    Description

    Abstract

On 17 December 2015, the General Director of General Statistic Office issued Decision No 1160/QD-TCTK on the 2016 Labour Force survey, along with its survey plan. The purpose of the survey was to collect the information on 2016 labor market participation from those people who are 15 years old and above currently residing in Vietnam; regarded as a basic for aggregating and compiling national statistical indicators on labor, employment, unemployment and income. These results would support for ministries and branches assessing and comparing the changes in labour market among quarters within the reference year as well as with those of previous annual labour force surveys conducted by GSO. These results would be also considered as a basic to develop and plan policies on human resource development; activities of investment, production and business accordant with the development trend on labor market; as well as to access and apply International Labor Organization’s updated recommendations on labor and employment, especially in term of “labor under-utilization” into the reality of Vietnam. The statistics would be aggregated quarterly for the national and regional levels; and yearly for the provincial level.

    Sampling procedure

Sampling frame The sample of 2016 Labor Force Survey is the 2 stage stratified sample in order to ensure the presentative of quarterly aggregated statistics for the whole country, urban/rural, 6 social economic regions, Hanoi and Hochiminh cities as well as annually aggregated ones for 63 provinces/cities. Each province/city would constitute a main stratum with two sub-stratums namely urban and rural ones. The sampling frame is based on the 2015 Inter-censal Population and Housing Survey's selected enumeration areas.

Sample size The 2016 Labor Force Survey was conducted with the sample size of 50.640 households/quarter, (that is, equivalent to 16.880 households/month). The sample size was designed and allocated to ensure the statistical significance/ preventative of quarterly aggregated statistics at regional level and annually aggregated ones at provincial level.

    Sampling deviation

The sample of this survey is stratified into 2 stages and designed as follows:

    • Stage 1 (selecting EAs): Each province/city will constitute a main stratum divided into 2 sub stratums (of which, one will be representative for urban areas and the other is for rural areas). At this stage, list of provincial enumeration areas (the master sample frame – taken from the 1/4/2014 Inter-censal Population and Housing Survey’s 20% sample) will be divided into 2 independent sub-sample frames (urban and rural), and EAs will be selected by the method of probability proportional to size - PPS.

    • Stage 2 (selecting households): At each selected EA (that is determined in stage 1), after updating the EA and making the list of households, the updated list of households will be divided into 2 groups (defined as the upper/first and the lower/ second half of the list of households). Then, at each half, 15 households will be selected systematically.

In order to improve the design efficiency and ensure to the reliability of survey sample, the sample will be selected alternately (under the 2-2-2 rotation). By this way, each EA will be divided into 02 rotational groups, whose households will be selected into sample in two adjacent quarters, and then excluded in 2 succeeding adjacent quarters, finally selected again into the sample in 2 following adjacent quarters. Each EA will be selected into the sample 4 times during a year at most.

    Description

    Abstract

The Quarterly Labour Force Survey (LFS-Q1) is a household-based sample suvey conducted by the General Statistics Office. The survey was purposed to collect the information on labor market participation from households and household members of 15 years old and above residing in Vietnam. This is the first quarterly LFS which was conducted by GSO following the Decision No 1287/QD-TCTK by its Director General dated 10 November 2014. The survey data was collected and reported monthly by all Provincial Department of Statistics to the Departments of Population and Labor Statistics, GSO. The micro dataset which was then produced by GSO would be aggregated quarterly for the national and regional levels and yearly for the provincial level on national statistical indicators on labor, employment, unemployment and income. The quarterly LFS survey since first quarter 2015 has incorporated ILO's recommendations in reflecting the “labour under-utilization” category in the labour market of Vietnam.

    Geographic coverage

    National coverage

    Analysis unit

    • Households
    • Individuals of 15 years old and above

    Universe

The survey covered all women and men aged 15 and above resident of the household, including household members who served in the armed forces (military or policy and similar residing in the household. Those family members who served in armed forces but did not live in the household were excluded.

