House prices grew year-on-year in most states in the U.S. in the third quarter of 2024. The District of Columbia was the only exception, with a decline of ***** percent. Portugal, Italy, Ireland, Greece, and Spain were widely considered the Eurozone's weakest economies during the Great Recession and subsequent Eurozone debt crisis. These countries were grouped together due to the similarities in their economic crises, with much of them driven by house price bubbles which had inflated over the early 2000s, before bursting in 2007 due to the Global Financial Crisis. Entry into the Euro currency by 2002 had meant that banks could lend to house buyers in these countries at greatly reduced rates of interest.
This reduction in the cost of financing contributed to creating housing bubbles, which were further boosted by pro-cyclical housing policies among many of the countries' governments. In spite of these economies experiencing similar economic problems during the crisis, Italy and Portugal did not experience housing bubbles in the same way in which Greece, Ireland, and Spain did. In the latter countries, their real housing prices (which are adjusted for inflation) peaked in 2007, before quickly declining during the recession. In particular, house prices in Ireland dropped by over 40 percent from their peak in 2007 to 2011.
The data provided here denotes the authors’ revised service areas for a subset of 377 Public Housing Authorities (PHAs) for which HUD previously estimated service areas. Using HUD administrative data on the location of Housing Choice Voucher holders, HUD’s estimated service areas were revised to better capture voucher activity. Specifically, the authors developed two different tests and correction procedures. The first assesses if the estimated service area omits a sizable share of voucher holder locations (so is “too small”), and if so, adjusts to include census designated places or counties containing at least 5 percent of a PHA’s voucher holders. The second test checks whether the estimated service boundary includes areas the PHA does not appear to serve and that are clearly served by another PHA (so is “too large”), in this case adjusting by removing those areas. 148 of the 377 PHA estimated service areas were found to be too small, too large, or both, and so have revised service areas that differ from HUD’s estimated service areas. The detailed methodology is provided below. Additionally, a spreadsheet is supplied that identifies geographies that were added to and dropped from HUD’s estimated services to create the revised service areas for affected PHAs.
This is an experimental dataset that is designed to aid researchers in studying the HCV program. The methodology and the service areas themselves have not been validated by HUD’s Office of Public and Indian Housing (PIH) or the Public Housing Agencies. In all three countries, the index exceeded 130 index points, while the average for all OECD countries stood at 116.2 index points. The index measures the development of housing affordability and is calculated by dividing nominal house price by nominal disposable income per head, with 2015 set as a base year when the index amounted to 100. An index value of 120, for example, would mean that house price growth has outpaced income growth by 20 percent since 2015. How have house prices worldwide changed since the COVID-19 pandemic? House prices started to rise gradually after the global financial crisis (2007–2008), but this trend accelerated with the pandemic. The countries with advanced economies, which usually have mature housing markets, experienced stronger growth than countries with emerging economies. Real house price growth (accounting for inflation) peaked in 2022 and has since lost some of the gain. Although, many countries experienced a decline in house prices, the global house price index shows that property prices in 2023 were still substantially higher than before COVID-19. Renting vs. buying In the past, house prices have grown faster than rents. However, the home affordability has been declining notably, with a direct impact on rental prices. As people struggle to buy a property of their own, they often turn to rental accommodation. This has resulted in a growing demand for rental apartments and soaring rental prices.

The NYC Department of City Planning’s (DCP) Housing Database contains all NYC Department of Buildings (DOB) approved housing construction and demolition jobs filed or completed in NYC since January 1, 2010. It includes the three primary construction job types that add or remove residential units: new buildings, major alterations, and demolitions, and can be used to determine the change in legal housing units across time and space. Records in the Housing Database Project-Level Files are geocoded to the greatest level of precision possible, subject to numerous quality assurance and control checks, recoded for usability, and joined to other housing data sources relevant to city planners and analysts. Data are updated semiannually, at the end of the second and fourth quarters of each year. Please see DCP’s annual Housing Production Snapshot summarizing findings from the 21Q4 data release here. Additional Housing and Economic analyses are also available.
