    Sadly, the trend of fatal police shootings in the United States seems to only be increasing, with a total 1,173 civilians having been shot, 248 of whom were Black, as of December 2024. In 2023, there were 1,164 fatal police shootings. Additionally, the rate of fatal police shootings among Black Americans was much higher than that for any other ethnicity, standing at 6.1 fatal shootings per million of the population per year between 2015 and 2024. Police brutality in the U.S. In recent years, particularly since the fatal shooting of Michael Brown in Ferguson, Missouri in 2014, police brutality has become a hot button issue in the United States. The number of homicides committed by police in the United States is often compared to those in countries such as England, where the number is significantly lower. Black Lives Matter The Black Lives Matter Movement, formed in 2013, has been a vocal part of the movement against police brutality in the U.S. by organizing “die-ins”, marches, and demonstrations in response to the killings of black men and women by police. While Black Lives Matter has become a controversial movement within the U.S., it has brought more attention to the number and frequency of police shootings of civilians.

    The killing of Tyre Nichols in January 2023 by Memphis Police Officers has reignited debates about police brutality in the United States. Between 2013 and 2024, over 1,000 people have been killed by police every year. Some of the most infamous examples include the murder of George Floyd in May 2020 and the shooting of Breonna Taylor earlier that year. Within the provided time period, the most people killed by police in the United States was in 2024, at 1,375 people. Police Violence in the U.S. Police violence is defined as any instance where a police officer’s use of force results in a civilian’s death, regardless of whether it is considered justified by the law. While many people killed by police in the U.S. were shot, other causes of death have included tasers, vehicles, and physical restraints or beatings. In the United States, the rate of police shootings is much higher for Black Americans than it is for any other ethnicity, and recent incidents of police killing unarmed Black men and women in the United States have led to widespread protests against police brutality, particularly towards communities of color. America’s Persistent Police Problem Despite increasing visibility surrounding police violence in recent years, police killings have continued to occur in the United States at a consistently high rate. In comparison to other countries, police in the U.S. have killed people at a rate three times higher than police in Canada and 60 times the rate of police in England. While U.S. police have killed people in almost all 50 states, as well as the District of Columbia, New Mexico was reported to have the highest rate of people killed by the police in the United States, with 8.03 people per million inhabitants killed by police.

    The rate of fatal police shootings in the United States shows large differences based on ethnicity. Among Black Americans, the rate of fatal police shootings between 2015 and December 2024 stood at 6.1 per million of the population per year, while for white Americans, the rate stood at 2.4 fatal police shootings per million of the population per year. Police brutality in the United States Police brutality is a major issue in the United States, but recently saw a spike in online awareness and protests following the murder of George Floyd, an African American who was killed by a Minneapolis police officer. Just a few months before, Breonna Taylor was fatally shot in her apartment when Louisville police officers forced entry into her apartment. Despite the repeated fatal police shootings across the country, police accountability has not been adequate according to many Americans. A majority of Black Americans thought that police officers were not held accountable for their misconduct, while less than half of White Americans thought the same. Political opinions Not only are there differences in opinion between ethnicities on police brutality, but there are also major differences between political parties. A majority of Democrats in the United States thought that police officers were not held accountable for their misconduct, while a majority of Republicans that they were held accountable. Despite opposing views on police accountability, both Democrats and Republicans agree that police should be required to be trained in nonviolent alternatives to deadly force.

    The Uniform Crime Reporting Program Data, Police Employee Data, 2020 file contains monthly data on felonious or accidental killings and assaults upon United States law enforcement officers acting in the line of duty. The Federal Bureau of Investigation (FBI) assembled the data and processed them from UCR Master Police Employee (LEOKA) data tapes. Each agency record in the file includes the following summary variables: state code, population group code, geographic division, Metropolitan Statistical Area code, and agency name. These variables afford considerable flexibility in creating subsets or aggregations of the data. Since 1930, the Federal Bureau of Investigation has compiled the Uniform Crime Reports (UCR) to serve as a periodic nationwide assessment of reported crimes not available elsewhere in the criminal justice system. Each year, this information is reported in four types of files: (1) Offenses Known and Clearances by Arrest, (2) Property Stolen and Recovered, (3) Supplementary Homicide Reports (SHR), and (4) Police Employee (LEOKA) Data. The Police Employee (LEOKA) Data provide information about law enforcement officers killed or assaulted (hence the acronym, LEOKA) in the line of duty. The variables created from the LEOKA forms provide in-depth information on the circumstances surrounding killings or assaults, including type of call answered, type of weapon used, and type of patrol the officers were on.

