    Housing affordability is a major concern for many Los Angeles County residents. Housing constitutes the single largest monthly expense for most people. Renters are more susceptible than homeowners to high housing costs, especially if they live in a community without rent control or other tenant protection policies. Compared to homeowners, renters are also more likely to experience housing burden or housing instability and have a higher risk for homelessness.For more information about the Community Health Profiles Data Initiative, please see the initiative homepage.

    Severe housing burden is defined as spending 50% or more of monthly household income on housing. A small number of households without housing cost or income data were excluded from analyses.Given the high cost of housing in Los Angeles County, many residents spend a sizable portion of their incomes on housing every month. Severe housing burden disproportionately affects low-income individuals, renters, and communities of color. Severe housing burden can negatively impact health by forcing individuals and families into low quality or unsafe housing, by causing significant stress, and by limiting the amount of money people have available to spend on other life necessities, such as food or healthcare.     Restrictive Covenants (RC) are language in the original document that contains an unlawful restriction based on age, race, color, religion, sex, gender, gender identity, gender expression, sexual orientation, marital status, national origin, ancestry, familial status, source of income, disability, veteran or military status, or genetic information. They became common after 1926 when the U.S. Supreme Court validated their use. The restrictions were an enforceable contract and an owner who violated them risked forfeiting the property. In 1968, Congress passed the Housing Rights Act, finally outlawing discrimination based on race or ethnicity in the sale or rental of housing.

ESB Connections data series are based on the number of new dwellings connected by ESB Networks to the electricity supply and may not accord precisely with local authority boundaries. These represent the number of homes completed and available, and do not reflect any work-in progress. Direct comparisons cannot be made with 2006, as those figures included some units built in 2005. ESB Networks have indicated that there was a higher backlog in work-in-progress in 2005 than usual ( estimated as being in the region of 5,000 units). This backlog was cleared through the connection of an additional 2,000 houses in Quarter 1 2006 and 3,000 houses in Quarter 2 2006. Due to circumstances beyond the Department's control it has not been possible to obtain a separate set of figures for the first two quarters of 2005. Direct comparisons cannot be made between pre 2009 and post 2010 data onwards. Up to 2010, completions relating to long term voids and demountables were included as new build completions. The most current data is published on these sheets. Previously published data may be subject to revision. Any change from the originally published data will be highlighted by a comment on the cell in question. Description

Housing affordability is a major concern for many Los Angeles County residents. Housing constitutes the single largest monthly expense for most people. Renters are more susceptible than homeowners to high housing costs, especially if they live in a community without rent control or other tenant protection policies. Compared to homeowners, renters are also more likely to experience housing burden or housing instability and have a higher risk for homelessness.For more information about the Community Health Profiles Data Initiative, please see the initiative homepage.
