This poverty rate data shows what percentage of the measured population* falls below the poverty line. Poverty is closely related to income: different “poverty thresholds” are in place for different sizes and types of household. A family or individual is considered to be below the poverty line if that family or individual’s income falls below their relevant poverty threshold. The poverty rate is an important piece of information when evaluating an area’s economic health and well-being. The poverty rate can also be illustrative when considered in the contexts of other indicators and categories. As a piece of data, it is too important and too useful to omit from any indicator set.
The poverty rate for all individuals in the measured population in Champaign County has hovered around roughly 20% since 2005. However, it reached its lowest rate in 2021 at 14.9%, and its second lowest rate in 2023 at 16.3%. Although the American Community Survey (ACS) data shows fluctuations between years, given their margins of error, none of the differences between consecutive years’ estimates are statistically significant, making it impossible to identify a trend.
Poverty rate data was sourced from the U.S. Census Bureau’s American Community Survey 1-Year Estimates, which are released annually.
As with any datasets that are estimates rather than exact counts, it is important to take into account the margins of error (listed in the column beside each figure) when drawing conclusions from the data.
Due to the impact of the COVID-19 pandemic, instead of providing the standard 1-year data products, the Census Bureau released experimental estimates from the 1-year data in 2020. This includes a limited number of data tables for the nation, states, and the District of Columbia. The Census Bureau states that the 2020 ACS 1-year experimental tables use an experimental estimation methodology and should not be compared with other ACS data. For these reasons, and because data is not available for Champaign County, no data for 2020 is included in this Indicator.
For interested data users, the 2020 ACS 1-Year Experimental data release includes a dataset on Poverty Status in the Past 12 Months by Age.

The Census Bureau determines that a person is living in poverty when his or her total household income compared with the size and composition of the household is below the poverty threshold. The Census Bureau uses the federal government's official definition of poverty to determine the poverty threshold. Beginning in 2000, individuals were presented with the option to select one or more races. In addition, the Census asked individuals to identify their race separately from identifying their Hispanic origin. The Census has published individual tables for the races and ethnicities provided as supplemental information to the main table that does not dissaggregate by race or ethnicity. Race categories include the following - White, Black or African American, American Indian or Alaska Native, Asian, Native Hawaiian or Other Pacific Islander, Some other race, and Two or more races. We are not including specific combinations of two or more races as the counts of these combinations are small. Ethnic categories include - Hispanic or Latino and White Non-Hispanic. This data comes from the American Community Survey (ACS) 5-Year estimates, table B17001. The ACS collects these data from a sample of households on a rolling monthly basis. ACS aggregates samples into one-, three-, or five-year periods. In 2023, 17.9 percent of Black people living in the United States were living below the poverty line, compared to 7.7 percent of white people. That year, the total poverty rate in the U.S. across all races and ethnicities was 11.1 percent. However, the United States' poverty rate has been fluctuating since 1990, but has been decreasing since 2014. The average median household income in the U.S. has remained somewhat consistent since 1990, but has recently increased since 2014 until a slight decrease in 2020, potentially due to the pandemic. The state that had the highest number of people living below the poverty line in 2020 was California.
This dataset uses U.S. Census table B17020 - Poverty Status by Age The data shows the number of people per locality, the overall number of people living below the poverty level per locality, and then the number of people under age 18 living below the poverty level per locality. This last data element is broken down into three segments - aged <6 years, 6-11 years, and 12-17 years, which when added together equal the total number of children under age 18 living below the poverty level per locality.

Out of all OECD countries, Cost Rica had the highest poverty rate as of 2022, at over 20 percent. The country with the second highest poverty rate was the United States, with 18 percent. On the other end of the scale, Czechia had the lowest poverty rate at 6.4 percent, followed by Denmark.

