METHODOLOGY NOTES (across all datasets for this indicator) The U.S. Census Bureau defines a national poverty level (or household income) that varies by household size, number of children in a household, and age of householder. The national poverty level does not vary geographically even though cost of living is different across the United States. For the Bay Area, where cost of living is high and incomes are correspondingly high, an appropriate poverty level is 200% of poverty or twice the national poverty level, consistent with what was used for past equity work at MTC and ABAG. For comparison, however, both the national and 200% poverty levels are presented.
For Vital Signs, the poverty rate is defined as the number of people (including children) living below twice the poverty level divided by the number of people for whom poverty status is determined. Poverty rates do not include unrelated individuals below 15 years old or people who live in the following: institutionalized group quarters, college dormitories, military barracks, and situations without conventional housing. The household income definitions for poverty change each year to reflect inflation. The official poverty definition uses money income before taxes and does not include capital gains or noncash benefits (such as public housing, Medicaid, and food stamps). For the American Community Survey datasets, 1-year data was used for region, county, and metro areas whereas 5-year rolling average data was used for city and census tract.
To be consistent across metropolitan areas, the poverty definition for non-Bay Area metros is twice the national poverty level. Data were not adjusted for varying income and cost of living levels across the metropolitan areas.
Survey based Harmonized Indicators (SHIP) files are harmonized data files from household surveys that are conducted by countries in Africa. To ensure the quality and transparency of the data, it is critical to document the procedures of compiling consumption aggregation and other indicators so that the results can be duplicated with ease. This process enables consistency and continuity that make temporal and cross-country comparisons consistent and more reliable.
Four harmonized data files are prepared for each survey to generate a set of harmonized variables that have the same variable names. Invariably, in each survey, questions are asked in a slightly different way, which poses challenges on consistent definition of harmonized variables. The harmonized household survey data present the best available variables with harmonized definitions, but not identical variables. The four harmonized data files are
a) Individual level file (Labor force indicators in a separate file): This file has information on basic characteristics of individuals such as age and sex, literacy, education, health, anthropometry and child survival. b) Labor force file: This file has information on labor force including employment/unemployment, earnings, sectors of employment, etc. c) Household level file: This file has information on household expenditure, household head characteristics (age and sex, level of education, employment), housing amenities, assets, and access to infrastructure and services. d) Household Expenditure file: This file has consumption/expenditure aggregates by consumption groups according to Purpose (COICOP) of Household Consumption of the UN.

