it is not practical to attempt to list the whole census unit, so a decision is made in advance to split the census unit into smaller areas (perhaps groupings of clans). First, a local informant must communicate the boundaries of the census unit and for natural or administrative sub-units with the larger census unit (such as hamlets; or canyons/valleys). The sub-units should be big enough to allow for the selection of a set of households (about 30 or more), but should not be so large that excessive transport time will be needed each day just to find the household. Once the subunit is defined, its boundaries should be clearly described. Then one of the smaller units is randomly selected and the procedures outlined above are then followed to complete the listing. Note: only one of the sub-units are listed, sample chosen, and interviews undertaken.

    The most important thing in the listing is to be sure that you list all the households and only the households belonging to the named village or census unit (or subset of the census unit if it is a line-up point). In rural areas, explain to village leaders at the beginning: "We have to write down all the households belonging to (Name) village." In case of doubt, always ask: "Does this household belong to (Name) village?" In the towns, the selected area is shown on a map. Check that the address where you are listing is within the same area shown.

    Also explain: "We only write down the name of the head of household. When we have the list of all the households, we will select 12 by chance, for interview."

    Procedure for Listing The listing team walks around in every part of the village, accompanied by a guide who is a member of the village. If possible, find a person who conducted the 1990 Census in this community or someone with similar knowledge of the community and ask them to be your guide. Make sure you go to all parts of the village, including outlying hamlets. In hamlets, on in any place far from the centre, always check: "Do these people belong to (Name) village?"

    In every part of the village, ask the guide about every house: "Who lives in this house? What is the name of the household head?" Note that you do not have to visit every household. At best, you just need to see each house but you do not need to go inside it or talk to anyone who lives there. Even the rule of seeing each house may be relaxed if there are far away household for which good information can be provided by the guide.

    Enter the names of household heads in the lines of the listing form. One line is used for each household. As the lines are numbered, the procedure gives a number to each household. When you come to the last house, check with the guide: "Are you sure we have seen all the houses in the village?"

    NOTE: It does not matter in what order you list the households as long as they are all listed. After the listing is complete, check that all lines are numbered consecutively with no gaps, from start to finish. The number on the last line should be exactly the number of households listed.

    Note: If the list is long (say more than 30 households) interviewer may encounter difficulties when looking for their selected household. One useful way to avoid this is to show the approximately the place in the list here certain landmarks come. This can be done by writing in the margin, CHURCH or STORE or whatever. You can also indicate where the lister started in a hamlet, for example.

    Sample Selection The sampling work is done by the supervisor. The first steps are done at the foot of the first page of the listing form. The steps to be taken are as follows:

    1. Fill in the numbers asked for at the foot of the last listing page, as follows:
    2. M: enter the total number of households listed (same as last household number shown).
    3. Interval L: calculate (M / 15) to the nearest whole number.
    4. R: This is a random number with 3-digit decimals between 0.000 and 0.999.
    5. MR: multiply M by R and round to the nearest whole number. (If decimal 0.5, round up).

    6. MR gives the 1st selection. (Exception: If MR=0, L gives the first selection.) Enter S against this line in the selection column of the list.

    7. Count down the list, beginning after the 1st selection, a distance of L lines to get the 2nd selection, then another L to get the 3rd, etc. When you come to the bottom of the list, jump back to the top as if the list were circular. Stop after the 15th selection. Mark the 13th, 14th, and 15th selections "RES" (for reserve). Mark the 1st - 12th selection "S" (for selection).

    Household questionnaire first visit: asks a series of questions about the household, discovering who lives there, what they do, their characteristics, where they live, and a little about what kinds of things they consume.     Abstract

    The key objective of every census is to count every person (man, woman, child) resident in the country on census night, and also collect information on assorted demographic (sex, age, marital status, citizenship) and socio-economic (education/qualifications; labour force and economic activity) information, as well as data pertinent to household and housing characteristics. This count provides a complete picture of the population make-up in each village and town, of each island and region, thus allowing for an assessment of demographic change over time.

    The need for a national census became obvious to the Census Office (Bureau of Statistics) during 1997 when a memo was submitted to government officials proposing the need for a national census in an attempt to update old socio-economic figures. The then Acting Director of the Bureau of Statistics and his predecessor shared a similar view: that the 'heydays' and 'prosperity' were nearing their end. This may not have been apparent, as it took until almost mid-2001 for the current Acting Government Statistician to receive instructions to prepare planning for a national census targeted for 2002. It has been repeatedly said that for adequate planning at the national level, information about the characteristics of the society is required. With such information, potential impacts can be forecast and policies can be designed for the improvement and benefit of society. Without it, the people, national planners and leaders will inevitably face uncertainties.

