    Price Paid Data contains address data processed against Ordnance Survey’s AddressBase Premium product, which incorporates Royal Mail’s PAF® database (Address Data). Royal Mail and Ordnance Survey permit your use of Address Data in the Price Paid Data:

    • to display for the purpose of providing residential property price information services

    The January 2025 release includes:

    • the first release of data for January 2025 (transactions received from the first to the last day of the month)
    • updates to earlier data releases
    • Standard Price Paid Data (SPPD) and Additional Price Paid Data (APPD) transactions

    As we will be adding to the January data in future releases, we would not recommend using it in isolation as an indication of market or HM Land Registry activity. When the full dataset is viewed alongside the data we’ve previously published, it adds to the overall picture of market activity.

    The Land Registry Price Paid Data (PPD) dataset is open, available online (https://www.gov.uk/government/statistical-data-sets/price-paid-data-downloads). The Land Registry PPD records 24,852,949 transactions in England and Wales between 1/1/1995 and 31/10/2019. Domestic Energy Performance Certificates (EPCs) dataset is open and available on-line from the Ministry for Housing, Communities and Local Government - MHCLG. Domestic EPC record a property’s energy performance and its building stock information, such as its total floor area and its number of habitable rooms. The current Domestic EPCs dataset is the third released version and contains certificates issued between 1/10/2008 and 31/8/2019, which records 18,575,357 energy performance data records with 84 fields. These two datasets both contain property information at address level but their address structures are different, thus a matching method containing a four-stage (251 matching rules) process was designed to achieve linkage between them.
    Description

    Land Registry Price Paid Data (PPD) have been published as open data since 2013. These data have been transformative for house price variation research in the UK as they are a comprehensive record of residential transactions at address level and cover the whole of England and Wales over a period dating back to 1995. Despite the utility of these data, a lack of attribute information relating to the properties, such as total floor area information, is identified as one of the major shortcomings of the PPD data. This means that the impacts of stock mix on broader price patterns cannot be fully accounted for. This research outlines one approach which addresses this deficiency by combining transaction information from the official open Land Registry Price Paid Data (PPD) with property size information form the official open Domestic Energy Performance Certificates (EPCs). A four-stage data linkage is created to generate a new linked dataset, representing 79% of the full market sales in the Land Registry PPD. This new linked dataset details 5,732,838 transactions in England and Wales between 2011 and 2019, along with each property's total floor area and the number of habitable rooms. Codes for other commonly used spatial units from Output Area to Local Authority are also included in the dataset. This offers greater flexibility for the exploration of house price variation in England and Wales at different spatial scales. The data collection includes the scripts used for linkage, as well as the resulting dataset.

    Current residential house price variation research in the UK is limited by lack of an open and comprehensive house price database that contains both transaction price alongside dwelling attributes such as size. This research outlines one approach which addresses this deficiency in England and Wales through combining transaction information from the official open Land Registry Price Paid Data (PPD) and property size information form the official open Domestic Energy Performance Certificates (EPCs). A four-stage data linkage is created to generate a new linked data, representing 79% of the full market sales in Land Registry PPD. This new linked dataset offers greater flexibility for the exploration of house price (house price per square metre) variation in England and Wales at different spatial scales over postcode unit between 2011 and 2019.

    Description

    This land dataset includes land parcel boundaries for e-PIMS records marked on the Register. This may be extended to other land records in the future. Currently it provides information on the availability of surplus land for those government departments and their sponsored bodies which fall under the responsibility of English Ministers. The Register is also used on a voluntary basis by NHS trusts and Welsh Government. The Register helps to ensure that wider Government objectives, including housing needs are factored into land disposal decisions. Through the Register, the disposing body provides details of the site and there is a window of 40 working days during which certain public sector bodies can identify new uses for the land.

    The dataset available on data.gov.uk covers all sites that are outside the 40 working day ‘window’. Such sites may be included in the disposal strategies that have been published by a number of individual government departments. In addition, these sites may now be ‘on the market’ and being actively marketed. The ‘Register of Public Sector Land’ dataset provides details of any sites that are being disposed of through the Register of Surplus Public Sector Land and are outside the 40 working day ‘window’ Certain properties may have more than one entry in the data extract as government has more than one ‘interest’ in that property. Again, the extract provides information about the ‘owning’ government department and the ‘property centre’, i.e. that part of the government department responsible for that property. In addition, it has a property reference (the ‘ePIMS Property Ref’) that allows it to be linked to the other data extracts.