Sample Design The 1999/2000 Household Income, Consurnption, and Expendi.ture Survey covered both the urban and the sedentary rural parts of the country. The survey has not covered six zones in Somalia Region and two zones in Afar Region that are inhabited mainly by nomadic population. For the purpose of the survey, the country was divided into three categories . That is, the rural parts of the country and the urban areas that were divided into two broad categories taking into account sizes of their population. Category I: Rural parts of nine Regional States and two administrative regions were grouped in this category each of which were the survey dornains (reporting levels). These regions are Tigrai,Afar, Amhara, Oromia, Sornalia, Eenishangul-Gunuz, SNNP,Gambela, Flarari, Addis Ababa and Dire Dawa.
Category II: All Regional capitals and five major urban centers of the country were grouped in this category. Each of the urban centers in this category was the survey domain (reporting level) for which separate survey results for rnajor survey characteristics were reported.
Category III: Urban centers in the country other than the urban centers in category II were grouped in this category and formed a single reporting level. Other than the reporting levels defined in category II and category III one additional domain, namely total urban (country level) can be constructed by eombining the basic domains defined in the two categories. All in all 35'basie rural and urban domains (reporting levels) were defined for the survey. In addition to the above urban and rural domains, survey results are to be reported at regional and eountry levels by aggregating the survey results for the conesponding urban and rural areas. Definition of the survey dornains was based on both technical and resource considerations. More specifically, sample size for the domains were determined to enable provision of major indicators with reasonable precision subject to the resources that were available for the survey.
Selection Scheme and Sample Size in Each Category CategoryI : A stratified two-stage sample design was used to select the sample in which the primary sampling units (PSUs) were EAs. Sample enumeration areas( EAs) from each domain were selected using systematic sampling that is probability proportional to the size being number of households obtained from the 1994 population and housing census.A total of 722 EAs were selected from the rural parts of the country. Within each sample EA a fresh list of households was prepared at the beginning of the survey's field work and for the administration of the survey questionnaire 12 households per sample EA for rural areas were systematically selected.
Category II: In this category also,a stratified two-stage sample design was used to select the sample. Here a strata constitutes all the "Regional State Capitals" and the five "Major Urban Centers" in the country and are grouped as a strata in this category. The primary sampling units (PSUs) are the EA's in the Regional State Capitals and the five Major Urban Centers and excludes the special EAs (non-conventional households). Sample enumeration areas( EAs) from each strata were selected using systematic sampling probability proportional to size, size being number of households obtained from the 1994 population and housing census. A total of 373 EAs were selected from this domain of study. Within each sample EAs a fresh list of households was prepared at the beginning of the survey's field work and for the administration of the questionnaire 16 household per sample EA were systematically selected-
Category III: Three-stage stratified sample design was adopted to select the sample from domains in category III. The PSUs were other urban centers selected using systematic sampling that is probability proportional to size; size being number of households obtained from the 1994 population and housing census. The secondary sampling units (SSUs) were EAs which were selected using systematic sampling that is probability proportional to size; size being number of households obtained from the 1994 population and housing census. A total of 169 sample EAs were selected from the sample of other urban centers and was determined by proportional allocation to their size of households from the 1994 census. Ultimately, 16 households within each of the sample EAs were selected systematically from a fresh list of households prepared at the beginning of the survey's fieldwork for the administration of the survey questionnaire.

The Current Population Survey Food Security Supplement (CPS-FSS) is the source of national and State-level statistics on food insecurity used in USDA's annual reports on household food security. The CPS is a monthly labor force survey of about 50,000 households conducted by the Census Bureau for the Bureau of Labor Statistics. Once each year, after answering the labor force questions, the same households are asked a series of questions (the Food Security Supplement) about food security, food expenditures, and use of food and nutrition assistance programs. Food security data have been collected by the CPS-FSS each year since 1995. Four data sets that complement those available from the Census Bureau are available for download on the ERS website. These are available as ASCII uncompressed or zipped files. The purpose and appropriate use of these additional data files are described below: 1) CPS 1995 Revised Food Security Status data--This file provides household food security scores and food security status categories that are consistent with procedures and variable naming conventions introduced in 1996. This includes the "common screen" variables to facilitate comparisons of prevalence rates across years. This file must be matched to the 1995 CPS Food Security Supplement public-use data file. 2) CPS 1998 Children's and 30-day Food Security data--Subsequent to the release of the April 1999 CPS-FSS public-use data file, USDA developed two additional food security scales to describe aspects of food security conditions in interviewed households not captured by the 12-month household food security scale. This file provides three food security variables (categorical, raw score, and scale score) for each of these scales along with household identification variables to allow the user to match this supplementary data file to the CPS-FSS April 1998 data file. 3) CPS 1999 Children's and 30-day Food Security data--Subsequent to the release of the April 1999 CPS-FSS public-use data file, USDA developed two additional food security scales to describe aspects of food security conditions in interviewed households not captured by the 12-month household food security scale. Each category is measured by a total count and as a percent of the total population. Categories and measurements are broken down further based on the following demographic characteristics: household composition, race/ethnicity, metro/nonmetro area of residence, and geographic region. The food security scale includes questions about households and their ability to purchase enough food and balanced meals, questions about adult meals and their size, frequency skipped, weight lost, days gone without eating, questions about children meals, including diversity, balanced meals, size of meals, skipped meals and hunger. Questions are also asked about the use of public assistance and supplemental food assistance. The food security scale is 18 items that measure insecurity. A score of 0-2 means a house is food secure, from 3-7 indicates low food security, and 8-18 means very low food security. The scale and the data also report the frequency with which each item is experienced. The objective of this three-year panel survey is to provide the Government of Nepal with empirical evidence on the patterns of exposure to shocks at the household level and on the vulnerability of households’ welfare to these shocks. It covers 6,000 households in non-metropolitan areas of Nepal, which were interviewed in mid 2016. Being a relatively comprehensive and representative (rural) sample household survey, it can also be used for other research into living conditions of Nepali households in rural areas. This is the entire dataset for the first wave of the survey. The same households will be reinterviewed in mid 2017 and mid 2018. The survey dataset contains a multi-topic survey which was completed for each of the 6,000 households, and a community survey fielded to a senior community representative at the village development committee (VDC) level in each of the 400 PSUs.

