    Description

    The Federal Office for Logistics and Mobility (BALM) is increasingly receiving inquiries from public and private bodies as well as the press about truck toll data. The interest in these data is so high because they are available very quickly and reflect the development of road freight transport and, in a broader sense, allow conclusions to be drawn about the development of industrial production and the economy as a whole in Germany. In the course of the truck toll collection, BALM has developed a truck toll mileage index from digital process data, which indicates the course of the mileage for comparable basic characteristics and largely excludes structural changes. The truck toll mileage index (LMF index) provides early information on the development of road freight transport and the economy in Germany and is published no later than 9 days after the end of the month. Due to its rapid availability and economic significance, the Federal Statistical Office (StBA) has prepared the new index as a seasonally adjusted economic indicator and has included it in its publication programme since December 2018. The LMF index is an unadjusted index value (base year 2015), which is based on the performance of trucks with at least four axles on federal motorways. As a result, changes caused by the extension of the toll obligation (road network and vehicles) can be hidden. Currently, the index represents around 75% of toll services. BALM and the StBA are cooperating to take into account calendar and seasonal effects and to make the adjusted data more usable for economic monitoring. The results of the truck toll mileage index (unadjusted and adjusted) can be found in the GENESIS-Online database via the table (42191-0001), in the area of short-term indicators and in the StBA Business Cycle Monitor. Background information can be found in the article ‘Digital process data from truck toll collection – new building block of official short-term statistics’, co-authored by the StBA and BALM, in issue 6/2018 of the StBA's scientific magazine WISTA. Addendum: The coronavirus crisis calls for even more up-to-date results in order to better assess the impact on road freight transport and, subsequently, on economic monitoring. BALM has agreed with the Deutsche Bundesbank and the StBA that the data will be compiled, cleaned and published on the StBA's website on a daily basis until further notice. There is no blueprint for daily adjustments worldwide, so the results are experimental.