    Description

    The study was a comprehensive analysis of felonious killings of officers. The purposes of the study were (1) to analyze the nature and circumstances of incidents of felonious police killings and (2) to analyze trends in the numbers and rates of killings across different types of agencies and to explain these differences. For Part 1, Incident-Level Data, an incident-level database was created to capture all incidents involving the death of a police officer from 1983 through 1992. Data on officers and incidents were collected from the Law Enforcement Officers Killed and Assaulted (LEOKA) data collection as coded by the Uniform Crime Reporting (UCR) program. In addition to the UCR data, the Police Foundation also coded information from the LEOKA narratives that are not part of the computerized LEOKA database from the FBI. For Part 2, Agency-Level Data, the researchers created an agency-level database to research systematic differences among rates at which law enforcement officers had been feloniously killed from 1977 through 1992. The investigators focused on the 56 largest law enforcement agencies because of the availability of data for explanatory variables. Variables in Part 1 include year of killing, involvement of other officers, if the officer was killed with his/her own weapon, circumstances of the killing, location of fatal wounds, distance between officer and offender, if the victim was wearing body armor, if different officers were killed in the same incident, if the officer was in uniform, actions of the killer and of the officer at entry and final stage, if the killer was visible at first, if the officer thought the killer was a felon suspect, if the officer was shot at entry, and circumstances at anticipation, entry, and final stages. Demographic variables for Part 1 include victim's sex, age, race, type of assignment, rank, years of experience, agency, population group, and if the officer was working a security job. Part 2 contains variables describing the general municipal environment, such as whether the agency is located in the South, level of poverty according to a poverty index, population density, percent of population that was Hispanic or Black, and population aged 15-34 years old. Variables capturing the crime environment include the violent crime rate, property crime rate, and a gun-related crime index. Lastly, variables on the environment of the police agencies include violent and property crime arrests per 1,000 sworn officers, percentage of officers injured in assaults, and number of sworn officers.

    Description

    This is a set of csv files including a number of variables including fatal police shootings and other crime and socioeconomic covariates at different levels of geographical aggregation from 2013-2016. Five of the files use only the Washington Post data covering years 2015 and 2016, whereas the other five files utilize fatal police shootings of civilians for years 2013-2016, combining the Lott & Moody (2016) data for years 2013-2015 and Washington Post data for 2016. Other variables are included from the American Community Survey (ACS), the FBI's Uniform Crime Reports (UCR), the Law Enforcement Management and Administrative Statistics (LEMAS), Stanford Education Data Archive (SEDA), the US Census, and the Local Area Unemployment Statistics (LAUS) provided by the Bureau of Labor Statistics (BLS). The base file is the county-level data. The two files labelled "tenk" consist of regions with at least 10,000 residents. Counties with fewer than 10,000 residents are combined with adjacent counties, ranked by population in ascending order, so that counties with fewer than 10,000 residents are iteratively combined with adjacent neighbors with the fewest residents until they reach the threshold of 10,000 residents. The same algorithm is used to produce regions with 100,000 and 1 million residents. The final two files are state-level aggregations.

    The Shootings dashboard contains information on shooting incidents where a victim was struck by a bullet, either fatally or non-fatally; that occurred in the City of Boston and fall under Boston Police Department jurisdiction. The dashboard does not contain records for self-inflicted gunshot wounds or shootings determined to be justifiable. Information on the incident, and the demographics of victims are included. This information is updated based on analysis conducted by the Boston Regional Intelligence Center under the Boston Police Department Bureau of Intelligence and Analysis. The data is for 2015 forward, with a 7 day rolling delay to allow for analysis and data entry to occur.