This dataset contains information on antibody testing for COVID-19: the number of people who received a test, the number of people with positive results, the percentage of people tested who tested positive, and the rate of testing per 100,000 people, stratified by ZIP Code Tabulation Area (ZCTA) neighborhood poverty group. These data can also be accessed here: https://github.com/nychealth/coronavirus-data/blob/master/totals/antibody-by-poverty.csv Exposure to COVID-19 can be detected by measuring antibodies to the disease in a person’s blood, which can indicate that a person may have had an immune response to the virus. Antibodies are proteins produced by the body’s immune system that can be found in the blood. People can test positive for antibodies after they have been exposed, sometimes when they no longer test positive for the virus itself. It is important to note that the science around COVID-19 antibody tests is evolving rapidly and there is still much uncertainty about what individual antibody test results mean for a single person and what population-level antibody test results mean for understanding the epidemiology of COVID-19 at a population level. These data only provide information on people tested. People receiving an antibody test do not reflect all people in New York City; therefore, these data may not reflect antibody prevalence among all New Yorkers. Increasing instances of screening programs further impact the generalizability of these data, as screening programs influence who and how many people are tested over time. Examples of screening programs in NYC include: employers screening their workers (e.g., hospitals), and long-term care facilities screening their residents. In addition, there may be potential biases toward people receiving an antibody test who have a positive result because people who were previously ill are preferentially seeking testing, in addition to the testing of persons with higher exposure (e.g., health care workers, first responders.) Neighborhood-level poverty groups were classified in a manner consistent with Health Department practices to describe and monitor disparities in health in NYC. Neighborhood poverty measures are defined as the percentage of people earning below the Federal Poverty Threshold (FPT) within a ZCTA. The standard cut-points for defining categories of neighborhood-level poverty in NYC are: • Low: <10% of residents in ZCTA living below the FPT • Medium: 10% to <20% • High: 20% to <30% • Very high: ≥30% residents living below the FPT The ZCTAs used for classification reflect the first non-missing address within NYC for each person reported with an antibody test result. Rates were calculated using interpolated intercensal population estimates updated in 2019. These rates differ from previously reported rates based on the 2000 Census or previous versions of population estimates. The Health Department produced these population estimates based on estimates from the U.S. Census Bureau and NYC Department of City Planning. Rates for poverty were calculated using direct standardization for age at diagnosis and weighting by the US 2000 standard population. Antibody tests are categorized based on the date of specimen collection and are aggregated by full weeks starting each Sunday and ending on Saturday. For example, a person whose blood was collected for antibody testing on Wednesday, May 6 would be categorized as tested during the week ending May 9. A person tested twice in one week would only be counted once in that week. This dataset includes testing data beginning April 5, 2020. Data are updated daily, and the dataset preserves historical records and source data changes, so each extract date reflects the current copy of the data as of that date. For example, an extract date of 11/04/2020 and extract date of 11/03/2020 will both contain all records as they were as of that extract date. Without filtering or grouping by extract date, an analysis will almost certain

How Poverty is Calculated in the ACS
Poverty statistics presented in ACS reports and tables adhere to the standards specified by the Office of Management and Budget in Statistical Policy Directive 14. The Census Bureau uses a set of dollar value thresholds that vary by family size and composition to determine who is in poverty. Further, poverty thresholds for people living alone or with nonrelatives (unrelated individuals) and two-person families vary by age (under 65 years or 65 years and older).
If a family’s total income is less than the dollar value of the appropriate threshold, then that family and every individual in it are considered to be in poverty. Similarly, if an unrelated individual’s total income is less than the appropriate threshold, then that individual is considered to be in poverty. The poverty thresholds do not vary geographically. They are updated annually to allow for changes in the cost of living (inflation factor) using the Consumer Price Index (CPI).
Poverty status was determined for all people except institutionalized people, people in military group quarters, people in college dormitories, and unrelated individuals under 15 years old. These groups were excluded from the numerator and denominator when calculating poverty rates.
