Abstract

The Afrobarometer is a comparative series of public attitude surveys that assess African citizen's attitudes to democracy and governance, markets, and civil society, among other topics. The surveys have been undertaken at periodic intervals since 1999. The Afrobarometer's coverage has increased over time. Round 1 (1999-2001) initially covered 7 countries and was later extended to 12 countries. Round 2 (2002-2004) surveyed citizens in 16 countries. Round 3 (2005-2006) 18 countries, Round 4 (2008) 20 countries, Round 5 (2011-2013) 34 countries, Round 6 (2014-2015) 36 countries, Round 7 (2016-2018) 34 countries, Round 8 (2019-2021), and Round 9 (2021-2023). The survey covers about 40 countries in Round 10.

Afrobarometer uses national probability samples designed to meet the following criteria. Samples are designed to generate a sample that is a representative cross-section of all citizens of voting age in a given country. The goal is to give every adult citizen an equal and known chance of being selected for an interview. They achieve this by:

• using random selection methods at every stage of sampling; • sampling at all stages with probability proportionate to population size wherever possible to ensure that larger (i.e., more populated) geographic units have a proportionally greater probability of being chosen into the sample.

The sampling universe normally includes all citizens age 18 and older. As a standard practice, we exclude people living in institutionalized settings, such as students in dormitories, patients in hospitals, and persons in prisons or nursing homes. Occasionally, we must also exclude people living in areas determined to be inaccessible due to conflict or insecurity. Any such exclusion is noted in the technical information report (TIR) that accompanies each data set.

Sample size and design Samples usually include either 1,200 or 2,400 cases. A randomly selected sample of n=1200 cases allows inferences to national adult populations with a margin of sampling error of no more than +/-2.8% with a confidence level of 95 percent. With a sample size of n=2400, the margin of error decreases to +/-2.0% at 95 percent confidence level.

The sample design is a clustered, stratified, multi-stage, area probability sample. Specifically, we first stratify the sample according to the main sub-national unit of government (state, province, region, etc.) and by urban or rural location.

Area stratification reduces the likelihood that distinctive ethnic or language groups are left out of the sample. Afrobarometer occasionally purposely oversamples certain populations that are politically significant within a country to ensure that the size of the sub-sample is large enough to be analysed. Any oversamples is noted in the TIR.

Sample stages Samples are drawn in either four or five stages:

Stage 1: In rural areas only, the first stage is to draw secondary sampling units (SSUs). SSUs are not used in urban areas, and in some countries they are not used in rural areas. See the TIR that accompanies each data set for specific details on the sample in any given country. Stage 2: We randomly select primary sampling units (PSU). Stage 3: We then randomly select sampling start points. Stage 4: Interviewers then randomly select households. Stage 5: Within the household, the interviewer randomly selects an individual respondent. Each interviewer alternates in each household between interviewing a man and interviewing a woman to ensure gender balance in the sample.

Abstract

Since 2018, the Listening to the Citizens of Uzbekistan Survey (L2CU) has been implemented by the World Bank with the support of the UK Government. Around 1,500 households across the country regularly participate in the phone survey that is carried out every month. The L2CU collects information on public’s perception of overall socio-economic conditions and policy reforms, migration, employment, access to public service, household income, savings, food security, and coping mechanisms. That helps to inform the Government’s crucial decision-making for delivering essential social and economic reforms, implementing poverty reduction initiatives, and improving the well-being of citizens.

Sampling procedure

The sample of the L2CU is a subsample of the 2018 baseline survey. The 2018 baseline survey was conducted face-to-face interviews with a nationally and urban/rural representative sample of 4,000 households from 200 PSU (mahallas – lowest administrative unit) in Uzbekistan. The baseline survey took the two-stage sampling approach, and the sample was stratified for all 14 regions, taking into consideration settlement type (urban and rural) within each region, except for Tashkent city which fully refers to urban area. As a result, 27 strata were formed where 1 stratum was dedicated to Tashkent city and 26 strata to 13 regions. In the first stage, 200 PSU were selected with probability proportion to the population size of 27 strata and in the second stage, 20 households are randomly selected in each PSU. In the baseline, households were asked to provide phone number of their most knowledgeable member for future contact during short phone interviews (CATI - Computer Assisted Telephone Interview).