    Description

    Fatal police shootings in the United States continue to be a polarizing social and political issue. Clear disagreement between racial proportions of victims and nationwide racial demographics together with graphic video footage has created fertile ground for controversy. However, simple population level summary statistics fail to take into account fundamental local characteristics such as county-level racial demography, local arrest demography, and law enforcement density. Using data on fatal police shootings between January 2015 and July 2016, I implement a number of straightforward resampling procedures designed to carefully examine how unlikely the victim totals from each race are with respect to these local population characteristics if no racial bias were present in the decision to shoot by police. I present several approaches considering the shooting locations both as fixed and also as a random sample. In both cases, I find overwhelming evidence of a racial disparity in shooting victims with respect to local population demographics but substantially less disparity after accounting for local arrest demographics. I conclude the analyses by examining the effect of police-worn body cameras and find no evidence that the presence of such cameras impacts the racial distribution of victims.     Investigator(s): Federal Bureau of Investigation Since 1930, the Federal Bureau of Investigation (FBI) has compiled the Uniform Crime Reports (UCR) to serve as periodic nationwide assessments of reported crimes not available elsewhere in the criminal justice system. With the 1977 data, the title was expanded to Uniform Crime Reporting Program Data. Each year, participating law enforcement agencies contribute reports to the FBI either directly or through their state reporting programs. ICPSR archives the UCR data as five separate components: (1) summary data, (2) county-level data, (3) incident-level data (National Incident-Based Reporting System [NIBRS]), (4) hate crime data, and (5) various, mostly nonrecurring, data collections. Summary data are reported in four types of files: (a) Offenses Known and Clearances by Arrest, (b) Property Stolen and Recovered, (c) Supplementary Homicide Reports (SHR), and (d) Police Employee (LEOKA) Data (Law Enforcement Officers Killed or Assaulted). The county-level data provide counts of arrests and offenses aggregated to the county level. County populations are also reported. In the late 1970s, new ways to look at crime were studied. The UCR program was subsequently expanded to capture incident-level data with the implementation of the National Incident-Based Reporting System. The NIBRS data focus on various aspects of a crime incident. The gathering of hate crime data by the UCR program was begun in 1990. Hate crimes are defined as crimes that manifest evidence of prejudice based on race, religion, sexual orientation, or ethnicity. In September 1994, disabilities, both physical and mental, were added to the list. The fifth component of ICPSR's UCR holdings is comprised of various collections, many of which are nonrecurring and prepared by individual researchers. These collections go beyond the scope of the standard UCR collections provided by the FBI, either by including data for a range of years or by focusing on other aspects of analysis. NACJD has produced resource guides on UCR and on NIBRS data.

