The CPIs are based on prices for food, clothing, shelter, and fuels; transportation fares; service fees (e.g., water and sewer service); and sales taxes. Prices are collected monthly from about 4,000 housing units and approximately 26,000 retail establishments across 87 urban areas.(1) To calculate the index, price changes are averaged with weights representing their importance in the spending of the particular group. The index measures price changes (as a percent change) from a predetermined reference date.(1) In addition to the original unadjusted index distributed, the Bureau of Labor Statistics also releases a seasonally adjusted index. The unadjusted series reflects all factors that may influence a change in prices. However, it can be very useful to look at the seasonally adjusted CPI, which removes the effects of seasonal changes, such as weather, school year, production cycles, and holidays.(1)

Significant increases in the CPI within a short time frame might indicate a period of inflation, and significant decreases in CPI within a short time frame might indicate a period of deflation. This table shows the consumer price index for all households (CPI), split up into an index for frequent "out-of-pocket" purchases (FROOPP) and less frequent or "non-out-of-pocket" purchased items (non-FROOPP). Frequent purchased items are purchases that are typically done at least monthly. Out-of-pocket purchases are those that are considered to be typically paid for by the consumer directly and actively. This table also includes the monthly and yearly price developments. The FROOPP and non-FROOPP are special extracts of the CPI. Inflation rates experienced by different groups of consumers within a country vary. This is because the prices of goods and services and the expenditure patterns of consumers differ. The published inflation rate is used for important decisions regarding the preservation of consumer purchasing power. These include the adjustment of social grants and minimum wages by government and the benchmarking of returns by investors when making investment decisions. It is thus vital that inflation is measured accurately to ensure the purchasing power of consumers is preserved. Current measures of inflation published by Stats SA are applicable to typical consumers and are not relevant to each individual. This resource supplements a study that seeks to provide a publicly available model that can be used by consumers to calculate their personal rate of inflation.

Under this data collection initiative, countries are reporting the aggregate all items index; more detailed indexes and weights for 12 subgroups of consumption expenditure (according to the so-called COICOP-classification), and detailed metadata. These detailed data represent a valuable resource for data users throughout the world and this portal would not be possible without the ongoing cooperation of all reporting countries. In this effort, the OECD collects and validates the data for their member countries, including accession and key partner countries, whereas the IMF takes care of the collection of data for all other countries.

Post October 2006: The name change from the House Building Cost Index to the House Construction Cost Index was introduced in October 2006 when the method of assessing the materials sub-index was changed from pricing a basket of materials (representative of a typical 2 storey 3 bedroomed local authority house) to the CSO Table 3 Wholesale Price Index. The new Index does maintains continuity with the old HBCI. The most current data is published on these sheets. Previously published data may be subject to revision. This table provides information on price developments in the construction industry. Data were calculated by Statistic Netherlands (CBS) and are based on building permits with a value of 50 thousand euros or more issued by municipal authorities, and the reported construction costs as stated in the permits. On the basis of these building permits and the construction time, construction output is calculated by means of average waiting times prior to the start of the construction activities. Price indices listed in the table are used to eliminate the effect of price changes on the construction output. Therefore, the price index can be used to as a deflator to calculate volume developments in the building sector. Price indices are calculated for two sections (Construction of new buildings and Other buildings) and three sectors (dwellings, buildings for the private sector and buildings for the (semi-)public or non-commercial sector).

This table shows the evolution of the house price index since 2016. The index makes it possible to calculate the evolution of the prices of dwellings, subdivided into apartments, houses and villas. Historically, the General Administration of Heritage Documentation (AGDP) performed its calculations based on the first quarter of 2003 as the reference period. Since then, AGDP has had complete electronic data for these calculations. Price indices could not be calculated for 2015. Indeed, the mathematical model of the AGDP was based on the output of the Cadnet/Loco application. Cadnet/Loco was replaced by STIPAD in 2015. Therefore, the sales of which data were available were insufficient to calculate an index for the whole year. In view of the improvements allowed by the new STIPAD application, we took over the publication of the index from 2016 as the reference year (=100 %). Since 2022, we have also calculated the evolution of this index by Region.

Mix-adjusted house prices, by new/pre-owned dwellings, type of buyer (first time buyer) and region, from February 2002 for London and UK, and average mix-adjusted prices by UK region, and long term Annual House Price Index data since 1969 for London.
The ONS House Price Index is mix-adjusted to allow for differences between houses sold (for example type, number of rooms, location) in different months within a year. House prices are modelled using a combination of characteristics to produce a model containing around 100,000 cells (one such cell could be first-time buyer, old dwelling, one bedroom flat purchased in London). Each month estimated prices for all cells are produced by the model and then combined with their appropriate weight to produce mix-adjusted average prices. The index values are based on growth rates in the mix-adjusted average house prices and are annually chain linked.
The weights used for mix-adjustment change at the start of each calendar year (i.e. in January). The mix-adjusted prices are therefore not comparable between calendar years, although they are comparable within each calendar year. If you wish to calculate change between years, you should use the mix-adjusted house price index, available in Table 33.
The data published in these tables are based on a sub-sample of RMS data. These results will therefore differ from results produced using full sample data. For further information please contact the ONS using the contact details below.