After completion of the 2018 baseline survey, L2CU monthly interviewers began regularly calling a randomly selected panel of 1,500 households over the phone to conduct short interviews, following a set monthly schedule agreed to by the participating household. For the phone L2CU survey, 7-8 households are randomly selected in each of 200 clusters in the Baseline.

To ensure that non-response in the first round (and attrition in subsequent rounds) did not affect the required sample size for survey representativeness, households that refused to participate were replaced with other households drawn from the same PSU in the baseline data.

The sample of the L2KGZ is a subsample of the 2021 baseline survey. The 2021 baseline survey was conducted face-to-face interviews with a nationally and urban/rural representative sample of 4,000 households from 200 PSU by random walk method. The PSU for the L2KGZ baseline survey were villages (ayyils) for rural areas, as well as streets for urban areas, which was the lowest-level of administrative unit in Kyrgyz Republic.

The sample was distributed nationally in the Kyrgyz Republic using a standard 2-stage approach wherein stratification ensured sufficient sample distribution by region and rural/urban areas. Clusters were randomly selected proportionate to size, and households randomly selected within each cluster.

The sampling plan of L2KGZ is represented at the national, regional (oblast), and urban/rural levels and based on official population data prepared and published by the National Statistical Committee of the Kyrgyz Republic (NSC). The sample was grouped into primary sampling units (PSUs), which are geographical areas - region and rural/urban areas. The consulting firm conducted 20 interviews in each PSU. Overall, the 200 PSUs sampled were divided according to the population size of each region, urban and rural areas. Then within each urban and rural area, each PSU was randomly selected with a probability proportional to size (PPS). In the baseline, households were asked to provide phone number of their most knowledgeable member for future contact during short phone interviews (CATI - Computer Assisted Telephone Interview).

After completion of the 2021 baseline survey, L2KGZ monthly interviewers began regularly calling a randomly selected panel of 1,500 households over the phone to conduct short interviews, following a set monthly schedule agreed to by the participating household. Selection was conducted on the basis of the design for the baseline survey: either 5 or 6 households were selected in each PSU. This design ensured that the geographic spread of participants remained as dispersed as in the baseline survey, and minimized the intracluster correlation of respondent characteristics to the best extent possible.

In 2019, there were approximately 302,020 British citizens living in Spain, with a further 293,061 in Ireland and 176,672 in France. By comparison, there were only 604 British people living in Slovenia, the fewest of any European Union member state. As a member of the European Union, British citizens had the right to live and work in any EU member state. Although these rights were lost for most British citizens after the UK left the EU in 2020, Britons already living in EU states were able to largely retain their previous rights of residence. EU citizens living in the UK EU citizens living in the UK face the same dilemma that British nationals did regarding their legal status after Brexit. In the same year, there were 902,000 Polish citizens, 404,000 Romanians, and 322,000 people from the Republic of Ireland living in the UK in that year, along with almost two million EU citizens from the other 24 EU member states. To retain their rights after Brexit, EU citizens living in the UK were able to apply for the EU settlement scheme. Is support for Brexit waning in 2024? As of 2025, the share of people in the UK who think leaving the EU was the wrong decision stood at 56 percent, compared with 31 percent who think it was the correct choice. In general, support for Brexit has declined since April 2021, when 46 percent of people supported Brexit, compared with 43 percent who regretted it. What people think Britain's relationship with the EU should be is, however, still unclear. A survey from November 2023 indicated that just 31 percent thought the UK should rejoin the EU, with a further 11 percent supporting rejoining the single market but not the EU. Only ten percent of respondents were satisfied with the current relationship, while nine percent wished to reduce ties even further.
