This U.S. Census Bureau American Community Survey (ACS) five-year estimates data set contains family income estimates during the past 12 months and in inflation-adjusted dollars. The data is available from a number of geographies ranging from statewide to census tract level. The data is available for year 2009-2016. This includes the income of the householder and all related individuals 15 years old and over in the household. Income is based on “money” income–income received on a regular basis before payments for personal income taxes, social security, union dues, etc. Money income does not include noncash benefits that may be received.

This table contains data on the living wage and the percent of families with incomes below the living wage for California, its counties, regions and cities/towns. Living wage is the wage needed to cover basic family expenses (basic needs budget) plus all relevant taxes; it does not include publicly provided income or housing assistance. The percent of families below the living wage was calculated using data from the Living Wage Calculator and the U.S. Census Bureau, American Community Survey. The table is part of a series of indicators in the Healthy Communities Data and Indicators Project of the Office of Health Equity. The living wage is the wage or annual income that covers the cost of the bare necessities of life for a worker and his/her family. These necessities include housing, transportation, food, childcare, health care, and payment of taxes. Low income populations and non-white race/ethnic have disproportionately lower wages, poorer housing, and higher levels of food insecurity. Introduced in 1993, the Empowerment Zone (EZ), Enterprise Community (EC), and Renewal Community (RC) Initiatives sought to reduce unemployment and generate economic growth through the designation of Federal tax incentives and award of grants to distressed communities. Local, Tribal, and State governments interested in participating in this program were required to present comprehensive plans that included the following principles: Strategic Visions for Change, Community-Based Partnerships, Economic Opportunities, and Sustainable Community Development. Communities selected to participate in this program embraced these principles and led projects that promoted economic development in their distressed communities. The EZ/EC initiative was implemented in the form of three competitions authorized by Congress in 1994 (round I), 1998 (round II), and 2001 (round III). The EC designation expired in 2004 and EZ and RC designations generally expired at the end of 2009. However, the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010, Pub. L. No. 111-312 extended the Empowerment Zone and DC Enterprise Zone designations to December 31, 2011. Following the end of the first EZ designation extension on December 31, 2011, the American Taxpayer Relief Act (ATRA) of 2012, signed into law by President Obama on January 2, 2013, provided for an extension of the Empowerment Zone designations for Empowerment Zone Tax Credit purposes only until December 31, 2013. The ATRA of 2012 did not extend the designation of the DC Enterprise Zone. The third retroactive extension of the Empowerment Zone designation, for the purpose claiming EZ tax credits only, was the Tax Increase Prevention Act of 2014 (TIPA 2014). TIPA 2014 was signed into law by President Obama on December 19, 2014 and extended the EZ designation for the purpose of businesses and entities claiming EZ tax incentives until December 31, 2014. TIPA 2014 did not extend the designation of the DC Enterprise Zone. This study is part of a time-series collection of national surveys fielded continuously since 1948. The election studies are designed to present data on Americans' social backgrounds, enduring political predispositions, social and political values, perceptions and evaluations of groups and candidates, opinions on questions of public policy, and participation in political life. In addition to the core content, this dataset also includes topics like women's liberation, racial attitudes, economic attitudes, payment of federal income tax, feelings about the quality of life, and various cultural attitudes. As a result of findings from previous ANES studies, the general themes of trust in government, alienation, and efficacy were emphasized in an attempt to determine the causes of the observed decrease in public support of the political system. Besides being a stand-alone time series study, this dataset also represents the first wave in a three-wave data collection that continued with the ANES 1974 Time Series Study (ICPSR 7355) and the 1976 ANES Time Series Study (ICPSR 7381). The full panel file of data from these years, the ANES 1972-1976 Merged File (ICPSR 7607), also includes some cases not represented in the time series studies. To maximize the number of questions asked in 1972, two forms of the interview were developed, and each was administered to half of the respondents in both the pre- and the post-election waves. Each half-sample of respondents assigned to a specific questionnaire version also constitutes a cross-national sample, representative of the study population, so that the two sub-samples may be used together, or separately for analysis purposes. The two forms contain approximately 80 percent of the same items, while 20 percent are unique questions. In addition, in the post-election wave, 57 Form I respondents were re-designated Form III, and 37 Form II respondents were re-designated Form IV, because they were interviewed using a mail questionnaire that contained most, but not all, of the questions included in the face-to-face versions of the post-election questionnaire. Demographic variables include sex, age, race and marital status, number of children in household, level of education, occupation and employment status, religious preference.

I characterize optimal taxes in a life-cycle economy where ability and human capital are unobservable. I show that unobservable human capital effectively makes preferences over labor nonseparable across age. I generalize the static optimal tax formulas to account for such nonseparabilities and show how they depend both on own-Frisch labor elasticities and cross-Frisch labor elasticities. I calibrate the economy to US data. I find that the optimal marginal income taxes decrease with age, in contrast to both the US tax code and to a model with observable human capital. I demonstrate that the behavior of cross Frisch elasticities is essential in explaining the decline. (JEL D91, H21, H24, J24)
