    This table shows the numbers and percentages of all households by each housing tenure category, including, owned outright, being bought with mortgage or loan, or rented from Local Authority, Housing Association or private landlord.

    Other Rented includes renting from employing organisation, another organisation, relative of household member and individual employer.
    Numbers are rounded to the nearest hundred.
    Percentages were calculated on unrounded numbers and then rounded to the nearest whole percent.
    Sample for the City of London is too low to provide any data.

    The Annual Population Survey (APS) and Integrated Household Surveys (IHS) are sample surveys and therefore numbers and percentages at borough level are indicative only.

    IHS is a new dataset not available before 2010. Pre 2010 data comes from the APS. Due to differences in the source data, the two years cannot be directly compared. IHS data has a larger sample size and is therefore more reliable.

    This dataset provides Census 2021 estimates that classify Household Reference Persons in England and Wales by tenure and by ethnic group. The estimates are as at Census Day, 21 March 2021.

    There is evidence of people incorrectly identifying their type of landlord as ”Council or local authority” or “Housing association”. You should add these two categories together when analysing data that uses this variable. Read more about this quality notice.

    Area type

    Census 2021 statistics are published for a number of different geographies. These can be large, for example the whole of England, or small, for example an output area (OA), the lowest level of geography for which statistics are produced.

    For higher levels of geography, more detailed statistics can be produced. When a lower level of geography is used, such as output areas (which have a minimum of 100 persons), the statistics produced have less detail. This is to protect the confidentiality of people and ensure that individuals or their characteristics cannot be identified.

    Lower tier local authorities

    Lower tier local authorities provide a range of local services. There are 309 lower tier local authorities in England made up of 181 non-metropolitan districts, 59 unitary authorities, 36 metropolitan districts and 33 London boroughs (including City of London). In Wales there are 22 local authorities made up of 22 unitary authorities.

    Coverage

    Census 2021 statistics are published for the whole of England and Wales. However, you can choose to filter areas by:

    • country - for example, Wales
    • region - for example, London
    • local authority - for example, Cornwall
    • health area – for example, Clinical Commissioning Group

    The Great Britain Historical Database has been assembled as part of the ongoing Great Britain Historical GIS Project. The project aims to trace the emergence of the north-south divide in Britain and to provide a synoptic view of the human geography of Britain at sub-county scales. Further information about the project is available on A Vision of Britain webpages, where users can browse the database's documentation system online.


    These data were originally collected by the Censuses of Population for England and Wales, and for Scotland. They were computerised by the Great Britain Historical GIS Project and its collaborators.

    In 1961, the Census of Population gathered data on housing tenure as well as density and amenities. The data in this study summarise the resulting tabulations, providing counts of numbers of households in each tenure type for all districts in Great Britain; the original tabulations also give counts by numbers of persons, and for some districts include cross-tabulations against numbers of rooms.


    Main Topics:

    Whether households owned their own home or, if owned by someone else, whether that was their employer, the local council (or New Town corporation), or a private rentier. If a private rental, whether the property was furnished or unfurnished.

    This is the distribution of tenure in houses in the private and social sector in the United Kingdom as of 2018, by dwelling type. As of 2018, approximately 31 percent of all semi detached houses in the UK were owner occupied. Private renters made up almost 18 percent of semi detached houses. Increasing purchasing power and decreasing unemployment provides European consumers with more confidence to enter the housing market, either to buy or to rent a house. Also, the monetary policy of the European Central Bank (ECB) allows for favorable lending conditions. Due to the ECB's artificially low interest rates, mortgage loans in Europe also have low interest rates and become more attractive to buy for consumers as lending has become cheaper.

    Description

    Private companies were responsible for most of the new homes built in the United Kingdom (UK) in 2023. Housing completions in the UK decreased for three years in a row between 2007 and 2010. This was followed by several years of fluctuation and a gradual increase from 2013 to 2019. The number of homes completed in England remained relatively stable in 2021 and 2022, after reaching a low point in the second quarter of 2020 due to the restrictions implemented to prevent the spread of COVID-19. Construction starts and completions Comparing the number of starts and completions in London side-by-side shows that whenever there is a significant growth or fall in the number of projects started, that peak or valley tends to be reflected in the number of buildings completed a couple of years later. Nevertheless, disruptions, delays, and other obstacles may affect that correlation. Still, observing how many home construction projects started in the UK can provide some insight into the level of activity that construction companies may have in the near future. Given that the number of housing starts is forecast to fall in 2023, there might be slightly less work to be carried out the following year. Nevertheless, housing starts are expected to pick up again by 2024 and 2025. Housing associations in the UK Housing associations are not-for-profit organizations created to develop and rent homes for a lower price than in the private market. They have acquired certain relevance in the UK, although this type of organization also exists in other countries. On several occasions during the past decade, over a fifth of housing starts in London were developed by housing associations. Meanwhile, the number of new homes completed in Scotland by housing associations has increased a lot throughout the years, with several thousand units constructed every year during the past decades.

