This is a dataset download, not a document. The Open button will start the download.This data layer is an element of the Oregon GIS Framework and has been clipped to the Oregon boundary and reprojected to Oregon Lambert (2992). The U.S. Geological Survey (USGS), in partnership with several federal agencies, has developed and released four National Land Cover Database (NLCD) products over the past two decades: NLCD 1992, 2001, 2006, and 2011. These products provide spatially explicit and reliable information on the Nation’s land cover and land cover change. To continue the legacy of NLCD and further establish a long-term monitoring capability for the Nation’s land resources, the USGS has designed a new generation of NLCD products named NLCD 2016. The NLCD 2016 design aims to provide innovative, consistent, and robust methodologies for production of a multi-temporal land cover and land cover change database from 2001 to 2016 at 2–3-year intervals. Comprehensive research was conducted and resulted in developed strategies for NLCD 2016: a streamlined process for assembling and preprocessing Landsat imagery and geospatial ancillary datasets; a multi-source integrated training data development and decision-tree based land cover classifications; a temporally, spectrally, and spatially integrated land cover change analysis strategy; a hierarchical theme-based post-classification and integration protocol for generating land cover and change products; a continuous fields biophysical parameters modeling method; and an automated scripted operational system for the NLCD 2016 production. The performance of the developed strategies and methods were tested in twenty World Reference System-2 path/row throughout the conterminous U.S. An overall agreement ranging from 71% to 97% between land cover classification and reference data was achieved for all tested area and all years. Results from this study confirm the robustness of this comprehensive and highly automated procedure for NLCD 2016 operational mapping. This theme delineates BLM owned lands in the state of Oregon. It was derived from the 1:100000 Ownership coverage for the state of Oregon. The ownership coverage was created from a series of paper source maps ranging in date from 1973 to 1984. (See the ownership metadata for the exact age of each sheet.)
Purpose
This theme was created to ease the locating of BLM lands in Oregon.
County tax assessors tax lots, including rights of way, with associated property data, excluding ownership information. Selected items from each county assessor's file are included and standardized for all three counties. The tax lot spatial features and data associated with the tax lot are compiled by Metro from existing records created and maintained by the local county assessment and taxation offices. This is a downloadable zip file that includes the taxlots shapefile and layer files for visualizing taxlots with or without right of ways. Data is updated on a weekly basis from assessor tax parcel information. Where there are several different owners on an individual parcel, multiple parcels polygons will exist since parcel to ownership is not a one to one relationship. The USGS Protected Areas Database of the United States (PAD-US) is the nation's inventory of protected areas, including public open space and voluntarily provided, private protected areas, identified as an A-16 National Geospatial Data Asset in the Cadastral Theme (http://www.fgdc.gov/ngda-reports/NGDA_Datasets.html). PAD-US is an ongoing project with several published versions of a spatial database of areas dedicated to the preservation of biological diversity, and other natural, recreational or cultural uses, managed for these purposes through legal or other effective means. The geodatabase maps and describes public open space and other protected areas. Most areas are public lands owned in fee; however, long-term easements, leases, and agreements or administrative designations documented in agency management plans may be included. The PAD-US database strives to be a complete “best available” inventory of protected areas (lands and waters) including data provided by managing agencies and organizations. The dataset is built in collaboration with several partners and data providers (http://gapanalysis.usgs.gov/padus/stewards/). See Supplemental Information Section of this metadata record for more information on partnerships and links to major partner organizations. As this dataset is a compilation of many data sets; data completeness, accuracy, and scale may vary. Federal and state data are generally complete, while local government and private protected area coverage is about 50% complete, and depends on data management capacity in the state. As the federal and state data are reasonably complete; focus is shifting to completing the inventory of local gov and voluntarily provided, private protected areas. The PAD-US geodatabase contains over twenty-five attributes and four feature classes to support data management, queries, web mapping services and analyses: Marine Protected Areas (MPA), Fee, Easements and Combined. The data contained in the MPA Feature class are provided directly by the National Oceanic and Atmospheric Administration (NOAA) Marine Protected Areas Center (MPA, http://marineprotectedareas.noaa.gov ) tracking the National Marine Protected Areas System. The Easements feature class contains data provided directly from the National Conservation Easement Database (NCED, http://conservationeasement.us ) The MPA and Easement feature classes contain some attributes unique to the sole source databases tracking them (e.g. Easement Holder Name from NCED, Protection Level from NOAA MPA Inventory). The "Combined" feature class integrates all fee, easement and MPA features as the best available national inventory of protected areas in the standard PAD-US framework. In addition to geographic boundaries, PAD-US describes the protection mechanism category (e.g. fee, easement, designation, other), owner and managing agency, designation type, unit name, area, public access and state name in a suite of standardized fields. An informative set of references (i.e. Aggregator Source, GIS Source, GIS Source Date) and "local" or source data fields provide a transparent link between standardized PAD-US fields and information from authoritative data sources. The areas in PAD-US are also assigned conservation measures that assess management intent to permanently protect biological diversity: the nationally relevant "GAP Status Code" and global "IUCN Category" standard. A wealth of attributes facilitates a wide variety of data analyses and creates a context for data to be used at local, regional, state, national and international scales. Inventory methods, sources of data, data compilation techniques and analysis are described in the greatest detail in Andrews and Cowlin (1940) Appendix D in GTR-PNW-584 and Cowlin and others (1942 appendix C in GTR-PNW- 584). In brief three basic procedures were used based on information available and land ownership. The national forests were cruised using intensive reconnaissance methods which consisted of mapping areas that are uniform as to type conditions and estimating the average volume per acre for each of these areas. The initial type mapping was done from both field work and aerial photographs. Approximately 30% of the land outside the national forests had recently been covered by intensive cruises by other organizations; these lands were adjustment cruised to adjust them to the standards used on national forest lands. The remaining areas were type mapped by driving roads and walking trails, using data from county records, and locating viewpoints to determine type boundaries and then cruised to determine age class, species composition, stocking, and volume. Additional surveys were done for cutover or recently burned areas. The original mapping was done for each county (scale (1:63,360) and then maps prepared for each quarter of each state. The quarter state maps were digitized by the Forest Inventory and Analysis group in the early 1990s and available as an ArcView shape file.Citation for original report:

This data set depicts federal lands having restrictions on access or activities -- that is, lands mangaed by the National Park Service, Defense Department, or Energy Department -- in western North America. The data set was created by reformatting and merging state- and province-based ownership data layers originally acquired from diverse sources (including state GAP programs, USBLM state offices and other sources). For each original dataset 3 additional fields, "Pub_Pvt", "CA_OWN", and "SOURCE" were added and populated based on the specific ownership information contained in the source data. The original coverages were then merged based on the "CA_OWN" field. Finally, NPS, DOD, and DOE lands were selected out of the ownership layer. All work was completed in AcMap 8.3.
