    Description

    The housing affordability measure illustrates the relationship between income and housing costs. A household that spends 30% or more of its collective monthly income to cover housing costs is considered to be “housing cost-burden[ed].”[1] Those spending between 30% and 49.9% of their monthly income are categorized as “moderately housing cost-burden[ed],” while those spending more than 50% are categorized as “severely housing cost-burden[ed].”[2]

    How much a household spends on housing costs affects the household’s overall financial situation. More money spent on housing leaves less in the household budget for other needs, such as food, clothing, transportation, and medical care, as well as for incidental purchases and saving for the future.

    The estimated housing costs as a percentage of household income are categorized by tenure: all households, those that own their housing unit, and those that rent their housing unit.

    Throughout the period of analysis, the percentage of housing cost-burdened renter households in Champaign County was higher than the percentage of housing cost-burdened homeowner households in Champaign County. All three categories saw year-to-year fluctuations between 2005 and 2023, and none of the three show a consistent trend. However, all three categories were estimated to have a lower percentage of housing cost-burdened households in 2023 than in 2005.

    Data on estimated housing costs as a percentage of monthly income was sourced from the U.S. Census Bureau’s American Community Survey (ACS) 1-Year Estimates, which are released annually.

    As with any datasets that are estimates rather than exact counts, it is important to take into account the margins of error (listed in the column beside each figure) when drawing conclusions from the data.

    Due to the impact of the COVID-19 pandemic, instead of providing the standard 1-year data products, the Census Bureau released experimental estimates from the 1-year data in 2020. This includes a limited number of data tables for the nation, states, and the District of Columbia. The Census Bureau states that the 2020 ACS 1-year experimental tables use an experimental estimation methodology and should not be compared with other ACS data. For these reasons, and because data is not available for Champaign County, no data for 2020 is included in this Indicator.

    For interested data users, the 2020 ACS 1-Year Experimental data release includes a dataset on Housing Tenure.

    Portugal, Canada, and the United States were the countries with the highest house price to income ratio in 2024. In all three countries, the index exceeded 130 index points, while the average for all OECD countries stood at 116.2 index points. The index measures the development of housing affordability and is calculated by dividing nominal house price by nominal disposable income per head, with 2015 set as a base year when the index amounted to 100. An index value of 120, for example, would mean that house price growth has outpaced income growth by 20 percent since 2015. How have house prices worldwide changed since the COVID-19 pandemic? House prices started to rise gradually after the global financial crisis (2007–2008), but this trend accelerated with the pandemic. The countries with advanced economies, which usually have mature housing markets, experienced stronger growth than countries with emerging economies. Real house price growth (accounting for inflation) peaked in 2022 and has since lost some of the gain. Although, many countries experienced a decline in house prices, the global house price index shows that property prices in 2023 were still substantially higher than before COVID-19. Renting vs. buying In the past, house prices have grown faster than rents. However, the home affordability has been declining notably, with a direct impact on rental prices. As people struggle to buy a property of their own, they often turn to rental accommodation. This has resulted in a growing demand for rental apartments and soaring rental prices.