    Research instrument

    The questionnaire was based on the Pacific Islands Model Population and Housing Census Form and the 1992 census, and comprised two parts: a set of household questions, asked only of the head of household, and an individual questionnaire, administered to each household member. Unlike the previous census, which consisted of a separate household form plus two separate individual forms for Nauruans and non-Nauruans, the 2 002 questionnaire consisted of only one form separated into different parts and sections.     The questionnaire cover recorded various identifiers: district name, enumeration area, house number, number of households (family units) residing, total number of residents, gender, and whether siblings of the head of the house were also recorded. The second page, representing a summary page, listed every individual residing within the house. This list was taken by the enumerator on the first visit, on the eve of census night. The first part of the census questionnaire focused on housing-related questions. It was administered only once in each household, with questions usually asked of the household head. The household form asked the same range of questions as those covered in the 1992 census, relating to type of housing, structure of outer walls, water supply sources and storage, toilet and cooking facilities, lighting, construction materials and subsistence-type activities. The second part of the census questionnaire focused on individual questions covering all household members. This section was based on the 1992 questions, with notable differences being the exclusion of income-level questions and the expansion of fertility and mortality questions. As in 1992, a problem emerged during questionnaire design regarding the question of who or what should determine a ‘Nauruan’. Unlike the 1992 census, where the emphasis was on blood ties, the issue of naturalisation and citizenship through the sale of passports seriously complicated matters in 2 002. To resolve this issue, it was decided to apply two filtering processes: Stage 1 identified persons with tribal heritage through manual editing, and Stage 2 identified persons of Nauruan nationality and citizenship through designed skips in the questionnaire that were incorporated in the data-processing programming.

    Cleaning operations

    Coding, data entry and editing Coding took longer than expected when the Census Office found that more quality-control checks were required before coding could take place and that a large number of forms still required attention. While these quality-control checks were supposed to have been done by the supervisors in the field, the Census Office decided to review all census forms before commencing the coding. This process took approximately three months, before actual data processing could begin. The amount of additional time required to recheck the quality of every census form meant that data processing fell behind schedule. The Census Office had to improvise, with a little pressure from external stakeholders, and coding, in conjunction with data entry, began after recruiting two additional data entry personnel. All four Census Office staff became actively involved with coding, with one staff member alternating between coding and data entry, depending on which process was dropping behind schedule. In the end, the whole process took almost two months to complete. Prior to commencing data entry, the Census Office had to familiarise itself with the data entry processing system. For this purpose, SPC’s Demography/Population Programme was invited to lend assistance. Two office staff were appointed to work with Mr Arthur Jorari, SPC Population Specialist, who began by revising their skills for the data processing software that had been introduced by Dr McMurray. This training attachment took two weeks to complete. Data entry was undertaken using the 2 .3 version of the US Census Bureau’s census and surveying processing software, or CSPro2.3. This version was later updated to CSPro2.4, and all data were transferred accordingly. Technical assistance for data editing was provided by Mr Jorari over a two-week period. While most edits were completed during this period, it was discovered that some batches of questionnaires had not been entered during the initial data capturing. Therefore, batch-edit application had to be regenerated. This process was frequently interrupted by power outages prevailing at the time, which delayed data processing considerably and also required much longer periods of technical support to the two Nauru data processing staff via phone or email (when available).

    The once-a-decade decennial census was conducted in April 2010 by the U.S. Census Bureau. This count of every resident in the United States was mandated by Article I, Section 2 of the Constitution and all households in the U.S. and individuals living in group quarters were required by law to respond to the 2010 Census questionnaire. The data collected by the decennial census determine the number of seats each state has in the U.S. House of Representatives and is also used to distribute billions in federal funds to local communities. The questionnaire consisted of a limited number of questions but allowed for the collection of information on the number of people in the household and their relationship to the householder, an individual's age, sex, race and Hispanic ethnicity, the number of housing units and whether those units are owner- or renter-occupied, or vacant. Results for sub-state geographic areas in New Mexico were released in a series of data products. These data come from Summary File 1 (SF-1). The geographic coverage for SF-1 includes the state, counties, places (both incorporated and unincorporated communities), tribal lands, school districts, census tracts, block groups and blocks, among others. Table DC10_00825 is for Bernalillo County and all census blocks in the county. The table shows average household size for all occupied housing units combined and for owner- and renter-occupied housing units. This file, along with file descriptions (in Word and text formats) are available in a single zip file.
