Block groups have a valid code range of 0 through 9. They also have the same first digit of their 4-digit census block number from the same decennial census. For example, tabulation blocks numbered 3001, 3002, 3003,.., 3999 within census tract 1210.02 are also within block group 3 within that census tract. Block groups coded 0 are intended to only include water area, no land area, and they are generally in territorial seas, coastal water, and Great Lakes water areas. Block groups generally contain between 600 and 3,000 people. A block group usually covers a contiguous area but never crosses county or census tract boundaries. They may, however, cross the boundaries of other geographic entities like county subdivisions, places, urban areas, voting districts, congressional districts, and American Indian / Alaska Native / Native Hawaiian areas. When first delineated, census tracts were designed to be homogeneous with respect to population characteristics, economic status, and living conditions. The spatial size of census tracts varies widely depending on the density of settlement. Physical changes in street patterns caused by highway construction, new development, and so forth, may require boundary revisions. There were six college dorm counties (Champaign, Coles, DeKalb, Jackson, McDonough and McLean) and 13 correctional facilities counties (Bond, Brown, Crawford, Fayette, Fulton, Jefferson, Johnson, Lawrence, Lee, Logan, Montgomery, Perry and Randolph) that qualified as special counties. When projecting the population, these special populations were first subtracted from the base populations for each special county; then they were added back to the projected population to produce the total population projections by age and sex. The base special population by age and sex from the 2010 population census was used for this purpose with the assumption that this population will remain the same throughout each projection period. Mortality Future deaths were projected by applying age and sex specific survival rates to each age and sex specific base population. The assumptions on survival rates were developed on the basis of trends of mortality rates in the individual life tables constructed for each level of geography for 1989-1991, 1999-2001 and 2009-2011. The application of five-year survival rates provides a projection of the number of persons from the initial population expected to be alive in five years. Resident deaths data by age and sex from 1989 to 2011 were provided by the Illinois Center for Health Statistics (ICHS), Illinois Department of Public Health. Fertility Total fertility rates (TFRs) were first computed for each county. For most counties, the projected 2015 TFRs were computed as the average of the 2000 and 2010 TFRs. 2010 or 2015 rates were retained for 2020 projections, depending on the birth trend of each county. The age-specific birth rates (ASBR) were next computed for each county by multiplying the 2010 ASBR by each projected TFR. Total births were then projected for each county by applying age-specific birth rates to the projected female population of reproductive ages (15 to 49 years). The total births were broken down by sex, using an assumed sex-ratio at birth. These births were survived five years applying assumed survival ratios to get the projected population for the age group 0-4. For the special counties, special populations by age and sex were taken out before computing age-specific birth rates. The resident birth data used to compute age-specific birth rates for 1989-1991, 1999-2001 and 2009-2011 came from ICHS. Births to females younger than 15 years of age were added to those of the 15-19 age group and births to women older than 49 years of age were added to the 45-49 age group. Net Migration Migration is the major component of population change in Illinois, Chicago and Illinois counties. The state is experiencing a significant loss of population through internal (domestic migration within the U.S.) net migration. Unlike data on births and deaths, migration data based on administrative records are not available on a regular basis. Most data on migration are collected through surveys or indirectly from administrative records (IRS individual tax returns). For this report, net migration trends have been reviewed using data from different sources and methods (such as residual method) from the University of Wisconsin, Madison, Illinois Department of Public Health, individual exemptions data from the Internal Revenue Service, and survey data from the U.S. Census Bureau. On the basis of knowledge gained through this review and of levels of net migration from different sources, assumptions have been made that Illinois will have annual net migrants of -40, 000, -35,000 and -30,000 during 2010-2015, 2015-2020 and 2020-2025, respectively. These figures have been distributed among the counties, using age and sex distribution of net migrants during 1995-2000. The 2000 population census was the last decennial census, which included the question Where did you live five years ago? The age and sex distribution of the net migrants was derived, using answers to this question. The net migration for Chicago has been derived independently, using census survival method for 1990-2000 and 2000-2010 under the assumption that the annual net migration for Chicago will be -40,000, -30,000 and -25,000 for 2010-2015, 2015-2020 and 2020-2025, respectively. The age and sex distribution from the 2000-2010 net migration was used to distribute the net migrants for the projection periods. Conclusion These projections were prepared for use by the Certificate of Need (CON) Program; they are produced using evidence-based techniques, reasonable assumptions and the best available input data. However, as assumptions of future demographic trends may contain errors, the resulting projections are unlikely to be free of errors. In general, projections of small areas are less reliable than those for larger areas, and the farther in the future projections are made, the less reliable they may become. The library patronage indicator measures the percentage of the total resident population served by each public library (the percentage of eligible residents that holds an unexpired library card). Ten public libraries and public library districts in Champaign County are included: the Champaign Public Library, the Homer Community Library, the Mahomet Public Library District, the Ogden Rose Public Library, the Philo Public Library District, the Rantoul Public Library, the St. Joseph Township-Swearingen Memorial Library, the Sidney Community Library, the Tolono Public Library District, and the Urbana Free Library. Public libraries often serve as community hubs and offer a number of educational and social opportunities and services for their population served. Registration for and maintenance of a library card is one way a resident can engage in recreation and other community involvement.
In 2021, five of the ten libraries analyzed had residential participation rates between 20 and 30 percent: Champaign Public Library, 27.57 percent; St. Joseph Township-Swearingen Memorial Library, 25.12 percent; Mahomet Public Library District, 22.38 percent; Tolono Public Library District, 21.82 percent; and the Philo Public Library District, 21.3 percent.
The libraries with the greatest percentage of the resident population with unexpired library cards were the Homer Community Library, at 38.96 percent, and the Urbana Free Library at 30 percent. The libraries with the smallest percentage of the resident population with unexpired library cards were the Sidney Community Library, 18.13 percent; Rantoul Public Library, 17.22 percent; and the Ogden Rose Public Library, at 13.85 percent.
All ten public libraries in Champaign County saw the percentage of their resident population with unexpired library cards decrease between 2015 and 2021. It is worth noting that many library buildings were closed during part of 2020 due to the COVID-19 pandemic, and that along with statewide stay-at-home orders may have deterred residents from renewing or obtaining library cards.
The release of the 2020 Census results in 2021 shows that the population in eight of the ten library districts decreased from 2010 to 2020. It is important to note that the population of a library district sometimes differs than the population of the municipality where it is located (e.g., Tolono).
The two library districts that saw a population increase in 2020 were the Champaign Public Library and Tolono Public Library District. However, the number of unexpired library cards in those districts decreased in 2021, so the decrease in the percentage of the population with library cards cannot be explained by population growth.
The two library districts that saw an increase in the percentage of the population with library cards from 2020 to 2021 are the Homer Community Library and Urbana Free Library. The number of unexpired library cards at the Homer Community Library increased from 2020 to 2021, which explains the percentage increase. However, the number of unexpired library cards at the Urbana Free Library decreased from 2020 to 2021, so the percentage increase is due to the library district’s population decrease.
Data was sourced from the Illinois Public Library Annual Report (IPLAR), an annual report from the Illinois State Library and Office of the Illinois Secretary of State. The population data included in the IPLAR dataset is sourced from the 2020 Census. To be consistent with the data source, we have also calculated the percentage of residents with library cards based on the number of cardholders divided by the total 2020 Census population.

