The Small Area Health Insurance Estimate (SAHIE) program strives to provide Americans with the most accurate and up-to-date health insurance coverage estimates. By utilizing statistical models that combine survey data from the American Community Survey (ACS) with administrative records data and Census 2010 data, SAHIE is able to produce estimates of health insurance coverage for different demographic populations within counties and states in the US.
State estimates include data based on sex (male, female, both), race/ethnicity (all races, non-Hispanic White, non-Hispanic Black, Hispanic), age groups (0-18, under 65 years old or 18-64 years old; additionally 21 – 64 years old or 40 – 64 years old; lastly 50 – 64 year olds), as well as income levels. County level stats are similar but do not account for race/ethnicity differentiation; they instead contain sex by age and also income group stats such as 0 -138%, 0 -200%, 0 -250% etc.
To compile these figures we utilize population estimation programs from the census bureau along with an assorted mix of supplemental variables including employment status statistics and information regarding educational attainment along with various demographic population statistics which get treated differently depending on their importance when creating the model. In addition to this a Bayesian framework is used which renders posterior means as point estimations again accompanied by symmetrical 90 % confidence intervals shown by their half widths depicting margin of error values qualitatively .These controls serve a secondary purpose also ensuring that when results are summed together so as to replicate national ACS Survey Estimates no discrepancies arise in numbers relating to insured individuals versus those who are uninsured in corresponding branches particularly within elderly , hispanic ,black non hispanic and white non hispanic demographics
