    Description

    Fair Market Rents (FMRs) are used to determine payment standard amounts for the Housing Choice Voucher program, to determine initial renewal rents for some expiring project-based Section 8 contracts, to determine initial rents for housing assistance payment (HAP) contracts in the Moderate Rehabilitation Single Room Occupancy program (Mod Rehab), rent ceilings for rental units in both the HOME Investment Partnerships program and the Emergency Solution Grants program, calculation of maximum award amounts for Continuum of Care recipients and the maximum amount of rent a recipient may pay for property leased with Continuum of Care funds, and calculation of flat rents in Public Housing units. The U.S. Department of Housing and Urban Development (HUD) annually estimates FMRs for Office of Management and Budget (OMB) defined metropolitan areas, some HUD defined subdivisions of OMB metropolitan areas and each nonmetropolitan county. 42 USC 1437f requires FMRs be posted at least 30 days before they are effective and that they are effective at the start of the federal fiscal year (generally October 1).

    Description

    Rent estimates at the 50th percentile (or median) are calculated for all Fair Market Rent areas. Fair Market Rents (FMRs) are primarily used to determine payment standard amounts for the Housing Choice Voucher program, to determine initial renewal rents for some expiring project-based Section 8 contracts, to determine initial rents for housing assistance payment (HAP) contracts in the Moderate Rehabilitation Single Room Occupancy program (Mod Rehab), and to serve as a rent ceiling in the HOME rental assistance program. FMRs are gross rent estimates. They include the shelter rent plus the cost of all tenant-paid utilities, except telephones, cable or satellite television service, and internet service. The U.S. Department of Housing and Urban Development (HUD) annually estimates FMRs for 530 metropolitan areas and 2,045 nonmetropolitan county FMR areas. Under certain conditions, as set forth in the Interim Rule (Federal Register Vol. 65, No. 191, Monday October 2, 2000, pages 58870-58875), these 50th percentile rents can be used to set success rate payment standards.

    This table contains data on the percent of households paying more than 30% (or 50%) of monthly household income towards housing costs for California, its regions, counties, cities/towns, and census tracts. Data is from the U.S. Department of Housing and Urban Development (HUD), Consolidated Planning Comprehensive Housing Affordability Strategy (CHAS) and the U.S. Census Bureau, American Community Survey (ACS). The table is part of a series of indicators in the [Healthy Communities Data and Indicators Project of the Office of Health Equity] Affordable, quality housing is central to health, conferring protection from the environment and supporting family life. Housing costs—typically the largest, single expense in a family's budget—also impact decisions that affect health. As housing consumes larger proportions of household income, families have less income for nutrition, health care, transportation, education, etc. Severe cost burdens may induce poverty—which is associated with developmental and behavioral problems in children and accelerated cognitive and physical decline in adults. Low-income families and minority communities are disproportionately affected by the lack of affordable, quality housing.     First launched by the U.S. Department of Housing and Urban Development (HUD) and Department of Transportation (DOT) in November 2013, the Location Affordability Index (LAI) provides ubiquitous, standardized household housing and transportation cost estimates for all 50 states and the District of Columbia. Because what is affordable is different for everyone, users can choose among eight household profiles—which vary by household income, size, and number of commuters—and see the impact of the built environment on affordability in a given location while holding household demographics constant.

    Version 3 updates the constituent data sets with 2012-2016 American Community Survey data and makes several methodological tweaks, most notably moving to modeling at the Census tract level rather at the block group.     Description

    The Housing Affordability Data System (HADS) is a set of files derived from the 1985 and later national American Housing Survey (AHS) and the 2002 and later Metro AHS. This system categorizes housing units by affordability and households by income, with respect to the Adjusted Median Income, Fair Market Rent (FMR), and poverty income. It also includes housing cost burden for owner and renter households. These files have been the basis for the worst case needs tables since 2001. The data files are available for public use, since they were derived from AHS public use files and the published income limits and FMRs. These dataset give the community of housing analysts the opportunity to use a consistent set of affordability measures. The most recent year HADS is available as a Public Use File (PUF) is 2013. For 2015 and beyond, HADS is only available as an IUF and can no longer be released on a PUF. Those seeking access to more recent data should reach to the listed point of contact.

