    Description

    ABSTRACT The exponential increase of published data and the diversity of systems require the adoption of good practices to achieve quality indexes that enable discovery, access, and reuse. To identify good practices, an integrative review was used, as well as procedures from the ProKnow-C methodology. After applying the ProKnow-C procedures to the documents retrieved from the Web of Science, Scopus and Library, Information Science & Technology Abstracts databases, an analysis of 31 items was performed. This analysis allowed observing that in the last 20 years the guidelines for publishing open government data had a great impact on the Linked Data model implementation in several domains and currently the FAIR principles and the Data on the Web Best Practices are the most highlighted in the literature. These guidelines presents orientations in relation to various aspects for the publication of data in order to contribute to the optimization of quality, independent of the context in which they are applied. The CARE and FACT principles, on the other hand, although they were not formulated with the same objective as FAIR and the Best Practices, represent great challenges for information and technology scientists regarding ethics, responsibility, confidentiality, impartiality, security, and transparency of data.

    This data table provides the detailed data quality assessment scores for the Technical Limits dataset. The quality assessment was carried out on the 16th of September 2025. At SPEN, we are dedicated to sharing high-quality data with our stakeholders and being transparent about its' quality. This is why we openly share the results of our data quality assessments. We collaborate closely with Data Owners to address any identified issues and enhance our overall data quality. To demonstrate our progress we conduct, at a minimum, bi-annual assessments of our data quality - for datasets that are refreshed more frequently than this, please note that the quality assessment may be based on an earlier version of the dataset.     Description

    This data record contains questions and responses to a USGS-wide survey conducted to identify issues and needs associated with quality assurance and quality control (QA/QC) of USGS timeseries data streams. This research was funded by the USGS Community for Data Integration as part of a project titled “From reactive- to condition-based maintenance: Artificial intelligence for anomaly predictions and operational decision-making”. The poll targeted monitoring network managers and technicians and asked questions about operational data streams and timeseries data collection in order to identity opportunities to streamline data access, expedite the response to data quality issues, improve QA/QC procedures, reduce operations costs, and uncover other maintenance needs. The poll was created using an online survey platform. It was sent to 2326 systematically selected USGS email addresses and received 175 responses in 11 days before it was closed to respondents. The poll contained 48 questions of various types including long answer, multiple choice, and ranking questions. The survey contained a mix of mandatory and optional questions. These distinctions as well as full descriptions of survey questions are noted on the metadata.

    Description

    The advent of large-scale cabled ocean observatories brought about the need to handle large amounts of ocean-based data, continuously recorded at a high sampling rate over many years and made accessible in near-real time to the ocean science community and the public. Ocean Networks Canada (ONC) commenced installing and operating two regional cabled observatories on Canada’s Pacific Coast, VENUS inshore and NEPTUNE offshore in the 2000s, and later expanded to include observatories in the Atlantic and Arctic in the 2010s. The first data streams from the cabled instrument nodes started flowing in February 2006. This paper describes Oceans 2.0 and Oceans 3.0, the comprehensive Data Management and Archival System that ONC developed to capture all data and associated metadata into an ever-expanding dynamic database. Oceans 2.0 was the name for this software system from 2006–2021; in 2022, ONC revised this name to Oceans 3.0, reflecting the system’s many new and planned capabilities aligning with Web 3.0 concepts. Oceans 3.0 comprises both tools to manage the data acquisition and archival of all instrumental assets managed by ONC as well as end-user tools to discover, process, visualize and download the data. Oceans 3.0 rests upon ten foundational pillars: (1) A robust and stable system architecture to serve as the backbone within a context of constant technological progress and evolving needs of the operators and end users; (2) a data acquisition and archival framework for infrastructure management and data recording, including instrument drivers and parsers to capture all data and observatory actions, alongside task management options and support for data versioning; (3) a metadata system tracking all the details necessary to archive Findable, Accessible, Interoperable and Reproducible (FAIR) data from all scientific and non-scientific sensors; (4) a data Quality Assurance and Quality Control lifecycle with a consistent workflow and automated testing to detect instrument, data and network issues; (5) a data product pipeline ensuring the data are served in a wide variety of standard formats; (6) data discovery and access tools, both generalized and use-specific, allowing users to find and access data of interest; (7) an Application Programming Interface that enables scripted data discovery and access; (8) capabilities for customized and interactive data handling such as annotating videos or ingesting individual campaign-based data sets; (9) a system for generating persistent data identifiers and data citations, which supports interoperability with external data repositories; (10) capabilities to automatically detect and react to emergent events such as earthquakes.     This data package aims to pilot an approach for providing usable data for analyses related to drought planning and management for urban water suppliers--ultimately contributing to improvements in communication around drought. This project was convened by the California Water Data Consortium in partnership with the Department of Water Resources (DWR) and the State Water Resources and Control Board (SWB) and is one of two use cases of this working group that aim to improve data submitted by urban water suppliers in terms of accessibility and useability. The datasets from DWR and the SWB are compiled in a standard format to allow interested parties to synthesize and analyze these data into a cohesive message. This package includes a data management plan describing its development and maintenance. All code related to preparing this data package can be found on GitHub. Please note that the "org_id" (DWR's Organization ID) and the "pwsid" (SWB's Public Water System ID) can be used to connect to the various data tables in this package. We acknowledge that data quality issues may exist. Making these data available in a usable format will help identify and address data quality issues. If you identify any data quality issues, please contact the data steward (see contact information). We plan to iteratively update this data package to incorporate new data and to update existing data with quality fixes. Description

ABSTRACT The exponential increase of published data and the diversity of systems require the adoption of good practices to achieve quality indexes that enable discovery, access, and reuse. To identify good practices, an integrative review was used, as well as procedures from the ProKnow-C methodology. After applying the ProKnow-C procedures to the documents retrieved from the Web of Science, Scopus and Library, Information Science & Technology Abstracts databases, an analysis of 31 items was performed. This analysis allowed observing that in the last 20 years the guidelines for publishing open government data had a great impact on the Linked Data model implementation in several domains and currently the FAIR principles and the Data on the Web Best Practices are the most highlighted in the literature. These guidelines presents orientations in relation to various aspects for the publication of data in order to contribute to the optimization of quality, independent of the context in which they are applied. The CARE and FACT principles, on the other hand, although they were not formulated with the same objective as FAIR and the Best Practices, represent great challenges for information and technology scientists regarding ethics, responsibility, confidentiality, impartiality, security, and transparency of data.
