This dataset contains permitted housing projects collected by the California Department of Housing and Community Development (HCD) in 2023 as part of the Regional Housing Needs Allocation (RHNA) Cycle 6 Annual Progress Report (APR) process. The dataset has been de-duplicated, meaning only records where the APR year matches the permit issue year are included. Permits submitted in future APRs have been removed.
Data were downloaded on December 3, 2023, and represent a snapshot of the APR source dataset, enriched with additional attributes to support regional housing and land use work.
Jurisdictions submit updated APRs to HCD annually on April 1 and may submit corrections at any time throughout the year. As a result, discrepancies in reported unit counts may exist between this dataset and the data available on HCD’s website.

The information was gathered by surveying the region's 101 cities and 9 counties. They were asked for the Annual Housing Element Progress Report they submitted to the California Department of Housing and Community Development (HCD) and permitting spreadsheets that contained location information. After the permit information was compiled, each jurisdiction was sent a copy of their list to verify the accuracy of the list and provide them with an opportunity to comment and make corrections.**This table should be joined to the residential building permit feature set (using the joinid field) for mapping and analysis.**This attribute table was separated from the features so staff could maintain information for residential building permits that could not be geolocated and include information for jurisdictions that either did not respond or had no development activity.

A jurisdiction is subject to Senate Bill 35’s (SB 35) streamlining requirements if it has not made sufficient progress toward its Regional Housing Need Allocation (RHNA) goals, or if it failed to submit its latest Housing Element Annual Progress Report.Jurisdictions that did not permit enough above-moderate income units to meet a pro-rata share of their above-moderate income regional housing need for the current housing element cycle, are subject to SB 35 streamlining for projects that dedicate a minimum of 10 percent of units to be affordable to lower-income households. Jurisdictions that did not permit sufficient lower income units (very-low and low-income) to meet a pro-rata share of their very-low and low-income regional housing need for the current housing element cycle, are subject to SB 35 streamlining for projects that dedicate a minimum of 50 percent of units to be affordable to lower-income households.Although the determination of RHNA progress applies to the jurisdiction as a whole, certain locations, such as the coastal zone or prime farmland, are excluded from the streamlining requirements (see areas in red on second map).
