    Description

    This is the number of people of all ages killed or seriously injured (KSI) in road traffic accidents, in an area, adjusted. This indicator includes only casualties who are fatally or seriously injured and these categories are defined as follows:

    Fatal casualties are those who sustained injuries which caused death less than 30 days after the accident; confirmed suicides are excluded.

    Seriously injured casualties are those who sustained an injury for which they are detained in hospital as an in-patient, or any of the following injuries, whether or not they are admitted to hospital: fractures, concussion, internal injuries, crushings, burns (excluding friction burns), severe cuts and lacerations, severe general shock requiring medical treatment and injuries causing death 30 or more days after the accident.

    An injured casualty is recorded as seriously or slightly injured by the police on the basis of information available within a short time of the collision. This generally will not reflect the results of a medical examination, but may be influenced according to whether the casualty is hospitalised or not. Hospitalisation procedures will vary regionally.

    Slight injuries are excluded from the total, such as a sprain (including neck whiplash injury), bruise or cut which are not judged to be severe, or slight shock requiring roadside attention.

    Police forces use one of two systems for recording reported road traffic collisions; the CRaSH (Collision Recording and Sharing) or COPA (Case Overview Preparation Application). Estimates are calculated from figures which are as reported by police. Since 2016, changes in severity reporting systems for a large number of police forces mean that serious injury figures, and to a lesser extent slight injuries, are not comparable with earlier years. As a result, both adjusted and unadjusted killed or seriously injured statistics are available. Further information about the reporting systems can be found here.

    Areas with low resident populations but have high inflows of people or traffic may have artificially high rates because the at-risk resident population is not an accurate measure of exposure to transport. This is likely to affect the results for employment centres e.g. City of London and sparsely populated rural areas which have high numbers of visitors or through traffic. Counts for Heathrow Airport are included in the London Region and England totals only.

    From the publication of the 2023 statistics onwards, casualty rates shown in table RAS0403 to include rates based on motor vehicle traffic only. This is because the department does not consider pedal cycle traffic to be robust at the local authority level.

    The dataset shows:

    • Numbers of people KSI in road collisions

    • KSI numbers of children age 0-15

    • Numbers of KSI casualties from collisions involving drivers age 17-24 and age 60 and over

    • Annual total numbers of fatalities from road collisions

    Numbers below 5 have been removed, and where needed one or more further counts of 5 or greater have also been removed. This generally only affects district figures but means some figures for districts will not add up to the Lincolnshire total.

    Description

    These are the final statistics on road collisions and casualties for Great Britain in 2021.

    The number of reported road casualties in 2021 continued to be impacted by the national restrictions following the coronavirus (COVID-19) pandemic, including a period of lockdown between January and March. Casualty numbers increased compared to 2020, which was also affected by the pandemic, but remained lower than the pre-pandemic levels. Overall, casualties have broadly followed trends in traffic in recent years.

    These statistics show that in 2021 there were:

    • an estimated 1,558 reported road deaths, a decrease of 11% from pre-pandemic levels (2019)

    • an estimated 27,450 killed or seriously injured (KSI) casualties, 11% below the 2019 level

    • an estimated 128,209 casualties of all severities, 16% below the 2019 level

    Reported road casualties provisional results for 2022 show a return towards pre-pandemic trends. As both 2020 and 2021 included periods of lockdown, this publication compares provisional results for 2022 to 2019 figures, the most recent equivalent pre-pandemic year.

    In reported road collisions in Great Britain in 2022 there were an estimated:

    • 1,695 fatalities, a decline of 3% compared to 2019

    • 29,795 killed or seriously injured (KSI) casualties, a decline of 3% compared to 2019

    • 136,002 casualties of all severities, a decline of 11% compared to 2019

    This publication presents detailed statistics about the circumstances of personal injury accidents, including the types of vehicles involved, the resulting casualties and factors which may contribute to accidents. In addition to detailed tables there are six articles containing further analysis on specific road safety topics.