Block Groups (BGs) are clusters of blocks within the same census tract. Each census tract contains at least one BG, and BGs are uniquely numbered within census tracts. BGs have a valid code range of 0 through 9. BGs have the same first digit of their 4-digit census block number from the same decennial census. For example, tabulation blocks numbered 3001, 3002, 3003,.., 3999 within census tract 1210.02 are also within BG 3 within that census tract. BGs coded 0 are intended to only include water area, no land area, and they are generally in territorial seas, coastal water, and Great Lakes water areas. Block groups generally contain between 600 and 3,000 people. A BG usually covers a contiguous area but never crosses county or census tract boundaries. They may, however, cross the boundaries of other geographic entities like county subdivisions, places, urban areas, voting districts, congressional districts, and American Indian / Alaska Native / Native Hawaiian areas. The BG boundaries in this release are those that were delineated as part of the Census Bureau's Participant Statistical Areas Program (PSAP) for the 2020 Census.

Chicago residents who are up to date with COVID-19 vaccines, based on the reported address, race-ethnicity, sex, and age group of the person vaccinated, as provided by the medical provider in the Illinois Comprehensive Automated Immunization Registry Exchange (I-CARE).
“Up to date” refers to individuals who meet the CDC’s updated COVID-19 vaccination criteria based on their age and prior vaccination history. For surveillance purposes, up to date is defined based on the following criteria:
People ages 5 years and older: · Are up to date when they receive 1+ doses of a COVID-19 vaccine during the current season.
Children ages 6 months to 4 years: · Children who have received at least two prior COVID-19 vaccine doses are up to date when they receive one additional dose of COVID-19 vaccine during the current season, regardless of vaccine product. · Children who have received only one prior COVID-19 vaccine dose are up to date when they receive one additional dose of the current season's Moderna COVID-19 vaccine or two additional doses of the current season's Pfizer-BioNTech COVID-19 vaccine. · Children who have never received a COVID-19 vaccination are up to date when they receive either two doses of the current season's Moderna vaccine or three doses of the current season's Pfizer-BioNTech vaccine.

