    In 2023, the around 11.1 percent of the population was living below the national poverty line in the United States. Poverty in the United StatesAs shown in the statistic above, the poverty rate among all people living in the United States has shifted within the last 15 years. The United Nations Educational, Scientific and Cultural Organization (UNESCO) defines poverty as follows: “Absolute poverty measures poverty in relation to the amount of money necessary to meet basic needs such as food, clothing, and shelter. The concept of absolute poverty is not concerned with broader quality of life issues or with the overall level of inequality in society.” The poverty rate in the United States varies widely across different ethnic groups. American Indians and Alaska Natives are the ethnic group with the most people living in poverty in 2022, with about 25 percent of the population earning an income below the poverty line. In comparison to that, only 8.6 percent of the White (non-Hispanic) population and the Asian population were living below the poverty line in 2022. Children are one of the most poverty endangered population groups in the U.S. between 1990 and 2022. Child poverty peaked in 1993 with 22.7 percent of children living in poverty in that year in the United States. Between 2000 and 2010, the child poverty rate in the United States was increasing every year; however,this rate was down to 15 percent in 2022. The number of people living in poverty in the U.S. varies from state to state. Compared to California, where about 4.44 million people were living in poverty in 2022, the state of Minnesota had about 429,000 people living in poverty.

    Description

    This poverty rate data shows what percentage of the measured population* falls below the poverty line. Poverty is closely related to income: different “poverty thresholds” are in place for different sizes and types of household. A family or individual is considered to be below the poverty line if that family or individual’s income falls below their relevant poverty threshold. For more information on how poverty is measured by the U.S. Census Bureau (the source for this indicator’s data), visit the U.S. Census Bureau’s poverty webpage.

    The poverty rate is an important piece of information when evaluating an area’s economic health and well-being. The poverty rate can also be illustrative when considered in the contexts of other indicators and categories. As a piece of data, it is too important and too useful to omit from any indicator set.

    The poverty rate for all individuals in the measured population in Champaign County has hovered around roughly 20% since 2005. However, it reached its lowest rate in 2021 at 14.9%, and its second lowest rate in 2023 at 16.3%. Although the American Community Survey (ACS) data shows fluctuations between years, given their margins of error, none of the differences between consecutive years’ estimates are statistically significant, making it impossible to identify a trend.

    Poverty rate data was sourced from the U.S. Census Bureau’s American Community Survey 1-Year Estimates, which are released annually.

    As with any datasets that are estimates rather than exact counts, it is important to take into account the margins of error (listed in the column beside each figure) when drawing conclusions from the data.

    Due to the impact of the COVID-19 pandemic, instead of providing the standard 1-year data products, the Census Bureau released experimental estimates from the 1-year data in 2020. This includes a limited number of data tables for the nation, states, and the District of Columbia. The Census Bureau states that the 2020 ACS 1-year experimental tables use an experimental estimation methodology and should not be compared with other ACS data. For these reasons, and because data is not available for Champaign County, no data for 2020 is included in this Indicator.

    For interested data users, the 2020 ACS 1-Year Experimental data release includes a dataset on Poverty Status in the Past 12 Months by Age.

    *According to the U.S. Census Bureau document “How Poverty is Calculated in the ACS," poverty status is calculated for everyone but those in the following groups: “people living in institutional group quarters (such as prisons or nursing homes), people in military barracks, people in college dormitories, living situations without conventional housing, and unrelated individuals under 15 years old."

    METHODOLOGY NOTES (across all datasets for this indicator) The U.S. Census Bureau defines a national poverty level (or household income) that varies by household size, number of children in a household, and age of householder. The national poverty level does not vary geographically even though cost of living is different across the United States. For the Bay Area, where cost of living is high and incomes are correspondingly high, an appropriate poverty level is 200% of poverty or twice the national poverty level, consistent with what was used for past equity work at MTC and ABAG. For comparison, however, both the national and 200% poverty levels are presented.