Sample survey data [ssd]
The sample frame was all households in non-metropolitan areas per the 2010 Census definition, excluding households in the Kathmandu valley (Kathmandu, Lalitpur and Bhaktapur districts). The country was segmented into 11 analytical strata, defined to correspond to those used in the NLSS III (excluding the three urban strata used there). To increase the concentration of sampled households, 50 of the 75 districts in Nepal were selected with probability proportional to size (the measure of size being the number of households). PSUs were selected with probability proportional to size from the entire list of wards in the 50 selected districts, one stratum at a time. The number of PSUs per stratum is proportional to the stratum's population share, and corresponds closely to the allocations used in the LFS-II and NLSS-III (adjusted for different overall numbers of PSUs in those surveys).
In each of the selected PSUs (administrative wards), survey teams compiled a list of households in the ward based on existing administrative records, and cross-checked with local leaders. The number of households shown in the list was compared to the ward population in the 2010 Census, adjusted for likely population growth. Where the listed population deviated by more than 10% from the projected population based on the Census data, the team conducted a full listing of households in the ward. 15 households were selected at random from the ward list for interviewing, and a further 5 households were selected as potential replacements.
During the fieldwork, one PSU in Lapu VDC was inaccessible due to weather, and was replaced by a ward in Hastichaur VDC using PPS sampling on that stratum (excluding the already selected PSUs). All other sampled PSUs were reached, and a full sample of 6,000 households was interviewed in the first wave.

The household questionnaire contained 16 modules: the household roster; education; health; housing and access to facilities; food expenses and home production; non-food expenditures and inventory of durable goods; jobs and time use; wage jobs; farming and livestock; non-agriculture enterprises/activities; migration; credit, savings, and financial assets; private assistance; public assistance; shocks; and anthropometrics (for children less than 5 years). Where possible, the style of questions was kept similar to those used in the NLSS-III questionnaire for comparability reasons. In some cases, new modules needed to be developed. The shocks questionnaire was developed by the World Bank team. A food security module was added based on the design recommended by USAID, and a psychosocial questionnaire was also developed by social development specialists in the World Bank. The section on government and other assistance was also redesigned to cover a broader range of programs and elicit information on details such as experience with enrollment and frequency of payment.
The community questionnaire was fielded to a senior community representative at the VDC level in each of the 400 PSUs. The purpose of the community questionnaire was to obtain further details on access to services in each PSU, to gather information on shocks at the community level, and to collect market price data. The questionnaire had six modules: respondent details; community characteristics; access to facilities; educational facilities; community shocks, household shocks; and market price.
These are the raw data entered and checked by the survey firm, formatted to conform to the original questionnaire numbering system and confidentialized. The data were cleaned for spelling errors and translation of Nepali phrases, and suspicious values were checked by calling respondents. No other transformations have taken place.
Of the 6,000 originally sampled households, 5,191 agreed to be interviewed. Of the 13.5% of households that were not interviewed, 11.1% were resident but could not be located by the team after two attempts, 0.9% were found to have outmigrated, and 1.4% refused. The 809 replacement households were drawn in order from the randomized list created during sampling (see above).

