This statistical release makes available the most recent Mental Health and Learning Disabilities Dataset (MHLDDS) final monthly data (October 2014) along with final data from September 2014. This publication presents a wide range of information about care delivered to users of NHS funded secondary mental health and learning disability services in England. The scope of the Mental Health Minimum Dataset (MHMDS) was extended to cover Learning Disability services from September 2014. Many people who have a learning disability use mental health services and people in learning disability services may have a mental health problem. This means that activity included in the new MHLDDS dataset cannot be distinctly divided into mental health or learning disability spells of care - a single spell of care may include inputs from either of both types of service. We will be working with stakeholders to define specific information and reporting requirements relating to specific services or groups of patients. Four new measures have been added to this release to help with interpretation of the data. At local level these contextual figures will provide an indication of the increased caseload that could be attributed to the extension of the dataset to cover LD services. Information on these measures can found in the Announcement of Change paper which accompanies this release. The Currencies and Payment file that forms part of this release is specifically limited to services in scope for currencies and payment in mental health services and remains unchanged. This information will be of particular interest to organisations involved in delivering secondary mental health and learning disability care to adults and older people, as it presents timely information to support discussions between providers and commissioners of services. The MHLDS Monthly Report also includes reporting by local authority for the first time. For patients, researchers, agencies, and the wider public it aims to provide up to date information about the numbers of people using services, spending time in hospital and subject to the Mental Health Act (MHA). Some of these measures are currently experimental analysis. The Currency and Payment (CaP) measures can be found in a separate machine-readable data file and may also be accessed via an on-line interactive visualisation tool that supports benchmarking. The aim of this publication is to provide information about the key differences in healthcare between people with a learning disability and those without. It contains aggregated data on key health issues for people who are recorded by their GP as having a learning disability, and comparative data about a control group who are not recorded by their GP as having a learning disability. Six new indicators were introduced in the 2022-23 reporting year for patients with and without a recorded learning disability. Category

The measures of disability, ethnic group, legal partnership status, religion or sexual orientation in Census 2021 enable different categorisations of responses to the question. These provide different levels of detail from the responses provided.

Count

The count is the number of usual residents in each category (Disabled, Non-disabled, Disabled; limited a lot, Disabled; limited a little, Non-disabled; with non-limiting condition, Non-disabled; no condition), sex, age group and geographic breakdown. To ensure that individuals cannot be identified in the data, counts and populations have been rounded to the nearest 5, and counts under 10 have not been included..

Disability

The definition of disability used in the 2021 Census is aligned with the definition of disability under the Equality Act (2010). A person is considered disabled if they self-report having a physical or mental health condition or illness that has lasted or is expected to last 12 months or more, and that this reduces their ability to carry out day-to-day activities. The detailed response categories are:

• Non-disabled; no condition.
• Non-disabled; with non-limiting condition.
• Disabled; limited a little.
• Disabled; limited a lot.

Ethnic group

The ethnic group that the person completing the census feels they belong to. This could be based on their culture, family background, identity, or physical appearance. There were two stages to the ethnic group question. The respondent identifies first through one of the following high-level options before selecting a tick-box:

• Asian, Asian British, or Asian Welsh
• Black, Black British, Black Welsh, Caribbean or African
• Mixed or Multiple
• White
• Other ethnic group

Following this, respondents could choose 1 out of 19 tick-box response categories, including write-in response options.

Legal partnership status

Classifies a person according to their legal marital or registered civil partnership status on Census Day, 21 March 2021. The six categories are:

• Civil partnership.
• Divorced or formerly in a civil partnership.
• Married.
• Never married and never registered a civil partnership.
• Separated, but still legally married or still legally in a civil partnership.
• Widowed or surviving partner from a civil partnership.

Population

The population is the number of usual residents of each sex, age group and geographic breakdown. These have been rounded.

Religion

The religion people connect or identify with (their religious affiliation), whether or not they practise or have belief in it. The nine categories are:

• No religion.
• Christian (including Church of England, Catholic, Protestant and all other Christian denominations).
• Buddhist.
• Hindu.
• Jewish.
• Muslim.
• Sikh.
• Other religion.

Sexual orientation

Sexual orientation is an umbrella term covering sexual identity, attraction, and behaviour. For an individual respondent, these may not be the same. The five categories are:

For Census 2021, a usual resident of the UK is anyone who, on census day, was in the UK and had stayed or intended to stay in the UK for a period of 12 months or more or had a permanent UK address and was outside the UK and intended to be outside the UK for less than 12 months.

The National Statistics Socio-economic Classification (NS-SEC) indicates a person's socio-economic position based on their occupation and other job characteristics.

Land & Property Services (LPS) administers an application based relief known as Disabled Persons Allowance (DPA). DPA is not means tested. It is an entitlement to a 25% reduction in rates for any household where both the following criteria are met: - a person with a disability lives; and - where the property has been adapted or has additional facilities added. The property must be adapted to meet the needs of a person with a disability who lives in the home. The types of adaptations that qualify are: - A room, other than a kitchen, bathroom or toilet, which is mainly used by the person with a disability for treatment or therapy. - An extra kitchen for the person with a disability. - An extra toilet for the person with a disability. - An extra bathroom. - Sufficient floor space to use a wheelchair easily. It provides individuals and their employers with advice and support with extra costs which may arise because of an individual’s needs. Age is derived from the date of birth question and is a person's age at their last birthday, at 27 March 2011. Dates of birth that imply an age over 115 are treated as invalid and the person's age is imputed. Infants less than one year old are classified as 0 years of age.

Ethnic group

Ethnic group classifies people according to their own perceived ethnic group and cultural background.

A long-term health problem or disability that limits a person's day-to-day activities and has lasted or is expected to last at least 12 months. This includes problems that are related to old age.

People were asked to assess whether their daily activities were limited a lot or a little by such a health problem, or whether their daily activities were not limited at all.

Sex

The classification of a person as either male or female.

Counts and rates for Disability Living Allowance claimants. Disability Living Allowance (DLA) is payable to children and adults aged under 65, who need help with personal care or have walking difficulties because they are physically or mentally disabled. People can receive DLA whether they are in or out of work. It is a non-means tested and is unaffected by income or savings of the claimant.