    For Vital Signs, the poverty rate is defined as the number of people (including children) living below twice the poverty level divided by the number of people for whom poverty status is determined. Poverty rates do not include unrelated individuals below 15 years old or people who live in the following: institutionalized group quarters, college dormitories, military barracks, and situations without conventional housing. The household income definitions for poverty change each year to reflect inflation. The official poverty definition uses money income before taxes and does not include capital gains or noncash benefits (such as public housing, Medicaid, and food stamps).     For the American Community Survey datasets, 1-year data was used for region, county, and metro areas whereas 5-year rolling average data was used for city and census tract.

    To be consistent across metropolitan areas, the poverty definition for non-Bay Area metros is twice the national poverty level. Data were not adjusted for varying income and cost of living levels across the metropolitan areas.

    American Community Survey (ACS) 1-year data is used for larger geographies – Bay counties and most metropolitan area counties – while smaller geographies rely upon 5-year rolling average data due to their smaller sample sizes. Note that 2020 data uses the 5-year estimates because the ACS did not collect 1-year data for 2020.

    To be consistent across metropolitan areas, the poverty definition for non-Bay Area metros is twice the national poverty level. Data were not adjusted for varying income and cost of living levels across the metropolitan areas.

    Description

    The Census Bureau determines that a person is living in poverty when his or her total household income compared with the size and composition of the household is below the poverty threshold. The Census Bureau uses the federal government's official definition of poverty to determine the poverty threshold. Beginning in 2000, individuals were presented with the option to select one or more races. In addition, the Census asked individuals to identify their race separately from identifying their Hispanic origin. The Census has published individual tables for the races and ethnicities provided as supplemental information to the main table that does not dissaggregate by race or ethnicity. Race categories include the following - White, Black or African American, American Indian or Alaska Native, Asian, Native Hawaiian or Other Pacific Islander, Some other race, and Two or more races. We are not including specific combinations of two or more races as the counts of these combinations are small. Ethnic categories include - Hispanic or Latino and White Non-Hispanic. This data comes from the American Community Survey (ACS) 5-Year estimates, table B17001. The ACS collects these data from a sample of households on a rolling monthly basis. ACS aggregates samples into one-, three-, or five-year periods. CTdata.org generally carries the five-year datasets, as they are considered to be the most accurate, especially for geographic areas that are the size of a county or smaller.Poverty status determined is the denominator for the poverty rate.     Description

    Reporting of Aggregate Case and Death Count data was discontinued on May 11, 2023, with the expiration of the COVID-19 public health emergency declaration. Although these data will continue to be publicly available, this dataset will no longer be updated.

    The surveillance case definition for COVID-19, a nationally notifiable disease, was first described in a position statement from the Council for State and Territorial Epidemiologists, which was later revised. However, there is some variation in how jurisdictions implemented these case definitions. More information on how CDC collects COVID-19 case surveillance data can be found at FAQ: COVID-19 Data and Surveillance.

    Aggregate Data Collection Process Since the beginning of the COVID-19 pandemic, data were reported from state and local health departments through a robust process with the following steps:

    • Aggregate county-level counts were obtained indirectly, via automated overnight web collection, or directly, via a data submission process.
    • If more than one official county data source existed, CDC used a comprehensive data selection process comparing each official county data source to retrieve the highest case and death counts, unless otherwise specified by the state.
    • A CDC data team reviewed counts for congruency prior to integration and set up alerts to monitor for discrepancies in the data.
    • CDC routinely compiled these data and post the finalized information on COVID Data Tracker.
    • County level data were aggregated to obtain state- and territory- specific totals.
    • Counting of cases and deaths is based on date of report and not on the date of symptom onset. CDC calculates rates in these data by using population estimates provided by the US Census Bureau Population Estimates Program (2019 Vintage).
    • COVID-19 aggregate case and death data are organized in a time series that includes cumulative number of cases and deaths as reported by a jurisdiction on a given date. New case and death counts are calculated as the week-to-week change in cumulative counts of cases and deaths reported (i.e., newly reported cases and deaths = cumulative number of cases/deaths reported this week minus the cumulative total reported the prior week.

