    Description

During the school year, many children receive free and reduced-price breakfast and lunch through the School Breakfast and National School Lunch Programs. What happens when school lets out? Hunger is one of the most severe roadblocks to the learning process. Lack of nutrition during the summer months may set up a cycle for poor performance once school begins again. Hunger also may make children more prone to illness and other health issues. The Summer Food Service Program is designed to fill that nutrition gap and make sure children can get the nutritious meals they need. This data set contains information on summer food service participation, meals served and cash payments provided by state.

    Description

This data provides historical summaries of total participation and meals served as part of the USDA's Food and Nutrition Service (FNS) School Breakfast Program. The summary data begins in 1969, the year that FNS was established to administer USDA's nutrition assistance program. The School Breakfast Program is a federally assisted meal program operating in public and nonprofit private schools and residential child care institutions. It began as a pilot project in 1966, and was made permanent in 1975. The School Breakfast Program is administered at the Federal level by the Food and Nutrition Service. At the State level, the program is usually administered by State education agencies, which operate the program through agreements with local school food authorities in more than 89,000 schools and institutions. School districts and independent schools that choose to take part in the breakfast program receive cash subsidies from the USDA for each meal they serve. In return, they must serve breakfasts that meet Federal requirements, and they must offer free or reduced price breakfasts to eligible children. Any child at a participating school may purchase a meal through the School Breakfast Program. Children from families with incomes at or below 130 percent of the Federal poverty level are eligible for free meals. Those with incomes between 130 percent and 185 percent of the poverty level are eligible for reduced-price meals. Help us provide the most useful data by completing our ODP User Feedback Survey for School Nutrition Data About the Dataset This dataset serves as source data for the Texas Department of Agriculture Food and Nutrition Meal Served Dashboard. Data is based on the School Nutrition Program (SNP) Meal Reimbursement and All Summer Sites (SFSP and SSO) Meal Count datasets currently published on the Texas Open Data Portal. For the purposes of dashboard reporting, summer meal program meals served during the school year include SFSP and SSO meals served September 2021 through May 2022. The School Nutrition Program meals are reported by program year which runs July 1 through June 30. In March 2020, USDA began allowing flexibility in nutrition assistance program policies in order to support continued meal access should the coronavirus pandemic (COVID-19) impact meal service operation. Flexibilities were extended into the 2021-2022 program year and allowed School Nutrition Programs to operate Seamless Summer Option through the 2021-2022 school year. For more information on the policies implemented for this purpose, please visit our website at SquareMeals.org. An overview of all SNP data available on the Texas Open Data Portal can be found at our TDA Data Overview - School Nutrition Programs page. Description

Description: The demonstration of Direct Certification with Medicaid for Free and Reduced-Price Meals (DCM-F/RP) allows authorized States and school districts to use information from Medicaid to identify students eligible to receive meals under the National School Lunch Program (NSLP) and School Breakfast Program (SBP) for free or at a reduced price. District-level administrative records data on certification and NSLP and SBP participation were collected to evaluate the demonstration. The analysis sample includes 5,966 public, private, and charter school districts in the 15 States participating in the DCM-F/RP demonstration in school year (SY) 2019-20.Study date(s) and duration: Data were collected from each State child nutrition agency for SY 2019–2020, a baseline year, and any years in between (if applicable). States started the demonstration in different years, so the baseline year is the year before the demonstration began in that state: SY 2015–2016 for Florida, Massachusetts, Nebraska, Utah, Virginia, and West Virginia; SY 2016–2017 for California, Connecticut, Indiana, Iowa, Michigan, Texas, Washington, and Wisconsin; and SY 2017–2018 for Nevada.Study spatial scale: Fifteen States participated in the DCM-F/RP demonstration. Six began conducting DCM-F/RP statewide in SY 2016–2017 (Florida, Massachusetts, Nebraska, Utah, Virginia, and West Virginia), and one implemented DCM-F/RP in 14 districts that year and expanded to statewide implementation in SY 2017–2018 (California). Eight States began implementing DCM-F/RP in in SY 2017–2018 (Connecticut, Indiana, Iowa, Michigan, Nevada, Texas, Washington, and Wisconsin), although one State did not certify students through DCM-F/RP until SY 2018–2019 (Nevada).Level of true replication: UnknownSampling precision: No sampling was involved in the collection of this data.Level of subsampling: No sampling was involved in the collection of this data.Study design: None – Non-experimentalDescription of any data manipulation, modeling, or statistical analysis undertaken: This file contains a public use version of the data collected and analyzed for states in the DCM-F/RP demonstration in SY 2019-20, including both variables collected from the States and variables constructed for use in analysis. The file contains one observation for each of the districts in the analysis sample. Several types of edits were used to protect the confidentiality of respondents, including removing identifying information, rounding percentage variables to the nearest tenth, and rounding continuous variables representing numbers of schools, students, meals or dollars.Description of any gaps in the data or other limiting factors: Specific certification data elements were unavailable for some States or districts (namely, Iowa and Wisconsin did not provide data on reduced-price certifications). In addition, some districts—including notable subsets in Indiana and Virginia—were excluded from the analysis sample due to incomplete or erroneous administrative data.See the full Direct Certification with Medicaid for Free and Reduced-Price Meals (DCM-F/RP) Demonstration, SY 2019-20 report [https://www.fns.usda.gov/cn/usda-dcm-frp-demonstration] for a detailed explanation of the study’s limitations.Outcome measurement methods and equipment used: The effects of DCM-F/RP on certification, participation, and Federal reimbursement outcomes were estimated by comparing measures in the baseline year to the same measure in SY 2019–2020. A fixed effects model was used to control for changes in outcomes between years and to improve the precision of the estimates.Resources in this dataset:Resource Title: Dataset - Direct Certification with Medicaid for Free and Reduced-Price Meals (DCM-F/RP) Demonstration .File Name: DCM_FRP.csvResource Description: Dataset - Direct Certification with Medicaid for Free and Reduced-Price Meals (DCM-F/RP) Demonstration CSV FileResource Title: Codebook/Data Dictionary - Direct Certification with Medicaid for Free and Reduced-Price Meals (DCM-F/RP) Demonstration .File Name: DCM-FRP SY 2019-2020 Codebook.pdfResource Description: Codebook/Data Dictionary for the Dataset Direct Certification with Medicaid for Free and Reduced-Price Meals (DCM-F/RP) DemonstrationResource Title: User Guide - Direct Certification with Medicaid for Free and Reduced-Price Meals (DCM-F/RP) Demonstration .File Name: DCM-FRP SY 2019-2020 Public Use File User Guide REV.pdfResource Description: User Guide for the Data Direct Certification with Medicaid for Free and Reduced-Price Meals (DCM-F/RP) DemonstrationResource Title: SAS Stata R SPSS Data Sets - Direct Certification with Medicaid for Free and Reduced-Price Meals (DCM-F/RP) Demonstration .File Name: DCM_FRP.ZIPResource Description: SAS Stata R SPSS Data Sets for the Data Direct Certification with Medicaid for Free and Reduced-Price Meals (DCM-F/RP) Demonstration. Description

