    Description

    The Department of Jobs and Small Business publishes quarterly reports on a range of job seeker compliance data.

    Quarterly compliance data has been available on the department's website since 2006. The data relates to those job seekers on activity tested income support payments for the relevant quarter, and many of the indicators are broken down by categories such as age, gender, payment type, indigeneity and employment service programme - i.e. jobactive, Disability Employment Services (DES) and the Community Development Programme (CDP).

    The data includes a range of statistics on job seeker attendance at appointments with employment services providers, income support payment suspensions, the number and type of non-compliance reported and the number of participation failures and financial penalties applied.

    In 2023, roughly 2.2 million people were looking for employment registered under the PESO Employment Information System (PEIS) of the labor department in the Philippines. This was just slightly higher than in the previous year.

     Employment situation in the Philippines 

    The Philippines has a predominantly young population, with working-age individuals totaling about 77 million in 2022. In that same year, the employment rate stood at 94.6 percent, with over half of the employed population working in the services industry. However, as the country experienced long periods of lockdown during the COVID-19 pandemic, unemployment and underemployment slightly increased. Most importantly, the number of job vacancies registered under the PESO Employment Information System (PEIS) in that year was just a third of the total number of registered job seekers in the Philippines.

    To improve the local labor and employment situation in the Philippines, the Department of Labor and Employment created a database that shows information on job vacancies and the active workforce supply of registered job seekers. Through this free multiservice facility, applicants can request a job match based on their skills, while employers can fill in their vacancies by browsing through a database of qualified applicants. In 2023, about 35,000 employers registered on the platform, looking mostly for production workers and call center agents.

    This paper uses job seekers’ elicited beliefs about job finding to disentangle the sources of the decline in job-finding rates by duration of unemployment. We document that beliefs have strong predictive power for job finding, but are not revised downward when remaining unemployed and are subject to optimistic bias, especially for the long-term unemployed. Leveraging the predictive power of beliefs, we find substantial heterogeneity in job finding with the resulting dynamic selection explaining most of the observed negative duration dependence in job finding. Moreover, job seekers’ beliefs under-react to heterogeneity in job finding, distorting search behavior and increasing long-term unemployment.