    About the dataset This dataset uses information from the DWP benefit system to provide estimates of children living in poverty for wards in London. In order to be counted in this dataset, a family must have claimed Child Benefit and at least one other household benefit (Universal Credit, tax credits or Housing Benefit) during the year. The numbers are calibrated to the Households Below Average Income (HBAI) dataset used to provide the government's headline poverty statistics. The definition of relative low income is living in a household with equivalised* income before housing costs (BHC) below 60% of contemporary national median income. The income measure includes contributions from earnings, state support and pensions. Further detail on the estimates of dependent children living in relative low income, including alternative geographical breakdowns and additional variables, such as age of children, family type and work status are available from DWP's statistical tabulation tool Stat-Xplore. Minor adjustments to the data have been applied to guard against the identification of individual claimants. This dataset replaced the DWP children in out-of-work benefit households and HMRC children in low income families local measure releases. This dataset includes estimates for all wards in London of numbers of dependent children living in relative low income families for each financial year from 2014/15 to the latest available (2022/23). The figures for the latest year are provisional and are subject to minor revision when the next dataset is released by DWP. Headlines Number of children The number of dependent children living in relative low income across London, rose from below 310,000 in the financial year ending 2015 to over 420,000 in the financial year ending 2020, but has decreased since then to below 350,000, which is well below the number for financial year ending 2018. While many wards in London have followed a similar pattern, the numbers of children in low income families in some wards have fallen more sharply, while the numbers in other wards have continued to grow. Proportion of children in each London ward Ward population sizes vary across London, the age profile of that population also varies and both the size and make-up of the population can change over time, so in order to make more meaningful comparisons between wards or over time, DWP have also published rates, though see note below regarding caution when using these figures. A dependent child is anyone aged under 16; or aged 16 to 19 in full-time non-advanced education or in unwaged government training. Ward level estimates for the total number of dependent children are not available, so percentages cannot be derived. Ward level estimates for the percentage of children under 16 living in low income families are usually published by DWP but, in its latest release, ward-level population estimates were not available at the time, so no rates were published. To derive the rates in this dataset, the GLA has used the ONS's latest ward-level population estimates (official statistics in development). Percentages for 2021/22 are calculated using the 2021 mid year estimates, while percentages for 2022/23 are calculated using the 2022 mid year estimates. As these are official statistics in development, rates therefore need to be treated with some caution. Notes *equivalised income is adjusted for household size and composition in order to compare living standards between households of different types.

    In this folder you will find the average house price in the UK between between 1975 and 2020, the median wage in the UK between 1999 and 2020. Both of these metrics have been adjusted by inflation up to 2020.

    Commercial valuation data collected and maintained by the Cook County Assessor's Office, from 2021 to present. The office uses this data primarily for valuation and reporting. This dataset consolidates the individual Excel workbooks available on the Assessor's website into a single shared format. Properties are valued using similar valuation methods within each model group, per township, per year (in the year the township is reassessed). This dataset has been cleaned minimally, only enough to fit the source Excel workbooks together - because models are updated for each township in the year it is reassessed, users should expect inconsistencies within columns across time and townships. When working with Parcel Index Numbers (PINs) make sure to zero-pad them to 14 digits. Some datasets may lose leading zeros for PINs when downloaded. This data is property-level. Each 14-digit key PIN represents one commercial property. Commercial properties can and often do encompass multiple PINs. Additional notes: Current property class codes, their levels of assessment, and descriptions can be found on the Assessor's website. Note that class codes details can change across time. Data will be updated yearly, once the Assessor has finished mailing first pass values. If users need more up-to-date information they can access it through the Assessor's website. The Assessor's Office reassesses roughly one third of the county (a triad) each year. For commercial valuations, this means each year of data only contain the triad that was reassessed that year. Which triads and their constituent townships have been reassessed recently as well the year of their reassessment can be found in the Assessor's assessment calendar. One KeyPIN is one Commercial Entity. Each KeyPIN (entity) can be comprised of one single PIN (parcel), or multiple PINs as designated in the pins column. Additionally, each KeyPIN might have multiple rows if it is associated with different class codes or model groups. This can occur because many of Cook County's parcels have multiple class codes associated with them if they have multiple uses (such as residential and commercial). Users should not expect this data to be unique by any combination of available columns. Commercial properties are calculated by first determining a property’s use (office, retail, apartments, industrial, etc.), then the property is grouped with similar or like-kind property types. Next, income generated by the property such as rent or incidental income streams like parking or advertising signage is examined. Next, market-level vacancy based on location and property type is examined. In addition, new construction that has not yet been leased is also considered. Finally, expenses such as property taxes, insurance, repair and maintenance costs, property management fees, and service expenditures for professional services are examined. Once a snapshot of a property’s income statement is captured based on market data, a standard valuation metric called a “capitalization rate” to convert income to value is applied. This data was used to produce initial valuations mailed to property owners.     Urban housing location and locational amenities play an important role in median house price distribution and growth among the suburbs of many metropolitan cities in developed countries, such as Australia. In particular, distance from the central business district (CBD) and access to the transport network plays a vital role in house price distribution and growth over various suburbs in a city. However, Australian metropolitan cities have experienced increases in housing prices by up to 120% over the last 20 years, and the growth pattern was different across all suburbs in a city, such as in Melbourne. Therefore, this study examines the impacts of locational amenities on house price changes across various suburbs in Melbourne over the three census periods of 2006, 2011, and 2016, and suggests some strategic guidelines to improve the availability and accessibility of locational amenities in the suburbs with less concentrated amenities.

