    Description

    Office of Child Support Enforecment (OCSE) Story Behind the Numbers - Child Support Fact Sheet #3. This fact sheet focuses on data reported in a recent U.S. Census Bureau report, Custodial Mothers and Fathers and Their Child Support: 2011. The data reported are estimated based on a biennial survey of custodial parents, the Child Support Supplement to the Current Population Survey, March/April 2012, co-sponsored by the Office of Child Support Enforcement. The proportion of custodial parents living below poverty line continues to increase in 2011. The report found that 4.2 million custodial parents lived in poverty in 2011, representing 29 percent of all custodial parents, about twice the poverty rate for the total population. These statistics reinforce the essential role that child support services can play in helping low-income families, especially during an economic downturn.

    The data on relationship to householder were derived from answers to Question 2 in the 2015 American Community Survey (ACS), which was asked of all people in housing units. The question on relationship is essential for classifying the population information on families and other groups. Information about changes in the composition of the American family, from the number of people living alone to the number of children living with only one parent, is essential for planning and carrying out a number of federal programs.

    The responses to this question were used to determine the relationships of all persons to the householder, as well as household type (married couple family, nonfamily, etc.). From responses to this question, we were able to determine numbers of related children, own children, unmarried partner households, and multi-generational households. We calculated average household and family size. When relationship was not reported, it was imputed using the age difference between the householder and the person, sex, and marital status.

    Household – A household includes all the people who occupy a housing unit. (People not living in households are classified as living in group quarters.) A housing unit is a house, an apartment, a mobile home, a group of rooms, or a single room that is occupied (or if vacant, is intended for occupancy) as separate living quarters. Separate living quarters are those in which the occupants live separately from any other people in the building and which have direct access from the outside of the building or through a common hall. The occupants may be a single family, one person living alone, two or more families living together, or any other group of related or unrelated people who share living arrangements.

    Average Household Size – A measure obtained by dividing the number of people in households by the number of households. In cases where people in households are cross-classified by race or Hispanic origin, people in the household are classified by the race or Hispanic origin of the householder rather than the race or Hispanic origin of each individual.

    Average household size is rounded to the nearest hundredth.

    Comparability – The relationship categories for the most part can be compared to previous ACS years and to similar data collected in the decennial census, CPS, and SIPP. With the change in 2008 from “In-law” to the two categories of “Parent-in-law” and “Son-in-law or daughter-in-law,” caution should be exercised when comparing data on in-laws from previous years. “In-law” encompassed any type of in-law such as sister-in-law. Combining “Parent-in-law” and “son-in-law or daughter-in-law” does not represent all “in-laws” in 2008.

    The same can be said of comparing the three categories of “biological” “step,” and “adopted” child in 2008 to “Child” in previous years. Before 2008, respondents may have considered anyone under 18 as “child” and chosen that category. The ACS includes “foster child” as a category. However, the 2010 Census did not contain this category, and “foster children” were included in the “Other nonrelative” category. Therefore, comparison of “foster child” cannot be made to the 2010 Census. Beginning in 2013, the “spouse” category includes same-sex spouses.

    This layer shows children by nativity of parents by age group. This is shown by tract, county, and state centroids. This service is updated annually to contain the most currently released American Community Survey (ACS) 5-year data, and contains estimates and margins of error. This layer is symbolized to show the count and percentage of children who are in immigrant families (children who are foreign born or live with at least one parent who is foreign born).     The goal of this study was to test specific hypotheses illustrating the relationships among serious victimization experiences, the mental health effects of victimization, substance abuse/use, and delinquent behavior in adolescents. The study assessed familial and nonfamilial types of violence. It was designed as a telephone survey of American youth aged 12-17 living in United States households and residing with a parent or guardian. One parent or guardian in each household was interviewed briefly to establish rapport, secure permission to interview the targeted adolescent, and to ensure the collection of comparative data to examine potential nonresponse bias from households without adolescent participation. All interviews with both parents and adolescents were conducted using Computer-Assisted Telephone Interviewing (CATI) technology. From the surveys of parents and adolescents, the principal investigators created one data file by attaching the data from the parents to the records of their respective adolescents. Adolescents were asked whether violence and drug abuse were problems in their schools and communities and what types of violence they had personally witnessed. They were also asked about other stressful events in their lives, such as the loss of a family member, divorce, unemployment, moving to a new home or school, serious illness or injury, and natural disaster. Questions regarding history of sexual assault, physical assault, and harsh physical discipline elicited a description of the event and perpetrator, extent of injuries, age at abuse, whether alcohol or drugs were involved, and who was informed of the incident. Information was also gathered on the delinquent behavior of respondents and their friends, including destruction of property, assault, theft, sexual assault, and gang activity. Other questions covered history of personal and family substance use and mental health indicators, such as major depression, post-traumatic stress disorders, weight changes, sleeping disorders, and problems concentrating. Demographic information was gathered from the adolescents on age, race, gender, number of people living in household, and grade in school. Parents were asked whether they were concerned about violent crime, affordable child care, drug abuse, educational quality, gangs, and the safety of their children at school. In addition, they were questioned about their own victimization experiences and whether they discussed personal safety issues with their children. Parents also supplied demographic information on gender, marital status, number of children, employment status, education, race, and income.