Since the ACS is a continuous survey, people respond throughout the year. Because the income items specify a period covering the last 12 months, the appropriate poverty thresholds are determined by multiplying the base-year poverty thresholds (1982) by the monthly inflation factor based on the 12 monthly CPIs and the base-year CPI. A broad and generalized selection of 2011-2015 US Census Bureau 2015 5-year American Community Survey poverty data estimates, obtained via Census API and joined to the appropriate geometry (in this case, New Mexico Census tracts). The selection is not comprehensive, but allows a first-level characterization of populations living below the poverty level, as grouped by age, sex, education, workforce status, and nativity. The ACS combines population or housing data from multiple years to produce reliable numbers for small counties, neighborhoods, and other local areas. To provide information for communities each year, the ACS provides 1-, 3-, and 5-year estimates. ACS 5-year estimates (multiyear estimates) are “period” estimates that represent data collected over a 60-month period of time (as opposed to “point-in-time” estimates, such as the decennial census, that approximate the characteristics of an area on a specific date). ACS data are released in the year immediately following the year in which they are collected. ACS estimates based on data collected from 2009–2014 should not be called “2009” or “2014” estimates. Multiyear estimates should be labeled to indicate clearly the full period of time. While the ACS contains margin of error (MOE) information, this dataset does not. Those individuals requiring more complete data are directed to download the more detailed datasets from the ACS American FactFinder website. This dataset is organized by Census tract boundaries in New Mexico. Census tracts are small, relatively permanent statistical subdivisions of a county or equivalent entity, and were defined by local participants as part of the 2010 Census Participant Statistical Areas Program. The primary purpose of census tracts is to provide a stable set of geographic units for the presentation of census data and comparison back to previous decennial censuses. Census tracts generally have a population size between 1,200 and 8,000 people, with an optimum size of 4,000 people. State and county boundaries always are census tract boundaries in the standard census geographic hierarchy. In a few rare instances, a census tract may consist of noncontiguous areas. These noncontiguous areas may occur where the census tracts are coextensive with all or parts of legal entities that are themselves noncontiguous. For the 2010 Census, the census tract code range of 9400 through 9499 was enforced for census tracts that include a majority American Indian population according to Census 2000 data and/or their area was primarily covered by federally recognized American Indian reservations and/or off-reservation trust lands; the code range 9800 through 9899 was enforced for those census tracts that contained little or no population and represented a relatively large special land use area such as a National Park, military installation, or a business/industrial park; and the code range 9900 through 9998 was enforced for those census tracts that contained only water area, no land area.

Social vulnerability is defined as the disproportionate susceptibility of some social groups to the impacts of hazards, including death, injury, loss, or disruption of livelihood. In this dataset from Climate Ready Boston, groups identified as being more vulnerable are older adults, children, people of color, people with limited English proficiency, people with low or no incomes, people with disabilities, and people with medical illnesses. For example, residents without televisions, computers, or data-driven mobile phones may face challenges getting news about hazards or recovery resources. Renters may have trouble finding and paying deposits for replacement housing if their residence is impacted by flooding. Homeowners may be less able to afford insurance that will cover flood damage. Having low or no income can create difficulty evacuating in a disaster event because of a higher reliance on public transportation. If unable to evacuate, residents may be more at risk without supplies to stay in their homes for an extended period of time. Climate events can interrupt access to normal sources of healthcare and even life-sustaining medication. Special planning is required for people experiencing medical illness. For example, people dependent on dialysis will have different evacuation and care needs than other Boston residents in a climate event.Data source: Medical illness is a proxy measure which is based on EASI data accessed through Simply Map. Health data at the local level in Massachusetts is not available beyond zip codes. EASI modeled the health statistics for the U.S. population based upon age, sex, and race probabilities using U.S. Census Bureau data. The probabilities are modeled against the census and current year and five year forecasts. Medical illness is the sum of asthma in children, asthma in adults, heart disease, emphysema, bronchitis, cancer, diabetes, kidney disease, and liver disease. A limitation is that these numbers may be over-counted as the result of people potentially having more than one medical illness. Therefore, the analysis may have greater numbers of people with medical illness within census tracts than actually present. This web map displays data from the voter registration database as the