Throughout this provided time period, the homicide rate for Scotland has declined substantially. From 2003/04 to 2013/14, Scotland had the highest homicide rate among UK jurisdictions, with a peak of ** homicides per million people recorded in 2004/05. Uptick in violent crimes since the mid-2010s In 2002/03, there were ***** homicides in England and Wales, but by 2013/14 this had fallen to just ***, with similar declines also evident in Scotland and Northern Ireland. Unlike the in the latter two jurisdictions, however, there was a noticeable uptick in homicides in England and Wales from 2016/17 onwards, with *** recorded in 2019/20. Additionally, there has been a surge in violence against the person offences in England and Wales, rising from around ******* in 2012/13, to more than *********** ten years later in 2022/23. It is unclear what exactly is driving this trend, but in an attempt to reverse it, the UK government has started to increase the manpower and funding available to UK police forces. Struggles of the UK justice system Recent boosts to police funding come after almost a decade of austerity was imposed on most public services. Although some government departments were protected from this, the Ministry of Justice saw its budget decline from *** billion pounds in 2009/10,to just **** billion pounds in 2015/16. Although the Justice Budget has also increased recently, there are several signs that the system as a whole is under pressure. There is a significant backlog of cases at Crown Courts in England and Wales, with serious offences taking an average of almost********** to pass through the court system. Meanwhile, prisons are struggling with severe capacity issues, along with upticks in violence and self-harm.

</ul>Intentional homicides are estimates of unlawful homicides purposely inflicted as a result of domestic disputes, interpersonal violence, violent conflicts over land resources, intergang violence over turf or control, and predatory violence and killing by armed groups. Intentional homicide does not include all intentional killing; the difference is usually in the organization of the killing. Individuals or small groups usually commit homicide, whereas killing in armed conflict is usually committed by fairly cohesive groups of up to several hundred members and is thus usually excluded.

There were 65 homicide offences recorded in the Republic of Ireland in 2023, compared with 80in 2022. In the provided time period, homicides in Ireland increased from 2003 onwards, reaching a peak of 153 in 2007 before declining to the relatively low figures seen in the late 2010s.

In Europe, the Baltic countries of Latvia and Lithuania had the highest and third highest homicide rates respectively in 2022. Latvia had the highest rate at over four per 100,000 inhabitants. Meanwhile, the lowest homicide rate was found in Liechtenstein, with zero murders The most dangerous country worldwide Saint Kitts and Nevis is the world's most dangerous country to live in in terms of murder rate. The Caribbean country had a homicide rate of 65 per 100,000 inhabitants. Nine of the 10 countries with the highest murder rates worldwide are located in Latin America and the Caribbean. Whereas Celaya in Mexico was listed as the city with the highest murder rate worldwide, Colima in Mexico was the city with the highest homicide rate in Latin America, so the numbers vary from source to source. Nevertheless, several Mexican cities rank among the deadliest in the world when it comes to intentional homicides. Violent conflicts worldwide Notably, these figures do not include deaths that resulted from war or a violent conflict. While there is a persistent number of conflicts worldwide, resulting casualties are not considered murders. Partially due to this reason, homicide rates in Latin America are higher than those in countries such as Ukraine or the DR Congo. A different definition of murder in these circumstances could change the rate significantly.

In 2023/24 there were 116 homicide offences recorded in London, the most of any region of the United Kingdom during that time period. North West England, which includes the large city of Manchester had 71 homicides, and had the second-highest number of homicides. In the same reporting period, the constituent countries of Northern Ireland and Wales reported the fewest homicides, at 24 each. Homicides in the UK falling despite recent uptick Since 2002/03, all three jurisdictions of the UK; England and Wales, Scotland, and Northern Ireland, have seen their homicide rates fall, with Scotland seeing the steepest decline. The most significant decline in homicides in this period occurred between 2002/03 and 2014/15, which saw the annual number of homicides in England and Wales half from over 1,000 to 500. This trend was suddenly reversed from 2015/16 onwards, with homicides rising to around 700 per year between 2016/17 and 2019/20. While homicides fell back to 583 in 2023/24, it remains to be seen if this pattern will continue. Knives used in almost half of all murders In 2022/23 a knife or other sharp instrument was used in over 41 percent of all murders in England and Wales, making this, by far, the most common method of killing in that reporting year. The overall number of knife homicides reached 244 in 2022/23, compared with 282 in the previous year, and just above the 281 reported in 2017/18. Firearm homicides were much rarer than knife homicides, with 29 taking place in the same reporting year, and homicides caused by shooting only accounting for 4.9 percent of homicides overall.