    The COVID-19 pandemic has dramatically altered family life in the United States. Over the long duration of the pandemic, parents had to adapt to shifting work conditions, virtual schooling, the closure of daycare facilities, and the stress of not only managing households without domestic and care supports but also worrying that family members may contract the novel coronavirus. Reports early in the pandemic suggest that these burdens have fallen disproportionately on mothers, creating concerns about the long-term implications of the pandemic for gender inequality and mothers’ well-being. Nevertheless, less is known about how parents’ engagement in domestic labor and paid work has changed throughout the pandemic and beyond, what factors may be driving these changes, and what the long-term consequences of the pandemic may be for the gendered division of labor and gender inequality more generally. The Study on U.S. Parents’ Divisions of Labor During COVID-19 (SPDLC) collects longitudinal survey data from partnered U.S. parents that can be used to assess changes in parents’ divisions of domestic labor, divisions of paid labor, and well-being throughout and after the COVID-19 pandemic. The goal of SPDLC is to understand both the short- and long-term impacts of the pandemic for the gendered division of labor, work-family issues, and broader patterns of gender inequality. Survey data for this study is collected using Prolifc (www.prolific.co), an opt-in online platform designed to facilitate scientific research. The sample is comprised U.S. adults who were residing with a romantic partner and at least one biological child (at the time of entry into the study). In each survey, parents answer questions about both themselves and their partners. Wave 1 of the SPDLC was conducted in April 2020, and parents who participated in Wave 1 were asked about their division of labor both prior to (i.e., early March 2020) and one month after the pandemic began. Wave 2 of the SPDLC was collected in November 2020. Parents who participated in Wave 1 were invited to participate again in Wave 2, and a new cohort of parents was also recruited to participate in the Wave 2 survey. Wave 3 of SPDLC was collected in October 2021. Parents who participated in either of the first two waves were invited to participate again in Wave 3, and another new cohort of parents was also recruited to participate in the Wave 3 survey. Wave 4 of the SPDLC was collected in October 2022. Parents who participated in either of the first three waves were invited to participate again in Wave 4, and another new cohort of parents was also recruited to participate in the Wave 4 survey. This research design (follow-up survey of panelists and new cross-section of parents at each wave) will continue through 2024, culminating in six waves of data spanning the period from March 2020 through October 2024. An estimated total of approximately 6,500 parents will be surveyed at least once throughout the duration of the study. SPDLC data will be released to the public two years after data is collected; Waves 1-3 are currently publicly available. Wave 4 will be publicly available in October 2024, with subsequent waves becoming available yearly. Data will be available to download in both SPSS (.sav) and Stata (.dta) formats, and the following data files will be available: (1) a data file for each individual wave, which contains responses from all participants in that wave of data collection, (2) a longitudinal panel data file, which contains longitudinal follow-up data from all available waves, and (3) a repeated cross-section data file, which contains the repeated cross-section data (from new respondents at each wave) from all available waves. Codebooks for each survey wave and a detailed user guide describing the data are also available.

    This report was written in collaboration between the Mayor's Office of Innovation and the Rochester Monroe Anti-Poverty Initiative (RMAPI) and released in December 2019. Executive SummaryThe Rochester Monroe Anti-Poverty Initiative (RMAPI) has selected single female headed households with children as one of its key target populations in which to focus strategy and its next phase of initiatives. This report is intended to provide additional insight on this population to support the next phase of RMAPI’s strategic planning as well as broader advocacy efforts on behalf of this population.

    We begin with a brief summary of historic policy and societal factors known to have contributed to the current day inequities, written in collaboration with content experts from RMAPI.