    Kind of data

    Sample survey data [ssd]

    Sampling procedure

The sample size was selected ensuring the level of representation by quarter at regional level and by year at provincial level, which specifically includes 56,340 households per quarter in equivalent to 18,780 households per month. The sample selection includes two stages as follow: Stage 1 (selection of location): Each province composed of two categories of selected samples by urban and rural areas. At this stage, the Provincial level list of surveyed households which was the main range of samples was extracted from 20% of the samples of the Vietnam Household Living Standard Survey (VHLSS) by 1st April 2014, would be divided into two independent ranges of samples (urban and rural areas). The surveyed locations would then be selected using the statistics probability formula decided by the Department of Population and Labor Statistics, GSO. Stage 2 (selection of households): in each selected location for survey identified from stage 1, the Provincial Department of Statistics reviewed and updated the administrative units and prepared the list of households, grouping by an upper half and a lower half of the list. With each half of this list, the Provincial Department of Statistics selected 15 households using the sample selection software provided by GSO for the VHLSS in April 2014. The data of sample households in each group were collected on a rotation basis by different periods of the quarter. The list of selected locations for each month was prepared by the Department of Population and Labor Statistics, GSO and sent to Provincial Department of Statistics for implementation.

    Mode of data collection

    Face-to-face [f2f]

    Research instrument

The Questionnaire consisted of three sections with 64 questions.A household questionnaire was administered in each household, which collected various information on household members including sex, age, relationship, marital status, education and qualification, work activity in the last 7 days, current and previous work, reasons for work break, working hours and remuneration, unemployment and under-employment statu, work mobility and reasons.

    Abstract

This Labour Force Survey was conducted by the General Statistics Office of Viet Nam in 2014. The main objectives of the surveys are to collect basic information on Viet Nam's labour market in 2014 in accordance with previous LFS studies and international standards. The data was collected using two-stage stratified sampling; the sampling frame is the sample 15% enumeration areas of the 2009 Population and Housing Census. The sample size of the survey is 50,640 households per quarter, equivalent to 16,880 households per month. Data covers the whole country, urban/rural areas; 6 socio-economic regions, Hanoi and Ho Chi Minh city for quarterly and all 63 centrally governed provinces for yearly.

The target universe includes population ages 15 and over. Sampling units are households; all eligible individuals in sampled households comprise the sample for the survey.

This is an in-depth survey with complicated contents. For each month, 12 to 22 enumeration areas per province are selected, 15-20 households are enumerated at each of the enumeration areas (for Hanoi and Ho Chi Minh City, there are 80 and 63 enumeration areas, respectively).

    Sampling procedure

The sample size of the survey is 50,640 households per quarter, equivalent to 16,880 households per month. Sample size was designed to ensure the statistical significance of data for region by quarter and for province by year. Households were randomly selected from the 15% sample enumeration areas of the Population and Housing Census 2009 following a two-stage procedure: 1. Selecting enumeration areas 2. Selecting households. All residents ages 15 and above were interviewed and enumerated.

Sample Frame: The sample of the 2014 Labour force survey is the two-stage stratified sample, presented for the whole country, urban/rural areas; 6 socio-economic regions, Hanoi and Ho Chi Minh City for quarterly and all centrally governed cities/provinces for yearly. Each centrally governed province, city constitutes a main stratum with two sub-stratums of urban areas and rural areas. The sample frame is the 15% sample enumeration areas of the 2009 Population and Housing Census.

Sample design: The survey followed a two-stage stratified sampling procedure designed as follows: - Stage 1 (selecting enumeration areas): Each centrally governed city/province constitutes a main stratum, after that, each main stratum was divided into 2 sub-stratums within each representing "urban" and "rural" areas. Then, the list of enumeration areas of cities/provinces (the master sampling frame was taken from the sampling frame 15% of the Population and Housing Census 2009) was divided into 2 independent samples (urban and rural) and enumeration areas were chosen by the Kish method. - Stage 2 (selecting households): for each enumeration area defined in stage 1, 15 enumeration households (55 provinces) or 20 enumeration households (8 provinces: Cao Bang, Bac Kan, Lao Cai, Lai Chau, Kon Tum, Gia Lai, ?ak Nong v? Binh D??ng) were systematically chosen.

    Description

Contains data from the World Bank's data portal. There is also a consolidated country dataset on HDX.

The supply of labor available in an economy includes people who are employed, those who are unemployed but seeking work, and first-time job-seekers. Not everyone who works is included: unpaid workers, family workers, and students are often omitted, while some countries do not count members of the armed forces. Data on labor and employment are compiled by the International Labour Organization (ILO) from labor force surveys, censuses, establishment censuses and surveys, and administrative records such as employment exchange registers and unemployment insurance schemes.