Northern Ireland's crime rate has fallen from 81.4 crimes per 1,000 people in 2002/03 to 58.3 in 2023/24, when fraud is including the crime rate of Northern Ireland was 57.1 crimes per 1,000 people in 2023/24. During this time period, Norther Ireland's crime rate saw the biggest decline in its crime rate between 2002/03 and 2003/04 when it dropped from 81.4 to 73.3.

In 2024, there were over 221,590 crime offences recorded in the Republic of Ireland, an increase from the previous year. Between 2003 and 2008, the number of crime offences in Ireland increased to a peak of 297,540 followed by a similarly steep decline in offences between 2008 and 2013.

In 2023/24 the crime rate of Northern Ireland stood at 55 crimes per 1,000 people, with the policing district of Belfast City having the highest crime rate of 96 crimes per 1,000 people.

In 2023/24, London had the highest homicide rate of any region of the United Kingdom, at **** homicides per million people, followed by the East Midlands at **** homicides per million people.

In 2022, the number of homicides in Denmark increased again after years of decline. That year, 55 homicides were registered. According to the Danish Penal Code, the penalty for homicide ranges from a minimum of a five-year prison sentence to imprisonment for life. Imprisonment for life implies 12 years in prison, before the inmate can apply for probation. Over the past decade, the total number of reported crimes in Denmark decreased.

Victims of crime  In 2021, the number of victims of criminal offences reported in Denmark fell below 60,000. This was the lowest number over the past 10 years. The most common type of crime experienced by Danes was violent crimes. The number was higher for men than for women.

Peaceful country  In general, Denmark is considered a safe and peaceful country. In 2022, the country was ranked the sixth most peaceful country in the world, only behind Iceland, New Zealand, Ireland, Austria, and Portugal. This ranking is measured by the level of social safety and security, the extent of ongoing domestic and international conflicts, and the degree of militarization.

The crime rate in the United Kingdom was highest in England and Wales in 2023/24, at **** crimes per 1,000 people, compared with Scotland which had ** crimes per 1,000 population and Northern Ireland, at **** crimes per 1,000 people. During this time period, the crime rate of England and Wales has usually been the highest in the UK, while Scotland's crime rate has declined the most, falling from **** crimes per 1,000 people in 2002/03, to just **** by 2021/22. Overall crime on the rise In 2022/23 there were approximately **** million crimes recorded by the police in England and Wales, with this falling to **** million in 2023/24. Although crime declined quite significantly between 2002/03 and 2013/14, this trend has been reversed in subsequent years. While there are no easy explanations for the recent uptick in crime, it is possible that reduced government spending on the police service was at least partly to blame. In 2009/10 for example, government spending on the police stood at around **** billion pounds, with this cut to between ***** billion and ***** billion between 2012/13 and 2017/18. One of the most visible consequences of these cuts was a sharp reduction in the number of police officers in the UK. As recently as 2019, there were just ******* police officers in the UK, with this increasing to ******* by 2023. A creaking justice system During the period of austerity, the Ministry of Justice as a whole saw its budget sharply decline, from *** billion pounds in 2009/10, to just **** billion by 2015/16. Although there has been a reversal of the cuts to budgets and personnel in the justice system, the COVID-19 pandemic hit the depleted service hard in 2020. A backlog of cases grew rapidly, putting a strain on the ability of the justice system to process cases quickly. As of the first quarter of 2023, for example, it took on average *** days for a crown court case to go from offence to conclusion, compared with *** days in 2014. There is also the issue of overcrowding in prisons, with the number of prisoners in England and Wales dangerously close to operational capacity in recent months.

In 2023, there were four homicide offences recorded in the Northern Ireland policing district of Armagh City, Banbridge & Craigavon, and one each in seven other districts. In this reporting year, there were 11 homicides in Northern Ireland, with three policing districts recording no homicide offences.

There were 1,064 public order offences recorded by the police in Northern Ireland between in the 2023/24 reporting year, which was a slight decrease compared with the previous year.

In the 2023/24 reporting year there were estimated to have been approximately 5,400 fraud offences recorded in Northern Ireland, compared with 4,671 in the previous year.