    The core of this report is a fact sheet based on analysis of US Census data. Major findings include:

    Finding 1: Families headed by unmarried parents are a significant segment of the city population and account for the majority of individuals living below the poverty level in the city.

    Finding 2: Unmarried households with children experience lower incomes, lower rates of home ownership, and higher rent burdens compared to their married counterparts

    Finding 3: Women and people of color are overrepresented among the heads of unmarried households with children.

    Finding 4: Four in ten unmarried householders with children have less than a high school education. Nearly 80 percent of those without a high school education are in poverty.

    Finding 5: Unmarried householders with children in poverty are more likely to be disabled or face other common barriers to employment.

    Finding 6: The more adults present in unmarried households with children, the less likely that household is to be in poverty. This trend amplifies when considering the number of employed adults.

    Finding 7: Unmarried parents under age 40 head the majority of all households with children in Rochester. Younger householders correlate with higher poverty rates regardless of marriage status.

    Finding 8: A birth before age 20, being unmarried, and having not completed high school education are three factors that, when compounded, are associated with poor economic outcomes.

    Finding 9: The highest densities of unmarried householders with children are clustered in the highest poverty neighborhoods in the city of Rochester

    We end with a discussion of the gaps in available data, acknowledging that there is room for further investigation and interpretation, data collection, and insights. We recommend readers to think critically about what is presented and how it might impact their own work in poverty reduction efforts. We present a series of questions that are a jumping off point for new inquiry and reflection. Methodology can be found in the Appendix.

    Description

    This dataset contains two tables on the percent of household overcrowding (> 1.0 persons per room) and severe overcrowding (> 1.5 persons per room) for California, its regions, counties, and cities/towns. Data is from the U.S. Department of Housing and Urban Development (HUD), Comprehensive Housing Affordability Strategy (CHAS) and U.S. Census American Community Survey (ACS). The table is part of a series of indicators in the Healthy Communities Data and Indicators Project (HCI) of the Office of Health Equity: Healthy Communities Data and Indicators Project of the Office of Health Equity. Residential crowding has been linked to an increased risk of infection from communicable diseases, a higher prevalence of respiratory ailments, and greater vulnerability to homelessness among the poor. Residential crowding reflects demographic and socioeconomic conditions. Older-adult immigrant and recent immigrant communities, families with low income and renter-occupied households are more likely to experience household crowding. A form of residential overcrowding known as "doubling up"—co-residence with family members or friends for economic reasons—is the most commonly reported prior living situation for families and individuals before the onset of homelessness. More information about the data table and a data dictionary can be found in the About/Attachments section.The household crowding table is part of a series of indicators in the Healthy Communities Data and Indicators Project (HCI) of the Office of Health Equity. The goal of HCI is to enhance public health by providing data, a standardized set of statistical measures, and tools that a broad array of sectors can use for planning healthy communities and evaluating the impact of plans, projects, policy, and environmental changes on community health. The creation of healthy social, economic, and physical environments that promote healthy behaviors and healthy outcomes requires coordination and collaboration across multiple sectors, including transportation, housing, education, agriculture and others. Statistical metrics, or indicators, are needed to help local, regional, and state public health and partner agencies assess community environments and plan for healthy communities that optimize public health.     The 1960 Growth of American Families survey was the second in a series of two surveys that measured women's attitudes on various topics relating to fertility and family planning for 3,256 currently married White women aged 18-44 living in private households, previously married White women aged 23-44, who were married and living with their husband in 1960, and currently married non-White women aged 18-39, living with their husband. Main topics in the survey included residence history, marital history, education, employment and income, parent's characteristics, religiosity, siblings, attitude towards contraception, past use of contraceptives, fertility history, fecundity, attitudes and opinions on childbearing and rearing, desired family size, fertility intentions, and fertility expectations. Respondent's were asked to give detailed information pertaining to their residence history dating back to their birth. They were also asked if they ever lived on a farm. Respondents were also queried on their marital history, specifically, when their marriage(s) took place, ended, and how they ended. Respondents were asked to report their level of education, if they ever attended a school or college that belonged to a church or a religious group, and if so, what specific church or religious group. Respondents were also queried about their employment and income. Specifically, they were asked to report their own and their husband's occupation and industry. They were also queried on whether they worked between their pregnancies and if the work was part-time or full-time. They were asked to state their total family income and their husband's earnings. Characteristics of the respondent's parents were also asked for including nationality, occupation while respondent was growing up, and religious preference. Respondent's religiosity was also explored with questions about religious activities in their daily lives, as well as her own and her husband's religious preferences. Respondents were asked if they had attended Sunday school as a child and if their children currently attended Sunday school. Respondents were asked how many brothers and sisters they had while growing up as well as their attitude on the number of siblings in their household. Their attitude toward contraception was measured with questions that asked if it would be okay if couples did something to limit the number of pregnancies they had or to control the time when they get pregnant. They were also asked if they approved of couples using the rhythm method to keep from getting pregnant. They were also queried on what specific types of contraception they had used in the past and between pregnancies. Furthermore, they were asked if they ever used methods together. Fecundity was also explored with questions about whether they or their husband had had treatments or an operation that made them sterile. Respondents were also asked what they thought was the ideal number of children for the average American family. Desired family size was queried in a number of other ways including the number of children the respondent and her husband wanted before marriage, how many children the respondent wanted a year after the first child was born, and how many children the respondent expected in all.