    BackgroundPrior research suggests that United States governmental sources documenting the number of law-enforcement-related deaths (i.e., fatalities due to injuries inflicted by law enforcement officers) undercount these incidents. The National Vital Statistics System (NVSS), administered by the federal government and based on state death certificate data, identifies such deaths by assigning them diagnostic codes corresponding to “legal intervention” in accordance with the International Classification of Diseases–10th Revision (ICD-10). Newer, nongovernmental databases track law-enforcement-related deaths by compiling news media reports and provide an opportunity to assess the magnitude and determinants of suspected NVSS underreporting. Our a priori hypotheses were that underreporting by the NVSS would exceed that by the news media sources, and that underreporting rates would be higher for decedents of color versus white, decedents in lower versus higher income counties, decedents killed by non-firearm (e.g., Taser) versus firearm mechanisms, and deaths recorded by a medical examiner versus coroner.Methods and findingsWe created a new US-wide dataset by matching cases reported in a nongovernmental, news-media-based dataset produced by the newspaper The Guardian, The Counted, to identifiable NVSS mortality records for 2015. We conducted 2 main analyses for this cross-sectional study: (1) an estimate of the total number of deaths and the proportion unreported by each source using capture–recapture analysis and (2) an assessment of correlates of underreporting of law-enforcement-related deaths (demographic characteristics of the decedent, mechanism of death, death investigator type [medical examiner versus coroner], county median income, and county urbanicity) in the NVSS using multilevel logistic regression. We estimated that the total number of law-enforcement-related deaths in 2015 was 1,166 (95% CI: 1,153, 1,184). There were 599 deaths reported in The Counted only, 36 reported in the NVSS only, 487 reported in both lists, and an estimated 44 (95% CI: 31, 62) not reported in either source. The NVSS documented 44.9% (95% CI: 44.2%, 45.4%) of the total number of deaths, and The Counted documented 93.1% (95% CI: 91.7%, 94.2%). In a multivariable mixed-effects logistic model that controlled for all individual- and county-level covariates, decedents injured by non-firearm mechanisms had higher odds of underreporting in the NVSS than those injured by firearms (odds ratio [OR]: 68.2; 95% CI: 15.7, 297.5; p < 0.01), and underreporting was also more likely outside of the highest-income-quintile counties (OR for the lowest versus highest income quintile: 10.1; 95% CI: 2.4, 42.8; p < 0.01). There was no statistically significant difference in the odds of underreporting in the NVSS for deaths certified by coroners compared to medical examiners, and the odds of underreporting did not vary by race/ethnicity. One limitation of our analyses is that we were unable to examine the characteristics of cases that were unreported in The Counted.ConclusionsThe media-based source, The Counted, reported a considerably higher proportion of law-enforcement-related deaths than the NVSS, which failed to report a majority of these incidents. For the NVSS, rates of underreporting were higher in lower income counties and for decedents killed by non-firearm mechanisms. There was no evidence suggesting that underreporting varied by death investigator type (medical examiner versus coroner) or race/ethnicity.

    This is a breakdown of every shooting incident in NYC during the year 2023. This data is manually extracted every quarter and reviewed by the Office of Management Analysis and Planning before being posted on the NYPD website. Each record represents a shooting incident in NYC and includes information about the event, the location, and the time of occurrence. In addition, information related to suspect and victim demographics is also included. The public can use this data to explore the nature of police enforcement activity. Please refer to the attached data footnotes for additional information about this dataset.




    NYPD Shooting Incident Level Data Footnotes


    1. Information is accurate as of the date it was queried from the system of record but should be considered a close approximation of current records, due to revisions and updates.
    2. Data is available as of the date that technological enhancements to information systems allowed for data capture. Null values appearing frequently in certain fields may be attributed to changes on official department forms where data was previously not collected. Null values may also appear in instances where information was not available or unknown at the time of the report and should be considered as either “Unknown/Not Available/Not Reported.”
    3. A shooting incident can have multiple victims involved and as a result duplicate INCIDENT_KEY’s are produced. Each INCIDENT_KEY represents a victim but similar duplicate keys are counted as one incident.
    4. Shooting incidents occurring near an intersection are represented by the X coordinate and Y coordinates of the intersection Shooting incidents occurring anywhere other than at an intersection are geo-located to the middle of the nearest street segment where appropriate.
    5. Any attempt to match the approximate location of the incident to an exact address or link to other datasets is not recommended.
    6. Many other shooting incidents that were not able to be geo-coded (for example, due to an invalid address) have been located as occurring at the police station house within the precinct of occurrence.
    7. Shooting incidents occurring in open areas such as parks or beaches may be geo-coded as occurring on streets or intersections bordering the area.
    8. Shooting incidents occurring on a moving train on transit systems are geo-coded as occurring at the train’s next stop.
    9. All shooting incidents occurring within the jurisdiction of the Department of Correction have been geo-coded as occurring on Riker’s Island.
    10. X and Y Coordinates are in NAD 1983 State Plane New York Long Island Zone Feet (EPSG 2263).
    11. Latitude and Longitude Coordinates are provided in Global Coordinate System WGS 1984 decimal degrees (EPSG 4326).
    12. Errors in data transcription may result in nominal data inconsistencies.
    13. The CSV file should be opened using an appropriate tool for data exploration, e.g. SPSS, SAS, Tableau, etc. If using MS Excel, be sure to use the tools for importing external data otherwise, inconsistencies may occur when viewing the data.
    14. Only valid shooting incidents resulting in an injured victim are included in this release. Shooting incidents not resulting in an injured victim are classified according to the appropriate offense according to NYS Penal Law.

