Reporting of Aggregate Case and Death Count data was discontinued May 11, 2023, with the expiration of the COVID-19 public health emergency declaration. Although these data will continue to be publicly available, this dataset will no longer be updated.
This archived public use dataset has 11 data elements reflecting United States COVID-19 community levels for all available counties.
The COVID-19 community levels were developed using a combination of three metrics — new COVID-19 admissions per 100,000 population in the past 7 days, the percent of staffed inpatient beds occupied by COVID-19 patients, and total new COVID-19 cases per 100,000 population in the past 7 days. The COVID-19 community level was determined by the higher of the new admissions and inpatient beds metrics, based on the current level of new cases per 100,000 population in the past 7 days. New COVID-19 admissions and the percent of staffed inpatient beds occupied represent the current potential for strain on the health system. Data on new cases acts as an early warning indicator of potential increases in health system strain in the event of a COVID-19 surge.
Using these data, the COVID-19 community level was classified as low, medium, or high.
COVID-19 Community Levels were used to help communities and individuals make decisions based on their local context and their unique needs. Community vaccination coverage and other local information, like early alerts from surveillance, such as through wastewater or the number of emergency department visits for COVID-19, when available, can also inform decision making for health officials and individuals.
For the most accurate and up-to-date data for any county or state, visit the relevant health department website. COVID Data Tracker may display data that differ from state and local websites. This can be due to differences in how data were collected, how metrics were calculated, or the timing of web updates.

On October 20, 2022, CDC began retrieving aggregate case and death data from jurisdictional and state partners weekly instead of daily. This dataset contains archived historical community transmission and related data elements by county. Although these data will continue to be publicly available, this dataset has not been updated since October 20, 2022. Related data CDC has been providing the public with two versions of COVID-19 county-level community transmission level data: this historical dataset with the daily county-level transmission data from January 22, 2020, and a dataset with the daily values as originally posted on the COVID Data Tracker. Similar to this dataset, the original dataset with daily data as posted is archived on 10/20/2022. It will continue to be publicly available but will no longer be updated. This public use dataset has 7 data elements reflecting historical data for community transmission levels for all available counties and jurisdictions. It contains historical data for the county level of community transmission and includes updated data submitted by states and jurisdictions. Each day, the dataset was updated to include the most recent days’ data and incorporate any historical changes made by jurisdictions. This dataset includes data since January 22, 2020. Transmission level is set to low, moderate, substantial, or high using the calculation rules below.
Methods for calculating county level of community transmission indicator The County Level of Community Transmission indicator uses two metrics: (1) total new COVID-19 cases per 100,000 persons in the last 7 days and (2) percentage of positive SARS-CoV-2 diagnostic nucleic acid amplification tests (NAAT) in the last 7 days. For each of these metrics, CDC classifies transmission values as low, moderate, substantial, or high (below and here). If the values for each of these two metrics differ (e.g., one indicates moderate and the other low), then the higher of the two should be used for decision-making.

Total New Case Rate Metric: "New cases per 100,000 persons in the past 7 days" is calculated by adding the number of new cases in the county (or other administrative level) in the last 7 days divided by the population in the county (or other administrative level) and multiplying by 100,000. "New cases per 100,000 persons in the past 7 days" is considered to have transmission level of Low (0-9.99); Moderate (10.00-49.99); Substantial (50.00-99.99); and High (greater than or equal to 100.00).
Test Percent Positivity Metric: "Percentage of positive NAAT in the past 7 days" is calculated by dividing the number of positive tests in the county (or other administrative level) during the last 7 days by the total number of tests resulted over the last 7 days. "Percentage of positive NAAT in the past 7 days" is considered to have transmission level of Low (less than 5.00); Moderate (5.00-7.99); Substantial (8.00-9.99); and High (greater than or equal to 10.00).
If the two metrics suggest different transmission levels, the higher level is selected. If one metric is missing, the other metric is used for the indicator.