    This study chose three Local Government Areas (LGAs) of Maribyrnong, Brimbank and Wyndham in Melbourne. Each LGA has been selected as a case study because many low-income people live in these LGAs’ areas. Further, some suburbs of these LGAs have maintained similar housing prices for an extended time, while some have not.

    The study applied a quantitative spatial methodology to examine the housing price distribution and growth patterns by evaluating the concentration and accessibility of locational urban amenities using GIS-based techniques and a spatial data set. The spatial data analyses were performed by spatial statistics methods to measure central tendency, Local Moran’s I of LISA clustering, Kernel Density Estimation (KDE), Kernel Density Smoothing (KDS). These tests were used to find the patterns of house price distribution and growth. The study also identified the accessibility of amenities in relation to median house price distribution and growth. Spatial Autoregressive Regression (SAR), Spatial Lag, and Spatial Errors models were used to identify the spatial dependencies to test the statistical significance between the median house price and the concentration and access of local urban amenities over the three census years.

    This study found three median house price distribution and growth patterns among the suburbs in the three selected LGAs. There are growth differences in the median house price for different census years between 2006 and 2011, 2011 and 2016, and 2006 and 2016. The Low-High (LH) median house price distribution clusters between 2006 and 2011 became High-High (HH) clusters between the census years 2011 and 2016, and 2006 and 2016. The median house price growth rate increased significantly in the census years between 2006 and 2011. Most of the HH median house price distribution and growth clusters’ tendencies were closer to the Melbourne CBD. On the other hand, the Low-Low (LL) distribution and growth clusters were closer to Melbourne’s periphery. The suburbs located further away had low access to amenities. The HH median house price clusters are located closer to stations and educational institutes. Better access to locational amenities led to more significant HH median house price clusters, as the median house price increased at an increasing rate between 2011 and 2016. The HH median house price clusters recorded more growth between 2006 and 2016. The suburbs with train stations had better access to most other locational amenities. Almost all HH median house price clusters had train stations with higher access to amenities.

    There was a consistent relationship between median house price distribution, growth patterns, and locational urban amenities. The spatial lag and spatial error model tests showed that between 2006 and 2011, and 2006 and 2016, there were differences in the amenities. Still, these did not affect the outcomes in observations, and were related only to immeasurable factors for some reason. Therefore, the higher house price in the neighbouring suburb could increase the price in that suburb. The research also found from the regression analysis that highly significant amenities confirming travel time to the CBD by bus, and distance to the CBD, were negatively related in all three previous census years. This negative relationship estimates that the house price growth is lower when the distance is longer. Due to this travel to the CBD by bus is not a popular option for households. The train stations are essential for high house price growth. The house price growth is low when homes are further away from train stations and workplaces.

    This thesis has three contributions. Firstly, it uses the Rational Choice Theory (RCT), providing a theoretical basis for analysing households’ mutually interdependent preferences of urban amenities that are found to regulate house price growth clusters. Secondly, the methodological contribution uses the GIS-defined cluster mapping and spatial statistics in queries and reasoning, measurements, transformations, descriptive summaries, optimisation, and hypothesis testing models between house price distribution and growth, and access to urban locational amenities. Thirdly, this research contributes to designing practical guidelines to identify local urban amenities for planning local area development.

    Overall, this thesis demonstrates that the median house price distribution and growth patterns are highly correlated with the concentration and accessibility of locational urban amenities among the suburbs in three selected LGAs in Melbourne over the three census years (i.e., 2006, 2011, and 2016). The findings bring to the fore the need for research at the local and state levels to identify specific amenities relevant to the middle-class house distribution strategy, which can be helpful for investors, estate agents, town planners, and builders as partners for effective local development. The future study might use social, psychological, and macroeconomic variables not considered or used in this research.