The data are from a descriptive study of the USDA National School Lunch Program (NSLP) and School Breakfast Program (SBP). The data were collected between April and August 2018 using web-based surveys given to a nationally representative sample of School Food Authorities (SFAs) and 53 of 55 State agencies that administer the NSLP and SBP (Puerto Rico and the Virgin Islands were not asked to participate due to hurricanes in the region at the time of data collection). The survey questions collected data about NSLP and SBP operations during school year (SY) 2017–18 and financial data from SY 2016–17. Study date(s) and duration Data collection occurred from April to August 2018. The survey questions collected data about NSLP and SBP operations during SY 2017–18 and financial data from SY 2016–17. Study spatial scale (size of replicates and spatial scale of study area) The study area is the United States and outlying Territories that operate the NSLP and SBP. Sampling precision (within-replicate sampling or pseudoreplication) There was no sampling for the State agency survey. There was sampling for the SFA survey. The target universe was all 14,854 SFAs operating in public school districts in the United States and outlying Territories that were required to submit FNS-742 to FNS in SY 2014–15. The sampling frame of 14,854 SFAs was stratified into 10 strata based on number of students in the SFA and percentage of students certified for free or reduced-price meals. The research team implicitly stratified the 10 strata by sorting SFAs within each stratum by FNS Region and by urbanicity status to ensure the sample selected was balanced on these additional factors. Precision calculations confirmed that a responding sample of 1,750 SFAs allocated among the strata would meet the statistical requirements of the study. Therefore, assuming an 80 percent response rate, a sample of 2,187 SFAs was needed each study year. Additional information about the sampling procedures is presented in the study report: https://www.fns.usda.gov/cn/program-operations-study-school-year-2017-18 Level of subsampling (number and repeat or within-replicate sampling) Study design (before–after, control–impacts, time series, before–after-control–impacts) Descriptive study Description of any data manipulation, modeling, or statistical analysis undertaken Calculating SY 2017-18 nationally representative estimates for the SFA survey required sample weights that account for the sample design, nonresponse, and school year. The weighting procedures are described in detail in the study report: https://www.fns.usda.gov/cn/program-operations-study-school-year-2017-18 The State agency and SFA survey data include variables collected from the survey as well as variables constructed for use in analyses. To preserve the confidentiality of the SFAs all variables that could be used to determine the precise size in terms of number of students, number of schools, and/or number of meals served were “masked” by setting the variable to its size. To avoid the exposure of personal identifiable information, some of the variables in the State agency data file were classified into categories. Open ended text responses and derived variables were dropped from the SA and SFA data files. Description of any gaps in the data or other limiting factors Two of the 55 State agencies that administer the NSLP and SBP were not asked to complete the State agency survey (Puerto Rico and the Virgin Islands were experiencing hurricanes at the time of data collection). The remaining 53 State agencies completed the survey. Of the 2,187 sampled SFAs, seven were given an initial exemption due to hurricane damage, requests for exemptions, and due to lack of contact information. Additionally, four SFAs were found to be either closed or no longer participating in USDA school meals programs. Of the remaining 2,176 SFAs, 1,653 provided valid responses, yielding a response rate of 76.1 percent. Outcome measurement methods and equipment used The surveys asked State agencies and SFAs about the following topics related to operating the NSLP and SBP: eligibility determination and verification, financial management, food and beverage marketing, meal counting, meal pattern requirements, meal prices, revenues and expenditures, school participation, student participation, and Buy American/local food purchasing. Description