Sampling Frame and Units As in all probability sample surveys, it is important that each sampling unit in the surveyed population has a known, non-zero probability of selection. To achieve this, there has to be an appropriate list, or sampling frame of the primary sampling units (PSUs).The universe defined for the GLSS 5 is the population living within private households in Ghana. The institutional population (such as schools, hospitals etc), which represents a very small percentage in the 2000 Population and Housing Census (PHC), is excluded from the frame for the GLSS 5.
The Ghana Statistical Service (GSS) maintains a complete list of census EAs, together with their respective population and number of households as well as maps, with well defined boundaries, of the EAs. . This information was used as the sampling frame for the GLSS 5. Specifically, the EAs were defined as the primary sampling units (PSUs), while the households within each EA constituted the secondary sampling units (SSUs).
Stratification In order to take advantage of possible gains in precision and reliability of the survey estimates from stratification, the EAs were first stratified into the ten administrative regions. Within each region, the EAs were further sub-divided according to their rural and urban areas of location. The EAs were also classified according to ecological zones and inclusion of Accra (GAMA) so that the survey results could be presented according to the three ecological zones, namely 1) Coastal, 2) Forest, and 3) Northern Savannah, and for Accra.
Sample size and allocation The number and allocation of sample EAs for the GLSS 5 depend on the type of estimates to be obtained from the survey and the corresponding precision required. It was decided to select a total sample of around 8000 households nationwide.
To ensure adequate numbers of complete interviews that will allow for reliable estimates at the various domains of interest, the GLSS 5 sample was designed to ensure that at least 400 households were selected from each region.
A two-stage stratified random sampling design was adopted. Initially, a total sample of 550 EAs was considered at the first stage of sampling, followed by a fixed take of 15 households per EA. The distribution of the selected EAs into the ten regions or strata was based on proportionate allocation using the population.
For example, the number of selected EAs allocated to the Western Region was obtained as: 1924577/18912079*550 = 56
Under this sampling scheme, it was observed that the 400 households minimum requirement per region could be achieved in all the regions but not the Upper West Region. The proportionate allocation formula assigned only 17 EAs out of the 550 EAs nationwide and selecting 15 households per EA would have yielded only 255 households for the region. In order to surmount this problem, two options were considered: retaining the 17 EAs in the Upper West Region and increasing the number of selected households per EA from 15 to about 25, or increasing the number of selected EAs in the region from 17 to 27 and retaining the second stage sample of 15 households per EA.
The second option was adopted in view of the fact that it was more likely to provide smaller sampling errors for the separate domains of analysis. Based on this, the number of EAs in Upper East and the Upper West were adjusted from 27 and 17 to 40 and 34 respectively, bringing the total number of EAs to 580 and the number of households to 8,700.
A complete household listing exercise was carried out between May and June 2005 in all the selected EAs to provide the sampling frame for the second stage selection of households. At the second stage of sampling, a fixed number of 15 households per EA was selected in all the regions. In addition, five households per EA were selected as replacement samples.The overall sample size therefore came to 8,700 households nationwide.

METHODOLOGY NOTES (across all datasets for this indicator) The U.S. Census Bureau defines a national poverty level (or household income) that varies by household size, number of children in a household, and age of householder. The national poverty level does not vary geographically even though cost of living is different across the United States. For the Bay Area, where cost of living is high and incomes are correspondingly high, an appropriate poverty level is 200% of poverty or twice the national poverty level, consistent with what was used for past equity work at MTC and ABAG. For comparison, however, both the national and 200% poverty levels are presented.
For Vital Signs, the poverty rate is defined as the number of people (including children) living below twice the poverty level divided by the number of people for whom poverty status is determined. Poverty rates do not include unrelated individuals below 15 years old or people who live in the following: institutionalized group quarters, college dormitories, military barracks, and situations without conventional housing. Area type
Census 2021 statistics are published for a number of different geographies. These can be large, for example the whole of England, or small, for example an output area (OA), the lowest level of geography for which statistics are produced.
For higher levels of geography, more detailed statistics can be produced. When a lower level of geography is used, such as output areas (which have a minimum of 100 persons), the statistics produced have less detail. This is to protect the confidentiality of people and ensure that individuals or their characteristics cannot be identified.

