The house price to income index in Europe declined in almost all European countries in 2023, indicating that income grew faster than house prices. Portugal, Luxembourg, and the Netherlands led the house price to income index ranking in 2023, with values exceeding 125 index points. Romania, Bulgaria, and Finland were on the other side of the spectrum, with less than 100 index points. The house price to income ratio is an indicator for the development of housing affordability across OECD countries and is calculated as the nominal house prices divided by nominal disposable income per head, with 2015 chosen as a base year. Located in the north of the country, Lombardy had the highest mean gross salary in 2023, while workers in Basilicata earned the lowest average wages nationwide. The figure for Lombardy amounted to 33,055 euros, around 870 euros more than in Lazio, where the capital Rome is situated, as reported by Job Pricing. Always in the north is located Trentino-South Tyrol, the region with the second-highest average gross salary, 32,200 euros per year. The last positions of the raking were occupied by the southern regions, with an average wage of 28,300 euros. High wages and large pay gap According to the same source, employees working in banking and financial services had some of the largest salaries in Italy. However, men earned roughly 22 percent more than women (47,900 euros versus 39,200 euros). Similarly, the annual gross salary in the insurance industry was 29 percent higher in favor of men. Low-wage workers The south of Italy was also the place registering the highest percentage of low paid employees. These are employees with an hourly salary of less than two thirds of the median salary over the total number of employees. More specifically, in the south and on the islands, the share of low-wage employees was 15.6 and 14.6 percent, respectively. In the northern regions, the share amounted to only 7.8 percent.

Will the poorest countries converge towards the EU average? At the bottom of the list, two of the most recent member states of the EU, Romania and Bulgaria, come last in terms of GDP per capita. Whether these countries will be able to capitalize on their relatively low-wages to spur economic growth and experience the convergence towards the older member states of the union shown by countries such as Estonia, Czechia, and Lithuania, remains a pressing issue for these poorer member states.

Renting vs. buying In the past, house prices have grown faster than rents. However, the home affordability has been declining notably, with a direct impact on rental prices. As people struggle to buy a property of their own, they often turn to rental accommodation. This has resulted in a growing demand for rental apartments and soaring rental prices.