    The average number of years individuals spent in their current home in England between 2010 and 2024 varied by tenure. Outright homeowners, on average, stay in the same home far longer than any other tenure type. Private renters, spend on average 4.6 years in their current residence in 2024, up from 3.7 years on average in 2011.     Description

    This is the share of tenure in flats in the private and social sector in the United Kingdom as of 2018, by dwelling type. As of 2018, approximately 1.6 percent of all converted flats in the UK were owner occupied. Private renters made up 10.6 percent of converted flats. Increasing purchasing power and decreasing unemployment provides European consumers with more confidence to enter the housing market, either to buy or to rent a house. Also, the monetary policy of the European Central Bank (ECB) allows for favorable lending conditions. Due to the ECB's artificially low interest rates, mortgage loans in Europe also have low interest rates and become more attractive to buy for consumers as lending has become cheaper.

    The English Housing Survey (EHS) is a continuous national survey commissioned by the Ministry of Housing, Community and Local Government (MHCLG) that collects information about people's housing circumstances and the condition and energy efficiency of housing in England. The EHS brings together two previous survey series into a single fieldwork operation: the English House Condition Survey (EHCS) (available from the UK Data Archive under GN 33158) and the Survey of English Housing (SEH) (available under GN 33277). The EHS covers all housing tenures. The information obtained through the survey provides an accurate picture of people living in the dwelling, and their views on housing and their neighbourhoods. The survey is also used to inform the development and monitoring of the Ministry's housing policies. Results from the survey are also used by a wide range of other users including other government departments, local authorities, housing associations, landlords, academics, construction industry professionals, consultants, and the general public.

    The EHS has a complex multi-stage methodology consisting of two main elements; an initial interview survey of around 12,000 households and a follow-up physical inspection. Some further elements are also periodically included in or derived from the EHS: for 2008 and 2009, a desk-based market valuation was conducted of a sub-sample of 8,000 dwellings (including vacant ones), but this was not carried out from 2010 onwards. A periodic follow-up survey of private landlords and agents (the Private Landlords Survey (PLS)) is conducted using information from the EHS interview survey. Fuel Poverty datasets are also available from 2003, created by the Department for Energy and Climate Change (DECC).

    The EHS interview survey sample formed part of the Integrated Household Survey (IHS) (available from the Archive under GN 33420) from April 2008 to April 2011. During this period the core questions from the IHS formed part of the EHS questionnaire.

    End User Licence and Special Licence Versions:
    From 2014 data onwards, the End User Licence (EUL) versions of the EHS will only include derived variables. In addition the number of variables on the new EUL datasets has been reduced and disclosure control increased on certain remaining variables. New Special Licence versions of the EHS will be deposited later in the year, which will be of a similar nature to previous EHS EUL datasets and will include derived and raw datasets.

    The English Housing Survey, 2017-2018: Household Data comprises the derived interview data for all cases where an interview has been completed. Datasets are provided for single financial years together with annual weights. The survey consists of a detailed interview using a CAPI based program. An interview is first conducted with the householder. General topics and concepts covered include household characteristics, satisfaction with the home and the area, disability and adaptations to the home, ownership and rental details and income details.

    The household data should be used for any analysis where only information from the household interview is required. Users who also require data from the physical survey should use the English Housing Survey, 2017: Housing Stock Data (SN 8494).

    The English Housing Survey: Housing Stock Data, 2010/11-2012/13: Three-Year Weights Lookup File contains four variables to match to the EHS Three-Year Housing Stock dataset. This is not provided with the weights look-up file but can be created by obtaining the EHS 2011 and 2012 Housing Stock datasets (SNs 7386 and 7511 respectively) and merging the two files together to create a three-year dataset covering 2010-11, 2011-12 and 2012-13. The weights for the three component years are individually calibrated to the mid-point of October 2011. The three years' weights are then aggregated before being scaled down to the appropriate totals by being divided by three.

    The three-year paired weights are used for analysis of small groups when the combined two-year housing stock dataset is not sufficient. However, the weighting methodology for the three-year weight does not give as reliable a result as that for the one- and two-year weights. The depositor advises that users should be aware these data can easily be more biased than plentiful. Users should also note that the three-year paired weights can only be used on the EHS housing stock dataset and not with the household data.