Census 2021 statistics are published for the whole of England and Wales. Data are also available in these geographic types:
Number of rooms (Valuation Office Agency)
A room can be any room in a dwelling apart from bathrooms, toilets, halls or landings, kitchens, conservatories or utility rooms. All other rooms, for example, living rooms, studies, bedrooms, separate dining rooms and rooms that can only be used for storage are included. If two rooms have been converted into one, they are counted as one room.
The number of rooms is recorded by address, this means that for households living in a shared dwelling the number of rooms are counted for the whole dwelling and not the individual household.
This definition is based on the Valuation Office Agency’s (VOA) definition.
Household size
The number of people in the household.
Visitors staying at an address do not count to that household’s size.

These datasets are part of Household characteristics by tenure, England and Wales: Census 2021, a release of results from the 2021 Census for England and Wales. Figures may differ slightly in future releases because of the impact of removing rounding and applying further statistical processes.
Total counts for some household groups may not match between published tables. This is to protect the confidentiality of households' data. Household counts have been rounded to the nearest 5 and any counts below 10 were suppressed; this is signified by a 'c' in the data tables.
This dataset uses middle layer super output area (MSOA) and lower layer super output area (LSOA) geography boundaries as of 2021 and local authority district geography boundaries as of 2022.
In this dataset, the number of households in an area is broken down by different variables and categories. If you were to sum the counts of households by each variable and category, it may not sum to the total of households in that area. This is because of rounding, suppression and that some tables only include data for certain household groups.
In this dataset, variables may have different categories for different geography levels. When variables are broken down by more categories, they may not sum to the total of the higher level categories due to rounding and suppression.

Household
A household is defined as one person living alone, or a group of people (not necessarily related) living at the same address who share cooking facilities and a living room, sitting room or dining area. This includes all sheltered accommodation units in an establishment (irrespective of whether there are other communal facilities) and all people living in caravans on any type of site that is their usual residence; this will include anyone who has no other usual residence elsewhere in the UK. A household must contain at least one person whose place of usual residence is at the address. A group of short-term residents living together is not classified as a household, and neither is a group of people at an address where only visitors are staying.
Usual resident
For Census 2021, a usual resident of the UK is anyone who, on Census Day, was in the UK and had stayed or intended to stay in the UK for a period of 12 months or more, or had a permanent UK address and was outside the UK and intended to be outside the UK for less than 12 months.
Household reference person (HRP)
A person who serves as a reference point, mainly based on economic activity and age, to characterize a whole household. The person is not necessarily the member of the household in whose name the accommodation is owned or rented.
Tenure
Whether a household owns or rents the accommodation that it occupies. Owner-occupied accommodation can be: owned outright, which is where the household owns all of the accommodation; owned with a mortgage or loan; or part owned on a shared ownership scheme. Rented accommodation can be private rented, for example, rented through a private landlord or letting agent; social rented through a local council or housing association; or lived in rent free, which is where the household does not own the accommodation and does not pay rent to live there, for example living in a relative or friend’s property or live-in carers or nannies. This information is not available for household spaces with no usual residents.

Household family composition
Households according to the relationships between members. Single-family households are classified by the number of dependent children and family type (married, civil partnership or cohabiting couple family, or lone parent family). Other households are classified by the number of people, the number of dependent children and whether the household consists only of students or only of people aged 66 years and over.
Multi-generational households
Households where people from across more than two generations of the same family live together. This includes households with grandparents and grandchildren whether or not the intervening generation also live in the household.