The reported transmission categories include:
Low Transmission Threshold: Counties with fewer than 10 total cases per 100,000 population in the past 7 days, and a NAAT percent test positivity in the past 7 days below 5%;
Moderate Transmission Threshold: Counties with 10-49 total cases per 100,000 population in the past 7 days or a NAAT test percent positivity in the past 7 days of 5.0-7.99%;
Substantial Transmission Threshold: Counties with 50-99 total cases per 100,000 population in the past 7 days or a NAAT test percent positivity in the past 7 days of 8.0-9.99%;
High Transmission Threshold: Counties with 100 or more total cases per 100,000 population in the past 7 days or a NAAT test percent positivity in the past 7 days of 10.0% or greater.
Blank: total new cases in the past 7 days are not reported (county data known to be unavailable) and the percentage of positive NAATs tests during the past 7 days (blank) are not reported.
Data Suppression To prevent the release of data that could be used to identify people, data cells are suppressed for low frequency. When the case counts used to calculate the total new case rate metric ("cases_per_100K_7_day_count_change") is greater than zero and less than 10, this metric is set to "suppressed" to protect individual privacy. If the case count is 0, the total new case rate metric is still displayed.
The data in this dataset are considered provisional by CDC and are subject to change until the data are reconciled and verified with the state and territorial data providers. This datasets are created using CDC’s Policy on Public Health Research and Nonresearch Data Management and Access.
Duplicate Records Issue A bug was found on 12/28/2021 that caused many records in the dataset to be duplicated. This issue was resolved on 01/06/2022.
Note: The cumulative case count for some counties (with small population) is higher than expected due to the inclusion of non-permanent residents in COVID-19 case counts.

Aggregate Data Collection Process Since the beginning of the COVID-19 pandemic, data were reported through a robust process with the following steps:
This process was collaborative, with CDC and jurisdictions working together to ensure the accuracy of COVID-19 case and death numbers. County counts provided the most up-to-date numbers on cases and deaths by report date. Throughout data collection, CDC retrospectively updated counts to correct known data quality issues. CDC also worked with jurisdictions after the end of the public health emergency declaration to finalize county data.
Important note: The counts reflected during a given time period in this dataset may not match the counts reflected for the same time period in the daily archived dataset noted above. Discrepancies may exist due to differences between county and state COVID-19 case surveillance and reconciliation efforts.
The surveillance case definition for COVID-19, a nationally notifiable disease, was first described in a position statement from the Council for State and Territorial Epidemiologists, which was later revised. However, there is some variation in how jurisdictions implement these case classifications. Confirmed and Probable Counts In this dataset, counts by jurisdiction are not displayed by confirmed or probable status. Instead, counts of confirmed and probable cases and deaths are included in the Total Cases and Total Deaths columns, when available. Not all jurisdictions reported probable cases and deaths to CDC. Deaths COVID-19 deaths were reported to CDC from several sources since the beginning of the pandemic including aggregate death data and NCHS Provisional Death Counts. Historic information presented on the COVID Data Tracker pages were based on the same source (Aggregate Data) as the present dataset until the expiration of the public health emergency declaration on May 11, 2023; however, the NCHS Death Counts are based on death certificate data that use information reported by physicians, medical examiners, or coroners in the cause-of-death section of each certificate. Counts from previous weeks were continually revised as more records were received and processed.
Number of Jurisdictions Reporting There were 60 public health jurisdictions that reported cases and deaths of COVID-19. This included the 50 states, the District of Columbia, New York City, the U.S. territories of American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, Puerto Rico, and the U.S Virgin Islands as well as three independent countries in compacts of free association with the United States, Federated States of Micronesia, Republic of the Marshall Islands, and Republic of Palau. In total there were 3,222 counties for which counts were tracked within the 60 public health jurisdictions.

