    The pandemic and resulting restrictions on air travel brought most air travel activity to a standstill between March 2020 and July 2022. Since then, air travel has recovered rapidly, with revenue almost doubling in 2022-23. That’s why industry revenue is expected to remain largely steady overall over the five years through 2023-24, totalling $7.5 billion. Revenue growth is expected to slow in 2023-24, rising by 1.0%. The number of international passengers travelling to and from New Zealand, which previously represented the largest market for airlines, plummeted by over 90% during the pandemic. Domestic flight revenue also tanked, despite lighter restrictions on travel than those imposed on overseas travellers. Nonetheless, a spike in the airfreight services segment partially limited revenue declines during this period. Even though borders have reopened, careful capacity expansion by airlines is limiting a recovery in passenger numbers, although high airfares are bolstering industry revenue and profitability. Airline profitability weakened following the COVID-19 outbreak, as fixed costs mounted while revenue was limited. Substantial financial losses have encouraged airlines to restore capacity on their routes at a slow rate. While demand for air travel has rebounded strongly, airlines have had to ensure they are maximising their load factors to operate profitably. This strategy supported industry-wide profitability returning to positive territory in 2022-23, for the first time since the initial COVID-19 outbreak. Nevertheless, higher wage, depreciation and fuel costs have continued to hamper profitability, keeping it below pre-pandemic levels in 2023-24. Industry revenue is forecast to grow at an annualised 2.7% over the five years through 2028-29, to total $8.6 billion, as airline capacity gradually returns to pre-pandemic levels. High airfares will boost revenue in the short term as airlines grapple with high costs, and competition remains subdued compared with prior to the pandemic. More inbound arrivals and outbound departures will help revenue trend upwards. Even so, growth will be weighed down by difficult global economic conditions and a softening domestic labour market amid an ongoing cost-of-living crisis.