To reduce the energy burden on income-qualified households within New York State, NYSERDA offers the EmPower New York (EmPower) program, a retrofit program that provides cost-effective electric reduction measures (i.e., primarily lighting and refrigerator replacements), and cost-effective home performance measures (i.e., insulation air sealing, heating system repair and replacments, and health and safety measures) to income qualified homeowners and renters. Home assessments and implementation services are provided by Building Performance Institute (BPI) Goldstar contractors to reduce energy use for low income households. This data set includes energy efficiency projects completed since January 2018 for households with income up to 60% area (county) median income. D I S C L A I M E R: Estimated Annual kWh Savings, Estimated Annual MMBtu Savings, and First Year Energy Savings $ Estimate represent contractor reported savings derived from energy modeling software calculations and not actual realized energy savings. The accuracy of the Estimated Annual kWh Savings and Estimated Annual MMBtu Savings for projects has been evaluated by an independent third party. The results of the impact analysis indicate that, on average, actual savings amount to 54 percent of the Estimated Annual kWh Savings and 70 percent of the Estimated Annual MMBtu Savings. The analysis did not evaluate every single project, but rather a sample of projects from 2007 and 2008, so the results are applicable to the population on average but not necessarily to any individual project which could have over or under achieved in comparison to the evaluated savings. The results from the impact analysis will be updated when more recent information is available. Some reasons individual households may realize savings different from those projected include, but are not limited to, changes in the number or needs of household members, changes in occupancy schedules, changes in energy usage behaviors, changes to appliances and electronics installed in the home, and beginning or ending a home business.     I achieved a approvable variance score by doing following sequential steps: -

    1. Outlier Removal- Carefully identified and removed outliers based on statistical thresholds in key features like Income vs House Value, Room vs House Value, and Population vs House Value. This step drastically improved the signal-to-noise ratio in the data, making downstream modeling more robust and interpretable.

    2. Geo-Spatial Clustering- Using the latitude and longitude, I performed geo-based clustering to group similar regions. This not only uncovered meaningful spatial patterns in housing prices but also allowed for richer feature augmentation. KMean was used to super-localize the clusters and the results were validated with geographic visualizations and cluster analysis.

    3. Variance Explained: A Huge Win!- I was able to explain up to 75% of the variance in the dataset with just linear models (OLS) — a strong indicator of how well the features (post-cleaning and clustering) capture the underlying data structure.

    This is a preliminary version of a new open data asset and will be updated later this year once the Assessor's Office has finished reassessing commercial properties, then once annually. Use accordingly.

    Commercial valuation data collected and maintained by the Cook County Assessor's Office, from 2021 to present. The office uses this data primarily for valuation and reporting. This dataset consolidates the individual Excel workbooks available on the Assessor's website into a single shared format. Properties are valued using similar valuation methods within each modelgroup, per township, per year (in the year the township is reassessed). This dataset has been cleaned minimally, only enough to fit the source Excel workbooks together - because models are updated for each township in the year it is reassessed, users should expect inconsistencies within columns across time and townships.

    When working with Parcel Index Numbers (PINs) make sure to zero-pad them to 14 digits. Some datasets may lose leading zeros for PINs when downloaded.

    This data is property-level. Each 14-digit key PIN represents one commercial property. Commercial properties can and often do encompass multiple PINs. Additional notes: Current property class codes, their levels of assessment, and descriptions can be found on the Assessor's website. Note that class codes details can change across time.

    Data will be updated yearly, once the Assessor has finished mailing first pass values. If users need more up-to-date information they can access it through the Assessor's website.

    The Assessor's Office reassesses roughly one third of the county (a triad) each year. For commercial valuations, this means each year of data only contain the triad that was reassessed that year. Which triads and their constituent townships have been reassessed recently as well the year of their reassessment can be found in the Assessor's assessment calendar.