    The scope of the data includes land and property information for those government departments, together with any arms’ length bodies for which they are responsible, including their non-departmental public bodies (NDPBs), which fall under the responsibility of English Ministers. These assets are primarily located in England, but are also located in the devolved administrations of Northern Ireland, Scotland and Wales as well as overseas. Also, some Local Authorities have chosen to publish their property data as part of our transparency exercise.     Land and buildings records (real estate catastrophe) are a single, regularly updated set of information on land, buildings and premises, their owners and other natural or legal persons owning such land, buildings and premises. The cadastre map is part of the national geodetic and cartographic resource and is carried out at district level. It is carried out in different scales of 1:500 to 1:5000 depending on the density of content for the whole country. The content of the cadastre map shall be as follows: (1)Boundary: State, basic three-stage territorial subdivision of the State, cadastral units, boundaries, plots, 2) identification of border points, distinguishing points the location of which has been determined in the appropriate manner and with the required precision, and, of these, permanently stabilised on the ground, (3) contours of land areas and their designations, (4) contours of soil classes and their markings, (5) contours of buildings, (6) cadastral parcel numbers, (7) boundaries of statistical districts and their designations, (4) contours of soil classes and their marking, (5) contours of buildings, (6) cadastral parcel numbers, (7) boundaries of statistical districts and their designations, and description, (8) (a) the names of the basic three-stage territorial subdivision of the State, (b) the designation of the cadastral unit and circumference, (c) the names of the streets, squares, uranium, watercourses, water bodies and other physiographic objects, (d) the numbers of public roads assigned under the regulations on public roads, and (e) the serial and cadastral numbers of buildings.

    Description

    Local authorities are large owners of land, much of it not captured on the current Land Registry due to it not changing hands in the last 40 years. Many do not have up to date records of the extent of their land ownership, and as such there is no definitive records held. This dataset is trying to collect what information does exist to provide an indicative extent of land owned by Local Authorities. This is NOT indemnified Registers of Scotland land ownership extents. Some of it is derived from sale of land based on historical ownership, but it should not be used for decision making, it is designed as an aid to assist interested parties in identifying where to start their enquiries. If in doubt please contact the relevant local authority or Registers of Scotland.

Price Paid Data is released under the http://www.nationalarchives.gov.uk/doc/open-government-licence/version/3/" class="govuk-link">Open Government Licence (OGL). You need to make sure you understand the terms of the OGL before using the data.

Under the OGL, HM Land Registry permits you to use the Price Paid Data for commercial or non-commercial purposes. However, OGL does not cover the use of third party rights, which we are not authorised to license.

Price Paid Data contains address data processed against Ordnance Survey’s AddressBase Premium product, which incorporates Royal Mail’s PAF® database (Address Data). Royal Mail and Ordnance Survey permit your use of Address Data in the Price Paid Data:

  • for personal and/or non-commercial use
  • to display for the purpose of providing residential property price information services

If you want to use the Address Data in any other way, you must contact Royal Mail. Email address.management@royalmail.com.

Address data

The following fields comprise the address data included in Price Paid Data:

  • Postcode
  • PAON Primary Addressable Object Name (typically the house number or name)
  • SAON Secondary Addressable Object Name – if there is a sub-building, for example, the building is divided into flats, there will be a SAON
  • Street
  • Locality
  • Town/City
  • District
  • County

January 2025 data (current month)

The January 2025 release includes:

  • the first release of data for January 2025 (transactions received from the first to the last day of the month)
  • updates to earlier data releases
  • Standard Price Paid Data (SPPD) and Additional Price Paid Data (APPD) transactions

As we will be adding to the January data in future releases, we would not recommend using it in isolation as an indication of market or HM Land Registry activity. When the full dataset is viewed alongside the data we’ve previously published, it adds to the overall picture of market activity.

Your use of Price Paid Data is governed by conditions and by downloading the data you are agreeing to those conditions.