    Text source: https://www.huduser.gov/portal/publications/hsgfin/addi.html In recognition of the fact that a lack of savings is the most significant barrier to homeownership for most low-income families1, Congress passed the American Dream Downpayment Act of 2003, which established the American Dream Downpayment Initiative (ADDI). The ADDI program was designed to provide assistance with downpayments, closing costs, and, if necessary, rehabilitation work done in conjunction with a home purchase. This formula-based program disburses assistance through a network of Participating Jurisdictions (PJs) in all 50 states and affords them significant flexibility in designing homebuyer programs to meet the needs of their communities. Established as part of the HOME program,2 ADDI is a prime example of direct federal assistance to promote low-income homeownership. In recent years there have been growing concerns that many new low-income homeowners have had difficulty maintaining homeownership.3 To address these concerns in the context of the ADDI program, the Fiscal Year 2006 U.S. Senate Report on the Transportation, Treasury and HUD Appropriations Bill directed the U.S. Department of Housing and Urban Development (HUD) to report on the foreclosure and delinquency rate of households who received downpayment assistance through ADDI.4 This report has been developed in response to this congressional mandate. Due to the limited program history of ADDI, and since HOME-assisted homebuyers are quite similar to those assisted by the ADDI, this study jointly estimates annual foreclosure and delinquency rates for both HOME- and ADDI-assisted borrowers who purchased homes during the period from 2001 through 2005.5 While all HOME/ADDI-assisted borrowers were included in the analysis, in order to have the results be representative of the ADDI program, the sample of PJs was limited to those that were eligible for an allocation of ADDI funds in 2004, the year in which the largest number of PJs were eligible. The primary objective of the study, which addresses the congressional inquiry, is to provide an estimate of the foreclosure and delinquency rates among HOME/ADDI-assisted homebuyers. HUD was also interested in an analysis of the reasons behind these outcomes. Thus, a secondary objective of this study is to analyze the factors associated with variations in delinquency and default rates. 1 See, for example, U. S. This includes Affordable Housing, Senior housing options, and Market-rate rentalsAffordable Housing Options: With New Jersey having some of the highest housing costs in the county, the state government has implemented several initiatives and programs to provide housing options for low- and moderate-income eligible households. In addition, several municipalities have implemented inclusionary zoning laws, that require property developers to allocate a certain percentage of the units for affordable housing. Somerset county has several affordable housing programs to help low-and moderate-income eligible households and first-time homebuyers, including the Mt. Laurel Doctrine, New Jersey Balanced Housing Program, HUD Public Housing Program, HUD Housing Choice Voucher Program (Section 8). This dataset provides a comprehensive list of all affordable housing projects in the county. The dataset includes ‘inclusionary’ developments that are comprised of both market-rate units and affordable units. It also includes municipality-sponsored and other 100% affordable housing projects, as well as affordable housing created through the redevelopment process. The total number of market rate and affordable housing units in each project is provided. Some projects include a blend of both rental and for-purchase units. Senior Housing Options: There are several housing options in Somerset County for older adults seeking assistance with daily living or those who want to maintain their independence or those who seek to live in communities designed for older adults. These options include – Active Adult Communities: These are communities designed for older adults who can live independently but want to live in a community specifically for older adults. They typically offer amenities such as fitness centers, swimming pools, and social activities. Many independent living communities also offer additional services such as transportation, housekeeping, and meals. Assisted Living Communities: These communities aid with daily living activities such as bathing, dressing, and medication management. They offer a range of services, depending on the level of care needed. Some assisted living communities also offer memory care services for individuals with dementia or Alzheimer's disease. Continuing Care Retirement Communities: These communities offer a continuum of care that includes independent living, assisted living, and skilled nursing care. This allows residents to "age in place" and receive additional care as needed without having to move to a different community. Senior Residence: These communities are restricted to residents who are 55 years of age or older. They typically offer amenities like active adult communities and may have additional features such as golf courses, community centers, and events. Market Rate Rentals: These properties are typically owned/operated by private landlords and are not considered affordable housing and are not subject to government subsidies. These include apartments, condominiums, town homes, single-family homes. The information included in this dataset represents a point-in-time (November 2023) and is subject to change. Furthermore, new, or alternative housing projects may be proposed in future years, which will be incorporated into subsequent dataset updates. MIRS had provided information on a monthly basis on interest rates, loan terms, and house prices by property type (all, new, previously occupied); by loan type (fixed- or adjustable-rate), and by lender type (savings associations, mortgage companies, commercial banks and savings banks); as well as information on 15-year and 30-year, fixed-rate loans. Additionally, MIRS provided quarterly information on conventional loans by major metropolitan area and by Federal Home Loan Bank district, and was used to compile FHFA’s monthly adjustable-rate mortgage index entitled the “National Average Contract Mortgage Rate for the Purchase of Previously Occupied Homes by Combined Lenders,” also known as the ARM Index.As some banks use the ARM Index as the basis for adjusting the interest rates on adjustable-rate mortgages, FHFA created and designated as the replacement for the ARM Index a version of Freddie Mac’s 30-year Primary Mortgage Market Survey® (PMMS®) that adjusts for differences between the two. This new index is called “MIRS Transition Index” and will be published on fhfa.gov on the final Thursday of every month. June 2019 was the first MIRS Transition index value to be published. The MIRS Transition index is intended to be used in lieu of the discontinued index for currently outstanding loans, and not as a reference rate on newly-originated adjustable-rate mortgages. The MIRS Transition Index was briefly referred to as PMMS+. It is not a replacement for PMMS.