    Commercial properties are calculated by first determining a property’s use (office, retail, apartments, industrial, etc.), then the property is grouped with similar or like-kind property types. Next, income generated by the property such as rent or incidental income streams like parking or advertising signage is examined. Next, market-level vacancy based on location and property type is examined. In addition, new construction that has not yet been leased is also considered. Finally, expenses such as property taxes, insurance, repair and maintenance costs, property management fees, and service expenditures for professional services are examined. Once a snapshot of a property’s income statement is captured based on market data, a standard valuation metric called a “capitalization rate” to convert income to value is applied.

    This data was used to produce initial valuations mailed to property owners. It does not incorporate any subsequent changes to a property’s class, characteristics, valuation, or assessed value from appeals.Township codes can be found in the legend of this map.

    Abstract copyright UK Data Service and data collection copyright owner.The English Housing Survey (EHS) is a continuous national survey commissioned by the Department for Communities and Local Government (DCLG) that collects information about people's housing circumstances and the condition and energy efficiency of housing in England. The EHS brings together two previous survey series into a single fieldwork operation: the English House Condition Survey (EHCS) (available from the UK Data Archive under GN 33158) and the Survey of English Housing (SEH) (available under GN 33277). The EHS covers all housing tenures and provides valuable information and evidence to inform the development and monitoring of the department's housing policies. Results from the survey are also used by a wide range of other users including other government departments, local authorities, housing associations, landlords, academics, construction industry professionals, consultants, and the general public. The EHS has a complex multi-stage methodology consisting of two main elements; an initial interview survey of around 14,000 households and a follow-up physical inspection. Some further elements are also periodically included in or derived from the EHS: for 2008 and 2009, a desk-based market valuation was conducted of a sub-sample of 8,000 dwellings (including vacant ones), but this was not carried out from 2010 onwards. A periodic follow-up survey of private landlords and agents (the Private Landlords Survey (PLS)) is conducted using information from the EHS interview survey. Fuel Poverty datasets are also available from 2003, created by the Department for Energy and Climate Change (DECC). The EHS interview survey sample formed part of the Integrated Household Survey (IHS) (available from the Archive under GN 33420) from April 2008 to April 2011. During this period the core questions from the IHS formed part of the EHS questionnaire. End User Licence and Special Licence Versions: From 2014 data onwards, the End User Licence (EUL) versions of the EHS only include derived variables. In addition the number of variables on the EUL datasets from that date has been reduced and disclosure control increased on certain remaining variables. The new Special Licence versions of the EHS, which are subject to more restrictive access conditions, are of a similar nature to EHS EUL datasets prior to 2014 and include both derived and raw datasets. Further information about the EHS and the latest news, reports and tables can be found on the GOV.UK English Housing Survey web pages. The English Housing Survey, 2016-2017: Household Data: Special Licence Access comprises both the raw and derived interview data for all cases where an interview has been completed (as opposed to the EUL version held under SN 8384, which includes only derived data). Datasets are provided for single financial years together with annual weights. The survey consists of a detailed interview using a CAPI based program. An interview is first conducted with the householder. General topics and concepts covered include household characteristics, satisfaction with the home and the area, disability and adaptations to the home, ownership and rental details and income details. Users are advised to obtain SN 8384 to see whether it is suitable for their needs before making an application for the Special Licence version. The household data should be used for any analysis where only information from the household interview is required.     Abstract

    The Household Income, Expenditure and Consumption Survey (HIECS) is of great importance among other household surveys conducted by statistical agencies in various countries around the world. This survey provides a large amount of data to rely on in measuring the living standards of households and individuals, as well as establishing databases that serve in measuring poverty, designing social assistance programs, and providing necessary weights to compile consumer price indices, considered to be an important indicator to assess inflation. The HIECS 2010/2011 is the tenth Household Income, Expenditure and Consumption Survey that was carried out in 2010/2011, among a long series of similar surveys that started back in 1955. The survey main objectives are:

    • To identify expenditure levels and patterns of population as well as socio- economic and demographic differentials.

    • To measure average household and per-capita expenditure for various expenditure items along with socio-economic correlates.