This dataset contains estimates of proportional area of 18 major crops for each county in the United States at roughly decadal time steps between 1840 and 2017, and was used for analyses of historical changes in crop area, diversity, and distribution published in:Crossley, MS, KD Burke, SD Schoville, VC Radeloff. (2020). Recent collapse of crop belts and declining diversity of US agriculture since 1840. Global Change Biology (in press).The original data used to curate this dataset was derived by Haines et al. (ICPSR 35206) from USDA Agricultural Census archives (https://www.nass.usda.gov/AgCensus/). This dataset builds upon previous work in that crop values are georeferenced and rectified to match 2012 county boundaries, and several inconsistencies in the tabular-formatted data have been smoothed-over. In order for a nonmetropolitan county to qualify: the median household income in the county must be less than 80% of the nonmetropolitan state median household income, or the unemployment rate in the county must be at least 140% of either the national or state unemployment rate, or the county is classified as a Difficult Development Area, as designated by HUD within Alaska, Hawaii, or any territory or possession of the United States, outside of the 48 contiguous states.
This dataset describes drug poisoning deaths at the county level by selected demographic characteristics and includes age-adjusted death rates for drug poisoning from 1999 to 2015. Deaths are classified using the International Classification of Diseases, Tenth Revision (ICD–10). Drug-poisoning deaths are defined as having ICD–10 underlying cause-of-death codes X40–X44 (unintentional), X60–X64 (suicide), X85 (homicide), or Y10–Y14 (undetermined intent). Estimates are based on the National Vital Statistics System multiple cause-of-death mortality files (1). Age-adjusted death rates (deaths per 100,000 U.S. standard population for 2000) are calculated using the direct method. Populations used for computing death rates for 2011–2015 are postcensal estimates based on the 2010 U.S. census. Rates for census years are based on populations enumerated in the corresponding censuses. Rates for noncensus years before 2010 are revised using updated intercensal population estimates and may differ from rates previously published. Estimate does not meet standards of reliability or precision. Death rates are flagged as “Unreliable” in the chart when the rate is calculated with a numerator of 20 or less. Death rates for some states and years may be low due to a high number of unresolved pending cases or misclassification of ICD–10 codes for unintentional poisoning as R99, “Other ill-defined and unspecified causes of mortality” (2). For example, this issue is known to affect New Jersey in 2009 and West Virginia in 2005 and 2009 but also may affect other years and other states. Estimates should be interpreted with caution. Smoothed county age-adjusted death rates (deaths per 100,000 population) were obtained according to methods described elsewhere (3–5). Briefly, two-stage hierarchical models were used to generate empirical Bayes estimates of county age-adjusted death rates due to drug poisoning for each year during 1999–2015. These annual county-level estimates “borrow strength” across counties to generate stable estimates of death rates where data are sparse due to small population size (3,5). Estimates are unavailable for Broomfield County, Colo., and Denali County, Alaska, before 2003 (6,7). Additionally, Bedford City, Virginia was added to Bedford County in 2015 and no longer appears in the mortality file in 2015. County boundaries are consistent with the vintage 2005-2007 bridged-race population file geographies (6).

- On 3/17/2011 it was discovered that the CTU ID used for the City of Lake St. Croix Beach was incorrect. It was changed from 2394379 to 2395599 to match GNIS.
- On 3/17/2011 it was discovered that the CTU ID used for the City of Lilydale was incorrect. It was changed from 2394457 to 2395708 to match GNIS.
- On 11/9/2010 it was discovered that the CTU ID used for the City of Crystal was incorrect. It was changed from 2393541 to 2393683 to match GNIS.
- Effective April 2008, a change was made in GNIS to match the FIPS place codes to the "civil" feature for each city instead of the "populated place" feature. Both cities and townships are now "civil" features within GNIS. This means that the official GNIS unique ID for every city in Minnesota has changed.
- The five digit CTU codes in this dataset are identical to the Federal Information Processing Standard (FIPS) ''Place'' codes. They are also used by the Census Bureau and many other organizations and are proposed as a MN state data coding standard.
- Cities and townships have also been referred to as ''MCDs'' (a census term), however this term technically refers to the part of each city or township within a single county. Thus, a few cities in the metro area that are split by county boundaries are actually comprised of two different MCDs. This was part of the impetus for a proposed MN state data standard that uses the ''CTU'' terminology for clarity.
- The boundary line data for this dataset comes from each county.
- A variety of civil divisions of the land exist within the United States. In Minnesota, only three types exist - cities, townships and unorganized territories. All three of these exist within the Twin Cities seven county area. The only unorganized territory is Fort Snelling (a large portion of which is occupied by the MSP International Airport).