    Revitalization Areas are HUD-designated geographic areas authorized by Congress under provisions of the National Housing Act intended to promote "revitalization, through expanded homeownership opportunities.” HUD-owned single-family properties located in a Revitalization Areas are eligible for discounted sale through special programs, including the Asset Control Areas (ACA) Program, and the Good Neighbor Next Door (GNND) Program.Revitalization Areas are determined by comparing a block group's median household income and home ownership rate to the respective rates of the surrounding area. If the block group is located in a CBSA Metropolitan area, then the metro area is used. However, if the block group is located in a Non-Metro area, then the state rate is used.This dataset also provides several variables relating to REO, and FHA activity in the block group including:- Average REO sales price over the last 12 months;- 90-day FHA defaults;- 90-day FHA defaults in foreclosure;- Active FHA-insured single-family loans;- Active REO properties, and;- A 2-year history of REO closings.Data for owner-occupied housing units is derived from the 2010 Census SF1 tables. Data for median household income, and home ownership rates are provided by American Community Survey 5-year (2007-2011).     Description

    The Housing Trust Fund (HTF) statute, section 1338(c)(7)(B)(ii), requires housing for homeownership to have an initial purchase price that meets the requirements of section 215(b)(1) of the Cranston-Gonzalez National Affordable Housing Act (HOME statute). The HTF Interim Rule at 24 CFR 93.305(a) requires that the initial purchase price or after-rehabilitation value of homeownership units assisted with HTF funds meet the definition of modest housing and that the purchase price of HTF assisted single family housing cannot exceed 95 percent of the median purchase price for the area for newly constructed or standard housing. In 2024, HUD adjusted the methodology for calculating the homeownership value limits. For existing housing, HUD will now be using the greater (rather than the lesser) of the state non-metropolitan and US non-metropolitan media sales values as the minimum value in which the limit is calculated. This change will substitute more local, state-level data for national-level data. This new methodology is effective September 1, 2024.Newly Constructed Housing: The HTF homeownership value limits for newly constructed HTF units is 95 percent of the median purchase price for the area based on Federal Housing Administration (FHA) single family mortgage program data for newly constructed housing. Nationwide, HUD has established a minimum limit, or floor, based on 95 percent of the U.S. median purchase price for new construction for non- metropolitan areas. HUD has used the greater of these two figures as their HTF homeownership value limit for newly constructed housing in each area. HUD has also decreased the minimum number of sales transactions from 10 to 5 for the calculation of a state-level non-metro median sales price.Existing Housing: The HTF homeownership value limit for existing HTF units is 95 percent of the median purchase price for the area based on Federal FHA single family mortgage program data for existing housing and other appropriate data (Federal Housing Finance Agency (FHFA) data on purchase mortgages securitized by Fannie Mae and Freddie Mac) that are available nationwide for sale of existing housing in standard condition. There are two states and the District of Columbia that have no non-metropolitan areas. HUD made a technical correction in 2024 to the rule that sets this minimum purchase prices as the greater of the state non-metro or the US non-metro median. HUD calculates for each state its non-metropolitan median purchase price as well as the US non-metropolitan median purchase price. The greater of these medians serves as the “state floor price” for maximum purchase price limits on existing homes. Note that this represents a change to the methods, as previous practice was to use the lesser of these medians.Grantee Determined Limits: In lieu of the limits provided by HUD, an HTF grantee may determine 95 percent of the median area purchase price for single family housing in the jurisdiction annually in accordance with procedures established at § 93.305(a)(2).The grantee must submit these limits as part of its HTF allocation plan.The effective date of the 2024 Homeownership Value Limits is September 1, 2024. These limits remain in effect until HUD issues new limits.

Fair Market Rents (FMRs) are used to determine payment standard amounts for the Housing Choice Voucher program, to determine initial renewal rents for some expiring project-based Section 8 contracts, to determine initial rents for housing assistance payment (HAP) contracts in the Moderate Rehabilitation Single Room Occupancy program (Mod Rehab), rent ceilings for rental units in both the HOME Investment Partnerships program and the Emergency Solution Grants program, calculation of maximum award amounts for Continuum of Care recipients and the maximum amount of rent a recipient may pay for property leased with Continuum of Care funds, and calculation of flat rents in Public Housing units. The U.S. Department of Housing and Urban Development (HUD) annually estimates FMRs for Office of Management and Budget (OMB) defined metropolitan areas, some HUD defined subdivisions of OMB metropolitan areas and each nonmetropolitan county. 42 USC 1437f requires FMRs be posted at least 30 days before they are effective and that they are effective at the start of the federal fiscal year (generally October 1).