    This process was collaborative, with CDC and jurisdictions working together to ensure the accuracy of COVID-19 case and death numbers. County counts provided the most up-to-date numbers on cases and deaths by report date. Throughout data collection, CDC retrospectively updated counts to correct known data quality issues.

    Description This archived public use dataset focuses on the cumulative and weekly case and death rates per 100,000 persons within various sociodemographic factors across all states and their counties. All resulting data are expressed as rates calculated as the number of cases or deaths per 100,000 persons in counties meeting various classification criteria using the US Census Bureau Population Estimates Program (2019 Vintage).

    Each county within jurisdictions is classified into multiple categories for each factor. All rates in this dataset are based on classification of counties by the characteristics of their population, not individual-level factors. This applies to each of the available factors observed in this dataset. Specific factors and their corresponding categories are detailed below.

    Population-level factors Each unique population factor is detailed below. Please note that the “Classification” column describes each of the 12 factors in the dataset, including a data dictionary describing what each numeric digit means within each classification. The “Category” column uses numeric digits (2-6, depending on the factor) defined in the “Classification” column.

    Metro vs. Non-Metro – “Metro_Rural” Metro vs. Non-Metro classification type is an aggregation of the 6 National Center for Health Statistics (NCHS) Urban-Rural classifications, where “Metro” counties include Large Central Metro, Large Fringe Metro, Medium Metro, and Small Metro areas and “Non-Metro” counties include Micropolitan and Non-Core (Rural) areas. 1 – Metro, including “Large Central Metro, Large Fringe Metro, Medium Metro, and Small Metro” areas 2 – Non-Metro, including “Micropolitan, and Non-Core” areas

    Urban/rural - “NCHS_Class” Urban/rural classification type is based on the 2013 National Center for Health Statistics Urban-Rural Classification Scheme for Counties. Levels consist of:

    1 Large Central Metro
    2 Large Fringe Metro 3 Medium Metro 4 Small Metro 5 Micropolitan 6 Non-Core (Rural)

    American Community Survey (ACS) data were used to classify counties based on their age, race/ethnicity, household size, poverty level, and health insurance status distributions. Cut points were generated by using tertiles and categorized as High, Moderate, and Low percentages. The classification “Percent non-Hispanic, Native Hawaiian/Pacific Islander” is only available for “Hawaii” due to low numbers in this category for other available locations. This limitation also applies to other race/ethnicity categories within certain jurisdictions, where 0 counties fall into the certain category. The cut points for each ACS category are further detailed below:

    METHODOLOGY NOTES (across all datasets for this indicator) The U.S. Census Bureau defines a national poverty level (or household income) that varies by household size, number of children in a household, and age of householder. The national poverty level does not vary geographically even though cost of living is different across the United States. For the Bay Area, where cost of living is high and incomes are correspondingly high, an appropriate poverty level is 200% of poverty or twice the national poverty level, consistent with what was used for past equity work at MTC and ABAG. For comparison, however, both the national and 200% poverty levels are presented.

    For Vital Signs, the poverty rate is defined as the number of people (including children) living below twice the poverty level divided by the number of people for whom poverty status is determined. Poverty rates do not include unrelated individuals below 15 years old or people who live in the following: institutionalized group quarters, college dormitories, military barracks, and situations without conventional housing. The household income definitions for poverty change each year to reflect inflation. The official poverty definition uses money income before taxes and does not include capital gains or noncash benefits (such as public housing, Medicaid, and food stamps).     For the American Community Survey datasets, 1-year data was used for region, county, and metro areas whereas 5-year rolling average data was used for city and census tract.

    To be consistent across metropolitan areas, the poverty definition for non-Bay Area metros is twice the national poverty level. Data were not adjusted for varying income and cost of living levels across the metropolitan areas.