- Some cities are split between two counties. Only those parts of cities within the 7-county area are included.

Population based cancer incidence rates were abstracted from National Cancer Institute, State Cancer Profiles for all available counties in the United States for which data were available. This is a national county-level database of cancer data that are collected by state public health surveillance systems. All-site cancer is defined as any type of cancer that is captured in the state registry data, though non-melanoma skin cancer is not included. All-site age-adjusted cancer incidence rates were abstracted separately for males and females. County-level annual age-adjusted all-site cancer incidence rates for years 2006–2010 were available for 2687 of 3142 (85.5%) counties in the U.S. Counties for which there are fewer than 16 reported cases in a specific area-sex-race category are suppressed to ensure confidentiality and stability of rate estimates; this accounted for 14 counties in our study. Two states, Kansas and Virginia, do not provide data because of state legislation and regulations which prohibit the release of county level data to outside entities. Data from Michigan does not include cases diagnosed in other states because data exchange agreements prohibit the release of data to third parties. Finally, state data is not available for three states, Minnesota, Ohio, and Washington. The age-adjusted average annual incidence rate for all counties was 453.7 per 100,000 persons. We selected 2006–2010 as it is subsequent in time to the EQI exposure data which was constructed to represent the years 2000–2005. We also gathered data for the three leading causes of cancer for males (lung, prostate, and colorectal) and females (lung, breast, and colorectal). The EQI was used as an exposure metric as an indicator of cumulative environmental exposures at the county-level representing the period 2000 to 2005. A complete description of the datasets used in the EQI are provided in Lobdell et al. and methods used for index construction are described by Messer et al. The EQI was developed for the period 2000– 2005 because it was the time period for which the most recent data were available when index construction was initiated. The EQI includes variables representing each of the environmental domains. The air domain includes 87 variables representing criteria and hazardous air pollutants. The water domain includes 80 variables representing overall water quality, general water contamination, recreational water quality, drinking water quality, atmospheric deposition, drought, and chemical contamination. The land domain includes 26 variables representing agriculture, pesticides, contaminants, facilities, and radon. The built domain includes 14 variables representing roads, highway/road safety, public transit behavior, business environment, and subsidized housing environment. The sociodemographic environment includes 12 variables representing socioeconomics and crime. This dataset is not publicly accessible because: EPA cannot release personally identifiable information regarding living individuals, according to the Privacy Act and the Freedom of Information Act (FOIA). This dataset contains information about human research subjects. Because there is potential to identify individual participants and disclose personal information, either alone or in combination with other datasets, individual level data are not appropriate to post for public access. The Counties dataset was updated on October 31, 2023 from the United States Census Bureau (USCB) and is part of the U.S. Department of Transportation (USDOT)/Bureau of Transportation Statistics (BTS) National Transportation Atlas Database (NTAD). This resource is a member of a series. The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. The primary legal divisions of most states are termed counties. In Louisiana, these divisions are known as parishes. In Alaska, which has no counties, the equivalent entities are the organized boroughs, city and boroughs, municipalities, and for the unorganized area, census areas. The latter are delineated cooperatively for statistical purposes by the State of Alaska and the Census Bureau. In four states (Maryland, Missouri, Nevada, and Virginia), there are one or more incorporated places that are independent of any county organization and thus constitute primary divisions of their states. These incorporated places are known as independent cities and are treated as equivalent entities for purposes of data presentation. The District of Columbia and Guam have no primary divisions, and each area is considered an equivalent entity for purposes of data presentation. The Census Bureau treats the following entities as equivalents of counties for purposes of data presentation: Municipios in Puerto Rico, Districts and Islands in American Samoa, Municipalities in the Commonwealth of the Northern Mariana Islands, and Islands in the U.S. Virgin Islands. The entire area of the United States, Puerto Rico, and the Island Areas is covered by counties or equivalent entities. The boundaries for counties and equivalent entities are mostly as of January 1, 2023, as reported through the Census Bureau's Boundary and Annexation Survey (BAS).