    Description:From an economic point of view the production encompasses manufacturing, including related ‘industrial services’ as long as they are provided in the production industry. After the guidelines of the official statistics on the measurement of production, all products produced to be sold including repair works, montages and contract processing should be captured. Own consumption and wage work is included. For the calculation of the production indices the primary used data are the monthly production surveys. For this surveys reports of chosen local units of enterprises in the production, in the mining sector and extraction of stones and earth with 50 or more employees are used. Until 2006 the reporting threshold was fixed for 20 or more employees. The manufacturing trade is always included. The production index should demonstrate the development of the quantitative production of the production industry and its sub-areas in Germany, adjusted for chances in prices and structures to provide continuous data. Differences in size and changes in structures can be avoided, by presenting the production output not in total numbers, but in from of index number series orientated towards a basis year. For the calculation of production index numbers, current monthly production values (quantity of sales or sale values) are presented as a ratio of the monthly averages of the base year. Until 1993 the Federal Statistical Office calculated two types of production indices: gross-production indices and net-production indices. From the index system 1991=100 on there is only one production index, defined as e net production index. Both index types differ from one another among other things by the definition of the performance dimensions (value added or value of gross production) and by the way it is structured (net production index by economic sectors, gross production index by types of commodities). Indices of net production in the Federal Republic of Germany exist since 1950. During the past decades the base year changed several times and also the content wise classification economic sectors changed repeatedly trough the introduction of new classification systems. The series with different base years overlap, which gives the opportunity to calculate a continuous series with one single base, if the classification of economic sectors did not change in the entire period. Content-related interlinking of indices with different bases is controversial and the results can only be interpreted with care and under certain assumptions. The net production indices are also used to measure productivity in the production industry. Labor productivity (of a local unit, an enterprise, an economic sector or of the entire national economy) can be defined as the ratio of quantity of production and labor input in a certain period. Interpreting this coefficient, it is important to note that labor productivity also depends on the use of other production factors. The index for labor productivity is defined as the “production results per input component of the working volume”. Two different manifestations of the working volume are used for the calculation of the index: (1) hours of work by employees and (2) number of hours worked. Until 1994 in addition a distinction between “number of workers” and “number of employees” was made. The total national working productivity serves as an indicator for economic performance and competitiveness of an economic sector or of the entire national economy with regard to the entire labor input. Labor productivity (after the results of the national accounts) is apparently the most used productivity notion for the entire economy. It shows how effective the input labor is used in the production process. Anyway, it is important to note that the partial productivity indicator not only depends on the factor work but also on the endowment of a certain sector or the entire economy with machines and their degree of modernity and on the infrastructure, which also has an impact on the production result.Productivity can be measured regarding the following two aspects: production result per worker (per capita productivity) and production result per working hour (hourly productivity). For the entire national economy the labor productivity is measured as the ratio of the gross national product (in constant prices) and the average number of employees. To look at the development of labor productivity of an entire national economy, usually the real gross domestic product is used. When comparing economic sectors within a country, the added values of the economic sectors can be used in the respective prices with regard to one employee or one hour of work.     In general, the consumer price indices are made up by the consumer price index and the retail price index. This data collection combines the most important retail price indices in compliance with the official price statistics. The corresponding retail price statistics are an essential part of the statistical price system in Germany, which indicates the development of prices on all major economic levels. Thereby, it is the main task of the official price statistics to verify the price development according to the institutional economic domains. In doing so, the price indices appear as indices of the purchase prices (e.g. the import price index, price indices for the incoming goods in industry), or the purchase price indices (e.g. the indices of producer prices in agriculture and industry, the index of export prices, or the retail price index).     In the present data compilation the most important group indices of producer prices of agricultural products in form of long series with different base years will be presented in overviews for selected index positions. The index measures the development of selling prices in agriculture in domestic sales. The reference value of the overall index is the value of sales revenues in agriculture in the base year. In respect of the essential calculating process, the indices can be understood as a weighted average of price changes that are calculated for a representative selection of products and services. The price indices of agricultural products are calculated as the annual averages of the estimated average values on a quarterly basis of the goods with the corresponding quarterly sales in the current base year. The indices are calculated with the so called Laspeyres- formula. This means that the estimated numbers from the base year will be unchanged until the conversion of the indices into a new base year. The indices of the producer prices of agricultural products will not only be published as an overall index, but also for different levels of aggregation (product groups) and for single price representatives. In the present long term overviews only the aggregation concerning product types will be considered. Up to and including 1966/67 the reported indices include the betterment and/or sales tax. Since 1967 the index results appear twice in the publications of the federal statistical office; with and without the generalized betterment tax. In the present data compilation the indices in the tables of producer prices of agricultural products by the year of 1968 will be shown exclusively without betterment or sales tax and without upgrading compensation!     Description

    The available data collection compiles the most important price indices of living costs published in official price statistics. The price indices for the standard of living are to show, in which measure the haouseholds’ standard of living increased or decreased in price due to price alteration, but unaffected by changes by consumers’ behaviour. Therefore, the consumer price indices are to measure the pure price development, isolated from changes in quantity or quality. Basis of the index is the supposition, that the structure of private households’ consumer expenditures doesn’t have changed since the basis-year (Laspeyres-Index). The consumer price index covers groups of goods, which are bought and/or used by the private households. The private households’ expenditure structure is the basis of this price index, therefore the index is to be regarded as a “purchase price index” for private ultimate consumer. Aim of the consumer price statistics is – as it is the aim of the whole official price statistics – the registration of price changes. Therefore their most important results are price indices to a certain base year and not average prices in absolute height. Furthermore, living-cost price indices informs about the percental increas or decrease of the goods’ and achievments’ prices (in relation to a base year). Die Statistik der Verbraucherpreise ist – wie die gesamte amtliche Preisstatistik – in erster Linie auf den Nachweis von Preisänderungen abgestellt. Deshalb sind ihre wichtigsten Ergebnisse Preisindizes zu einem bestimmten Basisjahr und nicht Durchschnittspreise in absoluter Höhe.
