    Notes on Local Authority Housing Statistics (LAHS) open data

    These datafiles contain the underlying data used to create the main LAHS tables and reflect the latest revisions to historical LAHS data. There will therefore be some minor discrepancies when compared to individual historical publications of LAHS tables.

    LAHS questions are represented in this open data file by the question codes as recorded in the latest form (the 2023-24 return). This may differ from the code they were originally assigned, but the aim is to facilitate a time series analysis. Variables that have been discontinued are usually not included in this file, with only a few exceptions where they provide information that helps understand other data.

    A data dictionary for this open data can be found in the accessible Open Document Spreadsheet file.<

    Description

    The tables below provide statistics on the sales of social housing stock – whether owned by local authorities or private registered providers. The most common of these sales are by the Right to Buy (and preserved Right to Buy) scheme and there are separate tables for sales under that scheme.

    The tables for Right to Buy, tables 691, 692 and 693, are now presented in annual versions to reflect changes to the data collection following consultation. The previous quarterly tables can be found in the discontinued tables section below.

    From April 2005 to March 2021 there are quarterly official statistics on Right to Buy sales – these are available in the quarterly version of tables 691, 692 and 693. From April 2021 onwards, following a consultation with local authorities, the quarterly data on Right to Buy sales are management information and not subject to the same quality assurance as official statistics and should not be treated the same as official statistics. These data are presented in tables in the ‘Right to Buy sales: management information’ below.

    Who owns the empty homes. Each year the Department for Communities and Local Government collects data on the number of empty homes from each local authority in England and from other Government departments and bodies (HSSA Statistics). LA data are reported figures. Regions' totals include estimated values for missing data. Hence summing LA figures would not yield region's figure. LA data are reported figures. # indicates figure not supplied.Regions' totals include estimated values for missing data. Hence summing LA figures would not yield region's figure. England total is sum of all regions' figures with estimates. "-" indicates not applicable or non-derivable.".." indicates not available. Stock information on Registered Social Landlord stock and Private Sector stock have not been collected on 2009's HSSA return to reduce data burdens on local authorities. This information will be published separately in a live table on the CLG website in December or early 2010. Total stock information refers to all stock and as a result the sum of local authority stock and 'other' public stock will not sum to the total stock for any given local authority. Regional totals as supplied by DCLG may differ from individual boroughs due to additional cross-referencing with other bodies such as Government departments and the Housing Corporation.

    Description

    The Survey of English Housing (SEH) was a continuous annual survey series, which began in 1993. The survey provided key housing data on tenure, owner occupation and the social rented sector, and regular information about the private rented sector. The survey was originally sponsored by the Department of the Environment, which became the Department of the Environment, Transport and the Regions in time for the 1996-1997 survey, then the Department for Transport, Local Government and the Regions, by 2000-2001. Responsibility for the SEH was transferred to the Office of the Deputy Prime Minister after the fieldwork for the 2002-2003 survey commenced, and on 5 May 2006 the series became part of the remit of the newly-established Department for Communities and Local Government (DCLG).

    The main aims of the SEH were to provide regular information about the main features of people's housing and their views about their circumstances, and information about the private rented sector (not covered by routine administrative statistics like the owner-occupied and social rented sectors).

    From 2008, the SEH merged with the English House Condition Survey (EHCS) to form the new English Housing Survey (EHS). The last SEH dataset is the 2007-2008 study. The EHS data are available at the UK Data Archive under GN 33422.

    These National Statistics provide monthly estimates of the number of residential and non-residential property transactions in the UK and its constituent countries. National Statistics are accredited official statistics.

    England and Northern Ireland statistics are based on information submitted to the HM Revenue and Customs (HMRC) Stamp Duty Land Tax (SDLT) database by taxpayers on SDLT returns.

    Land and Buildings Transaction Tax (LBTT) replaced SDLT in Scotland from 1 April 2015 and this data is provided to HMRC by https://www.revenue.scot/">Revenue Scotland to continue the time series.

    Land Transaction Tax (LTT) replaced SDLT in Wales from 1 April 2018. To continue the time series, the https://gov.wales/welsh-revenue-authority">Welsh Revenue Authority (WRA) have provided HMRC with a monthly data feed of LTT transactions since July 2021.

    LTT figures for the latest month are estimated using a grossing factor based on data for the most recent and complete financial year. Until June 2021, LTT transactions for the latest month were estimated by HMRC based upon year on year growth in line with other UK nations.

    LTT transactions up to the penultimate month are aligned with LTT statistics.

    Description

    Development of the National Register for Social Housing (NROSH) was started by the Department for Communities and Local Government (DCLG) in 2004. NROSH aimed to be a database of all social housing properties in England, with a range of details captured on each property. NROSH was transferred to the Tenant Services Authority, the social housing regulator, in April 2010 and was discontinued in May 2011. Ownership of the latest NROSH dataset passed from the TSA to the Homes and Communities Agency (HCA) when responsibility for social housing regulation passed to the Regulation Committee of the HCA in April 2012. In addition to being out of date, the records submitted by social landlords to NROSH are of varying quantity and quality with many incomplete, inaccurate or missing records. The database may also contain a number of duplicate entries. Two datasets are available. One is the latest NROSH database held by the HCA as at May 2011. This release contains a large subset of the full NROSH dataset (48 from 201 fields in total; for 4,826,417 unique property records). The data in this release does not include those fields where data could enable specific identification of vulnerable people or other sensitive personal data. It also excludes fields where a minimum completion threshold is not met (generally fields where less than 25% of records have data). There are still issues of quality, incomplete data, and potential duplication of records in the data that accompanies this release that HCA is not able to resolve. Additional information, including data that falls below the minimum quality thresholds for this release, may be requested from the HCA (Referrals & Regulatory Enquiries Team, mail@homesandcommunities.co.uk). The 48 fields included in this release are summarised and described in the two tables accompanying this metadata. The data is contained in five compressed single CSV files: NROSH Data Extract Part 1; - 2; - 3; -4 and -5. Due to the large volume of records, analysis will require database software (MS Excel will not support analysis). Also available is a snapshot of the NROSH database held by DCLG as at March 2010. The data is that which was reported by social landlords in line with the system specifications and includes a selected set of fields on property address, type of accommodation, form of structure, number of rooms and bedspaces are included.

    Total number of housing starts (seasonally adjusted)

    How the figure is calculated:

    Total housing starts are reported by local authority and private building control organisations after the end of each quarter. A start is counted from the point at which foundation work begins. The figures are seasonally adjusted to allow comparisons with previous quarters.

    Why is this indicator in the business plan?

    Increasing the supply of housing is a key part of DCLG policy. The house building figures are the most frequent and timely indicator of housing delivery.

    Quarterly

    Where does the data come from?

    P2 quarterly house building returns by local authority building control departments; monthly information from the National House Building Council (NHBC) on the volume of building control inspections; and a quarterly survey of private building control companies.     Robustness and data limitations

    The P2 figures from local authorities and figures from private building control companies include imputation for a small number of missing returns.

    Seasonal factors for the house building time series are re-calculated annually back to 2000. This is usually done in the second quarter of the calendar year. Therefore the seasonally adjusted house building figures throughout the whole period change slightly at that time but are not marked as 'revised'.