    This dataset contains information on antibody testing for COVID-19: the number of people who received a test, the number of people with positive results, the percentage of people tested who tested positive, and the rate of testing per 100,000 people, stratified by ZIP Code Tabulation Area (ZCTA) neighborhood poverty group. These data can also be accessed here: https://github.com/nychealth/coronavirus-data/blob/master/totals/antibody-by-poverty.csv Exposure to COVID-19 can be detected by measuring antibodies to the disease in a person’s blood, which can indicate that a person may have had an immune response to the virus. Antibodies are proteins produced by the body’s immune system that can be found in the blood. People can test positive for antibodies after they have been exposed, sometimes when they no longer test positive for the virus itself. It is important to note that the science around COVID-19 antibody tests is evolving rapidly and there is still much uncertainty about what individual antibody test results mean for a single person and what population-level antibody test results mean for understanding the epidemiology of COVID-19 at a population level. These data only provide information on people tested. People receiving an antibody test do not reflect all people in New York City; therefore, these data may not reflect antibody prevalence among all New Yorkers. Increasing instances of screening programs further impact the generalizability of these data, as screening programs influence who and how many people are tested over time. Examples of screening programs in NYC include: employers screening their workers (e.g., hospitals), and long-term care facilities screening their residents. In addition, there may be potential biases toward people receiving an antibody test who have a positive result because people who were previously ill are preferentially seeking testing, in addition to the testing of persons with higher exposure (e.g., health care workers, first responders.) Neighborhood-level poverty groups were classified in a manner consistent with Health Department practices to describe and monitor disparities in health in NYC. Neighborhood poverty measures are defined as the percentage of people earning below the Federal Poverty Threshold (FPT) within a ZCTA. The standard cut-points for defining categories of neighborhood-level poverty in NYC are: • Low: <10% of residents in ZCTA living below the FPT • Medium: 10% to <20% • High: 20% to <30% • Very high: ≥30% residents living below the FPT The ZCTAs used for classification reflect the first non-missing address within NYC for each person reported with an antibody test result. Rates were calculated using interpolated intercensal population estimates updated in 2019. These rates differ from previously reported rates based on the 2000 Census or previous versions of population estimates. The Health Department produced these population estimates based on estimates from the U.S. Census Bureau and NYC Department of City Planning. Rates for poverty were calculated using direct standardization for age at diagnosis and weighting by the US 2000 standard population. Antibody tests are categorized based on the date of specimen collection and are aggregated by full weeks starting each Sunday and ending on Saturday. For example, a person whose blood was collected for antibody testing on Wednesday, May 6 would be categorized as tested during the week ending May 9. A person tested twice in one week would only be counted once in that week. This dataset includes testing data beginning April 5, 2020. Data are updated daily, and the dataset preserves historical records and source data changes, so each extract date reflects the current copy of the data as of that date. For example, an extract date of 11/04/2020 and extract date of 11/03/2020 will both contain all records as they were as of that extract date.     In 2025, nearly 11.7 percent of the world population in extreme poverty, with the poverty threshold at 2.15 U.S. dollars a day, lived in Nigeria. Moreover, the Democratic Republic of the Congo accounted for around 11.7 percent of the global population in extreme poverty. Other African nations with a large poor population were Tanzania, Mozambique, and Madagascar. Poverty levels remain high despite the forecast decline Poverty is a widespread issue across Africa. Around 429 million people on the continent were living below the extreme poverty line of 2.15 U.S. dollars a day in 2024. Since the continent had approximately 1.4 billion inhabitants, roughly a third of Africa’s population was in extreme poverty that year. Mozambique, Malawi, Central African Republic, and Niger had Africa’s highest extreme poverty rates based on the 2.15 U.S. dollars per day extreme poverty indicator (updated from 1.90 U.S. dollars in September 2022). Although the levels of poverty on the continent are forecast to decrease in the coming years, Africa will remain the poorest region compared to the rest of the world. Prevalence of poverty and malnutrition across Africa Multiple factors are linked to increased poverty. Regions with critical situations of employment, education, health, nutrition, war, and conflict usually have larger poor populations. Consequently, poverty tends to be more prevalent in least-developed and developing countries worldwide. For similar reasons, rural households also face higher poverty levels. In 2024, the extreme poverty rate in Africa stood at around 45 percent among the rural population, compared to seven percent in urban areas. Together with poverty, malnutrition is also widespread in Africa. Limited access to food leads to low health conditions, increasing the poverty risk. At the same time, poverty can determine inadequate nutrition. Almost 38.3 percent of the global undernourished population lived in Africa in 2022.