    • To Measure the change in living standards and expenditure patterns and behavior for the individuals and households in the panel sample, previously surveyed in 2008/2009, for the first time during 12 months representing the survey period.

    • To define percentage distribution of expenditure for various items used in compiling consumer price indices which is considered important indicator for measuring inflation.

    • To estimate the quantities, values of commodities and services consumed by households during the survey period to determine the levels of consumption and estimate the current demand which is important to predict future demands.

    • To define average household and per-capita income from different sources.

    • To provide data necessary to measure standard of living for households and individuals. Poverty analysis and setting up a basis for social welfare assistance are highly dependent on the results of this survey.

    • To provide essential data to measure elasticity which reflects the percentage change in expenditure for various commodity and service groups against the percentage change in total expenditure for the purpose of predicting the levels of expenditure and consumption for different commodity and service items in urban and rural areas.

    • To provide data essential for comparing change in expenditure against change in income to measure income elasticity of expenditure.

    • To study the relationships between demographic, geographical, housing characteristics of households and their income.

    • To provide data necessary for national accounts especially in compiling inputs and outputs tables.

    • To identify consumers behavior changes among socio-economic groups in urban and rural areas.

    • To identify per capita food consumption and its main components of calories, proteins and fats according to its nutrition components and the levels of expenditure in both urban and rural areas.

    • To identify the value of expenditure for food according to its sources, either from household production or not, in addition to household expenditure for non-food commodities and services.

    • To identify distribution of households according to the possession of some appliances and equipments such as (cars, satellites, mobiles ,…etc) in urban and rural areas that enables measuring household wealth index.

    • To identify the percentage distribution of income earners according to some background variables such as housing conditions, size of household and characteristics of head of household.

    Compared to previous surveys, the current survey experienced certain peculiarities, among which :

    1- The total sample of the current survey (26.5 thousand households) is divided into two sections:

    a- A new sample of 16.5 thousand households. This sample was used to study the geographic differences between urban governorates, urban and rural areas, and frontier governorates as well as other discrepancies related to households characteristics and household size, head of the household's education status, etc.

    b- A panel sample with 2008/2009 survey data of around 10 thousand households was selected to accurately study the changes that may have occurred in the households' living standards over the period between the two surveys and over time in the future since CAPMAS will continue to collect panel data for HIECS in the coming years.

    2- The number of enumeration area segments is reduced from 2526 in the previous survey to 1000 segments for the new sample, with decreasing the number of households selected from each segment to be (16/18) households instead of (19/20) in the previous survey.

    3- Some additional questions that showed to be important based on previous surveys results, were added, such as:

    a- Collect the expenditure data on education and health on the person level and not on the household level to enable assessing the real level of average expenditure on those services based on the number of beneficiaries.

    b- The extent of health services provided to monitor the level of services available in the Egyptian society.

    c- Smoking patterns and behaviors (tobacco types- consumption level- quantities purchased and their values).

    d- Counting the number of household members younger than 18 years of age registered in ration cards.

    e- Add more details to social security pensions data (for adults, children, scholarships, families of civilian martyrs due to military actions) to match new systems of social security.

    f- Duration of usage and current value of durable goods aiming at estimating the service cost of personal consumption, as in the case of imputed rents.

    4- Quality control procedures especially for fieldwork, are increased, to ensure data accuracy and avoid any errors in suitable time, as well as taking all the necessary measures to guarantee that mistakes are not repeated, with the application of the principle of reward and punishment. The raw survey data provided by the Statistical Office was cleaned and harmonized by the Economic Research Forum, in the context of a major research project to develop and expand knowledge on equity and inequality in the Arab region. The main focus of the project is to measure the magnitude and direction of change in inequality and to understand the complex contributing social, political and economic forces influencing its levels. However, the measurement and analysis of the magnitude and direction of change in this inequality cannot be consistently carried out without harmonized and comparable micro-level data on income and expenditures. Therefore, one important component of this research project is securing and harmonizing household surveys from as many countries in the region as possible, adhering to international statistics on household living standards distribution. Once the dataset has been compiled, the Economic Research Forum makes it available, subject to confidentiality agreements, to all researchers and institutions concerned with data collection and issues of inequality. Data is a public good, in the interest of the region, and it is consistent with the Economic Research Forum's mandate to make micro data available, aiding regional research on this important topic.

