This web map shows the member and non-member communities that make up the LAPC planning area.Because we have an urbanized area with a population greater than 50,000, we are required by federal transportation law to have a metropolitan planning organization (MPO). The La Crosse Area Planning Committee (LAPC) is the MPO. We are also a bi-state MPO because our urbanized area includes parts of Minnesota.The LAPC is supported by member communities, which tend to be those that have or are developing urban areas. The current membership of our Policy Board includes the towns of Campbell, Holland, Medary, Onalaska, and Shelby; the villages of Holmen and West Salem; and the cities of La Crescent (MN), La Crosse, and Onalaska. Additional non-member communities in the planning area include the towns of Barre, Greenfield, Hamilton, La Crescent (MN), and Dresbach (MN) and are rural in nature. We also gained the tiniest bit of the town of Bergen after the 2010 Census when the urbanized area was extended down CTH K in Vernon County.

This layer was created by merging the approved AUBs for the Minnesota and Wisconsin portions of the urban areas. Minnesota approved our recommendations with line work aligned to the local parcel files. WisDOT modified our recommendations to align with the State's roadway network instead of parcel lines.The TIGER/Line Files are shapefiles and related database files (.dbf) that are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line File is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. After each decennial census, the Census Bureau delineates urban areas that represent densely developed territory, encompassing residential, commercial, and other nonresidential urban land uses. In general, this territory consists of areas of high population density and urban land use resulting in a representation of the "urban footprint." There are two types of urban areas: urbanized areas (UAs) that contain 50,000 or more people and urban clusters (UCs) that contain at least 2,500 people, but fewer than 50,000 people (except in the U.S. Virgin Islands and Guam which each contain urban clusters with populations greater than 50,000). Each urban area is identified by a 5-character numeric census code that may contain leading zeroes.

Monetary support comes from a combination of federal 5307 urbanized area formula funds and local contributions.The Onalaska Shared Ride (OSR)--also known as Onalaska/Holmen/West Salem Public Transit--is the shared ride provider for Onalaska, Holmen, and West Salem. The city of Onalaska administers the program. An agreement between the city of Onalaska and MTU allows riders to freely transfer between the two systems at the Valley View Mall and at Center 90. Monetary support for OSR also comes from a combination of federal 5307 urbanized area formula funds and local contributions.The last significant public transit provider serving the La Crosse area is Scenic Mississippi Regional Transit, also known as the SMRT Bus. SMRT is a rural, intercity, commuter bus service administered by La Crosse County. It has four routes--Blue Viroqua, Yellow Viroqua, Red Prairie du Chien, and Green Tomah. All of these routes connect rural communities to each other and serve several major destinations in the city of La Crosse: UWL; Viterbo; Western Technical College; Mayo Health System; Gundersen Health System; and downtown La Crosse. Monetary support for SMRT comes from a combination of federal 5311 formula grant for rural areas and local contributions.

The Wisconsin Traffic Counts dataset combines traffic count data with GIS mapping technology to display data in a tabular format, on a map, or both. DV_TRADS_AADT_PT is a source of Wisconsin DOT traffic data information for road sections of the State Highways or select Local Federal-Aid roads. Traffic counts are reported as the number of vehicles expected to pass a given location on an average day of the year. This value is called the "annual average daily traffic" or AADT. The AADT is produced for either continuous count sites or short duration count sites. WisDOT collects continuous count data from about 320 permanent data collection locations primarily located on the State Trunk Highway System. Data at continuous count sites are scheduled to be collected in hourly intervals each day of the year. A short duration traffic count usually collects hourly intervals for a 48-hour period, taken at the specific locations throughout the state. Using continuous count data, short duration counts are then adjusted for the variation in traffic volume that occurs throughout the year. Short duration counts are collected over three, six, or ten-year cycles at more than 26,000 rural and urban locations throughout the state. In addition to Wisconsin DOT use for transportation management purposes, Wisconsin DOT is required to collect and report these statistics to the Federal Highway Administration monthly and annually.