    Context

    The Uniform Crime Reporting (UCR) Program has been the starting place for law enforcement executives, students of criminal justice, researchers, members of the media, and the public at large seeking information on crime in the nation. The program was conceived in 1929 by the International Association of Chiefs of Police to meet the need for reliable uniform crime statistics for the nation. In 1930, the FBI was tasked with collecting, publishing, and archiving those statistics.

    Today, four annual publications, Crime in the United States, National Incident-Based Reporting System, Law Enforcement Officers Killed and Assaulted, and Hate Crime Statistics are produced from data received from over 18,000 city, university/college, county, state, tribal, and federal law enforcement agencies voluntarily participating in the program. The crime data are submitted either through a state UCR Program or directly to the FBI’s UCR Program.

    This dataset focuses on the crime rates and law enforcement employment data in the state of California.

    Content

    Crime and law enforcement employment rates are separated into individual files, focusing on offenses by enforcement agency, college/university campus, county, and city. Categories of crimes reported include violent crime, murder and nonnegligent manslaughter, rape, robbery, aggravated assault, property crime, burglary, larceny-theft, motor vehicle damage, and arson. In the case of rape, data is collected for both revised and legacy definitions. In some cases, a small number of enforcement agencies switched definition collection sometime within the same year.

    As of December 31, the U.S. police shot 1,173 people to death in 2024. In 2023, 1,164 people were shot to death by police in the United States. Police treatment Since as early as the 18th century, police brutality has been a significant issue in the United States. Black Americans have been especially marginalized by police officers, as they have faced higher rates of fatal police shootings compared to other ethnicities. Disparities also exist in perceptions of police treatment depending on ethnicity. A majority of Black Americans think that Black and White people do not receive equal police treatment, while more than half of White and Hispanic Americans think the same. Police reform The upsurge in Black Lives Matter protests in response to the killing of Black Americans as a result of police brutality has created a call for police reform. In 2019, it was found that police killings decreased by a quarter in police departments that implemented a policy that requires officers to use all other means before shooting. Since the killing of George Floyd in May 2020, 21 states, including New York and California, have passed bills that focused on police supervision.

    Description

    This study examines the entire range of case-processing decisions after arrest, from charging to sentencing of firearm-related crimes. This study analyzes the cumulative effects of each decision point, after a charge has been issued, on the subsequent decisions of criminal justice officials. It examines criminal justice decisions regarding a serious category of crime, gun-related offenses. These offenses, most of which are felonious firearm possession or firearm use cases, vary substantially with respect to bail, pretrial detention, and sentencing outcomes (Williams and Rosenfeld, 2016). The focus of this study is St. Louis, where firearm violence is a critical public problem and where neighborhoods range widely in both stability and level of disadvantage. These communities are characterized on the basis of a large number of demographic and socioeconomic indicators. The study aims to enhance understanding of the community context of the criminal justice processing of firearm-related crimes.

Sadly, the trend of fatal police shootings in the United States seems to only be increasing, with a total 1,173 civilians having been shot, 248 of whom were Black, as of December 2024. In 2023, there were 1,164 fatal police shootings. Additionally, the rate of fatal police shootings among Black Americans was much higher than that for any other ethnicity, standing at 6.1 fatal shootings per million of the population per year between 2015 and 2024. Police brutality in the U.S. In recent years, particularly since the fatal shooting of Michael Brown in Ferguson, Missouri in 2014, police brutality has become a hot button issue in the United States. The number of homicides committed by police in the United States is often compared to those in countries such as England, where the number is significantly lower. Black Lives Matter The Black Lives Matter Movement, formed in 2013, has been a vocal part of the movement against police brutality in the U.S. by organizing “die-ins”, marches, and demonstrations in response to the killings of black men and women by police. While Black Lives Matter has become a controversial movement within the U.S., it has brought more attention to the number and frequency of police shootings of civilians.