    The "https://addhealth.cpc.unc.edu/" Target="_blank">National Longitudinal Study of Adolescent to Adult Health (Add Health) is a longitudinal study of a nationally representative sample of adolescents in grades seven through 12 in the United States. The Add Health cohort has been followed into young adulthood with four in-home interviews, the most recent in 2008, when the sample was aged 24-32.* Add Health combines longitudinal survey data on respondents' social, economic, psychological and physical well-being with contextual data on the family, neighborhood, community, school, friendships, peer groups, and romantic relationships, providing unique opportunities to study how social environments and behaviors in adolescence are linked to health and achievement outcomes in young adulthood. The fourth wave of interviews expanded the collection of biological data in Add Health to understand the social, behavioral, and biological linkages in health trajectories as the Add Health cohort ages through adulthood. The fifth wave of data collection is planned to begin in 2016.

    Initiated in 1994 and supported by three program project grants from the "https://www.nichd.nih.gov/" Target="_blank">Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) with co-funding from 23 other federal agencies and foundations, Add Health is the largest, most comprehensive longitudinal survey of adolescents ever undertaken. Beginning with an in-school questionnaire administered to a nationally representative sample of students in grades seven through 12, the study followed up with a series of in-home interviews conducted in 1995, 1996, 2001-02, and 2008. Other sources of data include questionnaires for parents, siblings, fellow students, and school administrators and interviews with romantic partners. Preexisting databases provide information about neighborhoods and communities.

    Add Health was developed in response to a mandate from the U.S. Congress to fund a study of adolescent health, and Waves I and II focus on the forces that may influence adolescents' health and risk behaviors, including personal traits, families, friendships, romantic relationships, peer groups, schools, neighborhoods, and communities. As participants have aged into adulthood, however, the scientific goals of the study have expanded and evolved. Wave III, conducted when respondents were between 18 and 26** years old, focuses on how adolescent experiences and behaviors are related to decisions, behavior, and health outcomes in the transition to adulthood. At Wave IV, respondents were ages 24-32* and assuming adult roles and responsibilities. Follow up at Wave IV has enabled researchers to study developmental and health trajectories across the life course of adolescence into adulthood using an integrative approach that combines the social, behavioral, and biomedical sciences in its research objectives, design, data collection, and analysis.

    * 52 respondents were 33-34 years old at the time of the Wave IV interview.
    ** 24 respondents were 27-28 years old at the time of the Wave III interview.

    Wave IV was designed to study the developmental and health trajectories across the life course of adolescence into young adulthood. Biological data was gathered in an attempt to acquire a greater understanding of pre-disease pathways, with a specific focus on obesity, stress, and health risk behavior. Included in this dataset are the Wave IV live births data.

Description

Office of Child Support Enforecment (OCSE) Story Behind the Numbers - Child Support Fact Sheet #3. This fact sheet focuses on data reported in a recent U.S. Census Bureau report, Custodial Mothers and Fathers and Their Child Support: 2011. The data reported are estimated based on a biennial survey of custodial parents, the Child Support Supplement to the Current Population Survey, March/April 2012, co-sponsored by the Office of Child Support Enforcement. The proportion of custodial parents living below poverty line continues to increase in 2011. The report found that 4.2 million custodial parents lived in poverty in 2011, representing 29 percent of all custodial parents, about twice the poverty rate for the total population. These statistics reinforce the essential role that child support services can play in helping low-income families, especially during an economic downturn.
