The Census Bureau determines that a person is living in poverty when his or her total household income compared with the size and composition of the household is below the poverty threshold. The Census Bureau uses the federal government's official definition of poverty to determine the poverty threshold. Beginning in 2000, individuals were presented with the option to select one or more races. In addition, the Census asked individuals to identify their race separately from identifying their Hispanic origin. The Census has published individual tables for the races and ethnicities provided as supplemental information to the main table that does not dissaggregate by race or ethnicity. Race categories include the following - White, Black or African American, American Indian or Alaska Native, Asian, Native Hawaiian or Other Pacific Islander, Some other race, and Two or more races. We are not including specific combinations of two or more races as the counts of these combinations are small. Ethnic categories include - Hispanic or Latino and White Non-Hispanic. This data comes from the American Community Survey (ACS) 5-Year estimates, table B17001. The ACS collects these data from a sample of households on a rolling monthly basis. The poverty rate is an important piece of information when evaluating an area’s economic health and well-being. The poverty rate can also be illustrative when considered in the contexts of other indicators and categories. As a piece of data, it is too important and too useful to omit from any indicator set.
The poverty rate for all individuals in the measured population in Champaign County has hovered around roughly 20% since 2005. However, it reached its lowest rate in 2021 at 14.9%, and its second lowest rate in 2023 at 16.3%. Although the American Community Survey (ACS) data shows fluctuations between years, given their margins of error, none of the differences between consecutive years’ estimates are statistically significant, making it impossible to identify a trend.

As with any datasets that are estimates rather than exact counts, it is important to take into account the margins of error (listed in the column beside each figure) when drawing conclusions from the data.
Due to the impact of the COVID-19 pandemic, instead of providing the standard 1-year data products, the Census Bureau released experimental estimates from the 1-year data in 2020. This includes a limited number of data tables for the nation, states, and the District of Columbia. The Census Bureau states that the 2020 ACS 1-year experimental tables use an experimental estimation methodology and should not be compared with other ACS data. For these reasons, and because data is not available for Champaign County, no data for 2020 is included in this Indicator.
For interested data users, the 2020 ACS 1-Year Experimental data release includes a dataset on Poverty Status in the Past 12 Months by Age.

METHODOLOGY NOTES (across all datasets for this indicator)
The U.S. Census Bureau defines a national poverty level (or household income) that varies by household size, number of children in a household, and age of householder. The national poverty level does not vary geographically even though cost of living is different across the United States. For the Bay Area, where cost of living is high and incomes are correspondingly high, an appropriate poverty level is 200% of poverty or twice the national poverty level, consistent with what was used for past equity work at MTC and ABAG. For comparison, however, both the national and 200% poverty levels are presented.
For Vital Signs, the poverty rate is defined as the number of people (including children) living below twice the poverty level divided by the number of people for whom poverty status is determined. The household income definitions for poverty change each year to reflect inflation. The official poverty definition uses money income before taxes and does not include capital gains or non-cash benefits (such as public housing, Medicaid and food stamps).

American Community Survey (ACS) 1-year data is used for larger geographies – Bay counties and most metropolitan area counties – while smaller geographies rely upon 5-year rolling average data due to their smaller sample sizes. Note that 2020 data uses the 5-year estimates because the ACS did not collect 1-year data for 2020.
To be consistent across metropolitan areas, the poverty definition for non-Bay Area metros is twice the national poverty level. Data were not adjusted for varying income and cost of living levels across the metropolitan areas.

There are various ways in which people gain access to supermarkets. People in the suburbs drive to supermarkets and load up the car with many bags of food. People in cities depend much more on walking to the local store, or taking a bus or train.This map came about after asking a simple question: how many Americans live within a reasonable walk or drive to a supermarket?In this case, "reasonable" was defined as a 10 minute drive, or a 1 mile walk. The ArcGIS Network Analyst extension performed the calculations on streets data from StreetMap Premium, and the ArcGIS Spatial Analyst extension created a heat map of the walkable access and drivable access to supermarkets.The green dots represent populations in poverty who live within one mile of a supermarket. The red dots represent populations in poverty who live beyond a one mile walk to a supermarket, but may live within a 10 minute drive...which presumes they have access to a car or public transit. The grey dots represent the total population in a given area.This is an excellent map to use as backdrop to show how people are improving access to healthy food in their community. The poverty level is based on the size of the household and the age of family members. If a person or family's total income before taxes is less than the poverty level, the person or family are considered in poverty. A broad and generalized selection of 2011-2015 US Census Bureau 2015 5-year American Community Survey poverty data estimates, obtained via Census API and joined to the appropriate geometry (in this case, New Mexico Census tracts). The selection is not comprehensive, but allows a first-level characterization of populations living below the poverty level, as grouped by age, sex, education, workforce status, and nativity. The determination of which estimates to include was based upon level of interest and providing a manageable dataset for users.The U.S. Census Bureau's American Community Survey (ACS) is a nationwide, continuous survey designed to provide communities with reliable and timely demographic, housing, social, and economic data every year. The ACS collects long-form-type information throughout the decade rather than only once every 10 years. Census tracts generally have a population size between 1,200 and 8,000 people, with an optimum size of 4,000 people. State and county boundaries always are census tract boundaries in the standard census geographic hierarchy. In a few rare instances, a census tract may consist of noncontiguous areas. These noncontiguous areas may occur where the census tracts are coextensive with all or parts of legal entities that are themselves noncontiguous. However, the United States' poverty rate has been fluctuating since 1990, but has been decreasing since 2014. The average median household income in the U.S. has remained somewhat consistent since 1990, but has recently increased since 2014 until a slight decrease in 2020, potentially due to the pandemic. The state that had the highest number of people living below the poverty line in 2020 was California.