This dataset represents a water shortage vulnerability analysis performed by DWR using modified PLSS sections pulled from the Well Completion Report PLSS Section Summaries. The attribute table includes water shortage vulnerability indicators and scores from an analysis done by CA Department of Water Resources, joined to modified PLSS sections. Several relevant summary statistics from the Well Completion Reports are included in this table as well. This data is from the 2024 analysis.
Water Code Division 6 Part 2.55 Section 8 Chapter 10 (Assembly Bill 1668) effectively requires California Department of Water Resources (DWR), in consultation with other agencies and an advisory group, to identify small water suppliers and “rural communities” that are at risk of drought and water shortage. Following legislation passed in 2021 and signed by Governor Gavin Newsom, the Water Code Division 6, Section 10609.50 through 10609.80 (Senate Bill 552 of 2021) effectively requires the California Department of Water Resources to update the scoring and tool periodically in partnership with the State Water Board and other state agencies. This document describes the indicators, datasets, and methods used to construct this deliverable. This is a statewide effort to systematically and holistically consider water shortage vulnerability statewide of rural communities, focusing on domestic wells and state small water systems serving between 4 and 14 connections. The indicators and scoring methodology will be revised as better data become available and stake-holders evaluate the performance of the indicators, datasets used, and aggregation and ranking method used to aggregate and rank vulnerability scores. Additionally, the scoring system should be adaptive, meaning that our understanding of what contributes to risk and vulnerability of drought and water shortage may evolve. This understanding may especially be informed by experiences gained while navigating responses to future droughts.”
A spatial analysis was performed on the 2020 Census Block Groups, modified PLSS sections, and small water system service areas using a variety of input datasets related to drought vulnerability and water shortage risk and vulnerability. These indicator values were subsequently rescaled and summed for a final vulnerability score for the sections and small water system service areas. The 2020 Census Block Groups were joined with ACS data to represent the social vulnerability of communities, which is relevant to drought risk tolerance and resources. These three feature datasets contain the units of analysis (modified PLSS sections, block groups, small water systems service areas) with the model indicators for vulnerability in the attribute table. Model indicators are calculated for each unit of analysis according to the Vulnerability Scoring documents provided by Julia Ekstrom (Division of Regional Assistance).
All three feature classes are DWR analysis zones that are based off existing GIS datasets. The spatial data for the sections feature class is extracted from the Well Completion Reports PLSS sections to be aligned with the work and analysis that SGMA is doing. These are not true PLSS sections, but a version of the projected section lines in areas where there are gaps in PLSS. The spatial data for the Census block group feature class is downloaded from the Census. ACS (American Communities Survey) data is joined by block group, and statistics calculated by DWR have been added to the attribute table. The spatial data for the small water systems feature class was extracted from the State Water Resources Control Board (SWRCB) SABL dataset, using a definition query to filter for active water systems with 3000 connections or less. None of these datasets are intended to be the authoritative datasets for representing PLSS sections, Census block groups, or water service areas. The spatial data of these feature classes is used as units of analysis for the spatial analysis performed by DWR.
These datasets are intended to be authoritative datasets of the scoring tools required from DWR according to Senate Bill 552. Please refer to the Drought and Water Shortage Vulnerability Scoring: California's Domestic Wells and State Smalls Systems documentation for more information on indicators and scoring. These estimated indicator scores may sometimes be calculated in several different ways, or may have been calculated from data that has since be updated. Counts of domestic wells may be calculated in different ways. In order to align with DWR SGMO's (State Groundwater Management Office) California Groundwater Live dashboards, domestic wells were calculated using the same query. This includes all domestic wells in the Well Completion Reports dataset that are completed after 12/31/1976, and have a 'RecordType' of 'WellCompletion/New/Production or Monitoring/NA'.

Housing costs can represent a substantial financial burden to households, especially low-income households. The median of the ratio of housing costs over income gives an indication of the financial pressure that households face from housing costs. Another common measure of housing affordability presented in this indicator is the housing cost overburden rate, which measures the proportion of households or population that spend more than 40% of their disposable income on housing costs (in line with Eurostat methodology).
