Abstract

The survey is part of the 55th round of NSS conducted from 1 July 1999 to 30 June 2000. The 55th round of NSS covered the subjects of 'Employment-Unemployment and Migration', 'Informal Non-Agricultural Enterprises' and 'Household Consumer Expenditure'. The period of survey was from 1st July 2007 to 30th June 2008. The survey period was divided into four sub-rounds of three months' duration each as follows: sub-round 1 : July - September 1999 sub-round 2 : October - December 1999 sub-round 3 : January - March 2000 sub-round 4 : April - June 2000 In each of these four sub-rounds equal number of sample villages/ blocks (FSUs) was covered to ensuring uniform spread of sample FSUs over the entire survey period.

Geographic coverage

National - The survey covers the whole of the Indian Union excepting (i) Ladakh & Kargil districts of Jammu & Kashmir, (ii) interior villages of Nagaland situated beyond 5 km of a bus route & (iii) villages of Andaman & Nicobar Islands remaining inaccessible throughout the year. All the villages of the country, uninhabited according to 1991 census, are also left out of the survey coverage of the NSS 55th round [as done in the earlier Rounds].

Sampling procedure

A stratified sampling design was adopted for selection of the sample first-stage units (FSU's). The FSU's were villages (panchayat wards for Kerala) for rural areas and Urban Frame Survey (UFS) blocks for urban areas. The Ultimate stage units (USU's) were households which were selected by the method of circular systematic sampling from the corresponding frame in the FSU. Large FSU's were subdivided into hamlet groups (rural)/ sub-blocks (urban), that were grouped into two segments, and USU's were selected independently from each of these segments.

Sampling Frame: List of villages (panchayat wards for Kerala) as per 1991 Census and latest lists of UFS blocks were respectively used for selection of rural and urban sample FSU's. For selection of sample villages from the State of Jammu & Kashmir, list of villages as per 1981 Census were used as the sampling frame.

A total number of 10,384 FSU's were selected for survey in the central sample at all-India level (rural & urban combined) in the 55th round. For state samples, there was a matching sample size as per the usual matching pattern followed over the last few rounds. Sample size for the whole round for each State/UT x Sector (i.e. rural/ urban) were allocated equally among the 4 sub-rounds. Sample FSU's for each sub-round were selected afresh in the form of 2 independent sub-samples.

Sampling deviation

All the uninhabited villages of the country as per 1991 Census, interior villages of Nagaland situated beyond 5 km of a bus route and inaccessible villages of Andaman & Nicobar Islands were left out of the survey coverage of the NSS 55th round.

Schedule 1.0 was split into several blocks to obtain detailed information on the expenditure incurred on domestic consumption and other particulars of the sample household. Besides, information was collected on production and consumption from kitchen garden, purchase of selected commodities through public distribution system (PDS), sufficiency of food, goods and services received as part of wages and salaries or perquisites and gifts given and gifts received by the household. No account was, however, taken of any expenditure incurred towards the productive enterprises of the households. The 1999 survey included major modifications to the schedule canvassed in the previous quinquennial survey. Modifications include the following: (i) some household characteristics were dropped, e.g., use of hired labour, growing of cereals, possession of milch/draught animals etc., (ii) information on goods and services received as part of wages and salaries or perquisites and gifts given and gifts received by the household was collected for non-food items only, (iii) information on habit of tobacco consumption for the household members was not collected, (iv) detailed list of items of consumption was rationalised; some added and some others merged, (v) information on purchase and consumption out of home-grown stock was not collected separately. Instead, source of consumption was ascertained for items of food, pan, tobacco, intoxicants, fuel and light, (vi) information on expenditure incurred in 'cash & kind' was only collected for items of miscellaneous goods and services,
(vii) blocks on insurance, dwelling unit and ceremonies were dropped, (viii) three blocks - one on kitchen garden, one on consumption of selected home-produced stock and the other on PDS - were introduced.
