    Description

    In this study, a complex network method was employed to quantify the changing role of countries in fish trade and the dynamic characteristics of fish globalization. Based on the United Nations Comtrade Database, the International Trade Network for Fish and Fish Products (ITN-Fish) was constructed as a series of weighted-directed networks for each year from 1990 to 2018. Almost all countries and territories worldwide have participated in the fish trade. In 2018, the network identified 229 fish traders. The share of developing countries in imports and exports has increased. Traders actively establish new trade relations, which improve network connectivity. However, these relations only account for a small part of the fish trade. The high connectivity allows risks to spread rapidly in the world through hubs such as the United States and China, which raises concerns about the robustness of these weak links in the Sino-US trade conflict and the outbreak of COVID-19. However, we have optimistic expectations on this issue. The dynamic of network topology property shows that the globalization of fish trade flourished between 1990 and 2018. Although, due to the financial crisis and its subsequent impact, the total amount of fish trade declined in 2009 and 2015, the network structure was not seriously affected, and the trend of topology property remained unchanged. Based on the construction of the international trade network, its node attribute, and its structural attribute, fish trade maintains the trend of globalization. Countries should actively adhere to trade globalization to promote the development of the fish trade.

    International trade in goods statistics (ITGS) published by Eurostat measure the value and quantity of goods traded between the EU Member States (intra-EU trade) and goods traded by the EU Member States with non-EU countries (extra-EU trade). ‘Goods’ means all movable property including electricity. ‘European’ means that the statistics are compiled on the basis of the concepts and definitions set out in EU legislation. ‘National’ statistics, i.e. statistics published at national level by the Member States, are compiled on the basis of national rules which may differ from EU rules. European ITGS are the official harmonised source of information about exports, imports and the trade balances of the EU, its Member States and the euro area.

    Aggregated versus detailed data

    International trade in goods statistics are published through different datasets grouped into two categories:

    • Aggregated data refer to macroeconomic indicators for the EU and euro area. Monthly (short-term indicators) and annual (long-term indicators) data are aggregated by broad product categories. Broad product categories are defined as one-digit codes of the Standard International Trade Classification (SITC) or aggregates of the Broad Economic Categories (BEC).
    • Detailed data refer to the most detailed level of the following product nomenclatures: the Combined Nomenclature (CN), the SITC, the BEC, the Classification of Products by Activity (CPA) and the Standard Goods Classification for Transport Statistics/Revised (NSTR). Detailed data also contain product aggregations at higher levels.

    Statistical dimensions

    Data periodicity (monthly or yearly) and product nomenclature (CN, SITC, BEC or CPA) differ depending on the dataset, but the following statistical fields are always available:

    • reporting country: country or geo-economic area such as EU or euro area;
    • partner country: EU Member State, non-EU country or geo-economic area.
    • reference period: month and/or year;
    • trade flows: import and export; and
    • product according to the relevant classification.

    Besides the dimensions listed above, specific datasets contain information on the mode of transport (e.g. by sea, by air or by road) or the statistical procedure (normal trade versus trade for processing activities).

    In his 2006 book, Food is Different, Peter Rosset posited we “get agriculture out of the [World Trade Organization] WTO”. This contention, which is the rallying cry for the Food Sovereignty movement, is that the WTO should not have any purview over agriculture and by extension food systems. Getting the WTO out of agriculture encompasses not only dismantling the 1994 Agreement on Agriculture, which governs both global food trade and extends to national food policies, but also nullifying the entire suite of WTO agreements that apply to various aspects of agriculture, including the Agreement on Trade-Related Intellectual Property Rights (TRIPS), and the Agreement on Trade-Related Investment Measures (TRIMS) (see Burnett & Murphy, 2014). For activists, policymakers, and scholars who take a firm stance of resistance to the WTO, there is no room for compromise with the institution. From this standpoint, the WTO cannot be transformed into a legitimate space to govern international food trade. The underlying concerns motivating much global civil society resistance to agriculture being governed under the WTO are well documented in the papers in this collection and were discussed at length by participants at the workshop in Waterloo.