Coverage percentages are calculated based on the cumulative number of people in each race-ethnicity/age/sex population subgroup who are considered up to date as of the week ending date divided by the estimated number of people in that subgroup. Population counts are obtained from the 2020 U.S. Decennial Census. Actual counts may exceed population estimates and lead to coverage estimates that are greater than 100%, especially in smaller demographic groupings with smaller populations. Additionally, the medical provider may report incorrect demographic information for the person receiving the vaccination, which may lead to over- or underestimation of vaccination coverage. All coverage percentages are capped at 99%.
Weekly cumulative counts and coverage percentages are reported from the week ending Saturday, September 16, 2023 onward through the Saturday prior to the dataset being updated.
All data are provisional and subject to change. Information is updated as additional details are received and it is, in fact, very common for recent dates to be incomplete and to be updated as time goes on. At any given time, this dataset reflects data currently known to CDPH.

COVID-19 vaccinations administered to Chicago residents based on the reported race-ethnicity and age group of the person vaccinated, as provided by the medical provider in the Illinois Comprehensive Automated Immunization Registry Exchange (I-CARE).
Vaccination Status Definitions:
·People with at least one vaccine dose: Number of people who have received at least one dose of any COVID-19 vaccine, including the single-dose Johnson & Johnson COVID-19 vaccine.
·People with a completed vaccine series: Number of people who have completed a primary COVID-19 vaccine series. Requirements vary depending on age and type of primary vaccine series received.
··People with an original booster dose: Number of people who have a completed vaccine series and have received at least one additional monovalent dose. This includes people who received a monovalent booster dose and immunocompromised people who received an additional primary dose of COVID-19 vaccine. Monovalent doses were created from the original strain of the virus that causes COVID-19.
Weekly cumulative totals by vaccination status are shown for each combination of race-ethnicity and age group. Note that each age group has a row where race-ethnicity is "All" so care should be taken when summing rows.
Vaccinations are counted based on the date on which they were administered. Weekly cumulative totals are reported from the week ending Saturday, December 19, 2020 onward (after December 15, when vaccines were first administered in Chicago) through the Saturday prior to the dataset being updated.
Population counts are from the U.S. Census Bureau American Community Survey (ACS) 2019 1-year estimates. For some of the age groups by which COVID-19 vaccine has been authorized in the United States, race-ethnicity distributions were specifically reported in the ACS estimates. For others, race-ethnicity distributions were estimated by the Chicago Department of Public Health (CDPH) by weighting the available race-ethnicity distributions, using proportions of constituent age groups.
Coverage percentages are calculated based on the cumulative number of people in each population subgroup (age group by race-ethnicity) who have each vaccination status as of the date, divided by the estimated number of Chicago residents in each subgroup.
Actual counts may exceed population estimates and lead to >100% coverage, especially in small race-ethnicity subgroups of each age group. All coverage percentages are capped at 99%.

Data reported in I-CARE only include doses administered in Illinois and some doses administered outside of Illinois reported historically by Illinois providers. Doses administered by the federal Bureau of Prisons and Department of Defense are also not currently reported in I-CARE. The Veterans Health Administration began reporting doses in I-CARE beginning September 2022. Due to people receiving vaccinations that are not recorded in I-CARE that can be linked to their record, such as someone receiving a vaccine dose in another state, the number of people with a completed series or a booster dose is underestimated. Inconsistencies in records of separate doses administered to the same person, such as slight variations in dates of birth, can result in duplicate first dose records for a person and overestimate of the number of people with at least one dose and underestimate the number of people with a completed series or booster dose

Healthy Chicago Equity Zones is an initiative of the Chicago Department of Public Health to organize and support hyperlocal, community-led efforts that promote health and racial equity. Chicago is divided into six HCEZs. Combinations of Chicago’s 77 community areas make up each HCEZ, based on geography. The 2020 cartographic boundary KMLs are simplified representations of selected geographic areas from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). These boundary files are specifically designed for small-scale thematic mapping. When possible, generalization is performed with the intent to maintain the hierarchical relationships among geographies and to maintain the alignment of geographies within a file set for a given year. Geographic areas may not align with the same areas from another year. Some geographies are available as nation-based files while others are available only as state-based files. Voting district is the generic name for geographic entities such as precincts, wards, and election districts established by State governments for the purpose of conducting elections. States participating in the 2020 Census Redistricting Data Program as part of Public Law 94-171 (1975) provided the Census Bureau with boundaries, codes, and names for their VTDs. Each VTD is identified by a 1- to 6-character alphanumeric census code that is unique within county.