    Most of the statistics in the publication are based on information about accidents reported to the police. However, other sources such as mortality, survey and hospital data are also used as well as population and traffic data to provide a wider context.

    Key points

    Key findings from the RRCGB 2011 report include:

    • In 2011, there were a total of 203,950 casualties of all severities in road accidents reported to the police, 2 per cent lower than in 2010. There were 1,901 people killed, a 3 per cent increase than in 2010 and 23,122 were seriously injured, up 2 per cent. Motor vehicle traffic increased slightly (0.2 per cent) over the same period.
    • The number of fatalities fell for three types of road user, with a fall of 22 per for bus and coach occupants, 10 per cent for motor cyclists, 4 per cent for pedal cyclists. Pedestrian and Car occupants rose by 12 and 6 per cent respectively.
    • In 2011, it is estimated 9,990 reported casualties (5 per cent of all road casualties) occurred when someone was driving whilst over the legal alcohol limit. The provisional number of people estimated to have been killed in drink drive accidents was 280 (15 per cent of all road fatalities).
    • The rate per billion vehicle miles for total casualties in reported road accidents and the rate of people killed or seriously injured (KSI) in 2011 were both 15 per cent lower than the 2005-09 average. For fatalities alone, the 2011 rate was 32 per cent lower than the average.
    • Failed to look properly was again the most frequently reported contributory factor and was reported in 42 per cent of all accidents reported to the police in 2011.
    • In 2011, the economic welfare cost of reported road accidents was estimated to be around £15.6 billion.

    In reported road traffic accidents for the year ending September 2015:

    • road deaths increased by 3% compared with the year ending September 2014, to 1,780
    • there were 23,700 killed or seriously injured (KSI) casualties, a 3% decrease compared with the previous year
    • there were 188,830 reported road casualties of all severities, 3% lower than the year ending September 2014
    • motor traffic levels rose by 2.2% compared with the 12 month period ending September 2014. The overall casualty rate per vehicle mile decreased by 5% for the same period

    Between July and September 2015:

    • there were 450 road deaths, a 2% decrease from the same quarter in 2014
    • KSI casualties decreased by 3% with slightly injured casualties and overall total casualties both falling by 1% compared with the same quarter in 2014

    The quarterly provisional estimates provides in-year statistics of personal injury road accidents and their casualties. These are published to allow emerging trends to be monitored between the publications of annual figures.

    Description

    People killed or seriously injured (KSI) is used as the metric for roadway safety rather than simply fatalities because fatalities alone tend to be random in nature and can obscure long-term trends. Including serious injuries makes the data more robust and better highlights how the region is doing at preventing serious vehicle crashes. This approach has been promoted by the FHWA and embraced by both NJDOT and PennDOT. Because KSI can fluctuate from year to year, five-year rolling averages are used to identify trends, as seen in the first chart. The data separates pedestrians and bicyclists from motor vehicle occupants because these users are more vulnerable to death or serious injury when involved in a crash. Data for motor vehicle and combined bicyclist and pedestrian KSI u KSI can be looked at as a raw total, normalized based on population (per capita), or based on vehicle miles driven (per VMT).

As both 2020 and 2021 included periods of lockdown, this publication compares estimates for the year ending June 2022 with those for the year ending June 2019, which is the most recent equivalent pre-pandemic year.

    Figures for the year ending June 2022 show there were an estimated:

    • 1,760 fatalities in reported road collisions, a 4% decrease compared with the year ending June 2019 (pre-pandemic levels)
    • 29,804 reported killed or seriously injured (KSI) casualties, a decrease of 6% compared with the year ending June 2019
    • 137,013 reported casualties of all severities, a decrease of 12% compared with the year ending June 2019

    Alongside this publication we have updated our factsheet on e-scooter casualties with figures for the year ending June 2022 based on casualties reported to the police.

    We have also released a new factsheet showing the link between road casualties and deprivation, based on final 2021 data.