    Sampling procedure

    The sample of HIECS, 2010-2011 is a self-weighted two-stage stratified cluster sample, of around 26500 households. The main elements of the sampling design are described in the following:

    1- Sample Size It has been deemed important to collect a smaller sample size (around 26.5 thousand households) compared to previous rounds due to the convergence in the time period over which the survey is conducted to be every two years instead of five years because of its importance. The sample has been proportionally distributed on the governorate level between urban and rural areas, in order to make the sample representative even for small governorates. Thus, a sample of about 26500 households has been considered, and was distributed between urban and rural with the percentages of 47.1 % and 52.9, respectively. This sample is divided into two parts: a- A new sample of 16.5 thousand households selected from main enumeration areas. b- A panel sample with 2008/2009 survey data of around 10 thousand households.

    2- Cluster size The cluster size in the previous survey has been decreased compared to older surveys since large cluster sizes previously used were found to be too large to yield accepted design effect estimates (DEFT). As a result, it has been decided to use a cluster size of only 16 households (that was increased to 18 households in urban governorates and Giza, in addition to urban areas in Helwan and 6th of October, to account for anticipated non-response in those governorates: in view of past experience indicating that non-response may almost be nil in rural governorates).     Description

    Rental housing affordability is a severe problem for low- and moderate-income families across the US. While some renters benefit from subsidies or rent-regulation, most low-income renters live in unsubsidized, unregulated units, particularly in low-cost 1- to 4-unit properties. Some of these small rental properties are low-cost because they are low quality or are in low-demand neighborhoods, but there has long been speculation that many of these units are low-cost because their owners set rents below market. However the extent to which owners set rent below market, which owners do so, and why, is unknown. I conducted a nationwide survey with follow-up interviews of the owners of small rental properties to understand below-market rent-setting. I find that nearly half of small rental owners choose to set rents below market. These discounts are substantial, averaging 16% below market. Description

The housing affordability measure illustrates the relationship between income and housing costs. A household that spends 30% or more of its collective monthly income to cover housing costs is considered to be “housing cost-burden[ed].”[1] Those spending between 30% and 49.9% of their monthly income are categorized as “moderately housing cost-burden[ed],” while those spending more than 50% are categorized as “severely housing cost-burden[ed].”[2]

How much a household spends on housing costs affects the household’s overall financial situation. More money spent on housing leaves less in the household budget for other needs, such as food, clothing, transportation, and medical care, as well as for incidental purchases and saving for the future.

The estimated housing costs as a percentage of household income are categorized by tenure: all households, those that own their housing unit, and those that rent their housing unit.

Throughout the period of analysis, the percentage of housing cost-burdened renter households in Champaign County was higher than the percentage of housing cost-burdened homeowner households in Champaign County. All three categories saw year-to-year fluctuations between 2005 and 2023, and none of the three show a consistent trend. However, all three categories were estimated to have a lower percentage of housing cost-burdened households in 2023 than in 2005.

Data on estimated housing costs as a percentage of monthly income was sourced from the U.S. Census Bureau’s American Community Survey (ACS) 1-Year Estimates, which are released annually.

As with any datasets that are estimates rather than exact counts, it is important to take into account the margins of error (listed in the column beside each figure) when drawing conclusions from the data.

Due to the impact of the COVID-19 pandemic, instead of providing the standard 1-year data products, the Census Bureau released experimental estimates from the 1-year data in 2020. This includes a limited number of data tables for the nation, states, and the District of Columbia. The Census Bureau states that the 2020 ACS 1-year experimental tables use an experimental estimation methodology and should not be compared with other ACS data. For these reasons, and because data is not available for Champaign County, no data for 2020 is included in this Indicator.

For interested data users, the 2020 ACS 1-Year Experimental data release includes a dataset on Housing Tenure.
