    The City of Lincoln Independent Redistricting Committee approved the final Lincoln City Council district map at its public meeting on March 3, 2022. The map will define the City Council district boundaries until the next redistricting process after the 2030 U.S. Census. The Independent Redistricting Commission was made up entirely of community members and was empowered to adopt the district boundaries without City Council approval.     Description

    The TIGER/Line Files are shapefiles and related database files (.dbf) that are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line File is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. Census Blocks are statistical areas bounded on all sides by visible features, such as streets, roads, streams, and railroad tracks, and/or by nonvisible boundaries such as city, town, township, and county limits, and short line-of-sight extensions of streets and roads. Census blocks are relatively small in area; for example, a block in a city bounded by streets. However, census blocks in remote areas are often large and irregular and may even be many square miles in area. A common misunderstanding is that data users think census blocks are used geographically to build all other census geographic areas, rather all other census geographic areas are updated and then used as the primary constraints, along with roads and water features, to delineate the tabulation blocks. As a result, all 2010 Census blocks nest within every other 2010 Census geographic area, so that Census Bureau statistical data can be tabulated at the block level and aggregated up to the appropriate geographic areas. Census blocks cover all territory in the United States, Puerto Rico, and the Island Areas (American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands). Blocks are the smallest geographic areas for which the Census Bureau publishes data from the decennial census. A block may consist of one or more faces.

    3.12.680 Regulation of operation of vehicles over a certain size. (a) Weight Limitations. It shall be unlawful for any vehicle having a gross weight, including load, in excess of three tons to be operated on any street within this City except those streets defined in subsections (b) and (c) as primary or secondary truck routes, except when necessary for the purpose of making pickups or deliveries of goods, wares, and merchandise from or to any building or structure located on the restricted street or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling, or construction of any building or structure upon the restricted street for which a building permit has previously been obtained. (b) Primary Truck Route. The primary truck route is to be used for all inter-City and interstate truck traffic and shall be as follows: (1) The Santa Monica Freeway. (2) Olympic Boulevard. (3) The Pacific Coast Highway. (4) Lincoln Boulevard, from Olympic Boulevard to the southerly City limits. (c) Secondary Truck Routes. The secondary truck routes are to be used by trucks transporting merchandise, materials, or equipment having an origin or destination within the City limits and are as follows: (1) Montana Avenue, from Seventh Street to Twenty-Sixth Street. (2) Santa Monica Boulevard. (3) Colorado Avenue. (4) Broadway, from Ocean Avenue to Twenty-Sixth Street. (5) Exposition Boulevard. (6) Pico Boulevard, from Ocean Avenue to the easterly City limits. (7) Ocean Park Boulevard, from Lincoln Boulevard to the easterly City limits. (8) Ocean Avenue, from Santa Monica Boulevard to Pico Boulevard. (9) Neilson Way. (10) Main Street, from Pico Boulevard to the southerly City limits. (11) Lincoln Boulevard, from Montana Avenue to Olympic Boulevard. (12) Eleventh Street, from Pico Boulevard to Santa Monica Boulevard. (13) Fourteenth Street, from Ocean Park Boulevard to Montana Avenue. (14) Seventeenth Street, from Pico Boulevard to Santa Monica Boulevard. (15) Twentieth Street, from Pico Boulevard to Montana Avenue. (16) Cloverfield Boulevard except between Pico Boulevard and Ocean Park Boulevard. (17) Twenty-Sixth Street except between Montana Avenue and the northerly City Limits. (18) Stewart Street. (d) Deviation from Established Routes. When it becomes necessary for any vehicle to deviate from the primary or secondary truck routes as permitted by subsection (a), such deviation shall be made by way of the shortest possible route or routes between the destination on the restricted street and the nearest streets described in subsections (b) and (c). (e) Exemptions for Governmental Vehicles and City Licensed Private Vehicles. This Section shall not apply to vehicles owned or operated by any Federal, State, county, or local governmental agency while such vehicles are being used in the performance of their duties. (f) Codification. This Section, insofar as it designates truck routes, is a codification of Ordinance Number 709(CCS). (Prior code 3359; amended by Ord. No. 1479CCS, adopted 5/9/89; Ord.     Description

    This map is provided as a general guide to assist in determining where the adopted flood standards are applicable, and should be used in conjunction with the flood regulations and design standards, as well as the FEMA Flood Insurance Rate Maps and Flood Insurance Study. This is particularly true with regard to Minimum Flood Corridors along streams, which must be determined based upon field conditions, and with regard to the determination of official base flood elevations to meet federal floodplain standards. The map displays floodplain and floodway information, floodprone areas, general stream coverage, City Limits, the Existing Urban Area and New Growth Areas.In general, the major components of the revised Flood Standards apply to 'New Growth Areas'. However, the Minimum Flood Corridor continues to be applicable within the 'Existing Urban Area' outside of the floodplain, and the flood standards for the Existing Urban Area also reflect other administrative revisions and clarifications that should not be overlooked. 'New Growth Areas' are defined as those areas outside Lincoln's City Limits, and zoned Agricultural (AG) or Agricultural Residential (AGR) on May 25, 2004. 'Existing Urban Area' is defined as those areas inside the City limits, as well as those areas outside the corporate limits having a zoning designation other than AG or AGR on May 25, 2004. The Flood Standards for New Growth Areas apply within Lincoln's 3 mile zoning jurisdiction. As this jurisdiction expands over time, so will the application of Lincoln's flood standards. Areas with zoning designations other than AG or AGR on May 25, 2004 which come into Lincoln's zoning jurisdiction in the future will continue to be defined as 'Existing Urban Area' for the purpose of the flood standards.The 100 year Floodplain represents those lands which are subject to a one percent or greater chance of flooding in any given year, as shown on the Federal Emergency Management Agency (FEMA) maps. The floodplain and floodway information is provided by FEMA and reflects the September 21, 2001 maps adopted by the City of Lincoln and Lancaster County. It does not necessarily identify all areas subject to flooding, particularly from local drainage sources, or planimetric features outside floodplain areas. The Flood Insurance Rate Map (FIRM)and Flood Insurance Study (FIS) are the official documents and should be utilized for detailed data on base flood elevations, and for any detailed information in the floodplain area.Floodprone Areas are those lands which are subject to a one percent or greater chance of flooding in any given year. The floodprone area is essentially a 100 year floodplain determined by hydrologic and hydraulic studies completed by the City or other government agency, but not yet incorporated into the FEMA floodplain maps. Floodprone areas are typically identified through a process called Watershed Master Planning. Additional floodprone areas are anticipated to be identified in the future when master plans are completed in other watersheds.Stream information is provided only as a guide to assist in determining where Minimum Flood Corridor standards may be applicable - each determination should be made on a site by site basis. The Minimum Flood Corridor is required within the Existing Urban Area and New Growth Areas, and must be preserved along all channels which drain greater than 150 acres or have a defined bed and bank. However, within the Existing Urban Area, no Minimum Flood Corridor is required in a FEMA mapped floodplain.