Dundee City's crime rate of *** crimes per 10,000 people was the highest of any region of Scotland in 2023/24. The rate for the whole of Scotland was *** per 10,000 people, which appears to be driven by low crime in places such as the Orkney and Shetland Islands, with almost all Scottish cities reporting higher than average crime rates. In Glasgow, Scotland's largest city, the crime rate was *** crimes per 10,000 people, while in the Scottish capital, Edinburgh, the crime rate was *** per 10,000 population. Comparisons with the rest of the UK When compared with the rest of the United Kingdom, Scotland has experienced a noticeable decline in its overall crime rate. In 2008/09 for example, Scotland's crime rate was higher than that of England and Wales, as well as Northern Ireland, the other two jurisdictions in the UK. In 2022/23, however, Scotland's crime rate was the lowest in the UK, with the crime rate in England and Wales rising noticeably during the same period. Scotland's homicide rate has also fallen, from being the highest in the UK in 2002/03, to the lowest as of 2022/23. Theft and fraud drive recent crime uptick There was a slight increase in the number of crimes recorded by the Scottish police in 2023/24, when compared with the previous year. Although many other types of crimes declined during this reporting year, the number of theft offences has increased, reaching ******* offences in 2023/24. Fraud crime has also increased significantly in recent years, with ****** offences in 2022/23, compared with just ***** in 2014/15. The recent uptick in fraud and theft offences is also reflected in the jurisdiction England and Wales.

With a crime rate of 132.4 per 1,000 people Cleveland, in North East England, had the highest crime rate of all the police force areas in England and Wales in 2023/24. High crime rates are evident in other areas of northern England, such as West Yorkshire and Greater Manchester at 121.7 and 117.7 respectively. In the English capital, London, the crime rate was 105.1 per 1,000 people. The lowest crime rate in England was in the relatively rural areas of Wiltshire in South West England, as well as North Yorkshire. Overall crime on the in England and Wales The number of crimes in England and Wales reached approximately 6.74 million in 2022/23, falling slightly to 6.66 million in 2023/24. Overall crime has been rising steadily across England and Wales for almost a decade, even when adjusted for population rises. In 2022/23, for example, the crime rate in England and Wales was 93.6, the highest since 2006/07. When compared with the rest of the United Kingdom, England and Wales is something of an outlier, as crime rates for Scotland and Northern Ireland have not followed the same trajectory of rising crime. Additionally, there has been a sharp increase in violent crimes and sexual offences since the mid-2010s in England and Wales. While theft offences have generally been falling, the number of shoplifting offences reached a peak of 440,000 in 2023/24. Troubled justice system under pressure Alongside rising crime figures, many indicators also signal that the justice system is getting pushed to breaking point. The percentage of crimes that are solved in England and Wales was just 5.7 percent in 2023, with sexual offences having a clearance rate of just 3.6 percent. Crimes are also taking far longer than usual to pass through the justice system. In 2023, it took an average of 676 days for a crown court case to reach a conclusion from the time of the offence. This is most likely related to the large backlog of cases in crown courts, which reached over 62,200 in 2023. Furthermore, prisons in England and Wales are dangerously overcrowded, with just 1,458 spare prison places available as of June 2024.

Between April 2021 and March 2022 there were over 4,000 sexual offences recorded by the police in Northern Ireland, of which 1,210 were rape offences, the most of any sexual offence in this time period.

There were 48 religious hate crimes reported by the police in Northern Ireland in 2022/23, compared with 33 in the previous reporting year.

Rape offences have increased dramatically in England and Wales since 2012/13 when there were 16,038 offences. After this year, rape offences increased substantially, reaching a high of 69,973 offences in the 2021/22 reporting year, before falling slightly to 68,949 in 2022/23, and to 67,928 in 2023/24. When 2023/24 is compared with the 2002/03 reporting year, there was an almost sixfold increase in the number of rape offences recorded by the police in England and Wales. Similar patterns in Scotland and Northern Ireland While there has also been an increase in the number of rape and attempted rape offences in Scotland, the increase has not been quite as steep, with offences reaching 2,459 in 2022/23 compared with 924 in 2002/03. In Northern Ireland there has been a sharp rise in overall sexual offences, rising from 1,438 in 2002/03, to 4,232 by 2022/23. This rise in overall sexual offences is also observable in Scotland, with 15,049 offences in 2022/23, compared with 6,623 in 2002/03. Explaining the increase Although overall crime has shown a noticeable uptick recently, the rise in sexual offences has been much more pronounced. Rather than falling in the mid-2010s and then rising again towards the end of the decade, like overall crime, sexual offences remained at a relatively stable figure, until 2013/14 when it increased dramatically, a pattern mirrored in both Scotland and Northern Ireland. This is possibly due to better reporting practices by the police as well as an increasing willingness of victims to come forward, including historic victims of sexual violence.