In Spring of 2024, the USDA Food and Nutrition Service (FNS) conducted the third survey of supply chain challenges faced by School Food Authorities (SFAs). The survey was sent via email to 18,790 SFAs, including all public, private, and charter SFAs operating the National School Lunch Program during School Year (SY) 2023-24. The questionnaire collected data on supply chain-related challenges, their impacts on school meal operations, and strategies SFAs used to address them. The response rate for the survey was 71 percent.Processing methods and equipment usedThe survey for School Year (SY) 2023-24 was administered solely via the web. The study team cleaned the raw data to ensure the data were as correct, complete, and consistent as possible. This process involved examining the data for logical errors. The study team linked the Survey III data to administrative data from the FNS-742 form and from the National Center of Education Statistics (NCES) Common Core of Data (CCD). Records from the CCD were used to construct a measure of urbanicity, which classifies the area in which schools are located. Survey weights were generated to correct for survey non-response and generate nationally representative estimates.Study date(s) and durationData collection occurred from January 29, 2024 to March 19, 2024. Questions asked about challenges and school meal operation costs prior to and during SY 2023-24.Study spatial scale (size of replicates and spatial scale of study area)Respondents to the survey included SFAs from all 50 States as well as American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, the U.S. Virgin Islands, and Washington, DC.Level of true replicationNoneSampling precision (within-replicate sampling or pseudoreplication)No sampling was involved in the collection of this data.Level of subsampling (number and repeat or within-replicate sampling)No sampling was involved in the collection of this data.Study design (before–after, control–impacts, time series, before–after-control–impacts)None – Non-experimentalDescription of any data manipulation, modeling, or statistical analysis undertakenEach entry in the dataset contains SFA-level responses to the questionnaire. This file includes information from only SFAs that clicked “Submit” on the questionnaire. In addition, the file contains weights created to produce national estimates for the SY 2023-24 Survey on Supply Chain Challenges and Student Participation. While responses are made available for individual SFAs, these SFAs have been de-identified. Information is not included about the SFA name, address, state, or any information for the individual who completed the questionnaire.Access to restricted data may be made available upon request. Restricted variables include: State identifier; answers to open-ended questions about experience with universal meals, experience with CEP, reasons for high food costs, reasons for high labor costs, reasons for changes in student participation, reasons for increasing/decreasing local food purchases, and other comments.Description of any gaps in the data or other limiting factorsThis is not a complete survey of all SFAs. While the survey was set to all SFAs, the response rate was 71 percent. Part of the reason for non-response was outdated contact information that FNS was not able to rectify for this survey. Of 18,790 SFAs, 1,262 (6.7% of SFAs contacted) had email addresses to which the study team was unable to deliver messages. Survey weights are included to adjust for this non-response bias and obtain nationally representative estimates.Outcome measurement methods and equipment usedNone

    Description

Cost of meals in primary school municipality, tkr divided by number of pupils in the municipality’s primary school. I'm going to go 1-9 the same. Refers to school meals (including staff, food, transport and materials), cafeteria, administrative costs (e.g. wage costs for school meal consultants and diet consultants), purchase of cooking or serving of a contractor independent from the municipality. Income from the supply of food to other activities is also recognised if costs for this activity are included in the school meal costs. Room costs for school meals are not reported here but under premises. Schools that purchase their school meals from mass caterers and pay a portion price shall exclude the cost of premises if they are included in the portion price. The data relates to calendar years, measured at 31 December. It refers to own direction.

    Description

The Healthy, Hunger-Free Kids Act (HHFKA) directed USDA to study the extent to which school food authorities (SFAs) participating in the National School Lunch Program (NSLP) and School Breakfast Program (SBP) pay indirect costs to local education agencies (LEAs). It specifically requested an assessment of the methodologies used to establish indirect costs, the types and amounts of indirect costs that are charged and not charged to the school food service account, and the types and amounts of indirect costs recovered by LEAs. To address the research questions, information was collected from four perspectives: (1) the State education agency finance officer, (2) the State child nutrition director, (3) the LEA business manager, and (4) the SFA director.