percent of registered voters by census tract in King County, Washington. The data for this web map is compiled from King County Elections voter registration data for the years 2013-2019. The total number of registered voters is based on the geo-location of the voter's registered address at the time of the general election for each year. The eligible voting population, age 18 and over, is based on the estimated population increase from the US Census Bureau and the Washington Office of Financial Management and was calculated as a projected 6 percent population increase for the years 2010-2013, 7 percent population increase for the years 2010-2014, 9 percent population increase for the years 2010-2015, 11 percent population increase for the years 2010-2016 & 2017, 14 percent population increase for the years 2010-2018 and 17 percent population increase for the years 2010-2019. The total population 18 and over in 2010 was 1,517,747 in King County, Washington. The percentage of registered voters represents the number of people who are registered to vote as compared to the eligible voting population, age 18 and over. The voter registration data by census tract was grouped into six percentage range estimates: 50% or below, 51-60%, 61-70%, 71-80%, 81-90% and 91% or above with an overall 84 percent registration rate. In the map the lighter colors represent a relatively low percentage range of voter registration and the darker colors represent a relatively high percentage range of voter registration. The 2019 General Election Voter Turnout layer is voter turnout data by historical precinct boundaries for the corresponding year. The data is grouped into six percentage ranges: 0-30%, 31-40%, 41-50% 51-60%, 61-70%, and 71-100%. The lighter colors represent lower turnout and the darker colors represent higher turnout. The King County Demographics Layer is census data for language, income, poverty, race and ethnicity at the census tract level and is based on the 2010-2014 American Community Survey 5 year Average provided by the United States Census Bureau. Since the data is based on a survey, they are considered to be estimates and should be used with that understanding. The demographic data sets were developed and are maintained by King County Staff to support the King County Equity and Social Justice program. King County has nearly 1.3 million registered voters and is the largest jurisdiction in the United States to conduct all elections by mail. Over 42 percent of Argentine households located in large metropolitan areas were found to live under the poverty line in the first half of 2023, 12.9 percentage points more in comparison to the same period a year earlier. When compared to the first semester of 2018, the share of urban households living under the poverty line in the South American country rose over 20 percentage points. According to the latest data available, 2.54 percent of the Argentinian population is living on less than 3.65 U.S. dollars per day.
This poverty rate data shows what percentage of the measured population* falls below the poverty line. Poverty is closely related to income: different “poverty thresholds” are in place for different sizes and types of household. A family or individual is considered to be below the poverty line if that family or individual’s income falls below their relevant poverty threshold. The poverty rate is an important piece of information when evaluating an area’s economic health and well-being. The poverty rate can also be illustrative when considered in the contexts of other indicators and categories. As a piece of data, it is too important and too useful to omit from any indicator set.
The poverty rate for all individuals in the measured population in Champaign County has hovered around roughly 20% since 2005. However, it reached its lowest rate in 2021 at 14.9%, and its second lowest rate in 2023 at 16.3%. Although the American Community Survey (ACS) data shows fluctuations between years, given their margins of error, none of the differences between consecutive years’ estimates are statistically significant, making it impossible to identify a trend.
Poverty rate data was sourced from the U.S. Census Bureau’s American Community Survey 1-Year Estimates, which are released annually.
As with any datasets that are estimates rather than exact counts, it is important to take into account the margins of error (listed in the column beside each figure) when drawing conclusions from the data.
Due to the impact of the COVID-19 pandemic, instead of providing the standard 1-year data products, the Census Bureau released experimental estimates from the 1-year data in 2020. This includes a limited number of data tables for the nation, states, and the District of Columbia. The Census Bureau states that the 2020 ACS 1-year experimental tables use an experimental estimation methodology and should not be compared with other ACS data. For these reasons, and because data is not available for Champaign County, no data for 2020 is included in this Indicator.
For interested data users, the 2020 ACS 1-Year Experimental data release includes a dataset on Poverty Status in the Past 12 Months by Age.
*According to the U.S. Census Bureau document “How Poverty is Calculated in the ACS," poverty status is calculated for everyone but those in the following groups: “people living in institutional group quarters (such as prisons or nursing homes), people in military barracks, people in college dormitories, living situations without conventional housing, and unrelated individuals under 15 years old."