    How Poverty is Calculated in the ACS

    Poverty statistics presented in ACS reports and tables adhere to the standards specified by the Office of Management and Budget in Statistical Policy Directive 14. The Census Bureau uses a set of dollar value thresholds that vary by family size and composition to determine who is in poverty. Further, poverty thresholds for people living alone or with nonrelatives (unrelated individuals) and two-person families vary by age (under 65 years or 65 years and older).

    If a family’s total income is less than the dollar value of the appropriate threshold, then that family and every individual in it are considered to be in poverty. Similarly, if an unrelated individual’s total income is less than the appropriate threshold, then that individual is considered to be in poverty. The poverty thresholds do not vary geographically. They are updated annually to allow for changes in the cost of living (inflation factor) using the Consumer Price Index (CPI).

    Poverty status was determined for all people except institutionalized people, people in military group quarters, people in college dormitories, and unrelated individuals under 15 years old. These groups were excluded from the numerator and denominator when calculating poverty rates.

    Since the ACS is a continuous survey, people respond throughout the year. Because the income items specify a period covering the last 12 months, the appropriate poverty thresholds are determined by multiplying the base-year poverty thresholds (1982) by the monthly inflation factor based on the 12 monthly CPIs and the base-year CPI.     The American Community Survey (ACS) Public Use Microdata Sample (PUMS) contains a sample of responses to the ACS.     The Low- to Moderate-Income (LMI) New York State (NYS) Census Population Analysis dataset is resultant from the LMI market database designed by APPRISE as part of the NYSERDA LMI Market Characterization Study (https://www.nyserda.ny.gov/lmi-tool). All data are derived from the U.S. Census Bureau’s American Community Survey (ACS) 1-year Public Use Microdata Sample (PUMS) files for 2013, 2014, and 2015.

The ACS PUMS dataset includes variables for nearly every question on the survey, as well as many new variables that were derived after the fact from multiple survey responses (such as poverty status). Each record in the file represents a single person, or, in the household-level dataset, a single housing unit. In the person-level file, individuals are organized into households, making possible the study of people within the contexts of their families and other household members. Individuals living in Group Quarters, such as nursing facilities or college facilities, are also included on the person file. ACS PUMS data are available at the nation, state, and Public Use Microdata Area (PUMA) levels. PUMAs are special non-overlapping areas that partition each state into contiguous geographic units containing roughly 100,000 people each. ACS PUMS files for an individual year, such as 2022, contain data on approximately one percent of the United States population.

In 2023, the around 11.1 percent of the population was living below the national poverty line in the United States. Poverty in the United StatesAs shown in the statistic above, the poverty rate among all people living in the United States has shifted within the last 15 years. The United Nations Educational, Scientific and Cultural Organization (UNESCO) defines poverty as follows: “Absolute poverty measures poverty in relation to the amount of money necessary to meet basic needs such as food, clothing, and shelter. The concept of absolute poverty is not concerned with broader quality of life issues or with the overall level of inequality in society.” The poverty rate in the United States varies widely across different ethnic groups. American Indians and Alaska Natives are the ethnic group with the most people living in poverty in 2022, with about 25 percent of the population earning an income below the poverty line. In comparison to that, only 8.6 percent of the White (non-Hispanic) population and the Asian population were living below the poverty line in 2022. Children are one of the most poverty endangered population groups in the U.S. between 1990 and 2022. Child poverty peaked in 1993 with 22.7 percent of children living in poverty in that year in the United States. Between 2000 and 2010, the child poverty rate in the United States was increasing every year; however,this rate was down to 15 percent in 2022. The number of people living in poverty in the U.S. varies from state to state. Compared to California, where about 4.44 million people were living in poverty in 2022, the state of Minnesota had about 429,000 people living in poverty.
